WORK OF NEWPAPER “SYUNYATS YERKIR” HALTED BECAUSE OF THE ELECTRICIANS

The director and two deputy directors of “Tatev” branch of “Armenian
Electricity Network” CJSC visited the editorial office of newspaper
“Syunyats Yerkir” and deprived them of electricity.
The problem emerged after the newspaper published an article titled
“The energy system of Syunik is corrupted” in the June 15 issue of
the current year.
During the discussion of the article the newspaper offered the heads
of “Tatev” branch to answer the criticism within the framework of
the law if they have something against the material printed in the
newspaper. But the authorities of the branch were not content with
it. By order of Arayik Grigoryan, the director of the branch, the
editorial office was immediately deprived of electricity. As a result
of this the newspapers was forced into a standstill.
“What took place testifies to the fact that the energy system of
Syunik is really fully corrupted. It proves that the terror against the
newspaper which started two years ago still continues”, the statement
of the newspaper says.
The editorship of the newspaper applied to Robert Kocharyan as the
guarantee of the Constitution asking to stop the persecution of the
newspaper and give them a chance to resume work.

CRISIS-MONITORING IN THE ZONE NEAR THE BORDER BETWEEN NKR AND AZERBAIJAN

On June 28, the OSCE Mission plans to conduct a monitoring in the zone
near the border between Nagorno Karabakh and Azerbaijan in the Agdam
direction. This information is given by the website of the Foreign
Ministry of the Republic of Karabakh.
Let us remind you that on June 15, 2006, the NKR Ministry of Foreign
Affairs turned to the Office of the OSCE Chairman-in-Office with a
demand to conduct a crisis-monitoring in the zone near Azerbaijan for
evaluating the real situation on the spot and denying the strained
accusations of the Azerbaijani party on false ignition of settlements
on the territories controlled by the NKR.

KOCHARYAN IS PLEASED WITH SMALL AND MEDIUM BUSINESS

Issues about small and medium business were discussed during the
meeting of Robert Kocharyan and a number of representatives of
the field. The Ministers of Agriculture and Commerce and Economic
Development were also present at the meeting.
Robert Kocharyan mentioned that small and medium business is developing
actively. “There are few people in Armenia who do not want to have
their own business.
This means a powerful inner striving for being the master of their
own fate which can be a serious impetus for the development of small
and medium business. We appreciate that”, Kocharyan said.
The participants of the meeting mentioned that there are problems
hindering the development of the field.
They particularly mentioned about the necessity to reduce the
frequency of check-ups, to support the businessmen of the marzes with
consultants, to prepare specialists with professional education and
to eliminate a number of legislative shortcomings.
The issues about leasing service and loans were also discussed. As
for the change of the currency exchange rate, Robert Kocharyan said
that it is the problem of the whole world and not only Armenia.
Robert Kocharyan said that the problems will be discussed during
special consultations.

THE FUTURE OF THE SETTLEMENT OF THE ISSUE IS THE NEGOTIATIONS BETWEEN NKR AND AZERBAIJAN

Today President of the Nagorno Karabakh Republic Arkadi Ghoukasyan sent
a message to the members of the international scientific conference
titled “Nagorno Karabakh Republic: past, present and future” which
opened today in the capital of the country, Stepanakert.
The message says, “Today Azerbaijan spares no effort to turn back the
hands of time and deprive our nation of the freedom and independence
won by heavy losses.
This is an unpromising way. I am sure that the futures lies in the
negotiations between NKR and Azerbaijan in order to look for mutually
convenient ways of settling the conflict and to start cooperation
between the two countries.”
The President of NKR also added that although the NKR is not recognized
by the international community, Azerbaijan lacks behind Karabakh in
holding the country up to democratic standards. Besides, according to
Arkadi Ghoukasyan, the past 15 years proved that the people of Nagorno
Karabakh have the right to have an independent republic of their own.

A VISIT TO ENJOY THEIR WORK

RA Minister of Agriculture David Loqyan, and NA deputies Hranoush
Hakobyan and Hakob Hakobyan visited the marz of Gegharqounik yesterday.
The Minister of Agriculture got acquainted with the course of the
reconstruction of the road Gavar- Gegharqounik. He also visited
Verin Getashen the population of which has disagreements with those
of Nerqin Getashen about the exploitation of the water pipeline.
Regional Governor of Gegharqounik Arsen Grigoryan mentioned that two
major problems of the region have been solved. “The RA Government has
allotted 63 million AMD in order to realize the cleaning of Gavaraget
in Noratus”, he mentioned.
David Loqyan too mentioned that there are still many problems in the
region, but the majority is in the solution phase.

HAIL DAMAGED THE CROPS

Yesterday at about 08:00 PM the villages of Haykasar, Pemzashen,
Hayrenyats, Bayandur, Lousakert, Saratak and other communities of
Shirak region suffered from a terrible hail.
According to Andranik Poghosyan, the head of the Rescue Administration
of Shirak region, the hail damaged the crops greatly. According to
preliminary information, 3-5% of the crops have been spoilt. The
roofs of many houses have also been damaged.
The volume of the losses will be clear after the check-ups of the
committee.

OSKANYAN OPPOSED THE AZERI DEPUTY FOREIGN MINISTER

Minister Oskanian attended and addressed the first session of the
newly-formed UN Human Rights Council.
The opening ceremony on Monday was attended by UN SG Kofi Annan as
well as High Commissioner for Human Rights, Louise Arbour.
In his statement, on Wednesday, June 21, Armenia’s Minister
congratulated the Council on its inaugural meeting and wished the
Council well in its mandate to place the third pillar of the UN human
rights on a par with the other two peace and security, and development.
The Minister said, “Globalization and the electronic media enhance our
knowledge and increase our liability. It is as easy to look into our
neighbor’s living room as our own. To hear the screams next door and
do nothing will be as difficult as ignoring uproar at home. We are now
the first generation who simply cannot afford to do so. And ironically,
we are the first generation that is able to afford to systematically,
fundamentally address the problems and even the crises. We can muster
the time, skills and resources to construct a new pro-active, daring,
spirited international system that not only has the moral authority
but also the tenacity to protect the powerless.”
The Minister addressed the linkage between human rights and
development. He said, “I know that it is only when the preconditions
for a full and free life of dignity are in place, only then are markets
powerful engines of development, only then is critical infrastructure
sustainable, and only then do individuals stand up to demand and
protect individual and collective human rights.”
He continued, “In Armenia, we are tackling this greatest challenge
through a public-private partnership that will engage the government
of Armenia, Armenia’s business community, the international community
and individual countries, as well as our generous Diaspora, to embark
on eradicating rural poverty through a comprehensive, integrated
approach. Our intent is to meet the Millennium Development Goals,
and to replace hopelessness and desperation with a sense of self-worth
and security.”
In speaking about Armenia’s neighbors and regional security,
Minister Oskanian noted that “Armenia has and continues to promote
stronger international mechanisms to prevent and eradicate the crime
of genocide, and all of its precursors including efforts, too often
successful, at not just cleansing a region of its indigenous people,
but also erasing their memory. Armenians have survived and gone on to
live through each of these attempts. Even today, in the 21st century,
we have watched helplessly as the spiritual and cultural markers of
our people are decimated.”
He went on to refer to the destruction of the Jugha Cemetery in
Nakhichevan, Azerbaijan. “This violation of the memory and spirit of
centuries of Armenian existence on lands which are today Azerbaijan’s
is cynical and dangerous. These huge, exquisite, unique stone crosses
which were both sculpture and tombstone are now gone – 2,000 of
these medieval markers were destroyed just a few months ago. The
gravemarkers are gone, and Armenian and international fears that
Azerbaijan’s authorities might in fact not be serious about peace
have been reinforced. After all, their organized, violent, armed
response to peaceful calls for self-determination two decades ago,
was the first attempt at ethnic cleansing in the soviet space and
ignited the conflict which remains unsettled today.
This most recent manifestation of organized violence, in a place where
no Armenians live today, and far from the Nagorno Karabakh conflict
area, tells us that neither Azerbaijan’s methods nor its intent has
changed. Such unambivalent, callous demolition of culture and history
also destroys trust and peace.”
In speaking about the present state of negotiations with Azerbaijan
on the settlement of the Nagorno Karabakh conflict, the Armenian
Foreign Minister said, “If Azerbaijan’s one step forward, one step
back approach in the negotiations was simply alarming, their recent,
desperate offers of autonomy are concrete examples of a retreat
from the letter and spirit of these talks, and clearly not in sync
with international trends. Offering autonomy to a people who have
for nearly two decades been in control of their lives on their own
historic lands is at the very least, self-deception.”

ARMENIAN AND JEWISH CEMETERIES DESECRATED

130 tombstones have been destroyed in the city of Kremenki, region
Zhukovsk, Kaluga. 15 crosses and a monument have been thrown to the
street. Nikolay Babin, the head of the organization “Ritual” said,
“Those were graves of Armenian and Jewish children and veterans. They
have destroyed everything”, newspaper “Yerkramas” informs.
The suspects have been arrested. Most probably the attack on the
cemetery will be qualified as drunken hooliganism. 17-18-year-old two
young people have also been arrested. The investigation is continuing.

FOREIGN INVESTMENTS IN FIRST QUARTER UP 57%

YEREVAN, JUNE 21, ARMENPRESS: Armenian national statistical service
said the volume of foreign investments in the real sector of
Armenian economy in the first quarter of the year amounted to $94.3
million. This figure does not include investments received through
the government and banks. The volume of investments was 57 percent
more from a year ago.
The committee said the amount of direct investments in the economy
was $45.4 million, 27 percent up from a year ago. The committee
said 50 percent of foreign investments in this time span went to
the communications sector. They made accordingly 31 percent of all
direct investments.
Twenty-seven percent went to metallurgical industry and 10 percent to
aviation. Also 6.3 percent went to restaurants and hotel businesses
and 8.3 percent to production of beverages. The rest went to energy,
construction and some other sectors.

ARMENIA’S FOREIGN DEBT DOWN 3.8%

YEREVAN, JUNE 21, ARMENPRESS: Armenia’s overall debt by the end of
March was around 533 billion Drams, of which 52.3 billion was domestic
debt and the rest, which in terms of US Dollars amounted to $1.110
billion, was foreign debt.
According to Armenian economy and finance ministry, the volume of
foreign debt was down 3.8 percent form a year ago. Armenia owes
the bulk of its foreign debt, almost 69 percent, or $764 million,
to World Bank and 15.6 percent or $173 million to the International
Monetary Fund (IMF).
Armenia has also borrowed from Germany-$72.2 million, $40 million from
the USA, $41.1 million form the International Fund for Agricultural
Development (IFAD). It owes also to EBRD, France and some other
organizations.
