YEREVAN, MARCH 14, NOYAN TAPAN – ARMENIANS TODAY. “The Moscow Treaty
concluded in 1921 between two empires hasn’t received a deserved
estimation by now.
In fact, by this treaty the Armenia’s achievements created by May 28,
after the interval of 6 centuries, were reduced to zero,” Ishkhan
Saghatelian, Chairman of ARFD Nikol Aghbalian student union, declared
at the conference organized by the union in connection with the 85th
anniversary of the Moscow Treaty.
According to him, this treaty concluded between Russia and Turkey
was one of the anti-Armenian acts: “A shameful treaty that tightened
Armenia’s bondage for even more”.
Saghatelian reminded that “by the inducement of the same dictatorship”
the Armenian communists signed the humiliating Kars Treaty on October
13 1921, which became the ratification of the decision about capturing
Armenia and was concluded with Russian-Turkish cooperation.
The press conference participants, among which there were
representatives of a number of youth structures of the party and NGOs,
adopted a statement, according to which the Moscow Soviet-Turkish
Treaty and Kars treaty, which is its continuation, are worthless from
the moment of their signing as they contradict the main principles
and norms of the international law.
The statement authors call on the Armenian National Assembly to
invalidate the “illegal treaties violating the rights and interests
of the Armenian people”. It’s also mentioned that RA Foreign Ministry
should adopt a statement about the Moscow and Kars Treaties’ being
inadmissible for Armenia.

Security Treaty Organization (CSTO) is faced with, the ways of their
solution and issues connected with improvement of organization’s
activity and raising its efficiency were discussed at RA President
Robert Kocharian’s March 14 meeting with CSTO Secretary General
Nikolay Bordyuzha.
As Noyan Tapan was informed by President’s Press Service, the sides
also touched upon preparation of the Collective Security Council
sitting to be held in June in Minsk.

BRUSSELS, MARCH 14, NOYAN TAPAN – ARMENIANS TODAY. The German
authorities have prohibited a series of rallies the Turkish
organizations planned to hold in mid-March in Berlin. As Noyan Tapan
was informed by the ARF Dashnaktsutiun European Armenian Federation for
Justice and Democracy, the ban is based on the Article 189 of German
Criminal Code, according to which it’s prohibited to show “disrespect
to the deceased”. In their statement the German authorities used the
expression “those who died in 1915” in order to avoid mentioning the
Armenian Genocide.
The rallies that were to be held in Berlin were to be the beginning of
the events under the title “Talaat-Pasha Action” within the framework
of the “Grand Operation – 2006” initiative. The initiative a number of
Turkish figures, led by former President of self-proclaimed Republic of
North Cyprus Rauf Denktash, came up with, pursued the goal to achieve
Bundestag’s withdrawing its resolution on the Armenian Genocide.
Executive Director of European Armenian Federation for Justice
and Democracy Loran Leylekian expressed hope that all the European
politicians will show resoluteness as at present Europe is a witness
of an unprecedented wave of negationism threatening not only the
Armenians but also all Europeans.
According to the “Marmara” newspaper of Istanbul, the German Embassy
in Ankara refused to give visas to all Turks who intended to leave
for Berlin for taking part in the rally.

GAVAR, MARCH 14, NOYAN TAPAN. As the Noyan Tapan correspondent informs
from the Gegharkunik marz, wind of 27 metres/second strength was
fixed in the city of Vardenis during the last days, as a consequence
of what roofs of many-storied buildings, detached houses as well as
subsidiary constructions and a number of enterprises were damaged. The
wind destroyed transmission lines as well, as a result of what the
city had no electricity for some time.
An alarm about the damages of the wind was also got from the
communities of Shatvan and Norabak of the Vardenis region. The created
commission defines the sizes of the damage: 150 applications have
already been presented from the damaged farmsteads.
According to Hamlet Gasparian, the Chief of the Vardenis Mayor’s
Office Architectural Department, the old buildings were mainly damaged,
the owners of which are in socially needy state.
The village of Yeranos was also considerably damaged as a result
of the strong wind. According to community head Gagik Khansanamian,
according to preliminary data, the size of damage made about 19 mln
drams (about 42 thousand U.S.
dollars). Particularly, the roofs of the Yeranos secondary school No1
and 5 detached houses were destroyed of the wind. The wind destroyed
4 gravestones of the graveyard as well.

GAVAR, MARCH 14, NOYAN TAPAN. The number of those attending the charity
canteen functioning in Gavar for over 2 years with the financing of
the “Mission Armenia” benevolent NGO is constantly growing. According
to the information provided by Noyan Tapan correspondent from Gavar,
some young unemployed families also express willingness to attend this
canteen, as they mentioned, they have to do this due to abject poverty.
The canteen provides food for 120 vulnerable people five days a week,
once a day. It’s envisaged that this program will operate in Gavar
until 2013 and its further continuation will depend on the poverty
index registered in the country.

Yerevan, 14 March: Armenia cannot sit idle while Azerbaijan is
making official statements that if it does not get what it wants
at negotiations it will make no concessions and get what it wants
militarily, Armenian Foreign Minister Vardan Oskanyan has told
the Azg newspaper website, commenting on the Armenian president’s
statement that should the negotiations fail, Armenia will recognize
the independence of Artsakh [Nagornyy Karabakh].
“Azerbaijan must understand that if Armenia sees that Azerbaijan
has made a conclusion like this, Armenia will also take steps which
may have negative consequences for Azerbaijan – from recognizing
Karabakh to drawing up a new defence doctrine which will permanently
put Azerbaijan on the defensive,” Oskanyan said.
Asked about “the criteria for the failure of the negotiations”,
Oskanyan said: “Today the negotiations are at a stage when Azerbaijan’s
position will be crucial, i.e. we can start making decisions only after
we know whether Azerbaijan is ready for concessions. If Azerbaijan
does not make a concession on the issue discussed at Rambouillet,
it will mean that Azerbaijan continues to stick to its maximalist
position, which will not resolve the problem.
Therefore, the main criterion depends on Azerbaijan.”
Asked about what this step [recognition of independence] would give
Armenia and Artsakh, Oskanyan said: “The recognition, of course,
is a political instrument, which I think will be used on time, and
the president meant precisely this. If you remember, the president
said clearly in his interview – when Azerbaijan finally decides to
resolve the problem militarily, Armenia will reserve the right to
make changes both in the political and defence spheres.”

Chairman of Basketball Republican Federation at the Federation’s
March 14 conference.
He has been in the Armenian national team for many years, he is
a trainer of the international class. H.Rostomian is a doctor by
speciality.
Gabriel Ghazarian was elected the Vice-Chairman of the Armenian
Basketball Federation, Liana Baghdasarian the Secretary
General. Chairmanship consisting of 15 persons was also elected.
To recap, Federation’s former Chairman Alik Navasardian didn’t take
part in the conference and didn’t present a statement.

YEREVAN, MARCH 14, NOYAN TAPAN. The official ceremony of the RA signing
the 1979 Bern Convention on the Conservation of European Wildlife
and Natural Habitats of the Council of Europe took place on March
13. Ambassador Christian Ter-Stepanian, the RA Permanent Representative
to the Council of Europe signed the convention from the Armenian side,
and Gianni Buquicchio, the Deputy Secretary General of the Council
of Europe singed it from the side of the Council of Europe. As Noyan
Tapan was informed by the RA Foreign Ministry’s Press and Information
Department, so Armenia has become the 46th member state of the Bern
Convention. The convention is called to control the protection of
the wild nature and the nature environment, especially in the cases
of danger of liquidation. Besides the member states of the Council
of Europe, Morocco, Senegal, Tunisia and Burkina Faso as well as the
European community are the members of the Convention.

YEREVAN, MARCH 14, NOYAN TAPAN. Based on the materials prepared at
the Department for Protecting State Interests of the RA Prosecutor
General’s Office, according to Article 214.2 of the RA Criminal Code,
a criminal action was brought against “Agrocomplex” LTD Director
G.Avetisian on the occasion of his abusing his commissions in the
sphere of fulfilling his tax obligations.
According to the information of the Prosecutor’s Office, “Agrocomplex”
imported Armenia commodity and material values of different types and
sold them avoiding paying taxes. The tax obligations of the company
made in total 373 mln 557.1 thousand drams (about 830 thousand
U.S. dollars) according to data of 2003, 2004 and the first quarter
of 2005. Based on the prepared materials, the RA Deputy Prosecutor
General placed an order to the RA Economic Court, demanding to
confiscate money of the above-mentioned size from the “Agrocomplex”
LTD in favour of the state budget.

The Azerbaijan Democratic Reforms Party (ADRP) sent an adress to
the EU, CE, OSCE and other international organizations in Europea in
relation to illegal acts at the occupied territories of Azerbaijan
by Armenians.
The conducted investigations revealed that Armenians cut the
plane forest in the Besitchay state preserve, located in the
Armenian-occupied Zangilan region. The occupants opened a woodshop
the territories of the Razdere village, Zangilan region, and use the
forest as raw materials for the workshop.
The Besitchay is single plane forest in Europe. According to
specialists, restoration of the forest will take centuries.
ADRP informed the leadership of the liberal and green parties of the
danger, as well as called on them to render assistance to Azerbaijan
in prevention of Armenian vandalism, Trend informs.
“This step, aimed at destruction of the single plane forest in Europe,
is ecological terror not only against Azerbaijan, but also Europe
and the world,” the message says.
