MAIN FLOW OF CONTRABAND TO ARMENIA COMES FROM TURKEY, UAE AND CHINA

YEREVAN, APRIL 15. ARMINFO. The main flow of contraband goods to
Armenia comes from Turkey, UAE, China, and partially from Georgia,
Chairman of Customs Committee of the Republic of Armenia Armen
Avetisian informed during the news conference Friday.

However, now the Georgian side is actively renewing its customs
system. Regarding Russia Avetisian mentioned that Armenia is
cooperating with this country, as besides the exchange of official
annual reports the parties exchange operative information.
“Representative of the committee in Russia informs us what goods went
from Russia to Armenia”, Avetisian informed.

It should be noted that the trade turnover between Armenia and Russia
decreased by 10.4% in 2004, totalling $266.197 mln against $297.8 mln
in 2003. The share of trade with Russia in the structure of the
foreign trade turnover of Armenia made up 12.9%, including the exports
from Armenia to Russia decreased by 17.3% and totaled $78 mln, and the
imports decreased by 7.5% and totaled $188 mln.

Soccer: Ajax Move for Manucharyan

AFC Ajax have reached an agreement with FC Pyunik to
sign Armenian international striker Edgar Manucharyan
in the summer, while the Dutch club’s forward Mauro
Rosales will miss the rest of the season.

Trial injury
The 18-year-old Manucharyan was on trial in Amsterdam
in December 2004 and took part in a friendly match
against FC Barcelona, but lasted only 14 minutes after
suffering a foot injury. The setback caused the trial
to be terminated prematurely, but Manucharyan remained
in Amsterdam for rehabilitation and will join Ajax’s
first team in time for the start of the 2005/06 season
having signed a three-year contract, which starts on 1
July.

Rosales ruled out
It was not all good news for Ajax coach Danny Blind,
however, as Rosales will miss the rest of the season
as an ankle injury requires surgery. The Argentinian
winger damaged a ligament in his right ankle in the
Eredivisie game with Willem II last weekend, and will
therefore sit out the rest of the campaign after the
operation

Biggest Shock to Armenian Allegations

(JTW Ankara) The head of Turkish Institute of History,Yusuf Halacoglu
publicized new scientific documents against Armenian allegations.
According to Halacoglu, these historic documents will spoil
Armenian’s claims. One document revealed by Halacoglu is dated back
28 May 1915.
According to document, it has been ordered, how Armenians should be
sent back.
Halacoglu revealed two more documents, one American paper that
calculates Armenian population dated back 1921. Also in the documents
it has been explained that how aid organizations will help Armenians.

This week Armenian President rejected Turkish letter for
collaboration on allegations. The move strengthened the hand of
Turkish side, which head started the opening of Ottoman archieves.
Halacoglu claims, to solve the problem it is a must to open all
Ottoman archieves.

FACTOR OF “BONAPARTISM” PREVENTS ARMENIAN WOMAN TO TAKE UP LEADING POST

YEREVAN, APRIL 15. ARMINFO. “There is a factor of “Bonapartism” in
Armenia, which is one of the obstacles for women to take up a leading
post”, stated Head of Armenia’s National Statistical Service Stepan
Mnatsakanyan during Apr 15 presentation of “Women and Men of Armenia –
2003” book answering ARMINFO’s question.

In his words, in 2003-2004 most of students of secondary professional
and high educational institutions were women – 69.7% and 55.8%
respectively. However, a very little percent of women become leaders
in any organizations irrespective of the sphere of activity. Speaking
about problems of gender statistics, Mnatsakanyan noted that it is
practically absent in the sphere of business, ulterior employment,
there are no data on trafficking and illegal migration, too.

To note, 3/4 of working population in Armenia’s regions are women,
however, none of them hold a post of governor. 82-83% of members of
political parties are men, women totaled only 5% of Armenian
Parliamentarians. “Women and men of Armenia – 2005” statistical book
is published in Armenian and English by Armenia’s NSS, at the
assistance of Armenian Ministry for Labour and Social Affairs and by
financial means of UNDP Yerevan Office and Swiss International
Development Agency (SIDA).

Customs Chief Knows Nothing About $100K Award on his Assailants

Armen Avetissyan does not know sources from which $100.000 will be
paid by Office of Public Prosecutor General and National Security
Service for information on suspected in the case of encroachment to
him. However, Avetissyan knows precisely that it will be not from the
state budget. At the same time, he ruled out the encroachment’s motive
on the personal basis.

To remind, the official car of Avetissyan was damaged as a result of
an explosion in the center of Yerevan on March 24, 2005. He get out
from the car a second ago before the explosion.

Prosecutor General Completes Investigation on Bandit Quarrel Case

PROSECUTOR GENERAL’S OFFICE OF ARMENIA COMPLETE INVESTIGATION ON CASE
OF BANDIT QUARREL

YEREVAN, APRIL 15. ARMINFO. Prosecutor General’s Office of Armenia has
completed the investigation on the case of a bandit quarrel near
Yerevan HPP.

The case was transferred to the Court of the First Instance of Yerevan
communities of Center Nork-Marsah. The judge Mnatsakan Martirosyan to
chair the trial. The trial is expected to start in late April.

To remind, the quarrel happened at the HPP on February 4 at about
22:00 p.m. As a result, one person was killed, several were wounded,
9 were arrested, and 3 are wanted by the police. 7 units of weapons
and ammunitions were confiscated. The Police says that the reason of
the crime was a banal disagreement of two young people whose names are
not mentioned within the interests of the investigation.

90th Anniversary of the Armenian Genocide
April 24, 2005

This year marks the 90th anniversary of the Armenian Genocide.
As we commemorate this stain on human history, we must also
question how long it will take until the world acknowledges the
injustice and horror that occurred. We must question how long
it will take for the world to acknowledge that it was genocide.

Ninety years ago, the Ottoman Turks began their systematic
effort to eradicate Armenians. From 1915 until 1923, 1.5
million Armenians lost their lives in this intentional and grim
act of genocide. Men were separated from their families and
murdered. Women and children were forced to march across the
Syrian desert without water, food, or possessions. Many died
of hunger of thirst or were killed when they lagged behind
during the forced marches into the desert.

The Armenian Genocide was the first of the 20th century. As
with later genocides, some question the accuracy of the
historic events, asking whether they actually happened. In
fact, the government of Turkey still has never admitted that
genocide occurred. And, shamefully, our nation has put world
politics over truth and has failed to demand that the truth be
told.

As we know, if we ignore injustice, we are likely to see it
repeated. In his justification for the Holocaust, Adolf Hitler
said, `Who, after all, speaks today of the annihilation of the
Armenians?’

This year, to commemorate the Armenian Genocide, hundreds of
people will walk from Fresno to Sacramento in the `March for
Humanity.’ Although I am unable to join the marchers, please
know that I am with them in spirit.

I join you in commemorating this anniversary of the Armenian
Genocide. As we remember the unspeakable acts from 90 years
ago, let us also know the power we have in naming these acts
for what they are and in reminding the world. By acknowledging
this genocide for what it is, I hope that we are able to help
create a more just and humane world.

NKR: Parliament Depends on People’s Vote

PARLIAMENT DEPENDS ON PEOPLE’S VOTE

Laura Grigorian: `Mr. Nasibian, the nomination of candidates is
over. What are the results?’ Sergey Nasibian: `According to the
schedule of preparing and holding the election, on April 5-10 the
nomination of parliamentary candidates from constituencies and by
party tickets took place. For 22 constituency seats 127 candidates
have been nominated from 22 election districts. On average six were
nominated from each election district. 57 of 127 were nominated by
political parties, 70 by civil undertaking, by the decision of the
undertaking groups. The number of nominees for the election was
especially high in Stepanakert; 79 persons were nominated from 8
constituencies, which is on average 10 nominees from each election
district. In several election districts there are 10-11 nominees and
in the election district N 5 there are 14. In the regions the average
number of nominees per election district is 2 – 3 or 4, thehighest
number of nominees is 6. 8 of 9 political parties registered and
operating in the Republic of Nagorno Karabakh will stand for the
election. Six of them will run by separate party tickets, two will run
for the election by a common party ticket. These are the ARF Artsakh
and `Movement 88′ which will be presented by the name `ARF – Movement
88′. Of the political parties `Armenakan’ did not nominate candidates
on party tickets, only from constituencies.’

L.G.: `What is the reason for the rise in the number of nominees?’

S.N. `In fact, against the previous election the number of nominees
has increased by 30- 40 per cent. The reason may be the development of
democratization in the republic. Actually, the political parties were
given the opportunity, and the citizens feel that they also can be
elected and take part in the governance of the country.’

L.G.: `What else could you tell about the preparation for the
election?’

S.N.: `In the period between April 10 and May 5 the Central Election
Committee and district committees will check the documents of the
nominees. Then on May 10 – 15 the candidates will be registered. The
candidates nominated from constituencies and on party tickets can
start the election campaign on May 17. At present the documents are
checked for falsification and correspondence to the Election Code.’

L.G.: `What means of campaigning will be used?’

S.N.: `There are different means of election campaign: meetings with
voters, debates, the mass media. Special order of using the mass media
for electioneering will be maintained. The constituency candidates
will have free and paid television time and space in the republic
newspaper. The candidates on party tickets will not have this
opportunity. In the Republic of Armenia, by the decision of the
Central Election Committee the candidates may run political ads on
private TV channels. There are no private TV channels in our country,
so we are looking for other ways. Maybe the party candidates will also
be allowed to use the public television and newspaper but not free of
charge.’

L.G.: `What measures does the CEC take to prevent electoral
corruption?’

S.N.: `Bribing as well as promises of bribe is a crime. If such cases
are revealed in election committees and during other election
procedures, the relevant bodies will be involved, and actions will be
suited. The nominees and later the candidates must be awareof this not
to resort to such steps.’

L.G.: `What is the peculiarity of this election? How will it differ
from the previous elections?’

S.N.:`First of all, this will be the first election after the adoption
of the common election code. We used to have different election codes
for presidential, parliamentary and local governmental elections. Now
we will be guided by one election code. The election system was also
changed: there will be the Central Election Committee, and district
election committees instead of the former regional and town
committees. In each election district (22) there is an election
committee (22) and district election committees. The order of
constituting district election committees has changed as well: three
of the members are appointed by the NKR president, the present
parliamentary factions of the National Democratic Party and the
Armenian Revolutionary Federation appoint two members each. The
district election committees will be formed 20 – 21 days before the
election. Each district committee will appoint a person in each
district. According to thenew election code, the results of
presidential, parliamentary and local governmental elections will be
considered valid if turnout is above 25 per cent. There is innovation
in the order of the electoral registers. Formerly, we included in the
registers the persons who were residents or were temporarily living in
the given place. By the new order only the citizens who are residents
of the given area will be included in the electoral registers. The
work in this direction has already begun; this will be the most
difficult task in this election because there has been considerable
move within the republic because of thewar and other
circumstances. The lists of voters will be available at the voting
stations 45 days before the election. And another thing too: formerly
different signs were used to vote, such as `v’, `x’,`yes’. Now only
`v’ will be considered valid. Besides, the persons on military service
cannot vote for constituency candidates. They will vote for party
candidates only, which means that the soldiers can vote at the nearest
voting station to the military unit.’

L.G.: `What measures will you take to provide fair and transparent
elections?’

S.N.: `The CEC committee has worked out and published all the
definitions and orders for fair, free and transparent
elections. Certain work has been donewith the district
committees. After the stage of registering candidates is over,we will
hold a consultation with the candidates in order for them to be aware
of the maintained order. The rest depends on the district election
committees. After setting up the committees we will hold
seminar-consultations with them to clarify the procedure of voting.’

L.G.: `Are there many members of parliament among the nominees?’

S.N.: `Almost 70 per cent of the members of the present parliament
will stand for the election. There are members of parliament who will
run for the elections for constituency seats and by party tickets at
the same time.’

L.G.: `What is the motivation for becoming a member of parliament? ‘

S.N.: `I think there are persons who have certain experience as
parliamentarians and want to continue. There are also people who do
not imagine themselves in that position. I must add that the
percentage of votes has no importance, the candidates who will get the
highest number of votes will beelected.’

L.G.: `Do you mean that not all the candidates are worth of the title
of Member of Parliament?’

S.N.: `It is the people that should give anevaluation and not
us. According to the law, we admitted the documents which corresponded
to the order. If there are no mistakes, we will register them as
candidates.’

L.G.: `Can we be sure to tell after the elections that we elected a
worthy parliament which will efficiently operate for the sake of
development and stability in the country?’

S.N.: `The preliminary acquaintance with the nominees and their files
shows that among the 127 constituency nominees and nominees on party
tickets there are people of different occupations, people involved in
politics, who are worthy of being elected, and if they are elected,
the parliament will take a step ahead. Therefore, everything depends
on people, whether they will manage to make a right choice to form a
parliament which will stabilize the political plane of the country and
strengthen the foundations of democracy in the republic.’

Turkish historian produces documents refuting Armenian genocide claim

Turkish Historical Society President Yusuf Halacoglu has produced
documents in response to Armenian genocide allegations. Halacoglu
revealed for the first time an original document, dated 28 May 1915,
pertaining to the return of deported Armenians to their homes.
Halacoglu stated that the works entitled “Deaths from epidemic
diseases”, “Armenian incidents in French diplomatic documents” and the
English-language “Three colours over Taurus Mountains” document that
the genocide allegations are not correct.

Halacoglu said that the original document, dated 28 May 1915, which
was given to him by the then 3rd Army commander, Capt Nurettin
Pekeroglu, and which he is revealing to the public for the first time,
will invalidate the genocide allegations. Halacoglu explained that the
document, which was sent to the provinces, as well as to the executive
authorities, includes provisions for procedures to return deported
Armenians to their homes, adding that this clearly demonstrates that
the Ottomans did not intend to commit genocide.

Halacoglu said that another US document, dated 1921, also goes to
refute the allegations. The document, which was drawn up for purposes
of UN assistance, includes information on the Armenian population in
the world. Halacoglu also emphasised that it is necessary to open
every archive in order to resolve the issue.

Armenia needs revolution to resolve Karabakh, opposition leader says

“Armenia’s foreign policy is in deadlock and in the first place as
regards Artsakh [Karabakh],” a member of the political council of the
Anrapetutyun (Republic) Party and former Armenian prime minister, Aram
Sarkisyan, said at the party’s congress on 15 April.

He said that no country mentions the right of the Karabakh people to
self-determination today, everyone only speaks about the need to
preserve Azerbaijan’s territorial integrity. Sarkisyan said that
things have reached a point where the international community says:
“Return the lands and then we will discuss Artsakh’s security.”

Sarkisyan said that all these show that the incumbent authorities have
neither resources nor the right to resolve the Artsakh issue. In his
opinion, no document signed by these authorities can be valid not only
because these authorities do not want or cannot resolve this issue,
but also because the international community does not want to conduct
negotiations with the “illegitimate” authorities.

Sarkisyan believes that since this problem has not been resolved,
Armenia has been sidelined from all regional programmes and turned
into an enclave: “This situation will be reinforced after returning
the territories because the military victory has not been backed up
politically over the 10 years of truce.”

He thinks that the Karabakh conflict will be settled favourably for
Armenians in case “there is more democracy in Armenia and Nagornyy
Karabakh than in Azerbaijan”.

“Armenia needs a revolution also to resolve the Karabakh conflict.
What is important is not to allow the leadership of the country change
the authorities and not to create conditions for any party to regard
the revolution as its monopoly,” Sarkisyan said.
