ARMENIAN PRESIDENT CONSIDERS COOPERATION BETWEEN ARMENIA AND IMF AS EFFICIENT

YEREVAN, JUNE 19, NOYAN TAPAN. The delegation headed by IMF Managing
Director Rodrigo de Rato was in Armenia in order to participate in
the IMF/WB Dutch Constituency meeting in Yerevan on June 17-18. The
delegation was received by the Armenian President Robert Kocharian
on June 17. Assessing the cooperation between Armenia and the IMF as
efficient, the President expressed his gratitude for the assistance
the IMF has provided to Armenia during this important period of
its development.
Rodrigo de Rato said that the countinuous economic growth shown by
Armenia in the past 5 years and the country’s macroeconomic policy are
impressive. He pointed out tax and customs administration improvement,
extension of the tax base, and the fight against coruption as kew
problems in Armenia-IMF relations.
According to the RA President’s press service, speaking about the
Armenian government’s steps in this direction, Robert Kocharian said:
“We try to solve all current problems by programmed approaches and in
the long run.” He presented the programs being implemented in various
sectors of the economy, as well as the economic opportunities of the
region and Armenia’s economic cooperation with neighboring countries.
According to the RA Government Information and PR Department, on the
same day the delegation headed by Rodrigo de Rato was received by
the Armenian Prime Minister Andranik Margarian.

YEREVAN, JUNE 19, NOYAN TAPAN. Thoughts on formation of free media,
main obstacles to establishment of media as business, necessity of
state media were discussed at the June 19 meeting of RA President
Robert Kocharian with OSCE Representative on Freedom of the Media
Miklos Haraszti.
According to RA President, Armenia is still in a transitional stage
and peculiarities of this period are characteristic of the country
in many cases.
Attaching importance to freedom of media, Robert Kocharian said that
free media has a decisive mission in the respect of exercising public
control and presenting the country’s real state. At the same time,
according to the President, the freedom of media should be regulated
with exact protection of person’s rights.
According to RA President’s Press Office, Robert Kocharian estimated
cooperation with OSCE in different directions as effective.

“We need people like him to win the advocacy war,” Vartan Grigoryan,
deputy director of Matenadaran told an event dedicated to 21st
anniversary of John Kirakosyan’s death.
John Kirakosyan was a historian, political scientist.
He is an author of dozens of books on Armenian Cause.
It may be said that he is the forerunner of political armeniology which
started developing in 1960s. “John Kirakosyan was one of the first if
not the first who could grasp the history in a correct form and make
correct assessments. He became the author of political armeniology
presenting the Armenian Cause as a subject for armeniology,” Karlen
Dallakyan, a friend says.
The event exhibited books authored by John Kirakosyan and about John
Kirakosyan. Friends, partners, fellow students were present at the
event. “He was the foreign minister of Soviet Armenia in 1975-1985. At
that time the agency could not solve problems but it started speaking
about the Armenian cause,” Arman Kirakosyan, the son of John Kirakosyan
said who is deputy foreign minister at present.

ASHTARAK, JUNE 19, NOYAN TAPAN – ARMENIANS TODAY. Monument to
Archbishop Mesrop Ashjian opened in the yard of the “Archbishop Mesrop
Ashjian” school of the village of Mughni, Aragatsonts marz, on June 18.
The ceremony of opening the monument was followed by the Surb
Liturgy and requiem service at which Archbishop Tatev Sargsian and
Archimandrite Torgom, the primate of the Aragatsotn Diocese of the
Armenian Apostolic Church were present.
Chairman of the Writers’ Union of Armenia Levon Ananian, Director
of the “Archbishop Mesrop Ashjian” school Mushegh Galstian,
Academician-Secretary of the National Academy of Sciences of Armenia
Vladimir Barkhudarian, Director of the RA NAS History Institute Ashot
Melkonian, Raffi Hovhannisian, Avik Isahakian, Varazdat Haroutiunian,
American Armenian writer Hrant Margarian and Hripsime Ashjian, sister
of latter His Holiness made speeches at the ceremony.
Poetess Silva Kaputikian’s speech was also read. Hrayr and Liza
Ashjians, relatives of His Holiness opened the monument.
Author of the monument is Ara Shiraz.

KAPAN, JUNE 19, NOYAN TAPAN. 63-years old Vladik Hovsepian and 70-years
old Ilya Barseghian, employees of the former mining conglomerate of
Kapan stopped the hunger-strike late on June 16 because of the health
state’s strict worsening and listening to relatives’ persuations. To
recap, they have been on a hunger-strike since June 11 in front of
the Syunik Regional Governor’s Office.
V.Hovsepian and I.Barseghian got occupational injury, and the present
owner of the conglomerate, “Dino Gold Mining Company” refuses to
pay them compensation. V.Hovsepian’s compensation makes 1 mln 100
thousand drams, and I.Barseghian’s make 360 thousand drams (about
850 U.S. dollars).

Biological purification is almost not carried out in the Airing
Cleaning Station, announced Romik Kosemyan, the head of the Yerevan
municipality Administration of Environmental Protection.
The guest of the municipality briefings thinks that the cleaning
costs much and there are no options for that: either the international
structures must engage in it, or loans must be made.
Speaking about the green areas of the capital, Mr. Kosemyan reminded
that about 101 thousand 400 trees and 35 thousand bushes have been
planted in the city this spring.
He claimed that 220 hectares of land have been planted and that will
be obvious in a few years when the trees blossom. 60-80 hectares
have not been planted yet. The process will be over in 2007. about
1 billion AMD has been invested.

The festival which will launch tomorrows aims to return back
to vanguard art. The event is organized by cultural union
Saghmos. According to Anna Mailyan, center chairwoman, the festival
includes representatives from both Armenia and abroad. The festival
will open tomorrow at 15.00 at the National Gallery. Anna Mailyan
says about 200 photographs of his father, Leonid Mailyan, will be
exhibited. French musician Mishel Karski and Germany coupe Hainz
Erish Giodeken and Kernelia Muller Giodeken will also stage their
art.

“Most probably, in the autumn the Czech Parliament will adopt a
resolution recognizing the Armenian Genocide,” declared member of
the Czech Senate delegation Yaromir Shtetina, who is in Armenia on
a working visit.
He noted that at the initiative of the Armenian community of the Czech
Republic and under the auspice of the ex-President Vatslav Havel a
conference dedicated to the 1915 Armenian Genocide was organized in
the Senate two months ago.
During today’s meeting with Armenian Parliamentarians the Czech
Senators showed interest in the issue of settlement of the Karabakh
issue. In response to their question whether the Minsk Group has not
exhausted itself and if there is necessity to change the format, Head
of the NA Standing Committee on Foreign Relations Armen Rustamyan
said there is no need for a new format, since the Minsk Group has
been engaged in the settlement of the issue ever since 1992, it
is well familiar with the question and has presented three valuable
suggestions during eight years. According to Armen Rustamyan, the lack
of progress is associated with the fact that different from Armenia,
Azerbaijan constantly refutes the suggestions presented and refuses
to sign any document.

Ukraine suggests the Armenian and Azerbaijani Presidents to meet on
its territory to continue the talks on the Nagorno-Karabakh conflict
settlement, Ukrainian Foreign Minister Boris Tarasyuk said after the
meeting with Armenian FM Vartan Oskanian. He also underscored that
the commodity turnover between Ukraine and Armenia on 2005 made $118
million, thus increasing 40% against the index of 2004. Our trade
relations are dynamically developing and we are expecting a growth
in the commodity turnover in 2006,” Tarasyuk said.

WASHINGTON, MAY 19, NOYAN TAPAN – ARMENIANS TODAY. The “BOOK EXPO –
2006” international exhibition of book will be held in the Washington
Exhibition Center on May 19-21. Armenia will be presented there by
a separate pavilion.
About 50 books and publications, including historiographic, fiction,
encyclopedian and children’s literature published in Armenia during
the recent years are presented by the National Publishing Association
and the “Edit Print” publishing house. As Noyan Tapan was informed
by the RA Foreign Ministry’s Press and Information Department,
publishers of 46 countries are represented at the “BOOK EXPO – 2006”
exhibition. Besides Russia, Armenia is the only CIS state which is
represented in the exhibition by a separate pavilion.
