YUNUSOV: KARABAKH CONFLICT SHOULD NOT BE TREATED AS MATHEMATICAL PROBLEM

settlement (“common state,” “stepwise resolution,” “package one,”
etc.), however these are not the core in actual fact. One must
not treat the settlement of the Karabakh conflict as solution of
a mathematical problem,” head of the Department of Conflictology
and Migration of the Institute of Peace and Democracy Arif Yunusov
stated in an interview with PanARMENIAN.Net. In his words, the
fate of two – exactly two and not one – peoples is the point. The
solution should be in a form that, in case of not satisfying, would
not cause a mass negative response of any of the parties. “Why is the
current stage doomed to failure? It is based on the proposal to hold
a referendum. Maybe after certain time has passed, but the holding of
it. Formally, it is a quite democratic proposal. However, our societies
are not democratic and one should clearly understand it. E.g. Azeri
authorities at first tried to conceal the fact of the referendum
itself. When they did not manage it, they tried to pretend as if there
is nothing important here and it is not known what will be taking place
in our region in 10-15 years. Having observed the negative response
to the idea of a referendum, our FM stated there will be no referendum
and it is provocation of certain forces. I.e. this crucially important
issue is concealed from own people,” the Azeri expert noted. On the
other hand, A. Yunusov added, the Karabakh conflict has to do with the
mentality of both peoples. “Materials are often published in Armenia,
saying that authorities make the situation in Azerbaijan tense, while
people “do not with to fight for alien Karabakh.” It is a thoroughly
erroneous opinion.” In his words, “authorities write much about lost
lands in Armenia, however, this does not find a serious response in
the hearts of Azeris, as indeed there is no serious connection with
contemporary Armenia in the Azeri mentality.” “And there is such in
case of Karabakh. The same is true concerning the Armenian identity
regarding Karabakh. Thus, the settlement of the conflict should be
a not traditional one. I do not see a solution of the kind at the
moment. I suppose simultaneous to democratization – a real one, not
a declarative one – the solution of the kind will be found. First of
all, simultaneous to the strengthening of the institutions of local
government bodies (municipalities) and communities. In other words,
we need to get rid of soviet or eastern political system as soon as
possible and transfer to western political system. Then the borders
will stop playing a key role,” A. Yunusov summed up.

NEWLY APPOINTED UKRAINIAN AMBASSADOR TO ARMENIA PRESENTS COPIES OF CREDENTIALS TO RA FOREIGN MINISTER

YEREVAN, September 6. /ARKA/. The newly appointed Ukrainian Ambassador
to Armenia Aleksandr Bojko presented copies of his credentials to RA
Foreign Minister Vardan Oskanyan, press-service of the RA Foreign
Ministry reported ARKA News Agency. The ceremony was followed by a
meeting, during which Oskanyan congratulated the Ukrainian diplomat
on his appointment as Ukraine’s Ambassador to Armenia and on his
return to Armenia, and wished success in his mission. Expressing his
satisfaction with current Armenian-Ukrainian relations, Oskanyan
said that there is much to be done to develop political, trade,
economic and cultural relations. The sides discussed the European
integration process of Armenia and the Ukraine, the sides pointed to
the common foreign policy of both countries in this regard and the
necessity of coordinated actions in this direction. In this context
they found it important to continue a political dialogue. Bojko was
Ukraine’s Ambassador to Armenia in 1996-2001, after that he hold the
post of Head of First European Department at the Ukraine’s Foreign

ARMENIA APPRECIATES ICRC’S HUMANITARIAN ACTIVITIES

YEREVAN, September 6. /ARKA/. RA Foreign Minister Vardan Oskanyan
held a meeting with the newly appointed Head of the mission of the
International Committee of the Red Cross (ICRC) to Armenia Yves
Arnoldy. Minister Oskanyan appreciated the ICRC’s humanitarian
activities in Armenia. He pointed out that Armenia attaches high
importance to the ICRC’s efforts toward exchange of POWs and search
of the persons that went missing as a result of the Nagorno-Karabakh
conflict. In his turn, Arnoldy pointed out that the programs
of teaching the principles of international humanitarian law in
Armenia’s educational institutions launched by the ICRC office will

SETTLEMENT OF THE KARABAKH CONFLICT TILL THE END OF 2005 IS POSSIBLE ONLY IN CASE OF A GOOD WILL OF THE PARTIES IN THE CONFLICT

YEREVAN, September 5. /ARKA/. Settlement of the Karabakh conflict
till the end of 2005 is possible only in case of a good will of the
parties in the conflict, as the Chair of the OSCE Dimitrij Rupel
stated at a press conference after the meeting with the NKR President
Arkadi Ghukasyan, which was over late yesterday in Yerevan. According
to him, when regulation of the conflict it’s necessary to be guided
by 2 principles: territorial integrity and the right of the nation
to self-determination. According to Rupel, there are some formats
for settlement of the conflict, namely through the OSCE Minsk Group,
dialog of presidents, Ministers of Foreign Affairs of the sides of the
conflict. “Personally I am ready to speak to everybody, including the
authorities of NKR, if it fostered the settlement of the conflict”,
he said. According to him, parliamentary elections will be held
in Azerbaijan, and elections are not always a component fostering
the settlement of the conflict. To remind, after Armenia Rupel will
visit Azerbaijan, where he will discuss the issues of settlement of
Nagorno-Karabakh conflict and elections in Azerbaijan. According to
diplomatic sources in Baku, Rupel will meet AR President Ilham Aliyev,
Prime-Minister Arthur Rasi-zade, Speaker of the Parliament Murtuz

NKR PRESIDENT: KARABAKH CONFLICT CAN’T BE SETTLED WITHOUT NAGORNO KARABAKH PARTICIPATION

YEREVAN, September 6. /ARKA/. Karabakh conflict can’t be settled
without Nagorno Karabakh participation, Nagorno-Karabakh Republic
President Arkady Ghukasyan said at a press conference held after
his meeting with the OSCE Chairman Dimitrij Rupel Monday night in
Yerevan. Ghukasyan said the OSCE Chairman meeting with NKR President
shows that the republic is a part of the OSCE Minsk Group’s format.
He pointed out that Azerbaijan started speaking about NKR status
and said he viewed that as a sign of progress in Karabakh conflict
settlement process, as never before Azerbaijan has taken this into
consideration. “However, it is still difficult to gauge the progress,
because so many problems remain unsolved”, NKR President said. In
his words, solving his internal state problems, President Aliev is
hampering Karabkh conflict settlement process and is becoming the

NKR AUTHORITIES TO BE INVOLVED IN SETTLEMENT PROCESS WITHIN OSCE MINSK GROUP

Republic (NKR) will be involved in the Nagorno-Karabakh settlement
process within the OSCE Minsk Group after the details of negotiations
are specified, RA Foreign Minister Vardan Oskanyan told a press
conference. According to him, the resumption of the OSCE Minsk Group’s
activities and the NKR’s involvement in the process are possible only
after the positions of the Armenian and Azerbaijani Presidents on the
principal issues are close, and the Foreign Ministers achieve results
in discussing the details of the negotiations. “The process will be
easy to reanimate within the OSCE Minsk Group, and the NKR authorities

ARMENIA’S ARMENTEL PAYS 159 MLN DRAMS FOR ANTITRUST VIOLATION

YEREVAN, Sept 6 (Prime-Tass) — Armenian national telecom company
ArmenTel has paid 158.6 million dram to the state budget for violations
of antitrust laws, Armine Udumyan, press secretary of Armenia’s State
Commission for the Protection of Economic Competition, said Tuesday.
On August 12, the commission set a fine at 1% of ArmenTel’s 2004
revenue from GSM mobile services.
ArmenTel failed to provide stable and high-quality communications
in June-July.
Earlier ArmenTel held a monopoly to provide GSM services in Armenia.
However, in November 2004 the Armenian government decided to make
amendments to ArmenTel’s license, depriving the company of its
exclusive right to provide GSM, mobile satellite and mobile radio
communication services in the country.
Greece’s OTE holds a 90% stake in ArmenTel, with the Armenian

INJURED JANKULOVSKI NOT TO PLAY QUALIFIER AGAINST ARMENIA

PRAGUE, Sept 5 (CTK) – National soccer team-member Marek Jankulovski
will not play qualification match against Armenia in Olomouc, north
Moravia, on Wednesday, Czech national team spokesman Lukas Tucek
announced today.
The AC Milan defender who did not finish Saturday’s game against
Romania due to ankle pains has already left for Italy to receive
medical treatment, Tucek said, adding that doctors agreed Jankolovski’s
ankle needs to rest.
Jankulovski is the second player to leave national soccer team coach
Karel Brueckner’s starting lineup. Goalie Petr Cech already left for
London on Sunday.
Jankulovski broke his ankle in May but felt 100 percent fit at a
national team rendezvous. But when he kicked a ball with the tip of
his foot on Saturday the screws in his leg began to ache him and he
had himself replaced.
Though a medical check-up on Sunday proved the ankle did not break
again, national soccer team doctor Petr Krejci said Jankulovski’s
start in Wednesday’s match was not assured.
Health problems have also concerned Tomas Rosicky, who’s thigh muscle
insertion has been troubling him. On the other hand, national soccer
team captain Tomas Galasek should train again fully today. Coach
Brueckner did not decided yet whether to call up a substitute player.
