KHOSROV HAROUTIUNIAN CONSIDERS THAT 2006 TO BE YEAR OF KARABAKH CONFLICT SETTLEMENT

YEREVAN, MARCH 20, NOYAN TAPAN. The Karabakh problem will be solved
by the third President of the Third Republic (Robert Kocharian is
the second President of the Third Republic: “NT”) who will be from
“lower part, people.” David Hakobian, the Chairman of the Marxist Party
of Armenia expressed such an opinion at the March 17 debate at the
“Hayeli” club. In this way he disproved the optimism of his opponent,
Khosrov Haroutiunian, the Chairman of the Christian-Democratic Union
of Armenia, on the issue that the year of 2006 must be the year of
the problem settlement what, according to the CDUA Chairman, doesn’t
at all mean that Armenia must go to compromises under military threats.
According to Khosrov Haroutiunian, during the whole period of
the Karabakh conflict settlement, so beneficial conditions for
the settlement as there are today have never been created: the
international community understands that not to settle the conflict
means to danger one’s own interests, and that one may not settle
this conflict without taking into account the possible usage of the
right to free self-determination of Artsakh. He doesn’t consider
accidental that U.S. Assistant Secretary Daniel Fried and OSCE Minsk
Group American Co-Chairman Steven Mann first visited Azerbaijan:
today the international community has something to say to Azerbaijan,
the ball is in Azerbaijan’s field.
Kh.Haroutiunian considers that results of the Armenian and
Azerbaijani Presidents’ meeting in Rambouillet, and more correctly,
the absence of those weren’t unexpected. He reminded particularly the
RA President’s formulation: “poor expectations.” This, according to
the speaker, wasn’t accidental as immediately before the Rambouillet,
the Azerbaijani side presented its uncompromising position concerning
the Nagorno Karabakh problem, and possibilities of settling the problem
in military way were already spoken about before the Rambouillet.
Khosrov Haroutiunian is far of the opinion that the Rambouillet makes
war developments more probable: the Rambouillet only facted that one
of the sides isn’t yet ready to make decisions in the most serious
negotiation process.
According to him, the Azerbaijani side’s warlike statements,
militarist hysteria aren’t a challenge addressed to Armenia, those are
addressed to the international community. The Azerbaijani political
administration just attmepts to use the situation to put pressure on
the international community and form agreements reached during the
Rambouillet-Prague negotiations in its faviour. David Hakobian in his
turn expressed a viewpoint that the Artsakh problem has already reached
the status that all the variants of the so-called mutual compromises
in the future diplomatic processes have already exhausted themselves:
“Everything or nothing” there is no alternative, and the Rambouillet
proved this again. The issue may not be the subject of a negotiation
process any more, the moment of populating and re-populating historic
Artsakh and adopting a new military doctrine has already come.” In
his opinion, right from the start the Armenian diplomatic tactics is
a defeatist, yeilding, so-called “beggar’s” diplomacy. “Today we have
already come with a victorious sword, and we must be the dectating
part,” the leader of the Marxist Party stated.

officers’ names are true from the news spread by Azerbaijani media
concerning officers of the RA Police and Ministry of Defence, the other
is a complete asperation. Hamlet Gasparian, the RA Foreign Ministry’s
Press Secretary informed about this, at the media request, commenting
upon the information of the Azerbaijani press. Azerbaijani media
informed that RA Police officer Gevorg Voskanian who participated in
the courses of the George Marshall European Center for Security Studies
in the German city of Garmisch-Partenkirchner, made an attempt of rape
towards representative of Ukraine Natalia Kostroma and was expelled
of the courses for this reason. Major Artem Hakobian, the RA Defence
Ministry’s representative, is defamed in another information. It’s
spoken about the latter that he was rebuked seriously by the
Marshall Center administration for making insulting statements in
the address of Georgia. Hamlet Gasparian stated that Gevorg Voskanian
and Artem Hakobian participated in those courses from September 23,
2005. Just from the beginning of the courses, Major Voskanian’s
health state became poor and he had to return Armenia on October
4 by the Marshall Center’s agreement to get urgent treatment. In
response to the above-mentioned information of the Azerbaijani press,
the Marshall Center also proved this, mentioning that “accusations
against Armenian Police Major Gevorg Voskanian are baseless, he wasn’t
involved in any unpleasant event because of which was expelled of the
courses.” It’s stated on the occasion of the other officer in the same
written response, that Major Artem Hakobian finished with success the
courses with the duration from September 23 to December 16, 2005, and
returned Armenia, and the Marshall Center doesn’t know about any case
connected with the latter. “The administration of the George Marshall
European Center for Security Studies didn’t rebuke any representative
of the RA Ministry of Defence,” is mentioned in the statement. “The
fact that the Azerbaijani side makes a usual attempt to compromise
the Armenian officers participating in the international courses,
proves once more that the policy of the Azerbaijani hatred towards
Armenians reached the state level and this is done in a planned and
consistent way. And under this light, the wild murder of the Armenian
officer by the Azerbaijani “national hero” in Budapest isn’t seemed
at all to be an accidental action,” the RA Foreign Ministry’s Press
Secretary emphasized.

Week that was to be held on March 12-26 in Moscow in connection with
the Year of Armenia in Russia was postponed until autumn. As Noyan
Tapan correspondent was informed from Foreign Relations Department of
RA Ministry of Culture and Youth Affairs, famous Armenian composer
Arno Babajanian’s 85th anniversary will be also marked this year,
so the organizers have tried to hold the Armenian Jazz Day in Moscow
by a larger program, also including the jubilee events dedicated
to the composer: at present the Armenian State Jazz Band conducted
by Armen Martirosian and the Arno Babajanian Fund are working out a
joint concert program.

YEREVAN, MARCH 20, NOYAN TAPAN – ARMENIANS TODAY. Soon the Armenian
theater will have a new Theater Figures’ Company as a counterbalance
to the acting Armenian Theater Figures’ Union. The new company will
be founded by a group of art figures discontent with the work of
the Theater Figures’ Union who criticized the latter’s activity at
the congress held in late 2005, in particular, blaming them for not
responding to the theatrical processes developing in the world and
being guided by limits formed from Soviet years. As Ruben Babayan,
Art Director of Hovhannes Tumanian State Puppet Theater of Yerevan,
mentioned in his interview to Noyan Tapan correspondent, the new
company isn’t going to discredit the Theater Figures’ Union but
will just try to assist young creators in staging plays, as well
as to create the “free stage” notion, to organize discussions
of performances, master-classes, to help theaters in taking part
in festivals and tours, to create a united web site of Armenian
theaters. “We will try to become part of world theatrical developments
and processes by means of our company, as the Armenian theater with its
potential can create a new word and spirit fitting the 21th century,”
Ruben Babayan emphasized.

YEREVAN, MARCH 20, NOYAN TAPAN. A number of problems regarding cultural
cooperation between Armenia and Italy were discussed at the March 20
meeting of RA Minister of Culture and Youth Affairs Gevorg Gevorgian
with Italian Ambassador to Armenia Marco Clemente. The Minister and
Italian Ambassador, in particular, touched upon Italian singers’
tours, raising of quality of skills of Armenian singers in Italy,
giving of Italian state stipends to Armenian specialists studying in
cultural educational centers, foundation of a restoration school and a
laboratory in Armenia, as well as issues regarding joint restoration
of any monument of special cultural importance. According to the
Press Service of RA Ministry of Culture and Youth Affairs, Gevorg
Gevorgian and Marco Clemente also stated that they are interested in
the extension of Armenian-Italian cultural cooperation.

MOSCOW, MARCH 20, NOYAN TAPAN – ARMENIANS TODAY. Karen Aghamian,
Chairman of the Painters’ Union of Armenia, represented Armenia at
the International Art Exhibition “Contemporaries-2006” of Moscow
Central House of Painters.
According to the “Yerkramas” (Territory) newspaper of Armenians of
Russia, heads of leading Moscow creative unions and the only one of the
numerous guests, representative of Armenia, made solemn speeches at the
opening of the current “Salon”. As Aaghamian informed the “Yerkramas”
newspaper’s correspondent, this fact was in no way connected with the
Year of Armenia in Russia being held at present. At the exhibition
Karen Aghamian presented a series of works dedicated to subteleties
of interrelations between the sexes. Armenia was represented by Hakob
Hakobian at the annual exhibition of the Central House of Painters
in 2005. The annual exhibition of the Central House of Painters in
Moscow is a tribute to the traditions coming from Soviet times when
painters from the whole country arrived in the USSR capital. Currently
the festival has a title of the international one.

KRASNODAR, MARCH 20, NOYAN TAPAN – ARMENIANS TODAY. The traditional
Festival of Hamshen Armenians’ Culture “Sound, Armenian Zourna (type
of flute)” was held for the 7th time in Kuban. This year the event was
held on March 19, in the village of Shahumian, Tuapse region, Krasnodar
territory, which was the center of the Armenian Administrative Region
included in the Krasnodar territory up to August 1953. According
to the “Yerkramas” (Territory) newspaper of Armenians of Russia,
Armenian creative collectives and performers from different regions
of Krasnodar territory and Republic of Adigeya took part in the
festival. Numerous spectators that gathered in the square before
the House of Culture, applauded to the collectives of the Lazarev
Center for National Cultures of the town of Sochi: “Dekhtsanik” model
ensemble of Armenian song (Adler), “Arevik” ensemble of Armenian dance
(Upper Beranda), “Voice of Hamshen” folk ensemble (Detlyazhka), “Nairi”
model ensemble of Armenian dance (Lazarevskoye), “Hamshen” ensemble
of Armenian music, song and dance (Lazarevskoye), as well as to the
collectives from another regions of Kuban: “Akhpyur” folk ensemble of
Armenian dance (Haykadzor), “Rodnichok” model-artistic dancing ensemble
(Haykadzor), “Yerazank” folk ensemble of Armenian dance (Proletarski,
Maykop region, Republic of Adigeya), “Fortuna” model choreographical
collective (Jubga, Tuapse region), “Caravan” vocal-intstrumental group
(Jubga, Tuapse region). For the first time an Armenian collective
from the Republic of Abkhazia, “Tsovashunch” vocal ensemble, took
part in the festival. All participants of the Festival of Hamshen
Armenians’ Culture “Sound, Armenian Zourna” were given souvenirs
and diplomas. The festivity organizers, Lazarev Center for National
Cultures and Culture Department of Lazarevsk region, town of Sochi,
expressed willingness to hold the next festival in the Apsheron region,
Krasnodar territory, in 2007. Hamshen Armenians make the majority of
the Armenian population on the sea-coast of Krasnodar territory and
in a number of regions of Kuban and Adigeya. They originate from the
region of Hamshen in Western Armenia (currently in the territory of
Turkey) who moved to Kuban in the mid-19th century and beginning of
the 20th century after the Armenian Genocide in Turkey. According to
experts’ data, up to 250 thousand Hamshen Armenians compactly live
in Kuban, Adigeya and Abkhazia and from 700 thousand to 1.5 million
Islamized Hamshen Armenians live in the territory of Turkey within
the limits of traditional settlement.

BRUSSELS, MARCH 20, NOYAN TAPAN – ARMENIANS TODAY. The Chamber of the
Supreme Administrative Court of the Land of Berlin made public its
verdict, according to which it invalidated the police decision about
prohibiting the holding of the rally envisaged by Turks on March 18 in
Berlin within the framework of the so-called “Tallaat-Pasha Action”. As
Noyan Tapan was informed by ARF Dashnaktsutiun European Armenian
Federation for Justice and Democracy, the court verdict mentions
that “statements that no Armenian Genocide took place in 1915 are a
slander which is a violation that can be punished by Article 189 of
the Criminal Code,” so is subject to criminal prosecution. To recap,
the above-mentioned article also envisages punishment “for disrespect
to the deceased”. So, the court sanctioned the holding of the rally
at the same time prohibiting “any negationist statement be it in
oral or written form”. Besides, the court called on the police to
follow this with all responsibility. “This unprecedented verdict is
a legal recognition of the Armenian Genocide and the first ban on the
Turkish negationism in Germany,” Hilda Choboyan, Chairwoman of the ARF
Dashnaktsutiun European Armenian Federation for Justice and Democracy,
declared. “This is the beginning of the liquidation of the legal fog
in connection with this issue. Henceforth this is the legal act of
the Land of Berlin,” she emphasized and called on the whole European
community to struggle against the negationist policy of Turkey.

YEREVAN, MARCH 20, NOYAN TAPAN. Issues of deepening cooperation between
Armenia and India in the sphere of jewellery and diamond manufacturing
were discussed at the March 18 business meeting organized in Yerevan
by the Association of Goldsmiths and Jewellers of Armenia. At the
event the Armenian side was presented by 7 and the Indian side by 3
companies. The meeting was followed by the exhibition of the Armenian
participant companies at the salesroom of the Jewellery Plant of
Yerevan. During the meeting’s opening speech Emil Grigorian, the
Chairman of the Association of Goldsmiths and Jewellers of Armenia
presented the jewellery and diamond manufacturing as an important
branch of the RA economy as needing usage of little raw materials and
power-consuming, it has possibility to develop in the existing hard
transport conditions. He asked the meeting participants to discuss
issues of education, marketing, deliveries of coloured natural precious
stones and diamond, cooperation in the issues of creating joint
ventures. The Indian side was interested in the order of training the
staff of the branch. According to E.Grigorian, the problem is solved
by training the staff both in the industrial educational institution
and at industrial enterprises. Fuad Hamamji, the representative of the
“Al-Manara Jewellery” Indian company functioning in the United Arab
Emirates mentioned that he arrived in Armenia from Lebanon where the
jewellery is concentrated in hands of Armenians. He attached importance
to Armenian jewelry enterprises’ quick response to preference of
assortment in Arabic market as well, increasing of capabilities to
turn out as precious as possible production of more improved quality
as it’s difficult to compete with Indian and Chinese companies having
cheap labour. According to Grigorian, both small and big enterprises
function in Armenia the bag of equipment they possess gives possibility
to turn out production of any quality and design: particularly, the
Jewellery Plant of Yerevan carries out orders of the “Cartier” and
“Louis Vuitton” companies. But new markets are necessary to use and
develop the existing capacities completely. Nader Nasreddine, the Sale
and Marketing Manager for Persian Gulf, North Africa and Iran of the
Rosy Blue Indian company founded the “Diamotech” diamond enterprise
in Armenia, considered possible exchange of the company’s small raw
diamond with worked diamond of Armenia as well as carrying out of
orders of working precious stones in Armenia. Indian companies have
strong positions, particularly, in the Congo market of diamond and
coloured precious stones. By the Indian side’s proposal, cooperation
possibilities will be discussed after visiting Armenian jewellery and
diamond manufacturing enterprises on March 20. A big Armenian-Indian
business forum will take place at the Armenian Development Agency on
the same day.
