In Azerbaijan the broadcasting of Armenian TV programs has been
prohibited. In Aghsou a tower has been erected which will not allow the
broadcasting of Armenian TV Channels in the territory of Azerbaijan,
day.az reports.
The same fate expects Irani TV programs. Another tower will be erected
in Larik to prohibit their broadcasting.

KARABAKH ISSUE WILL NOT BE SETTLED IN NEAR FUTURE

This the opinion of political scientist Alexander Iskandaryan,
interview with whom is presented below.
-No serious changes are taking place in the Karabakh
settlement. However the Minsk process that has been inactive since 1999
is being restores. As a matter of fact it is a positive step, however
it has nothing in common with the Karabakh conflict settlement, which
entirely depends on the will of the Azeri and Armenian Presidents.
-Does Armenia have will?
– Presently there is no ground for real negotiations. Today
expectations are contrary. Azerbaijan wishes to deport Armenians from
Karabakh, Armenia presses for Karabakh’s independence. The Minsk Group
is trying to achieved so-called “obliged peace”. However I think the
parties are not ready for compromise yet.
-They say that the legitimacy of Robert Kocharian and Ilham Aliyev
should be used by the international community in the process of
imposing peace. Your comments, please.
-No, it’s not so. First of all no “obliged peace” is not observed
for the near future. Second, let’s take Islam Karimov or Alexander
Lukashenko. Thus the issue of legitimacy is not political but inner
political.

ARMENIAN NOTARY SYSTEM TENDING TO EUROPE

The RA Notary system tries to correspond to the European standards. The
system has been examined by experts from France, Switzerland
and Rome. In today’s press conference in the RA Justice Ministry
Jean-Paul Decor, a notary from Marseille said that the RA Law on
“Notary’s office” adopted in 2002 is “a law of high quality”.
He has also met the workers of the 3 offices in Yerevan and came to the
conclusion that “our notaries are conscientious”. And has he seen the
work of the notaries with the citizens? “No”, he said. Then he added,
“One of our workers visited a notary’s office and saw the queue there”.
One of the journalists informed Mr. Decor that very often in order
to solve a problem the RA citizen bribes the notary. “That problem
exists in many countries”, “consoled” the French notary. He also
said that according to the RA Justice Minister David Haroutyunyan,
“notaries are well accepted in Armenia”.
In the same press conference David Haroutyunyan informed that Armenia
is trying to become member of the Latin Notary International Union.

HELSINKI FINAL ACT PUBLISHED IN ARMENIAN

In connection with the 30th anniversary of the signing of the Helsinki
final act, on the initiative of the RA Ministry of Foreign Affairs
and the Helsinki office in Armenia today the presentation of the
Armenian translation of the act took place. The Helsinki final act
was signed in 1975 and it is considered the OSCE starting point.
Meeting in Helsinki the Governments of 35 countries finished the summit
with the signing of the final act which put an end to the cold war and
contributed to the uniting of Europe. The act is a collection of 10
main principles which are followed by the OSCE member countries. In
1992 after declaring independence Armenia joined the OSCE. Now it
has 55 members.
According to the OSCE Yerevan office head Vladimir Pryakhin, the OSCE
contributed to the development of peace, stability and democracy in
its member countries.

BRACKETS NOT OPENED YET

“Nagorno Karabakh cannot be subject to commerce and this is the idea of
the whole Armenian nation”, said Robert Kocharyan in Stepanakert. He
told the journalists that his opinion is the same as before and that
the past 14 years showed the vitality of the Nagorno Karabakh Republic,
and that Karabakh is able to have independent statehood.
Robert Kocharyan has mentioned that in several cases the Nagorno
Karabakh Republic can serve an example for the other post-soviet
countries. Commenting on the recent meeting of the Armenian and
Azeri Presidents in Kazan Robert Kocharyan mentioned that his overall
impression of the meeting is positive.
Robert Kocharyan has informed that he always has serious discussions
with the Nagorno Karabakh Republic President about the settlement of
the Karabakh conflict.
The NKR President Arkadi Ghoukasyan did not comment on the settlement
process. “It is not time yet to open the brackets but I think we have
no ground to worry”, he said.

In answer to the inquiries of the RA Ministry of Foreign Affairs, the
US Embassy to Armenia gave information about RA citizen 35-year-old
doctor Rouben Jamalyan who is in the city of New Orleans.
According to the US Embassy, during the hurricane Rouben Jamalyan was
in the New Orleans Superdome stadium where he helped the victims of the
hurricane. At present the US authorities are taking measures to get in
contact with the RA citizen and to transport him to Huston or Atlanta.
The RA Ministry of Foreign Affairs and the Armenian Embassy to USA are
in constant touch with the US Embassy to Armenia and the US Emergency
Federal Agency to get information about Rouben Jamalyan and the other
RA citizens.

PANTHEON RECONSTRUCTED

The Komitas Pantheon which was to be subject of reconstruction three
years ago has finally caught the attention of the authorities. 96
million drams have been allotted from the state budget for
reconstruction works.
The works started on June and they will finish in October, according
to the director of the Pantheon Grisha Hunanyan. The construction is
realized according to the project of Stepan Qyurqchyan.
On both sides of the garden there will be gates and the entrance will
be guarded to prevent robberies. By the way, during the reconstruction
special places will be allotted in the walls for cinerary urns.
After the reconstruction the irrigation problem will also be solved.

REQUIEM IN THE BUZAND STREET

“1830-2005”: under the mourning poster with this title the residents of
the Buzand street organized a requiem this evening. Every passer-by
could approach the table in the middle of the street and raise a
glass in memory of the historical street which is being destroyed
before our eyes today. Approaching the table many people mentioned
that they are drinking not to the memory of the Buzand street but to
that of the RA Government.
In the evening the Buzand street represented another scene. There were
already posters near the barricades: “Deport”, “Fight, fight…”. As
for the equipment destroying the houses of the street, the residents
have drawn the fascist swastika which is a symbol of barbarism.
The residents of the streets are discussing their future steps as
to what they must do to meet the policemen. By the way, today no
one has made any attempt to enter the street and to free it from
the barricades.
The residents of the street do not exclude the possibility of the
policemen to visit them at night. “All the same we have nothing to
lose. We will lie on the ground”, they said.

SEPARATION “ON THE PRINCIPLE OF VOLUNTARISM”

“The membership to organizations is based on the principle of
voluntarism and it is their right”, on the request of “A1+” Artak
Zeynalyan, member of the Republican party commented on the decision
of Vagharshak Haroutyunyan, Albert Bazeyan and 5 other members to
leave the party.
Asked the question if the activity of the party is in danger after
the 7 members of the party’s council left it, Zeynalyan said, “Of
course not”. Nevertheless, it is noteworthy that today there are 6
people in the party’s council, and the point of view of the other 2
is not known as Aramazd Zaqaryan is out of the Republic, and Romik
Mkhitaryan is in the isolator.
According to the legislation, the acting 6 members cannot convene a
session where a decision must be made to convene a special session
and to hold elections. Commenting on this Artak Zeynalyan said that
they will soon make an announcement.
As for the dissolution of the regional organizations of the party,
in particular that of the Shirak region, member of the party Hunan
Mazmanyan informed that the structure was dissolved on August 25.
The part which left the party promises to make an announcement soon.

PRYAKHIN: “WILL THEY COME OR NOT?”

The head of the OSCE Yerevan office Vladimir Pryakhin is discontent
with the draft constitution adopted in the NA by second reading. “It
is the joint result of the attitude of the authorities, the opposition
and the civic society. The adopted draft is progressive at compared
to the acting one, yet it needs processing and it could have been
much better. To my mind, the draft must be put to referendum”, said
Vladimir Pryakhin.
He does not share the opinion that the Constitutional reforms
process can result in a political crisis in Armenia. Not denying
the disagreements between the political powers, Mr. Pryakhin said,
“Frankly speaking, OSCE does not mind the disagreements between the
parties. Our aim is to support everyone equally”. According to him,
the Constitutional referendum can fail if little people come to
participate in it.
