Persepolis will host Iranian Melal Orchestra

LONDON, September 13 (IranMania) – Iranian Melal (nations) Orchestra
conducted by Peyman Soltani will perform in Persepolis (Takht-e
Jamshid) from September 28-30.
In an interview with ISNA, Soltani said that the orchestra, which
includes 85 instrumentalists, will perform various pieces to the
accompaniment of a chorus.
According to him, the pieces include a number of foreign works and
the first national anthem of Iran, which dates back to the reign of
the Qajar king, Mozaffareddin Shah (1896-1907), and will be performed
for the first time in the country.
The piece was composed by Frenchman Monsieur Lumer to be played on
the piano but it has been set to the orchestra this time, he noted.
Performances of local pieces including Se Chekkeh, Ilcheh Beglar,
which have been set by Siavash Beizaei are also on the agenda.
Other works, including a piece by an Armenian composer, ?Dawn Bird?
by Morteza Neidavoud, ?Fog? by Peyman Soltani, ?Cry? by Aref Qazvini,
are also scheduled to be performed in Persepolis.
The conductor further said that the orchestra includes ten
instrumentalists from Armenia.

Hoseein Marashi had issued permission for the orchestra to perform
free of charge at historical monuments including Chehelsotun Palace,
Esfahan, Kakh-e Soltan, Tehran, Soltanieh Dome, Zanjan, Fin Garden
(Kashan),? he noted.
Melal Orchestra will also perform here at Andisheh Hall of Arts Center
from October 2-5.

JEREWAN, 12. September (RIA Nowosti). Der britische Konzern Midland
Resources Holding LTD fragte bei der armenischen Regierung nach
der Genehmigung an, die ihm gehörenden 100 Prozent der Anteile an
Elektritscheskije seti Armenii (â~@~^ Verbundnetz Armeniens”) an die
russische Firma Interenergo zu verkaufen.
Dies erfuhr RIA Nowosti am Montag aus der Kommission fur die
Regulierung auf dem Gebiet der öffentlichen Leistungen Armeniens.
Laut dem armenischen Gesetz uber die Energiewirtschaft ist Midland
Resources nicht berechtigt, die Anteile an Elektritscheskije seti
Armenii ohne Zustimmung der armenischen Regierung und der Kommission
als regulierende Behörde zu verkaufen.
Midland Resources hatte seinerzeit der armenischen Regierung fur
100 Prozent an Elektritscheskije seti Armenii rund 40 Millionen
Dollar gezahlt.
Im vergangenen Juni wurden die Aktien dem russischen Unternehmen
Interenergo in Treuhandschaft fur 99 Jahre ubergeben, wobei
der britische Konzern die Eigentumsrechte behielt. Der Wert des
Trustvertrages zwischen Interenergo und Midland Resources betrug 73
Millionen Dollar.
Interenergo ist Tochter der geschlossenen AG INTER RAO EES, von der
60 Prozent der Aktien dem russischen Strommonopolisten EES Rossii
und die ubrigen 40 Prozent dem staatlichen Atomkraftwerksbetreiber
Rosenergoatom gehören.
INTER RAO EES betreibt Handel mit Elektroenergie in Armenien, China,
Finnland, Georgien, Kasachstan, Moldawien, der Mongolei, Litauen,
Lettland, Norwegen, Polen, Russland, der Ukraine und WeiÃ~_russland
und verwaltet eine Reihe von Energieanlagen in Armenien, Georgien,
Moldawien und Russland in Treuhand.

CSTO SEC. GEN. OBSERVES ARMENIAN-RUSSIAN EXERCISES

/PanARMENIAN.Net/ Armenian President Robert Kocharian will observe the
final phase of the annual joint Armenian-Russian military and tactical
exercises that are held on the ground after marshal Baghramyan in
Armavir region of Armenia. These are the tenth Armenian Russian
exercises on the territory of Armenia. Secretary of the National
Security Council at the Armenian President, Defense Minister Serge
Sargsyan, CSTO Sec. Gen. Nikolay Bordyuzha and commander of the Group
of Russian Troops in Transcaucasia (GRTT) major general Andrey Popov
will follow the firing as well. The ground is also being prepared
to the firing. Motor shooting fortified regiment will represent the
Armenian party, while servicemen and equipment of the 102nd Russian
military base situated in Gyumri (the northern part Armenia) will
represent Russia. Aviation will take part in the maneuvers. The script
of the exercises provides for repulsing an attack of a conditional
adversary and subsequent elimination of his units. The exercises aim
at working out interaction between the Armenian and Russian formations,

Azerbaijan’s Poor UN Development Rating Due to ‘Use of Old Figures’

Azerbaijan ranked 101st in the annual UN report on human development
due to the use of statistics released a few years ago in the
evaluations, the UN Development Program representative in Azerbaijan
Marco Borsotti has told journalists.
Borsotti said that statistical data released 2-3 years ago are usually
taken as a basis during the preparation of annual global reports. There
is no need for comparing the human development indices observed in
2004 and 2005, as application of a new method started this year to
determine the figures on CIS countries, he said.
Borsotti said that according to the new method, living standards in
CIS countries, except Armenia, have declined. Azerbaijan’s slipping
rating is due to the statistics covering life expectancy of people,
the UNDP representative said.
“As the United Nations, we have been citing problems in certain fields
for about 4 years.”
Borsotti added that Azerbaijan has been developing in recent years.

Eldar Mahmudov: “National Safety Ministry won’t admit instability in country”

Eldar Mahmudov, the Azerbaijani National Safety Minister, said that
if the opposition holds any action within law, security bodies will
not hinder them.
As Trend reports, according to Mahmudov, any illegal action of the
opposition will be prevented.
The Ministry will not admit instability on the eve of the parliamentary
elections. It is capable to prevent similar violations.
Mahmudov also informed journalists about the two Armenian citizens
kept in prison. He noted that handing over them to other country was
very difficult and long process. “We’re working in this direction,
hold negotiations with some countries. It is seems to me that positive
solution will be reached in the issue”,- he added.

EU blasts Turkish author’s trial

Orhan Pamuk is accused of publicly denigrating Turkish identity
The EU’s enlargement commissioner and several MEPs have strongly
criticised Turkey for bringing renowned author Orhan Pamuk to court.
Mr Pamuk has been charged under Turkey’s criminal code with insulting
the country’s national character.
The court case followed comments by Mr Pamuk about the deaths of one
million Armenians and 30,000 Kurds in Turkey.
The trial of Turkey’s most internationally-acclaimed author is not
due to start until mid-December.
But his case has caught the eye of European politicians weighing up
Turkey’s bid for membership of the European Union.
‘Regrettable’
Enlargement Commissioner Olli Rehn, the official responsible for
shepherding Turkey through the membership process, did not mention
Mr Pamuk’s case when he made his opening statement.
Turkish journalists protested over freedom of speech earlier this
year But he was pressed on the issue over and over again by members
of the European Parliament.
They were clearly upset that the court had been brought under a new,
supposedly more liberal penal code that the European Commission had
pushed Turkey to introduce.
One MEP described the court case as “most unfortunate”. Another stated
that it was “unacceptable” that Turkey should join the EU while it
still practised such restrictions on free speech.
Mr Rehn agreed that the court case was regrettable, while stressing
that Turkey had made clear positive progress on human rights.
He said he had serious concerns over the interpretation of the penal
code, and that the case was in contravention of the European convention
on human rights.

International Crisis Group urges Armenian pull-out from occupied Azeri lands

Yerevan, 12 September: [Azerbaijani President] Ilham Aliyev’s
frequent public statements about an increase in the military budget
of Azerbaijan are “moves in wrong direction”, the vice-president
of the International Crisis Group (ICG), Alain Deletroz, said in
Yerevan today.
Addressing a news conference in Yerevan today, Alain Deletroz said
that “the arms race will be extremely dangerous for the sides of the
Nagornyy Karabakh conflict and for the region on the whole”. This is
why, the ICG vice-president thinks, “Armenia and Azerbaijan should
use the chance for the settlement of the conflict given by the Prague
process”.
Alain Deletroz said that on 14 September the International Crisis Group
will issue its report which contains recommendations to the parties in
the conflict for the settlement of the Nagornyy Karabakh problem. The
ICG vice-president mentioned basic recommendations to the authorities
of Armenia and Nagornyy Karabakh listed in the report: to continue
the Prague process; not to allow appearance of new settlements on
occupied territories; to pull out troops from the occupied territories.
As for determining the status of Nagornyy Karabakh, Alain Deletroz
thinks this issue cannot be solved today and it is necessary to return
to it in 10-15 years “by means of democratic procedures”. The ICG
vice-president believes that till that time Nagornyy Karabakh will
be under the protection of international security guarantees.

FORMER ADVISOR OF US PRESIDENT PROPOSES ARMENIA TO RECIPROCATE OLIVE BRANCH EXTENDED ERDOGAN

(ATC) Chairman Brent Scowcroft urged Speaker Dennis Hastert to decline
discussion of the Armenian Genocide Resolution, reported the Armenian
National Committee of America (ANCA). Scowcroft’s message specifically
notes he is “gravely concerned about plans to debate in the House
of Representatives H. Con. Res. 195, a resolution “Commemorating
the Armenian Genocide”.” In his words, the discussion on the floor
of the U.S. House would be “counter-productive to the interests of
the United States.” The ATC Chairman reminded that when the French
Senate passed such a resolution, “it cost France over $1 billion in
cancelled contracts and lost business opportunities.” “We strongly
urge you to review the attached letter that Turkish Prime Minister
Erdogan sent Armenian President Robert Kocharian on April 10, 2005,
seeking to normalize bilateral relations as well as address painful
long-standing historical issues. Although Armenian President Kocharian
rejected his offer, we are encouraged that Prime Minister Erdogan
and his government, by reaching out to Armenia with an offer for an
open dialogue on difficult issues involving Turks and Armenians,
are taking an historic step. Turkish-Armenian rapprochement is in
the best interests of both nations, and the ATC believes now is the
time for reconciliation. We sincerely hope that President Kocharian
and his government will take the opportunity to reciprocate the olive
branch extended by Prime Minister Erdogan,” Scowcroft’s letter notes.
