HOW WILL THIS SOAP OPERA EVER END?

We are seeing more twists and turns in the national soap opera than
the hottest screenwriter in Hollywood can come up with.
We have seen bumbling cops. Armed raids on media houses by armed men
in uniform. Ministers revealing their serpentine ways. Politicians
getting in on the act with dark tales of mercenaries and assassination
plots. Power struggles in the Police Force. And, the latest instalment,
the alleged mercenaries coming out with counter-accusations against
their accusers. What’s happening?
It was Lang’ata MP Raila Odinga, a man who has a penchant for claiming
that his life is in danger, who started the mercenary tale.
To cap it all, he pinpointed the house where the alleged soldiers
of fortune were staying, and even produced grainy photocopies of
their passports.
He claimed that the so-called mercenaries were here at the service
of the Government, and had led the armed police raid on the Standard
Group publishing and broadcast outfits. They were also in touch,
he claimed, with a “Narc activist” known to be close to State House.
Into the mix came the latest spat between police commissioner Hussein
Ali and his CID director, Joseph Kamau.
It was Mr Kamau who had organised the Standard raid behind the back
of his boss, taking instructions directly from Internal Security
minister John Michuki, he of serpentine infamy.
When Mr Odinga came out with his tales of mercenaries, he was invited
by Maj-Gen Ali to provide more details. He pointed a finger at
Mr Kamau.
The commissioner, whose attempt to sack Mr Kamau for operating
behind his back had been foiled by Mr Michuki, immediately promised
an investigation.
But even before the investigation led by a subordinate of Mr
Kamau’s got off the ground, the CID boss dismissed all the mercenary
allegations as lies.
Then the so-called mercenaries, whose nationality Mr Odinga had in
the meantime changed from Russian to Armenian, came out with their
own set of counter-accusations against Mr Odinga, a man they claimed
to have done some business with.
It gets murkier and dirtier.
As the mud flows in all directions, one is not sure whether what
is being played out is some harmless slapstick comedy or a deadly
thriller.
But one can see in the middle of it all a government that has
absolutely no idea how to tell its side of the story.
Assuming that it is simply a propaganda war being played out, Mr
Odinga, at least until yesterday when the alleged mercenaries spoke
out for themselves, was well ahead of the game.
It does not matter whether the mercenary allegations were pure products
of a very fertile imagination. What matters is that as he provided
more and more detail – directions to the vacant residence, details
of where the alleged mercenaries had moved to once they were exposed,
copies of passports – his tale started to take on an element of truth.
Meanwhile, the Government remained mute. It simply had no answer to
all the allegations flying around.
Just as, we still recall, it could never and will never offer a
plausible explanation for the Standard raid.
The raid, we were told, was meant to stop publication or broadcast
of material supposedly harmful to national security.
Everyone saw that as a cheap lie. And the Government will never be
able to prove otherwise, unless by making public the very material
it deemed so dangerous in the first place.
When the mercenary tale was introduced into an already incendiary mix,
the Government obviously had absolutely no idea how to respond.
The trouble is that a government which tries to suppress what might
be merely embarrassing information by sending hooded and armed
men to vandalise media offices, terrorise staff, steal computers,
disable broadcast studios and printing presses and burn newspapers,
loses all credibility.
This will always be seen as a government desperate enough to block
some information reaching the public.
The very fact that the Standard raiders were hooded, as if on a very
sensitive counter-terrorism operations, in fact serves to buttress
the claim that some of the uniformed thugs might have been foreign
terrorists.
Will the Government disprove the claim by parading all those
who participated in the raid so that we can see they are regular
officers? I highly doubt it.
Will it make public the deadly information it might get from the
Standard computers to demonstrate that it, indeed, had a bearing on
national security? Never.
Will it trot out the operative who allegedly had links with the
alleged terrorist so that she can tell her side of the story? No way.
In any case, we have it on good authority that she is a private
citizen and has absolutely no ties to the Government or any official
in Government.
When you rattle a snake (whatever that means), Mr Michuki told us,
you must expect to be bitten. That remains the official explanation
for the armed raid on the Standard Group facilities.
But despite enjoying a monopoly on violence, as so memorably put
by Mr Kiraitu Murungi when he was still enjoying the trappings of
Cabinet office, it is the Government that is being bitten since the
Standard raid.
The mercenary tale may be pure propaganda and lies, as is very
likely. On the other hand, seeing the capacity of this Government to
resort to dirty, dangerous and illegal methods to silence critics,
it is also a tale that is entirely plausible.
Just a thought. In the past, it was Raila Odinga, and before that,
his father, who the authorities always suspected of having dangerous
links with the East.
Jaramogi in the early years of independence was being accused of
importing communist arms. Officials, now and also during the Moi
era, never tire of reminding all and sundry about Raila’s alleged
revolutionary mien since his days as a student in Communist East
Germany.
The Soviet Union is dead. Today it is Raila who is accusing a
conservative Kibaki government of importing mercenaries from the
remnants of the Soviet bloc. How things change! And how they remain
the same! Minister Maina Kamanda is accusing a company linked to
Raila of manufacturing arms!

June in Yerevan, Armenian Deputy MOD Head, lieutenant general Artur
Aghabekyan said. In his words, participants from 20 countries,
including those of the region, will arrive in Armenia. “Armenia
has always been for cooperation with neighboring states, based on
Partnership for Peace principle, and is ready to receive envoys from
Azerbaijan and Turkey,” he said. Aghabekyan also remarked that the
conference on final planning of Rescuer 2006 exercises will be held
in April. Within the Armenia-NATO cooperation 110 events are planned
in Armenia this year.

Armenia Joined the Bern Convention on the Conservation of European
Wildlife and Natural Habitats
On March 13, Armenia officially joined the Council of Europe Convention
on the Conservation of European Wildlife and Natural Habitats,
[originally drafted in] 1979.
Christian Ter-Stepanian, Permanent Representative of Armenia to the
Council of Europe, and Maud de Boer-Buquicchio, Deputy Secretary
General of the Council of Europe, signed the document.
Fourty-six states, including the member states of the Council of
Europe, together with the European Union, Morocco, Senegal, Tunisia
and Burkina Faso have signed the Convention.
The aims of the Convention are to conserve wild flora and fauna and
their natural habitats, with particular emphasis on endangered and
vulnerable species.

Receiving the representatives of Christian leagues, His Holiness Aram I
emphasized the decisive importance of Christian togetherness. “It is a
fact that Christian communities have different theological perceptions
and different political approaches, but eventually we belong to one
Christian community. Therefore, we must strengthen our common ground
by making it a source of strength and deeper commitment”. Speaking
about the Christian-Muslim dialogue, Aram I considered it “an essential
dimension of our common life in Lebanon. It is integral to our daily
life. It touches all spheres and aspects of our lives. Lebanon means
co-existence, but the challenge is how we can sustain our coexistence
by common values, perspectives and aspirations that ensure the unity,
independence and sovereignty of Lebanon”.
In response to some of the questions raised by those present pertaining
to Christian-Muslim dialogue, His Holiness referred to inter-religious
dialogue as “a global concern and a clear priority for all the
churches”. He said that “Unfortunately, inter-religious dialogue
has become a fashion in many regions and such initiatives are taken
for the sake of making headlines and gaining some visibility. If we
are serious about inter-religious dialogue, we must give substance,
establish a clear agenda to such dialogues”. His Holiness also
stressed the importance of methodology and strategy to be adopted by
inter-religious dialogue. He said: “Superficial approaches, one-sided
and bias attitudes do not help to promote closer collaboration between
religions. We must be realistic. We must address the root cause and not
just symptoms of issues and challenges facing religions and societies”
said His Holiness.

THE GENERAL SECRETARY OF MECC IN ANTELIAS
The General Secretary of MECC Dr. Gerges Saleh met with His Holiness
Aram I on Monday 13 March 2006 in his residence in the headquarters
of the Armenian Catholicosate. In this meeting, which precedes the
meeting of the Executive Committee of MECC, among several issues,
the restructuring of Council, Council-member churches relations,
and Christian-Muslim dialogue were given a particular attention.
His Holiness Aram I shared with the General Secretary the following
perspectives:
1- The restructuring of the MECC is a must. In this process, the new
realities of the region and the concerns and needs of the churches
must be taken seriously into account. The churches must become fully
part of this process.
2- Ecumenical partnership with the western churches, ecumenical
organizations and partners is vital for the Council in many
respects. We need to deepen and enlarge the scope of this
partnership. However the particularity and integrity of our ecumenical
work must be clearly spelled out by establishing our own priorities,
our own methodologies and our own way of organizing the ecumenical
life and work in the Middle East.
3- The Christian-Muslim dialogue must remain a major area of priority
concern. The Council must organize the dialogue in a way that member
churches are directly engaged in this important process.
His Holiness Aram I also met Mr. Gaby Habib, the former General
Secretary of MECC. Actually, Mr. Habib resides in Washington and he is
engaged in ecumenical activities, particularly with those communities
and churches who have their headquarters in the Middle East. His
Holiness emphasized the importance of deepening the collaboration
between the churches of the Middle East and the USA in general, and
the Orthodox churches in particular. His Holiness welcomed the new
ecumenical process namely, Acting Churches Together in the USA. He
said that all the churches of the USA must take part in this process
and in all ecumenical initiatives and actions. Ecumenism should be
an open space for all churches. Otherwise, ecumenism is used for
non-ecumenical purposes.

THE EXTREME UNCTION AND BURIAL
OF ARCHBISHOP GHEVONT CHEBEYAN
Headed by His Holiness Aram I, the Catholicosate of Cilicia, the members of
its Brotherhood, the representatives of its structures and its believers bid
farewell on March 10 to the senior member of the Cilician Pact and loyal
member of the Cilician Brotherhood Archbishop Ghevont Chebeyan.
The Holy Mass started in the morning with the participation of the
Brotherhood members and the attendance of believers as a preparation for the
extreme unction of the late Archbishop. His Holiness Aram I presided over
the Holy Mass and carried out the extreme unction.
Bishop Dirayr Panossian conducted the Holy Mass during which the tomb of the
late Archbishop was carried by the members of the Brotherhood to the Holy
altar, where His Holiness conducted the extreme unction.
During the hymns of farewell the Archbishop’s tomb was turned West, East and
South respectively, after which His Holiness ordained his forehead and right
hand with Holy Chrism for the last time. Members of the Brotherhood and
spirituals then came up to the altar and kissed the late Archbishop’s
forehead and right head.
His Holiness Aram I highlighted Archbisop Ghevont’s dedicated service of
more than seven decades. Considering the Archbishop’s love for his spiritual
career to be “contagious” for the new generation, His Holiness justly
praised the Archbishop’s care for the church’s ritual life.
“Archbishop Ghevont was not only himself zealous towards the rites and
rituals of the Armenian Church, but he demanded zealousness from those
surrounding him, both during his service in the Dioceses and inside the
Catholicosate. The Archbishop was a spiritual man with the literal meaning
of the word, aware of his calling and the mission of the Catholicosate of
Cilicia,” His Holiness said.
His Holiness then spoke about the Archbishop’s brave position of a loyal
servant of the Catholicosate of Cilicia and defender of its principles even
during the most difficult and critical times. “Archbishop Ghevont became and
remained the kind of member of our brotherhood who, with his persistent
brave stand, was able to remain loyal to the Catholicosate of Cilicia when
many others deserted our Holy See and betrayed their brotherhood,” His
Holiness said.
After the Pontifical funeral oration believers approached the tomb of the
Archbishop to kiss his right hand for the last time and bid him farewell.
The clergy then carried the tomb on their shoulders to the Zarehian
Tomb-Monument where the tomb service was held by His Holiness Aram I.
Brotherhood members then descended the tomb into its last rest place, the
Cilician Pact tomb. Bishop Dirayr then blessed the land and the grave.
Following the service, believers expressed their condolences to His Holiness
Aram I and the members of the Brotherhood in the hall of Veharan.

HIS HOLINESS ARAM I RECEIVES
THE CHRISTIAN-MUSLIM DIALOGUE COMMITTEE
His Holiness Aram I received the Christian-Muslim dialogue committee
in Antelias on March 9. The committee includes representatives of
Lebanon’s seven main Muslim and Christian communities, including a
representative of the Armenian community, Dr. Jean Salmanian.
The committee visited His Holiness after its meeting with Patriarch
Sfeir in Bekerke. The committee members and His Holiness discussed the
current situation of Lebanon with all its aspects. The committee also
informed His Holiness of the results of its meeting with Patriarch
Sfeir. The members then wanted to know His Holiness’ views on the
problems Lebanon faces currently and the ongoing political dialogue.
His Holiness first welcomed the ongoing dialogue in the parliament as a
positive phenomenon. He emphasized that all issues should be discussed
in full with realistic approaches and by stages. His Holiness pointed
out that it’s not possible to examine all issues with the same tune
and find immediate and final solutions. He said it’s important to
set the priorities of these issues and approach them based on the
collective commitment of keeping Lebanon’s internal unity, sovereignty
and independence strong.
The Pontiff pointed out that there are issues which are complex,
sensitive and related to regional and international developments. He
advised adopting more realistic and calm approaches towards these
issues. His Holiness concluded saying that the Lebanese have attached
great hopes and expectations to this dialogue venture and therefore
they should not be disappointed. He stressed that the preservation
of Lebanon’s unity and full independence should become a persistent
principle for all of us.
His Holiness highlighted the role of the Armenian community in this
context. He expressed his content that the political leadership
of the Armenian community is actively participating in the dialogue
through its three political parties.
The two sides then exchanged views. His Holiness praised the work of
the dialogue committee and advised its members to continue their work
while keeping in touch with all the sides.

THE CHAMPION OF LOYALTY: ARCHBISHOP GHEVONT CHEBEYAN
(ON THE SAD OCCASION OF HIS DEATH)

His Holiness Aram I, Catholicos of the House of Cilicia and the Brotherhood
of the Cilician See witnessed during the last couple of years the passing
away of senior generation Brotherhood members and shared with all Armenians
the pain of irrevocable losses of the Armenian Church.
Having completed 95 long years of his God-given life, the oldest Archbishop
of the Armenian Church and the oldest Brotherhood member of the
Catholicosate of Cilicia, Archbishop Ghevont Chebeyan, today follows the
untimely loss of Archbishops Sahag, Mesrob, Zareh and Vartan.
The wind blown at 4 AM in the morning by the rainy, foggy, cold weather of
March 9, 2006 brought down this leaf too from the centuries old Cilician oak
in the ordinary course of paving the way for new leaves and branches.
The name of Archbishop Ghevont was widely spread in the contemporary history
of the Cilician See both through the press and the spoken word as a synonym
of a pole on the strength and loyalty of which our Holy See depended at a
moment when many of the poles of the Cilician Brotherhood collapsed.
The shameful days of the national-ecclesiastical conflict; those days that
are now forever past us; those days the remembering of which is considered a
deadly sin needed determined and loyal brotherhood members. One of the three
Bishops left in the Bishops’ rank along with Zareh Payaslian and Khoren
Paroyan was Archbishop Ghevont. These three became the champions of the Holy
See’s prevalence.
Conscious of his role, Archbishop Ghevont found pleasure, far less than
boredom in speaking about past happenings and valuable archival information;
information that concerned the unbreakable unity of the Armenian Church and
the Cilician See’s vision of independence. In this respect, Archbishop
became a walking book rich with stories of the past
Archbishop Ghevont set foot into the Catholicosate of Cilicia following the
first few months of its relocation from Sis to Antelias. The Archbishop
entered the orphanage like building of the Catholicosate at the time as a
student of the newly established Antelias Seminary during the tenure of the
late Catholicos Sahag II Khabayian. The Archbishop had Catholicos Papken I
as his teacher. He was ordained a monk by Catholicos Bedros I Saradjian and
started his spiritual’s pilgrimage in the thorny path of the Armenian
Church.
Deacon, Priest, Vartabed, Supreme Varatabed and Dean of the Seminary;
Archbishop Ghevont climbed with dedicated service, always loyal to the Holy
See and conscious of his spiritual calling.
The posts of primates took him to various geographical corners
differentiated by different social circumstances. The Archbishop traveled
from the post of the Primate of Cyprus to the Prelacy of Aleppo and then to
the post of the Primate of New Julfa (Isfahan) always with the same humility
and commitment.
Fastidiousness was a healthy character trait for Archbishop Ghevont. He was
not only fastidious about the church services but also in his everyday life.
He not only personally prepared for Holy Mass through prayer and fast, but
also prepared guidelines on papers in order to prevent the occurrence of
ritual mistakes and the disturbance of the service’s atmosphere as a
consequence. It is the same fastidiousness that led him to publish, in his
old age, a book entitled “Ritual Knowledge” as a guideline for all clergy
and all those related to the church life.
The same fastidiousness also reflected on the Archbishop’s daily life. His
love for rules and regulations, his punctuality, cleanliness despite his old
age, all-curing joyfulness and most of all his loyalty to the Holy See and
its spiritual Head were more than educational for us, the young members of
the brotherhood.
His deep respect towards His Holiness Aram I, born on the same year of his
consecration as a bishop (1947), is life’s biggest lesson for each
individual enlisted in a Brotherhood both in the Armenian Church and
generally. Is it possible to forget Archbishop Ghevont’s warm wishes and
feelings of gratitude expressed for the Catholicoses of the House of Cilicia
during the most pleasant moments of the Brotherhood life; those which he
considered his right to express as the Brotherhood’s senior member?
For the late Archbishop loyalty became a principle that accompanied him to
his deathbed; loyalty towards the principles of the Armenian Church and the
Catholicosate of Cilicia. Retired in Antelias since the 1970s, the
Archbishop contributed to the Holy See’s mission as much as his age and
strength permitted him to. Through his professorship in the Seminary and
combining his years of experience to his rich ritual knowledge, Archbishop
Ghevont became an authority with the gauze of humility and naivety.
This authority, however, flowed more from his conscious and self-sacrificing
loyalty towards the Holy See than from his knowledge of rituals. His name,
ridiculed by the press and otherwise due to his loyalty, formed the wreath
of glory around his aged head with the same loyalty, turning him into the
Cilician See’s Champion of Loyalty for all times to come.
A sweet, childish smile was seen on his face when he remembered the words of
the song dedicated to his name during the days of the conflict: “Archbishop
Ghevont, your cross a guardian; you will become oh father, the protector of
Cilicia.” Having turned loyalty into a principle, Archbishop Ghevont
remained committed to it till his old age, till his deathbed. After being
transferred to the hospital or a sanatorium because of ill health, he always
wanted to return home to the Catholicosate, in order to be surrounded by his
family, the Brotherhood members.
The sense of belonging kept him on the land of Antelias for seven continuous
decades. And now, the “Zarehian Tomb” built under the shadow of the Mother
Cathedral, will welcome his corpse as well, to join him to the unforgettable
memory of his spiritual brothers, Catholicoses Zareh and Khoren.
May the remains of the Champion of Loyalty and his kind soul rest in peace.

More than 80 supporters attended a reception and briefing hosted by
the Assembly’s Southeastern Regional Council on March 3. Assembly
leaders including Board of Trustees Chairman Hirair Hovnanian, Board
of Trustees President Carolyn Mugar, Board of Trustees Vice President

Armenia Introduces New Zip Code System
Haypost, the Armenian postal service, will introduce new zip code
system in Armenia effective April 1, 2006. Instead of the previous
6-digit postal code, new postal codes will contain 4 digits. For
example, the Foreign Ministry postal code will change from Yerevan
375010 to Yerevan 0010.
