Today the Court of Appeal turned down the case of the residents of
Buzand 10 against the Government considering it groundless.

The residents of the Buzand street find that they Government was not
authorized to made decisions against the Constitution and the clauses
of the Human Rights convention. “As far as in 2002 RA became member
of the CoE, the European conventions are more important than our
Constitution. Taking all this into account, with the aim to protect
our rights we turned to court, said Sedrak Baghdasaryan.

By the way, the dwellers of the street are not hopeless: they are
going to send the case to the Euro Court.

Today two representatives of the Crisis Managing group met the
journalists in hotel Congress to inform them that they have prepared
the first report about the Karabakh conflict. The report will be
presented on Wednesday.

The main theme of talk of the deputy head of the group Alain Deletroz
was that the parties must put an end to the preaching of mutual hatred
and hostility and meet each other half way, taking any step for the
peaceful settlement of the conflict.

“The parties have never been so close to the peaceful settlement of
the conflict as now. If there is the wish to settle the conflict,
the sides must do everything proceeding from the present state of
things”, stressed the deputy head of the Crisis Managing group.

Years ago the first President of RA Levon Ter-Petrosyan announced
that there will be no more a suchlike chance to settle the conflict,
but the powers which were not ready for compromise realized revolution
in the country. Asked the question if in case of missing this chance
the current authorities will be deprived of chair, the head of the
Crisis Managing group answered laconically, “There is only one thing
I can say: the Karabakh conflict must be settled now”.

During the press conference he periodically reminded the journalists
that they are investigating about 44 suchlike cases of conflict that
they now only two ways of settling them – the military way, and the
compromise way.

Alain Deletroz also said that they have met with the Azeri Mass
Media and our neighbors were more passionate. He told the Armenian
journalists, “If you preach all day that the Azeris are your enemies,
it’s clear that the society will never be ready for normal relations
with them”. He also informed that he is aware of Azerbaijan intending
to make its military budget equal to the Armenian state budget.

He also made another interesting remark about the Armenian-Azeri
relations, “The fact that peace has been kept in the front line for
more than 10 years without the interference of international peace
detachments, testifies to the fact that the Armenians and the Azeri
are able to take joint actions”.

Today the NA 6th session started. After standing up for the RA National
Anthem the deputies started their work. The opposition was present
only partially, in the person of the National Unity. The Justice bloc
was in session at that time.

The NA President represented the agenda, and Hmayak Hovhannisyan
found out that the issue of returning the deposits is not included in
it. He reminded the NA President that the solution of the issue is
one of the priorities of the Orinats Yerkir party, and it is Arthur
Baghdasaryan himself who must solve the problem.

Arthur Baghdasaryan reminded once again that there are only 21 people,
and in order to solve the issue at least 66 are needed. At that very
moment deputies of the Republican party reminded that they are also for
the solution of the problem, but the issue never entered the agenda.

Viktor Dallakyan, secretary of the Justice bloc mentioned in an
interview with us that his draft about the solution of the issue
of the deposits is in the main agenda, and it was done by the NA
decision. But today the draft was absent from the agenda represented
by Arthur Baghdasaryan. “I did not exclude it from the agenda, it
was excluded my being aware, that is the NA law has been violated”.

By the way, today Viktor Dallakyan learned that the issue was excluded
from the main agenda too. “It was possible only in case I was dead. But
I am not going to die in the nearest future, and I am going to inform
them that they have violated the law”.

Karabakh Conflict To Be Discussed In Moscow

Member of the Justice party, leader of the Democratic Party of Armenia
Aram Sargsyan, son of Gaspar, will leave for Moscow tomorrow where
he will participate in the international conference devoted to the
status issues of unrecognized republics.

10 representatives are invited from Karabakh and only 1 from
Armenia, as more attention is paid to the representatives of the very
unrecognized republics. The conference will last 2 days. On Monday Aram
Sargsyan will render a press conference about the results of the visit.

/PanARMENIAN.Net/ The International Crisis Group (ICG) has issued a
report containing proposals on the Karabakh conflict settlement, Vice
President Alain Deletroz stated during today’s press conference. In
his words, in its report the Group studies the positions of the
parties without reverting to the history. He also noted that history
is debatable and consequently cannot promote the resolution of the
conflict, since there are notions such as self-determination and
territorial integrity. One of the proposals intended for Armenia in the
report sounds as follows: “the withdrawal of troops from the seized
territories, establishment of bilateral relations between Armenia
and Azerbaijan and the determination of Karabakh’s status in 12-15
years; the process should be a democratic one.” When commenting on
the term mentioned Mr. Deletroz noted that the period is meant for
the formation of conditions essential for the determination of the
status of Karabakh.

“People should learn to live together again and the necessary
conditions should be created”, he noted. When commenting on the
statement by Ilham Aliyev, who said that next year the Azerbaijani
military budget will make as much as Armenia’s state budget
Mr. Deletroz noted that armament race would be very dangerous and
such position is incorrect. “It is senseless to withdraw troops if
Azerbaijan holds such a position. In this case the withdrawal can lead
to a military conflict”, he said. In her turn, Sabine Freizer, Director
of Crisis Group’s Caucasus Project stated that the Karabakh leadership
was proposed “to stop settling the territories, specifically Lachin,
Kelbajar and Aghdam”. However she noted that mass settlement was not
fixed on these territories. She also informed that the Group has been
working on the report during recent 9 months. During this period 9
people constantly worked in the region. According to Ms. Freizer,
the report will raise the awareness of the parties to conflict and
the international community. The ICG has elaborated three reports:
for Armenia, Azerbaijan and Nagorno Karabakh. The report will be
presented on September 14.

council of the coalition.

The participants of the meeting discussed the course of Constitutional

RA FM To Meet PACE Secretary General In Strasbourg

Oskanian will depart to Strasbourg on a 2-day visit to meet with PACE
Secretary General Bruno Haller and Ago Group members, RA MFA press
center reported.

September 14 he will leave for New York to participate in some
high-level meetings within the framework of the 60-th session of the
UN General Assembly. He is expected to take part in the discussions
of the UN GA to be held September 16-18 and deliver a speech on
September 18. Vartan Oskanian is also scheduled to hold a number of
bilateral meetings.

The Armenian residents of the area near the newly opened Georgian
orphanage in Javakhq Ninotsminda city are offered no sell their houses
for high prices, but the fact has caused concern of the Armenians.

So, in Ninotsminda the policy of freeing the city of Armenians is
outlining, A-Info reports. First the Armenian children were deprived
of their kindergarten which was allotted to the Georgian children
brought from other regions of the country, and then the process of
buying the houses starts.

The Armenians of Ninotsminda are afraid that if they do not agree to
sell their houses, the Georgians will use force to evict them.

RETURN OF SLAUGHTER-HOUSES

A bill by the National Assembly of Armenia intends to open
slaughter-houses with in-built laboratories to examine the animals
before slaughtering.

Minister of agriculture, Davit Lokyan, thinks that the slaughter-houses
will exclude any chance of infected meat entering the market.
