‘ARMENIA TV’ AND ‘AR RADIOINTERCONTINENTAL’ WISH TO ENLARGE BROADCASTING
AREA OF THEIR PROGRAMS

RA TV and Radio National Committee discussed the competition suggestion
package of “Armenia TV” CJSC. “Armenia TV” envisages broadcasting its
programs through 17 connection frequencies within the republic. “Armenia TV”
is the only participant of the competition announced for the abovementioned
frequencies.

“AR Radiointercontinental” CJSC also submitted a package of competition
suggestions to RA TV and Radio National Committee. The company wants to
receive license for 9 frequencies of TV broadcasting in 9 regions of the
republic. The responses to the suggestion packages of the two companies will
be announced on July 18.

WHAT TO DO WITH HUMAN REMAINS?

Last year, a woman from Vanadzor submitted a rather strange complaint to the
Consumers’ Union. Amputating her mother’s toe, doctors simply handed it to
her to deal with.

What to do with human remains after a surgery? This is a serious question
today for Armenian hospitals. Having no crematorium, each hospital finds its
own ways of doing away with human limbs. Some of them bury the remnants,
others simply throw them to refuse chute. That is the main reason why there
are always stray dogs roaming in the hospital yards creating conditions for
horrible infections. The third unacceptable way to get rid of the human
remains is, as we mentioned, handing amputated parts to the relatives
without caring for physiological aftereffects.

“Armenia” Medical Center is the only one in Armenia where a crematorium is
functioning. The Center was much praised by American specialists who visited
it recently. Director of the Center, Grigor Grigorian, said that they intend
to further improve it, raising up to European standards.

STEPS TOWARDS AWARENESS

By mutual consent of the Penal Executive Department of Ministry of Justice
of Armenia and Civil Society Institute (CSI) NGO in all pre-trial detention
centers brochures “Rights of detainees in Armenia” and “Rights of Arrestees
in Armenia”, published by CIS were distributed. These brochures
comprehensibly present rights of detainees and arrestees. Currently
brochures are being distributing among relatives of persons deprived of
their liberty in the rooms where parcels are accepted.

Mentioned brochures are very popular both among the prisoners and their
relatives. Since the start of the program about 5000 copies of brochures
have been distributed.

HISTORICAL FACE OF YEREVAN STILL TO BE DISTORTED

The general layout of Yerevan will be confirmed by the end of the year and
will deliberately become a mere formal document. But it won’t be possible to
build edifices envisaged in the layout in some central parts of the capital,
as they are already occupied. Mkrtcih Minasian, chairman of RA
Architectures’ Union, believes that violation of Tamanyan’s layout will
continue unless the urban construction rules function in our city. In the
Soviet times the city’s face was distorted with the permission of local
administration bodies, while at present, that process continues due to the
amazing fantasy of the local and foreign investors. The public parks are
being seized with the permission of authorities, huge buildings are being
built, depriving the people of the opportunity to rest there. “Yerevan
Today” one of the hottest topics was discussed at the meeting at Yerevan
Press Club.

Mkrtich Minasian stated that Yerevan is one of the unique cities of the
world. Tamanyan who realized the uniqueness of the city and preserved the
buildings of 18th-19th century buildings, creating a capital of a national
value. Even later, the successors of Tamanyan’s school built edifices of
traditional architecture in the suburbs. But, both in the Soviet times and
later, they permitted huge violations of Tamanyan’s layout.

RA Union of Architects had certain means to control the urban construction;
each decision of the government was thoroughly discussed at the union. “It’s
quite another issue that sometimes these discussions were just formal ones.
But thanks to them, the architects knew that all the procedures were under
control. Today no one demands to hold public discussions, while not a single
project important for the city should not be approved without public
discussions. We have began a cooperation project with the Yerevan City
Mayor’s Office, according to which each big project should be discussed at
our union,” Minasian said.

“Very few things changed in the city in the course of the last year by the
suggestion of RA Architects Union. For example, some of the gas stations
were closed after our demands. But now we are not very strong and authority
as we were before. There always can be a constructer or an architect who
will say that the existing construction rules are old and demand new ones.
But it’s hard to create new ones, we need a base for that,” he added.

The suggestions and the demands of the Architects’ Union concerning the
construction of the capital are not always accepted or often ignored
totally.

In response to the question of “Azg” whether the union envisages creating a
regulation that will forbid the building of the projects out of the rules of
traditional architecture, Mr. Minasian said that there had been a project
test defining the environment and architectural criteria for the
construction, including the color of the stones even. Nobody was allowed to
build green or yellow building beside the pink tuff houses. Today, the chief
architecture of the city is responsible for that. But in fact, he is not
capable of carrying out that function. We often settle that issue by
changing the Mayor or the chief architect of the city.

ATOM EGOYAN AND ARSINE KHANJIAN TO VISIT KARLOVI VARI

The 40th international film festival will open today at Termal Hotel Complex
in Czech health resort of Karlovi Vari. World famous movie star Sharon
Stone, actor Robert Redford, Danish director Thomas Vinterberg and
Canadian-Armenian director Atom Egoyan together with his wife Arsine
Khanjian will take part in the festival. Egoyan’s new film will be shown on
the sidelines of Horizons program. The Czech and Canadian films of recent
years will be featured separately.

USA CELEBRATES THE INDEPENDENCE DAY

On July 1 the U.S. Embassy in Yerevan will hold a reception to celebrate the
229th anniversary of the Independence Day of the United States of America.
U.S. Ambassador John Evans will welcome guests to the celebration, during
which Americans and Armenians will jointly celebrate the independence of the
United States.

United States Independence Day honors the day in 1776 when the Declaration
of Independence was signed by the Founding Fathers. The principles found in
this document have brought change to countries around the world and have
continued to be influential through the centuries to our own day.

VARDAN OSKANYAN IN BEIRUT

The RA Foreign Minister Vardan Oskanyan who is in Beirut on a three-day
visit continued to meet the high officials of Lebanon on July 1.

During the meeting with the Lebanon President General Emile Lahoud Vardan
Oskanyan mentioned that in Armenia people followed the latest developments
in Lebanon and we are glad that stability is re-established in the country
in which the efforts of the President have been decisive.

Referring to the relations between the two countries, the Minister mentioned
that the political cooperation which is on a very high level now is
supported by the mutual interest of business circles, thanks to which more
and more Lebanese investments are made in different fields.

Further on the sides exchanged ideas about international and regional issues
of mutual interest. Minister Oskanyan represented the present stage of
settlement of the Karabakh conflict and its perspectives, as well as the
preset stage of Armenian-Turkish relations and the Armenian approached about
their settlement.

Visiting the Lebanese Parliament Vardan Oskanyan congratulated Nabih Berri
in connection with his being re-elected as the President of the Parliament.

Nahib Nerri found the role of the Armenian deputies of the Lebanese
Parliament extremely important mentioning that the Armenian community of
Lebanon is a bridge between the two countries.

There are no poor people in Armavir

THERE ARE NO POOR PEOPLE IN ARMAVIR

«In order to eliminate poverty people must work and not complain», said the
governor of the Armavir region Albert Heroyan during today’s Open Forum of
the Poverty combating strategic program in the Armavir region.

According to the facts represented by the regional governor, in the region
in 2003-2005 14 000 hectares of land has been sold in which there were no
lands smaller than 50 hectares.

The irrigation problem has been solved in the region, now it makes 27
sq.m./sec. There is a lack of workers in the region and there are 3500
people working in the farms, in 1998-2003 before the construction of the
water pipe more than 11 000 hectares of land was cultivated. For those year
1500-200 hectares of gardens have been planted.

According to the regional governor they will take up the creation of small,
medium and large farms. Today small farms are created. Mr. Heroyan is sure
that only he is poor who is lazy. The enlargement of lands, according to
him, is profitable and prevents the people from becoming poor.

Hranoush Kharatyan, head of the non-governmental organization `Hazarashen’
does not mind the enlargement of lands, but she thinks that the workers of
the small lands are vulnerable. Besides, `the enlargement of lands is a
quick process the results of which are not calculated’.

During the open forum the regional governor Albert Heroyan did not allow
anyone to express their opinion. He tries to persuade those present that
there are no poor people in the Armavir region. He mentioned, `We have 40000
tons of apricot. In the market 1 kg costs 120 drams’. But we learnt in the
market that only the best fruit costs 120 drams, the average cost is 50
drams and after the winds of the last few days the cost was reduced up to 30
dram.

By the way, according to Hranoush Kharatyan, in Armenia the minimum wage was
established – 13 000 drams which is less than the minimum consumer basket.

Terek Grozny have boosted their fight against relegation by signing
Armenian midfielder Romik Khachatryan from Panathinaikos.

The 26-year-old international has also played for Olympiakos and may
be available as soon as this weekend for Terek, who have won just
twice in the league this season and lie joint-bottom with Rostov.

“Today we’re waiting for the Khachatryan transfer documents from the
Greek club,” read a statement on Terek’s website.

“If we’re on time to include him in our squad then he may play
against Lokomotiv Moscow on Sunday.”
