News that appeared on Lragir.am on June 1, entitled “Republican Knew
It Has No Votes and Never Had” reported about an opinion poll conducted
by a group of Russian political technologists and sociologists invited
by the Republican Party on the eve of the parliamentary election in
2003. This publication stirred up politicians and the mass media,
whose reaction sometimes acquired ugly expressions, as it is accepted
in Armenia. Considering this interest, we present some facts from
this poll. We have chosen the indices concerning the three political
parties of the former coalition, the Republican Party, the Armenian
Revolutionary Federation and the Orinats Yerkir Party, as well as
the United Labor Party. The ULP was also singled out because it came
replace to some degree the Orinats Yerkir Party in the coalition. We
note once again that the poll was ordered by the Republican Party,
on the eve of the parliamentary election 2003.
The outcome of the poll suggests that the leaders of the campaign
are Ardarutiun Alliance, the National Unity Party, the ARF and the OYP.
It is written in the conclusion of the poll that only the Communist
Party and the Republican Party can overcome the hindrance of 5
percent. Here are the results of the poll by regions.

Once again we want to remind that the poll was ordered by the
Republican Party, and Defense Minister Serge Sargsyan ran for
parliament on the party ticket of the Republican, and, to put it so,
was not “declassified.” If it were ordered by another political force,
the abovementioned reaction would be natural.
Whereas in 2003 the Republican-Serge Sargsyan alliance got the majority
in the parliament.

YEREVAN (YERKIR) – Enacting the proposed law presented to the Dutch
Parliament which criminalizes denial of the Armenian Genocide is
decidedly difficult.
Turkish origin Dutch parliamentarian, Fadime Orgu, considers that
legislative proposal that upset Turks in the Netherlands will be
delayed in the commission. Orgu said the Armenian lobby seeking
the support of the public opinion in various countries now tries to
stir the Netherlands, “the country of tolerance”, and Turks in the
Netherlands will not allow this to happen.
Turkish Deputy said: “We will deal with the matter with our friends
within and outside the party. We need to be calm, strategic and
diplomatic. A huge responsibility has been entrusted to Turkish civil
institutions, businessmen and the public. If we strengthen our lobby,
we can stop the draft in its initial stage.” Orgu said it will be
very difficult to pass the draft even if it passes the commission,
reported Zaman.

OSCE Mission Held Recurring Monitoring Of The Contact Line

According to a preliminary agreement with Nagorno-Karabakh authorities,
on June 6 the OSCE Mission carried out the recurrent monitoring of
the contact line of Armed Forces of Nagorno-Karabakh and Azerbaijan
to the east from Seysulan settlement in Martakert region.
NKR Ministry of Foreign Affairs informs that from the positions of
NKR Defense Army the monitoring was carried out by Field Assistants of
the Personal Representative of the OSCE Chairman-in-Office Peter Kee
(Great Britain) and Irzhi Aberle (Czech Republic). The monitoring was
held according to the preset schedule, no breaches of the cease-fire
regime were registered. From the Karabakh side the observation mission
was accompanied by representatives of Ministries of Foreign Affairs
and Defense.

The meeting of the [Azerbaijani and Armenian] presidents to discuss
a peaceful resolution of the Nagornyy Karabakh conflict continued in
Bucharest today. The details of the expanded and one-to-one talks are
being kept confidential. The meeting, held with the participation
of the OSCE Minsk Group co-chairs, was the continuation of a
stage-by-stage solution within the framework of the Prague process.
In an exclusive interview with ANS, Azerbaijani Foreign Minister Elmar
Mammadyarov described the meeting of the heads of state as positive.

Mammadyarov said that he would not object to a second meeting with
[Armenian counterpart] Vardan Oskanyan. After five hours of talks
during two days, one can conclude that there is a need to continue
the work to bring the positions of the sides closer. Asked by an
ANS correspondent about the time of another meeting between the
presidents, Mammadyarov said that it was too early to speak about
this. Everything depends on constructive elements which might be
manifested in a statement to be issued by the OSCE Minsk Group, end
of quote. Armenian President Robert Kocharyan told ANS that this was
a normal discussion, but there wasn’t anything new. Kocharyan said
that it was a joint decision not to divulge the details of the talks.

NKR Draft Constitution To Be Introduced Before Parliament

group was held in Stepanakert.
Commission Chair, NKR Prosecutor General Armen Zalinyan made a
statement at the session. President of the Nagorno Karabakh Republic
Arkady Ghoukassian was present at the event. He decided that the
NKR Draft Constitution be introduced before the Parliament. He also
commissioned the working group to continue their activities to
study and discuss proposals that have been received. Ghoukassian
appreciated the activities of the NKR Constitutional Commission,
noting that their work has received positive feedback from experts,
reports the Press Service of the NKR President.

Armenian President Robert Kocharian and his Azeri counterpart Ilham
Aliyev in Bucharest, Armenian FM Vartan Oskanian said. In his words,
matters over which Armenian and Azeri presidents failed to reach
consensus in Rambouillet, were not agreed upon in Bucharest. At
that he noted that the Kocharian-Aliyev meeting was held in a normal
atmosphere. “Nevertheless the FMs of the two countries are commissioned
to continue talks over settlement of the Nagorno Karabakh conflict and
try to find common points before the next meeting of the presidents,”
Oskanian added.

the situation of absence of talks between the Azeri and Armenians
leaders over the Nagorno Karabakh conflict with fear, Azeri political
scientist Ilgar Mammadov believes. “In my opinion, this fear was the
basic motivation of the Bucharest meeting. Imagine there are no talks
between Azerbaijan and Armenia.
Then the probability of resumption of hostilities is higher then. To
avoid this the co-chairs do their best to continue the meetings,”
Mammadov believes.
“Thereupon I want to mention that now resumption of hostilities, even
for a short term, is favorable to Armenia. Azerbaijan expects much
oil revenues in the coming years and short resumption of full-scale
military operation right now would have caused problems for our county
in this respect,” the Azeri political scientist stated, reports Day.az.

Nagorno Karabakh conflict continues being a peculiar pressure upon
Armenia. I believe that a basis for progress in concluding final peace
between the parties will be formed during coming talks,” stated head
of the External Relations Department of President’s Administration
Novruz Mammadov. In his words, during the summit of the Black Sea
Forum for Dialogue and Partnership in Bucharest the Azeri President
made a statement, detailing country’s latest achievements and touching
upon the Karabakh issue.
At that Mammadov noted that talks between Azeri and Armenian presidents
were held in a wide format, with participation of the OSCE MG co-chairs
and MFA Heads, as well as in tete-a-tete format. “The meeting continued
for two days: 3.5 hours on the first and over an hour on the second
day. Talks were held in a tense atmosphere,” he said. Mammadov added
that although arrangements were made over individual issues, there are
no results yet. Mammadov reported that in spite there is no specific
date for the next meeting of the two presidents, it is not ruled out
to be held before the end of 2006.

authorities of the Nagorno Karabakh Republic, an OSCE mission held a
planned monitoring at the contact line between Karabakh and Azeri Armed
Forces to the east of Seysulan settlement of the Mardakert region of
the NKR. Field Assistants of the Personal Representative of the OSCE
Chairman-in-Office Peter Key (UK) and Jrzhi Aberle (the Czech Republic)
held the monitoring from the positions of the NKR Defense Army.
The monitoring was held in compliance with the schedule, no breaks
of the cease-fire regime were registered. However, the Azeri party
again failed to take the OSCE observers to its frontline.
Representatives of the MOD and MFA of NKR accompanies the mission
from the Karabakh side, reports the NKR MFA Press Service.

of Great Britain in connection with the increase of murders, racism
combat and hatred of mankind apparent in the Russian Federation. The
site of the rally was the territory opposite the Russian Embassy in
Great Britain.
“We, the students of Great Britain, express our deepest regret on
these events and on the increase of xenophobia in Russia. We call
on the Russian authorities to take drastic measures and to punish
the initiators in order to prevent suchlike cases in future,” this
is a quotation from the students’ statement which was given to the
Russian Embassy of Great Britain. The students also claim that “the
outcome of racism and xenophobia in the recent years has been very
appalling. About 28 foreigners were murdered in 2005 and more than
402 people were beaten and attacked by the racists. They were mainly
from Caucasus and Middle Asia including many Armenians. 6 Armenians
were killed in Moscow in 2006 because of their nationality.”
