POSITIVE ASSESSMENT TO THE CONSTITUTIONAL AMENDMENTS
«We positively assess the changes of the juridical system. In case of
adoption of the constitutional amendments 9 judges elected by the general
sitting of the judges will serve on the Council of Justice, 2 judges will be
appointed by the National Assembly and the other 2 by the President of the
republic», Chairman of the Court of Cassations Hovhannes Manukyan stated.
Today Manunkyan’s position was supported by the Chairmen of all the Court.
The judges discussed 10 issues including the regulations of the behavior of
a judge, administrative punishment, etc.

in Armenia’s history, congratulatory message of All Armenian
Catholicos Garegin II on the 14th anniversary of Independence Day of
Armenia says, Press-Chancellery of Holy See Echmiadzin reported ARKA
News Agency. “Our people did not bent down under the burden of the
Artsakh war of liberation, earthquake and blockade, and consolidated
and defended its right for a free life”, Garegin II said. “We went
through a hard, but ascending way in building new statehood and new
life”, the message says.
We should think of each day of independent Armenia “for the sake of
development and prosperity of our Motherland, in the name of united

ARMENIA HAS TWO MAJOR SCENARIOS OF DEVELOPMENT OF IT SECTOR
YEREVAN, September 21. /ARKA/. Armenia has two major scenarios of the
development of IT sphere, Director of Munich Representative Office of
McKinsey&Company Andre Andonian said at the All-Armenian Forum
“Armenia 2020”. According to him, the first scenario implies
preservation of the status quo, “when we will do all we did
previously”. According to Andoyan, in this case Armenia will lose its
opportunities. The other is the scenario of high growth, when IT
sector in Armenia’s GDP, which currently makes 1.4%, increases four
times. “This will create over 6,000 jobs in Armenia by 2020 and will
provide over USD 500mln earnings”, Andoyan said. He pointed out that
for successful implementation of this scenario the RA Government
should modernize the educational system, should itself use
information technologies and provide condition for the sector to be
developed.
He said that it is important to create the system of electronic
government, attract to the IT sector the great actors of the world in
this sector, as well as creation of the special agency to conduct

17 YEARS OLD DAVID HARUTYUNYAN TO RETURN FROM YEKATERINBURG TO
ARMENIA BY AIR ON SEPTEMBER 21, 2005
YEREVAN, September 20. /ARKA/. 17 years old David Harutyunyan will
return from Yekaterinburg to Armenia by air on September 21, 2005,
press-service of the RA Ombudsman Office reported ARKA News Agency.
He is a native of Nagorno Karabakh, and left his Motherland with his
father when he was 4 years old. He has lived in Nijni Tagil for 13
years, without relations with his family. Due to the efforts of the
RA Ombudsman Larisa ALaverdyan and Ombudsman of Sverdlovsk region of
Russia Tatiana Merzlyakova, David’s family was found, and his return
to the family was organized. Merzlyakova will see David off at
airport of Yekaterinburg and his mother Jasmena Harutyunyan and RA
Ombudsman Larisa Alaverdyan will meet him at the airport of Yerevan.

Yearly presidential education bonuses in IT sphere awarded in Yereva

YEARLY PRESIDENTIAL EDUCATION BONUSES IN IT SPHERE AWARDED IN YEREVAN
YEREVAN, September 20. /ARKA/. Yearly presidential education bonuses
in the IT sphere have been awarded in Yerevan. The bonuses were
awarded to students of Yerevan State University (YSU) and State
Engineering University of Armenia (SEU) in the following categories:
“Best Bachelor” (the 1st and 2nd prizes, AMD 250,000 and AMD 200,000
respectively), “Best Master” (AMD 250,000 and AMD 375,000), “Best
Post-Graduate Student” (AMD 375,000 and AMD 500,000 respectively) and
“Best Student” (AMD 250,000). Bonuses were also given to the best
students of the YSU School of Physics & Mathematics, SEU Basic
Gymnasium and “Quant” gymnasium (AMD 50,000). Bonuses were given to
15 students. The bonus fund totaled AMD 5mln. Executive Director of
the All-Armenian “Hayastan” Fund Naira Melkumyan said that the
bonuses are the first step in realizing everyone’s hope, namely,
turning Armenia into one of the world’s IT-centers. “I am happy that
such a serious international organization as Synopsis is together
with us,” she said.
In his turn, Director General of the “Synopsis Armenia” company Rich
Goldman pointed out that the company attaches high importance to the
priority of high technologies in Armenia. A new generation of highly
qualified young engineers is the cornerstone of IT production growth,
he said. According to him, the receivers of presidential bonuses are
Armenia’s future.
RA Presidential Economic Advisor Vahram Nersisyants pointed out
two-digit indices of economic growth recorded in Armenia over the
last five years. He said that this trend will be maintained, and the
RA President attaches high importance to the involvement of young
people in Armenia’s economic development and in IT development. He
welcomed the fact that the “Hayastan” Fund and the “Synopsis” company
are realizing the President’s idea of supporting young people, which
promotes economic growth and allows them to be competitive and
successful in the international arena.
On April 28, 2005, the “Synopsis Armenia” CJSC and “Hayastan” Fund
signed an agreement on presentation of yearly bonuses to the best
students in the IT sphere. Thereafter, RA President Robert Kocharyan

THE AUTHORITIES OF ARMENIA ARE INTERESTED IN DEVELOPMENT OF STRATEGIC
PROGRAMS, ESPECIALLY IN THE AREA OF ECONOMIC TRANSFORMATIONS
YEREVAN, September 20. /ARKA/. The authorities of Armenia are
interested in development of strategic programs, especially in the
area of economic transformations, as the Councilor of the RA
President in economic matters Vahram Nersisyants stated when reading
the message of the RA President Robert Kocharyan to the participants
of “Armenia-2020” All-Armenian forum. The message states that the
presidents welcomes the initiative of “Armenia -2020” program
regarding development o a common strategy for development of the
country, which would be convenient for calculating the speed of
development and working out prospects of the further progress of
Armenia. “We highly appreciate the efforts of the program “Armenia
-2020″, which aim not only at anticipating the near future but also
at analyzing and offering long-term strategic perspectives, since
stable development of Armenia is our priority goal and we are ready
for cooperation”, according to the message.
The All-Armenia Forum “Growth of productiveness and competitiveness:
strategy of stable development of Armenia” was launched in Yerevan.
It’s expected to hold discussions on maintaining stable growth of
economy of Armenia, prospects and capacities of development of
separate sectors of economy. Over 350 representatives of Armenia and
Diaspora, the RA NA Speaker Arthur Baghdasaryan, RA Minister of
Foreign Affairs Vartan Oskanian, Minister of Defense Serge Sargsyan,
and Councilor of the RA President in economic matters Vahram
Nersisyants will participate in the forum. Also, participation of
businessmen of Armenian origin from different countries and world
famous companies, including Alcatel and McKinsey&Company is expected.
Armenia-2020 Program was launched in Feb 2002. Already $2 mln has
been spent of the program. The main goal of the program is to
organize and hold discussions about possible perspectives of a
long-term development of Armenia with the further development of

UAE DELEGATION TO VISIT ARMENIA NEXT WEEK
YEREVAN, SEPTEMBER 21. ARMINFO. A delegation from the UAE will visit
Armenia next week, informed the representative of the Supreme Council
of the United Arab Emirates, Sharjah Emir Sheikh Dr. Sultan Bin
Mohammad al-Kasimi at Matenadaran, the depository of ancient Armenian
manuscripts, Sept 21. He stressed that issues of deepening bilateral
cooperation in economy, science and culture will be discussed during
the meetings.
Al Kasimi has seen the museum presented with 17.000 manuscripts, 700
of them in Arab language. The Matenadaran Director Sen Arevshatyan
presented the quest a book on horses’ health, probably, because
al-Kasimi is a big horse-fancier.
Sharjah Emir congratulated Armenian people on the Independence Day
and named symbolic the conduction of the Day of UAE culture in
Armenia just this time. He wished Armenia’s authorities to overcome
all the difficulties preventing country’s full development.
Al-Kasimi is leaving Armenia today.
Armenian sailing championship will take place at Lake Sevan

THE ARMENIAN SAILING CHAMPIONSHIP, DEDICATED TO ARMEN ERITSIAN, A
FREEDOM-FIGHTER, WILL TAKE PLACE AT LAKE SEVAN
YEREVAN, 21.09.05. ARMINFO. On September 23-25, at lake Sevan
Sailing Championship of Armenia will take place the. The championship
will be dedicated to Armen Eritsian, a freedom-fighter, killed in the
Karabakh War, who was one of the founders of windsurfing in Armenia.
According to the report of Mher Tovmasian, the press-secretary of
Armenian Sailing Sports- Center, the opportunity of having the
championship is owed to Mr. Robert Kocharian, the President of RA,
who devotes much attention to sports in the country. “The competition
is organized to the perpetuate memory of our friend Armen and its aim
is to make surfing popular in Armenia,” said Mr. Tovmasian. He also
said that the organizers intend to re- establish the Armenian Sailing
Federation, that was closed in the early 90’s.
Vice Miss Europe Lusine Tovmasian will visit the participants.
Everyone who wants to take part in the competition, can take a free
bus that leave for Sevan on September 23, 6:00 P.M. from Yerevan,

OUR VISIT TO ARMENIA EFFECTIVE: EMIR OF SHARJA
YEREVAN, September 21. /ARKA/. The visit paid to Armenia by a
delegation of the Emirate of Sharja, UAE, has been effective, Emir of
Sharja Sultan bin Muhammad Al-Kasimi stated during his visit to the
Yerevan Institute of Ancient Manuscripts. The visit has been
effective, especially from the point of view of establishing
cooperation with academic circles, as well as in the cultural and
economic spheres, he said. “It is, of course, the beginning, and we
hope that we will develop our cooperation and consolidate our
friendship,” the Sharja Emir said. According to him, next week a
special delegation of the Emirate is to visit Armenia to thoroughly
discuss the issues discussed during the current visit.
Pointing out that his visit has coincided with the 14th anniversary
of Armenia’s independence, Al-Kasimi congratulated the Armenia people
on the occasion. “I wish that Armenia overcome all its difficulties
from this day and easily follow the way of development,” he said.
During the visit to the Institute of Ancient Manuscripts, Director of
the Institute Ser Arevshatyan presented the Sharja Emir with the work
entitled “Treatment of Horses” by the Assyrian scientist of the 13th
century Faraj in ancient Armenian and German. According to
Arevshatyan the present is the consideration of the Emir’s love of
this field of science. Arevshatyan added that although Faraj was an
Assyrian, he was a representative of Arab scientific thought, and the
Armenian translation of his book is evidence of Armenian-Arabian
scientific and cultural relations.Arevshatyaan also stressed that the
