When Russians in Delhi want to go home they don’t have to travel far.
They just head for Bline, a four table restaurant in Anand Niketan

New Delhi, August 20: How many places is one allowed to call home? If
you go by these Russians in Delhi, at least two-and common to both
would definitely be lazy confines, curling kitchen smoke, and dollops
of warm food.
Zhanna, a shy Russian national in Delhi, can’t speak much English.
But what she can and does say, simply, is “This is home for me.”
Zhanna, along with a bunch of Russian regulars in the city, are
talking about Bline, a Russian restaurant in Anand Niketan and
effective substitute for home.
Bline (Blee-nee, Russian for pancake) is a small four-tabled affair,
where the inexpensive food-including authentic Russian juices, momos,
blines, egg and meat preparations-is just part of the thrill. This
is also a place where one can put up one’s feet, smoke a cigarette
and watch Russian movies, long after the meal is over. And there
is always the added attraction of making friends with the friendly
hosts-Elena and Aleksandr Melkinov-who do the cooking themselves.
And they intend to keep it that way. “We get only regular customers
here. We have never advertised because we like to keep our restaurant
small and our customers select. We make only a small profit, but it
is enough!” Aleksandr says.
“When people ask me why I set up this little restaurant three and a
half years ago, I ask them, why not?” Aleksandr laughs. “Though the
eggs are Indian, I toss them in the Siberian way. Everything-including
the beef and pork-is sourced locally. The difference is just that I
make sure everything is clean, and there is service and quality in
all we do,” says Aleksandr.
And the hard work has paid off, in very distinctive ways. Zhanna is
not the only single Russian girl in the city who’s found a place she
can call home here-Elena gives a tour of her kitchen to anyone who’d
like a look. “For girls who haven’t learnt how to cook, I show them
how to make blines,” smiles Elena.
Though the restaurant sees its real crowd in the evening, Russian
embassy officials often come in for a hurried lunch in the afternoon.
“Though our place is very small, sometimes we are asked to host
parties here,” says Elena. And guests from neighbouring countries
hop in as well.
Says Artem, chief of the counsellor section of the Armenian embassy,
“Bline is special. Though the meat preparations are fabulous, I
cherish my Russian friends in the restaurant. It is a place where I
can simply enjoy.”
“When we first came to India, we intended to make this a restaurant for
Indians, but we have become a hub for friends-Russians, especially,”
says Elena. “Come as a friend,” she says. Country no bar.

ABU DHABI – Grandmasters Sergey Volkov of Russia and Ghaem Maghami
Ehsan of Iran were the latest seeds to tumble as the Abu Dhabi Chess
Festival reached its crucial phase at the Khalidya Palace Hotel here
on Friday.
Ashot defeated Grandmater Ghaem Maghami Ehsan in a marathon battle
lasting 72 moves in a Benko Gambit.
Grandmaster Anastasian Ashot of Armenia emerged as the sole leader
with 4.5 points in the Masters section at the end of the fifth round.
Russian Grandmasters Kobalia Mikhail, Potkin Vladimir, Bocharov Dmitry,
Chernyshov Konstantin and Ukraine Grandmaster Goloshchapov Alexander
shared the second spot with 4 points.
Among the UAE players, Fide master Ahmed Ishaq caused a mild flutter
by defeating Bogza Adina-Maria, while Faisal Abdullah managed a draw
against India’s Muralidharan. Marwan Abdul Wahab and Ibrahim Mohammed
Khouri drew their games against teammates Mansour Abbas and Salem
A.R. Saleh respectively.
In the children’s section, Bajarani Ulvi of Azerbaijan, Mohammed
Hamza Abdul Karim of UAE and Dhruv Hingorani of India extended their
winning streak by securing four games in a row.
Hussain Khouri, manager of the festival, expressed his satisfaction
with the performances of all the players. He said: “We invited eight
Grandmasters this time while invitations were also sent to young and
promising players. We look for innovation every year and we are hoping
to introcduce a women’s masters section from next year.”
The chief arbiter Zughair Ahmad said: “The players have adapted well
to the faster time controls, and the quality of grandmaster games
has improved.”

the Karabakh peace process, Linden says in an interview to TURAN.
PACE has intensified its work in this direction and an important
meeting will take place in Paris in the coming months with all the
key participants involved, says Linden without specifying the details
and names.
To remind, Aug 18-20 Linden will visit Armenia.

Tehran, Aug 20, IRNA Universiade-Wrestling-Iran Iranian Greco- -Roman
wrestling team returned home from the western Turkish seaport Izmir
in the wee hours of Saturday.
Iran finished fourth with an asset of one gold, one silver, and
one bronze.
The colorful medals handed Iran 32 points.
Mehdi Ashkani snatched the glittering gold in the 60 kg category and
his teammates, Hassan Rangraz and Mehdi Sharabiani, snatched silver
and bronze in the 55 kg and 120 kg classes respectively.
Turkey was crowned at the tournament on 56 points, followed by
runner-up Kazakhstan and third–placed Armenia with 36 and 34 points.

” Nous ne voulons plus etre le trou noir de la Turquie “, declare
l’homme d’affaires devenu le premier magistrat de la ville.

La cinquantaine debonnaire, Naif Alibeyoglu, l’enfant du pays devenu
homme d’affaires, tient les renes de la mairie de Kars depuis six
ans. Kurde par sa mère, elu sous la bannière de l’AKP, cet ancien
etudiant marxiste est un pragmatique qui affiche une energie
farouche, determine a sortir sa – region de l’ornière de la pauvrete.
Quels sont vos objectifs en tant que maire de Kars ?
Naif Alibeyoglu. J’ai deux objectifs : la reouverture de la frontière
avec l’Armenie, vitale pour la vie economique de la region, et
l’approfondissement des liens avec l’UE. Avec une attention toute
particulière pour l’Europe ! Bien evidemment, je veux developper le
commerce avec le Caucase, mais ma priorite c’est l’adhesion a l’UE.
Elle est comme une boussole pour nous, une voie vers le progrès. Si
on n’avait pas cet objectif, le pays serait livre soit a
l’imperialisme americain, soit au terrorisme et aux islamistes
radicaux.
Precisement, l’integration a l’UE ne passe-t-elle pas par la
reconciliation turco-armenienne ?
Naif Alibeyoglu. Peut-etre. Mais je suis sûr que, via le dialogue,
cette reconciliation se fera. Je ne suis pas historien, mais maire.
Et ce dont nos deux pays ont besoin, c’est de – recommencer a
commercer normalement. Certes, les resistances politiques a cette
reouverture sont encore nombreuses. Rien que l’an dernier, lors du
festival culturel de notre ville, j’ai tente de jumeler Kars avec
Gumri, situee en Armenie. Mais Ankara s’y est oppose. – Cependant, je
reste optimiste.
Sur quelles forces vives peut s’appuyer la ville pour asseoir son
developpement ?
Naif Alibeyoglu. D’une part sur les activites traditionnelles, au –
premier rang desquelles l’elevage, a condition que nous ayons les
moyens de moderniser notre production. Nous venons ainsi de mettre en
place un reseau de 16 fermes pilotes, que nous voudrions integrer
dans un processus agro-industriel. Grâce a differentes cooperations,
comme celle engagee avec le ministère de l’Agriculture francais, nous
comptons sur ce projet pour redynamiser le tissu economique de la
region.
D’autre part, nous pouvons compter sur les hommes et les femmes de la
region, et notamment la jeunesse. Kars est dotee depuis une dizaine
d’annees d’une universite. Encore jeune certes, mais enfin, la ville
recommence a attirer un peu de monde. Peu a peu. Et ces futurs
diplômes, s’ils restent, nous permettront de ne plus etre le trou
noir de la Turquie.

Si le territoire turc integrait l’Union europeenne… Quelles
seraient les frontières orientales officielles de l’UE ?

Posof, poste frontière turco-georgien. Au terme d’une route de
montagne dont chaque virage laisse apparaître le trace du BTC
(l’oleoduc qui relie la mer Caspienne a la Mediterranee via Bakou
(Azerbaïdjan), Tbilissi (Georgie) et Ceyhan (Turquie), la petite
ville aux airs de station thermale semble perdue au milieu de la
foret. Posof, futur poste frontière entre l’Union europeenne et le
Caucase ? Pour le moment, le village a des airs de bout du monde. ”
Il ne passe qu’une vingtaine de camions par jour, soupire Serkan,
jeune douanier turc. Charges de salami, de farine et de biscuits, en
provenance de Turquie pour approvisionner le Caucase. ” Un peu de
trafic legal… ” Et des echanges clandestins dans les montagnes
alentour “, reconnaît l’officier. Sur lesquels plane, loin des
preoccupations locales, un lourd enjeu geostrategique. Le Caucase est
en effet riche en ressources energetiques et suscite les convoitises.
Via le nouvel oleoduc, les Etats-Unis cherchent a y etendre leur
sphère d’influence, grignotant les marges de l’ex-empire sovietique,
et sur la proximite europeenne, côte turc. Ils soutiennent depuis
1994 le projet du BTC, en grande partie finance par BP (British
Petroleum). Alors… depuis le premier coup de pelleteuse donne en
octobre 2003, le chantier avance, ignorant les cimetières villageois
qu’il dechire sur son passage. Eric, ouvrier francais sur le troncon
turc du pipeline, s’emporte : ” Les paysans ne sont quasiment pas
indemnises quand on les exproprie de leur champ ! ” Le chantier
pharaonique a pris du retard : inaugure en mai dernier, il ne sera en
service qu’a l’automne prochain. Certains espèrent des retombees
economiques positives d’un tel projet. Mais l’oleoduc ne fait que
traverser la region. Beaucoup aussi critiquent son coût (2,8
milliards d’euros). Et si la cle d’un tel chantier etait politique ?
Ce financement hors du commun est en effet en partie dû au fait que
le tube a dû contourner le Kurdistan turc et l’Armenie.
Turquie-Armenie. Une relation minee par le poids des massacres
perpetres il y a plus de quatre-vingt-dix ans. En 1915, en marge de
la Première Guerre mondiale, le gouvernement Jeune-Turc d’un Empire
ottoman declinant ordonnait une feroce repression du peuple armenien.
Plus d’un million de personnes mouraient au cours de massacres et de
deportations. Un siècle plus tard, ce genocide est toujours nie par
les autorites turques et reste ignore ou tabou dans la societe.
Turquie-Armenie, une relation minee par des dissensions politiques
plus recentes aussi. En effet, depuis 1993, par solidarite avec ses ”
frères de sang d’Azerbaïdjan “, le gouvernement d’Ankara a ferme la
frontière, en reponse a la prise de pouvoir par les milices
armeniennes du Haut-Karabakh, une province azerbaïdjanaise peuplee
majoritairement d’Armeniens. Ankara a de facto provoque le blocus
economique d’une Armenie exsangue. Et asphyxie du meme coup sa propre
region frontalière, la province de Kars, devenue un cul-de-sac.
Kars, un matin de semaine. Dans les rues poussiereuses passent
quelques voitures. Sur les trottoirs accidentes, les hommes
palabrent, une cigarette a la main, autour d’un traditionnel verre de
the. Les femmes vaquent, d’une echoppe a l’autre. Dans cette cite de
80 000 habitants situee a 45 km de la frontière armenienne, le
chômage touche plus de la moitie de la population. Il fut un temps
lointain où Kars etait riche, ville carrefour situee sur la Route de
la soie… Aujourd’hui, la region souffre. Elle figure au 71e rang en
termes de richesses produites sur les 80 districts que compte la
Turquie.
Alors, pour des raisons economiques, les habitants, dans leur immense
majorite, veulent la reouverture de la frontière. Le maire de Kars,
Naif Alibeyoglu (voir entretien), a meme lance une petition a ce
sujet qui a recueilli 50 000 signatures. Regulièrement, il se rend a
Ankara pour plaider auprès du gouvernement la cause de sa region.
Sans succès pour l’instant. Le fosse entre Ankara et Erevan reste
infranchissable. À la frontière, les miradors trônent, menacants, le
long des 300 km montagneux qui separent les deux pays. L’ancienne
limite du glacis sovietique pendant la guerre froide demeure encore
l’une des frontières les plus surveillees du continent.
En route vers le poste frontière. Des champs a perte de vue, quelques
tracteurs, des cueilleurs a l’echine courbee. Seul ornement des
villages de torchis : les antennes paraboliques. Au bout de la route,
Ani, l’ancienne capitale du royaume d’Armenie. Victime d’un
tremblement de terre au XIVe siècle, la cite a brutalement perdu le
rayonnement qu’elle exercait sur l’Asie centrale au Moyen Âge. ” La
cite aux mille eglises “, où les cathedrales côtoyaient autrefois les
caravanserails, et où fut construite la première mosquee sur le
territoire de l’actuelle Turquie, est laissee a l’abandon et aux
herbes folles. Depuis peu, il est possible de visiter ce site
archeologique sans autorisation administrative, et meme d’y prendre
des photos, signe d’un faible apaisement. Mais de part et d’autre des
gorges de la rivière Arpacay, les militaires veillent sans
discontinuer. Côte armenien, les soldats russes epaulent encore leurs
confrères.
Direction le sud, la ville d’Igdir, toujours a la frontière avec
l’Armenie. Ici, la Turquie se fait plus agressive. Une flèche de 43
mètres de haut commemore le ” genocide des Turcs ” qui auraient ete
massacres par les Armeniens au debut du XXe siècle ! Inversion de
l’histoire qui fait fremir. Sans aller jusqu’a renverser ainsi le
cours de l’histoire, les autorites d’Ankara refusent toujours de
reconnaître le genocide armenien. Le reconnaître constitue meme un
acte de trahison au regard de la loi. Ce qui explique l’opprobre jete
dans le pays sur les rares intellectuels qui osent avancer, tel
l’ecrivain Orhan Pamuk, que les morts côte turc ont ete bien moins
nombreux que côte armenien… Dans la region de Kars, où de nombreux
massacres ont ete commis, personne n’accepte le mot ” genocide “. Les
conversations commencent d’ailleurs souvent par : ” Vous savez, le
soi-disant genocide armenien, ce n’etait pas un genocide… C’etait
une guerre et il y a eu autant de morts des deux côtes. ” Une
centaine de kilomètres plus au sud, la route nous conduit vers la
frontière iranienne. Les check-points ponctuent le trajet. Parce que
la route longe la frontière armenienne et qu’elle est un axe de
contrebande important. Heritage, aussi, d’une epoque pas si lointaine
où les militaires turcs traquaient les membres du Parti des
travailleurs du Kurdistan (PKK), qui avaient engage une lutte armee
pour la reconnaissance des droits du peuple kurde.
Dogubayazit, a 35 km de l’Iran. Atmosphère moyen-orientale. Ici, le
trafic est permanent et intense. Il fonde meme l’identite de la ville
: Dogubayazit, 36 000 habitants, gigantesque marche en permanente
ebullition. Dans les rues, des porteurs, des vendeurs, des cireurs de
chaussures, et de rares femmes, souvent revetues d’un tchador. À la
sortie de la ville, une quatre-voies parfaitement entretenue mène au
poste frontière. Une file interminable de camions stationnes, au
milieu d’un paysage desertique. Une nouvelle Europe se dessine, porte

oder mit dem Bike absolviert werden. Die Strecken fuhren am Waldrand
von Zurich Altstetten entlang. Die Teilnehmer konnen in den

Chairman Of Armenian NGO “Democracy” Meets With Pace Chairman
CHAIRMAN OF ARMENIAN NGO “DEMOCRACY” MEETS WITH PACE CHAIRMAN
YEREVAN, AUGUST 18. ARMINFO. The authorities of Armenia have not
fulfilled all the requirements of th Venice Commission of the Council
of Europe, Chairman of the nongovernmental organization “Democracy”
Vardan Poghosian stated during the meeting of PACE Chairman Rene van
der Linden with representatives of Armenia’s NGOs.
In particular, talking to ARMINFO Poghosian said that “Democracy”
considers unfulfilled one of the most important recommendations of
the Venice Commission – to ensure wide public dialogue in the country
regarding the reforms of the Constitution. “We give much importance
to it than the content of the draft constitutional amendments,
as transparent referendum is possible only at the presence of a
dialogue of the authorities with opposition and public organizations”,
Poghosian informed.

YEREVAN, AUGUST 18. ARMINFO. Mayor of Scotland’s capital Donald
Anderson plans to include the issue on the recognition of Armenian
Genocide in the agenda of the sittings of the city Council in Oct,
2005. “I got acquainted with the problem of the recognition of the
Genocide three years ago, when the Memory Day of victims of genocides
was commemorated, and Armenian Genocide of the beginning of the 20th
century was a part of that”, Anderson informed to radio Liberty. Then
a seminar was organized at the request oft he Armenian community
in Edinburgh, which covered the events of the beginning of the 20th
century in Ottoman Turkey. During the seminar the participants passe
a resolution to call on the authorities of Scotland to recognize
Armenian Genocide.
The Turkish embassy in Great Britain, as well as representatives of
the Turkish community in Edinburgh expressed their concern on the
occasion of the statements of the mayor of Edinburgh. In response
Donald Anderson said that he had examined the historical document,
which don’t leave a doubt that a Genocide was perpetrated against
the Armenian community in Ottoman Turkey. Besides, the mayor called
on Turkey to revise its position regarding this problem. The Turkish
side required to give it an opportunity to hold its seminar. “We gave
a consent for holding such a seminar, but in the nearest future the
city Council of Edinburgh will discuss this issue”.

Parties To Karabakh Conflict Has Good Opportunities For StableSettle
PARTIES TO KARABAKH CONFLICT HAS GOOD OPPORTUNITIES FOR STABLE SETTLEMENT
YEREVAN, AUGUST 18. ARMINFO. During the 18 months following the start
of the Prague Process the Karabakh peace talks have substantially
deepened and there have been significant meetings between the Armenian
and Azeri FMs and presidents, OSCE Minsk Group US co-chair Stephen
Mann says in an interview to Hayastani Hanrapetoutyun newspaper.
The US approves of the process and during the period MG framework
discussions have grown into talks. No official agreement has however
been reached. There is mutual understanding, on some issues the parties
are near agreement. Of course nobody wants to break the confidentiality
of the process. But agreement is possible if the parties show political
will. This will allow them to split their differences, says Mann.
Asking the question if the MG is taking steps to involve Nagorny
Karabakh in the peace process Mann says that the talks are continued
in the Armenia-Azerbaijan format. The Karabakh conflict is a special
unique conflict. The international organizations can help, promote
the process but it is for the conflicting parties to find a solution.
On behalf of the US Mann says that they would very much like to see
the conflict resolved. In this situation the US is a good friend to
both countries.
Asked if the US support of Nagorny Karabakh is a display of special
attitude Mann says that one should not see much in this. The US is
providing Nagorny Karabakh with small humanitarian assistance with
no political implications.
Asked what can be more decisive in the process – oil or democracy –
Mann says that to resolve the conflict the parties will have to show
political will and commitment towards mutual concessions.
Asked how much the parties are ready for peace in terms of both
their publics and governments Mann says that the commitments of the
presidents is obvious.
Mann is convinced that Robert Kocharyan and Ilham Aliev sincerely
want peace. As to the peoples they obviously want all but war. The
history of the Caucasus is changing. And the last we will have to
see will hopefully be solutions presented to the public for approval.
Commenting on the question about the limits of possible concessions
by Armenia, Azerbaijan and Nagorny Karabakh Mann reminds that lots
of discussions are being held on this issue. There is a good chance
for each party to achieve most of its goals. Such talks are very hard
to hold but there are excellent prospects for further development. No
party to a negotiating process can get 100% of what it wants. But the
parties to the Karabakh peace process have good real opportunities
for paving a stable way to settlement provided they show strong
political will.
This is a hard task but the parties have done much in this direction,
The US is closely following the work carried out since the beginning
of the Prague Process. This period has laid the basis for the
current stage leading to the Kazan meeting of the Armenian and Azeri
presidents. The US is expecting the parties to use this opportunity
for further dialogue and talks.
