Second Referendum Can Become Additional Test for People of Karabakh

/PanARMENIAN.Net/ `Various political figures including the President
of the NATO PA Pierre Lellouche, have many times stated of the
necessity of another referendum on self-determination among the
population of the former Nagorno Karabakh Autonomous Region,’ NKR
National Assembly Speaker Ashot Ghulian said. `I do not think we
should deny the idea of a second referendum. The referendum if 1991
was held in hard conditions. Stepanakert was being bombed from all
sides. But the people made a conscious choice. The Azeri part of the
population did not take part in it but it was the reflection of their
civic position. Now no one speak of the referendum of 1991 as of a
fiction or disputes its legality,’ he noted.
The NKR NA Speaker considers that a second referendum may become a
test for the people of Karabakh, since a new generation has grown up
during recent 15 years. `We paid a very high price for our
independence and I am convinced that our people will vote like they
did 15 years ago. In his words, an additional referendum will prove
that the international community recognizes the right of Nagorno
Karabakh people to self-determination.
`We state that we will never allow to escalate situation by
manipulating with the problem of the Azeri refugees. Our ways departed
long ago. Various systems of values, which became incompatible, have
formed. I think everyone should understand this fact. The additional
referendum cannot be viewed as the problem of Azeri refugees. But
there is also the problem of Armenian refugees from Baku and other
Azeri regions as well as from the NKR regions, which are still
occupied by the Azeri army,’ Ashot Ghulian said, reported Azat Artsakh

/PanARMENIAN.Net/ `From the standpoint of the Armenian leadership the
referendum held in Nagorno Karabakh on December 10, 1991 was legal. It
was held according to the USSR legislation that was valid at that
time. This fact allows to separate the Karabakh problem from the other
regional conflicts and press for its fair resolution at the
international arena,’ NKR parliament Speaker Ashot Ghulian stated. He
reminded that in March 2005 Secretary of the National Security
Council, RA Defense Minister Serge Sarsgyan addressed the RA
parliament during the hearings on Nagorno Karabakh.
`Serge Sargsyan proclaimed the fundamental principles of the conflict
settlement from the standpoint of the Armenian government. The matter
concerns the future status of the NKR and inadmissibility of any
subordination to Azerbaijan. As an admissible compromise the Armenian
party despite the legality of formation of the Nagorno Karabakh
Republic can agree on conduction of another referendum in case it’s
organized under the aegis of the OSCE and the U.N.,’ Ghulian said,

DUTCH PARTY TO INTRODUCE BILL CRIMINALIZING DENIAL OF
ARMENIAN GENOCIDE

YEREVAN, JUNE 2, ARMENPRESS: A bill criminalizing
the denial of the Armenian genocide and other crimes
against humanity the Christian Union party of the
Netherlands is going to introduce to the Dutch
Parliament demands a prison term from 1 to 2 years or
a penalty of 4th-5th degree.
Masis Abrahamian from the April 24 Committee of
the Federation of Armenian Organizations in the
Netherlands (FAON), told Armenpress that the bill was
presented to a June 1 news conference. He said the
bill specifically refers to the Armenian genocide as
one of the crimes against humanity.
He said the conference was given by the Christian
Union parliamentarians Tineke Huizinga and Andre
Rouvoet along with representatives from the April 24
Committee of the Federation of Armenian Organizations
in the Netherlands (FAON), Center for Information and
Documentation of Israel (CIDI), and Dutch Anti-racism
Organization (LBR).

UNSD FINDS ITS CONFERENCE IMPORTANT

Leader of the Union for National Self-Determination Paruyr Hayrikyan
decided to represent the summary of the works of the 25th conference
of the UNSD to the society.
The group of specialists prepares a report about the three decisions
adopted during the conference which will be represented to the
presidium for ratification.
The first decision refers to the `criminality of the political
field’. The UNSD will call on all the political powers to unite and
create a political field which does not exist today. The second one
refers to the national anthem of Armenia. Paruyr Hayrikyan mentioned
that he would prefer to take time. `This is not an issue to be solved
in a year. We must preserve the old one until the society gets used to
the new one,’ he said.
And the third refers to the first leader of the UNSD Haykaz
Khachatryan. Paruyr Hayrikyan claims that he must be announced
national hero of Armenia and his ashes must be transferred to the
Pantheon.

On June 3 within the framework of the Second Music
Festival `National Art Gallery’ RA People’s Artist
Barsegh Toumanyan will give a solo concert.
After becoming RA People’s Artist this is the first
solo concert of the singer which he devotes to the
memory of the innocent victims of the May 3 air crash
in Sochi.
Barsegh Toumanyan graduated from the Yerevan State
Conservatoire after Komitas. He has sung in the best
stages of the world – Wigmore Hall in London,
Melbourne theater, Opera Theater of Munich, Opera
Bastille in Paris, La Scala in Milan, Metropolitan
Opera in New York, Concertgebouw in Amsterdam and
others.
The second festival of classical music `National Art
Gallery’ is being held on April 20- -June 28 with the
support of the pan-Armenian fund `Armenia’ and the
Ministry of Culture and Youth affairs.

500-1000 BUSINESSMEN TO PARTICIPATE IN ARMENIA-DIASPORA SECOND
ECONOMIC CONFERENCE
Armenia-Diaspora second economic conference will launch on September
20, this year by the decision of the Armenian government. The Armenian
Trade and Economic Development Deputy Minister Tigran Davtyan told a
press conference today that the conference is organized within the
framework of events dedicated to 15th anniversary of Armenia and third
Armenia-Diaspora conference. This will attract many businessmen, the
deputy minister is sure. Approximate estimates show that 500-1000
businessmen will participate.
The first conference took place in 2003 with the participation of 1000
businessmen. According to ministry estimates, 55-65 percent of
investment is related with the Diaspora in 1998-2004, with 25-30
percent of investment directly flowing from Diaspora. The deputy
minister also said they are expecting guests not only of Armenian
national in the conference.
Within the framework of the conference Pan-Armenian EXPO-2006 will be
open. All the interested parties can register on-line. An internet
site is opened to organize the conference –
The participation fee has reduced from 100 Euro to 50 Euro. This
discount will be effective only for those participants who will
register by September 1. The conference is not state subsidized
because the fees and international assistance cover the costs.

Children exhibited their pictures at Khnko Aper library within the
framework of the project `Let’s build Europe with children and for
children.’ The exhibition was tilted `Violence against children in the
eyes of children.
`Looking at the pictures you can judge yourself what is the situation
in Armenia in relation to child abuse,’ EC Information Office Head
Siuzan MARUKHYAN said. The children also staged The End of the Evil.
The Council of Europe has announced children’s rights protection as

The Unions of Writers of Armenia and Georgia have decided to
re-estalish one time friendship that united the writers for 15 years.
In the words of the Armenian Writers’ Union Head Levon Ananyan, two
years ago Revaz Mishveladze was invited to a conference of Armenian
writers who in his turn invited Levon Ananyan to the session of
Georgian Writer’s Union. After that exchange they had the idea to hold

Yerevan Freedom square is covered with colorful pictures today and the
heroes of the day are children.
100 children took part in a chock contest. The children were from
Yerevan art schools. The little artists pictured their favorite scenes
on the pavement of the square. Most had sun, green nature and family
scenes in their pictures.
One of the children pictured an eagle with a sword and the sign of
eternity beside it. `I want Armenia to be strong and peaceful,’ the

ENTERPRISES HANDED OVER TO RUSSIANS MUST BE NATIONALIZED
`We behave like a younger brother in front of Russia. We are always
embaraced. There is a tendency to kill Armenians in Russia now,’ the
leader of People’s Party Tigran Karapetyan told a debate today,
speaking about murder of Armenians in Russia. In his opinion Ara
Abrahamyan does not take necessary steps in that direction and does
not use his contacts with Putin and Russian elite. Therefore, the
issue must be solved between the presidents and officials from Armenia
must participate in the investigation process, Karapetyan
