AZERBAIJANI SIDE ENGAGED IN PROPAGANDA AND FABRICATES FACTS TO ACHIEVE
ITS OWN GOALS: AMBASSADOR OF POLAND TO ARMENIA

YEREVAN, APRIL 1. ARMINFO. The Azerbaijani side is engaged in
propaganda and fabricates facts to achieve its own goals in the issue
of Karabakh conflict. Polish Ambassador to Armenia Tomasz Knothe made
this statement talking to ARMINFO commenting on the information spread
by Azerbaijani Mass Media that Polish President Alexander Kwasniewski
allegedly stated that during his meeting with Azerbaijani President
Ilham Aliyev.

Tomasz Knothe says that Polish and Azerbaijani presidents during their
meeting in Warsaw just discussed the topic of Nagorny Karabakh. Being
well-aware of the complication and delicacy of the given issue for all
the parties, President Alexander Kwasniewski did not make such
statements, and relevant information of Azerbaijani Mass Media
contains no single true word, the Ambassador says.

Protests against Russian base withdrawal

There were protests in Batumi and Akhalkalaki on Thursday against the
Georgian government’s efforts to have Russia withdraw its military bases
from the regions, according to Black Sea Press.
In Batumi some 300 supporters of the leader of the United Communist Party
Panteleimon Giorgadze held a rally calling for the Russian base there to
stay, while in Akhalkalaki 500 demonstrators called for the base there to
remain.
Governor of Samtskhe-Javakheti Giorgi Khachidze said that the Akhalkalaki
rally was organized by the youth organization “Jemi,” which brings together
Armenian youth living in the region.
He noted that a similar rally was held on March 13, and that he had met with
the organizers of the rally, who also demanded that a passport office be
opened in Akhalkalaki, as the local dwellers had to go to other regions to
receive an identification card or a passport.
He said that a passport office had already been opened in Akhalkalaki.

ACKNOWLEDGEMENT OF NEW PARLIAMENT BRINGS STABILIZATION TO KYRGYZSTAN

LUXEMBOURG, April 1 (RIA Novosti) – The acknowledgement of the
authorities of the new single-chamber parliament elected on February
27 and March 13 has brought stabilization to Kyrgyzstan, official
spokesman for the Russian Foreign Ministry told journalists on
arriving in Luxembourg on Friday.

“Efforts taken by acting Kyrgyz leaders to stabilize the situation are
yielding positive results,” Yakovenko said.

According to the diplomat, Russia is contributing to Kyrgyzstan’s
settlement.

“We want the domestic developments to be peaceful and legitimate. We
maintain permanent contacts with parliament, the government and
Foreign Ministry of the republic,” Yakovenko noted. In his words,
Moscow hails Bishkek’s readiness to stick to international
obligations, particularly, connected with the country’s membership in
the Collective Security Treaty Organization (CSTO: Belarus, Russia,
Kazakhstan, Kyrgyzstan, Tajikistan and Armenia) and Shanghai
Cooperation Organization (SCO: Russia, Kyrgyzstan, Kazakhstan, China
and Tajikistan).

“Russia supports the OSCE efforts aimed at the restoration of
legitimacy in Kyrgyzstan on the basis of the Constitution,” Alexander
Yakovenko stressed.

The 12 leaders of the Syrian North-Eastern tribes who have come to
Armenia in connection with the 90th anniversary of the Armenian
Genocide, appealed to the international organizations today. The leaders
of the Arabian tribes think that «the world must reconsider their
attitude towards the Armenian Genocide and return to the Armenian nation
their just rights and demands».

The Arabs who first visit Armenian are those people who govern their
tribes. It is noteworthy that each Syrian tribe consists of more than a
million people. The leaders arriving Armenian represent the tribes which
during the Genocide received and helped the immigrants saved from the
Turkish jatagan. «The Arabs all know about the Genocide and they have
done many services to the Armenian nation», said the leaders in the
today’s press conference.

The guests have met the Prime Minister, the Foreign Minister, students
and many other people, they have visited Matenadaran and got acquainted
with the Armenian history. Today they will go to the town of Abovyan,
where there are many people who returned to Armenia years after the
Genocide. Tomorrow the representatives of the Arabian world will meet
the Catholicos of all Armenians.

As a result of the meetings already taken place, the representative of
the `Bagyara’ tribe, for example, has concluded, `It is already clear
for us that the Armenian nation has a history of thousand and thousand
of years, even before Christ. So this nation must recover its
fatherland’.

The leaders of the tribes represented the role of the Syrian Armenian
community in the activity of their country. The Armenians have many high
posts and always have places in the Parliament. By the way, the Syrian
Parliament has not officially recognized the fact of the Armenian
Genocide. According to the leaders, it is accounted for by the fact that
in that issue Syria is like Armenia:’There is no need to recognize an
issue which is testified to by every stone of the country’.

Armenia to Introduce Tougher Inspection of Food and Products

ARMENIA TO INTRODUCE TOUGHER INSPECTION OF FOOD AND PRODUCTS, POSING
RISK TO PUBLIC HEALTH

YEREVAN, APRIL 1, ARMENPRESS: Armenian trade and economic
development ministry said today it is going to introduce a set of
tougher supervision measures concerning foodstuff, products, goods and
services which potentially may pose risk to public health.

Robert Dayan, head of standardization and measurmeent department,
said the ministry will implement extensive inspections throughout the
year of foodstuff, chemical substances, cosmetics, oil prodcuts.

Dayan said the supervision will be manyfold- beginning from the
process of manufacturing, tramnsportation and ending with their
sale. He said the plan of measures was developed based on last year’s
findings, which revealed that though the majority of doemstically made
and imported food meets safety requirements, packaging of many
Armenia-made foodstuuf failed to meet some of these standards.

“ACRA” Credit Bureau to Provide Credit Reports Till May 20

“ACRA” CREDIT BUREAU TO PROVIDE CREDIT REPORTS TILL MAY 20

YEREVAN, MARCH 31, ARMENPRESS: “ACRA” credit bureau will start the
provision of credit reports till May 20.

Lusine Vardanian, the responsible of bureau’s marketing and public
relations department, said the bureau collects information from banks
whichare collaborating with it, from micro-financing organizations,
communal services.

The credit bureau developed an educational program which will be
implemented in Yerevan and in the Armenian provinces. L. Vardanian
said theeducational program in the provinces will be implemented
together with the “Eurasia” Foundation and national center of small
and medium size business development.

The program includes seminars during which the aims and functions
of “ACRA” credit bureau will be presented. At the seminars businessmen
and representatives of local governmental bodies will take part.

The bureau also underscores the importance of students’ awareness
and will organize seminars and lectures in higher educational
establishments. Besides, it will take part in the conference on
“Armenia’s Economy Yesterday, Today, Tomorrow” which will be held in
Yerevan State Economic Institute April 5-8.

The educational program will launch in Syunik, then the
organizerswill visit Gegharkunik, Lori, Shirak.

According to Vardanian, such events were already organized in
Shirak and Tavush provinces in the fall of 2004.

Lusine Vardanian said the seminars are aimed at informing the
public about the advantages of collaborating with “ACRA”, particularly
how to create credit history and to make it serve with more promoting
conditions.

The main mission of “ACRA” educational program is to assure each
citizen that he/she can build and use good credit history for its
benefit.

BAKU: OSCE chairman stated NK will be involved in talks late summer

Current chairman of OSCE, Minister of Foreign Affairs Dmiri Rupel was
on a visit to Armenia. In the frames of the visit he met with
President Robert Kocharyan.

In the meeting, particularly, the process of regulation of Karabakh
conflict was discussed. Rupel stated the importance of the relations
and talks between the sides of the conflict, and stressed once again
that, OSCE is ready to mediate the process. R.Kocharyan as usual
stated that, the participation of separatist regime occupying Karabakh
in the talks may affect the regulation process positively.

Exchange of opinions within OSCE-Armenia relations was also held in
the meeting. Karabakh conflict was prior topic of the meeting of OSCE
chairman with the Minister of Foreign Affairs of Armenia Vardan
Oskanyan. D.Rupel called Karabakh conflict unique because of all its
parameters and that it didn’t resemble other conflicts in post-soviet
sphere. He stated his hope to the meeting of Azerbaijan and Armenia
presidents to be productive. Besides, stressing Azerbaijan and Armenia
to be the main sides of the conflict D.Rupel said he will discuss with
official Baku the matter of invader separatist regime to attend the
regulation process.

D.Rupel expressed his anxiety about the intensive violation of
ceasefire. OSCE chairman also met with the head of separatist regime
occupying Karabakh Arkadi Gukasyan. D.Rupel giving report to
journalists after the meeting lasting half an hour stated that,
suitable conditions will be present for the negotiations among
Azerbaijan, Armenia and Nagorno Karabakh in late summer: “This will
cause a good perspective in the direction of the regulating the

The OSCE chairman-in-office, the head of Slovenian MFA Dimitrij Rupel
stated in Yerevan, “Nagorno-Karabakh problem is a special case, this
conflict may not be compared with other frozen conflicts”.

D.Rupel stated this, commenting his speech at the UN session of the
Council of Security in New York, 4 March where he called
Nagorno-Karabakh as “disputable territory” (“Mediamax”).

The OSCE chairman-in-office stated, “Information about frequent cases
of violation of ceasefire at front line causes serious concern”. “I
hope, all possible measures are to taken for mitigation of existing
tension”, Dimitrij Rupel said. With that end in view he indicated, the
parties are to abstain from “aggressive rhetoric”. Dimitrij Rupel
stated, he intends discussing situation at the contact line of the
parties during negotiations with Azerbaijan leadership.

“OSCE is unaware of “other methods” for settlement of conflicts,
except peaceful methods”, Dimitrij Rupel said, commenting the
Azerbaijan president Ilham Aliyev’s recent statement, if peaceful
negotiations on settlement of Nagorno-Karabakh conflict fail,
“Azerbaijan is to undertake other measures”.

He indicated, since this point till the end of summer it will be
possible conducting negotiations between Nagorno-Karabakh, Armenia and
Azerbaijan. D.Rupel underlined just as well, he looks forward to
quickest prevention of violation of ceasefire regime and normalization
of situation at the contact line. With this end in the view the head
of OSCE indicated, undoubtedly he would discuss with Azerbaijan party
the issue of moving the Azerbaijani positions towards the contact
line. “We presume the aggressive language between parties is
non-admissible”, underlined D.Rupel.

He said, main players in the process of settlement of Karabakh
conflict are Armenia and Azerbaijan. However, telling this, he may
imagine the situation, when opinions of other interested people may
also be taken into account. D.Rupel added, he meant people of
Nagorno-Karabakh in this instance.

worked out a number of components of the Karabakh conflict settlement,
OSCE MG Russian Co-Chair Yuri Merzlyakov stated, APA Azeri news agency
reports. According to him, these proposals have been considered during
the recent negotiations and there are no objections on the whole
though there are certain discrepancies between the positions taken by
the conflicting parties. `We are trying smooth these discrepancies and
maximally bring the positions together. The parties should reach
agreement on their own otherwise there will be no progress’, Y.
Merzlyakov considers. He also noted that at a certain state of the
negotiations the parties will have to resort to trilateral
format. `There are some nuances that cannot be settled with Nagorno
Karabakh’, he said. When touching upon the statement by Serge
Sargsian, who said that Armenia’s biggest concession is that she has
not recognized the independence of the NKR yet and that the consentto
the conduction of a referendum in Karabakh can become the major next
compromise, Yuri Merzlyakov said, `We are working with executive
powers of the conflicting parties and their statements are of interest
to us.’

Belgian Speaker Herman De Croo to Arrive in Armenia April 4

Herman De Croo will pay a 2-day formal call to Armenia on the
invitation of Armenian National Assembly Speaker Artur Baghdasarian,
RA parliamentary press service reports. During the visit the Belgian
delegation is scheduled to meet with Artur Baghdasarian, members of
parliamentary political forces and deputy friendship groups, Prime
Minister Andranik Margarian and Catholicos of All Armenians Garegin
II. Besides, Herman De Croo will hold meetings with representatives of
the Armenian public organizations, students of the European Regional
Academy and the French University. The delegation members are also
expected to lay a wreath to the memorial to the Armenian Genocide
victims.
