OUR SLAVES, OUR SELVES

Here’s a cheery thought for the upcoming Fourth: Our freedom was
founded on cruelty, genocide and slavery. But you know this already.
Most of our ancestors fled from oppression. Billy Penn, ever the
crafty land developer, may have promoted Philadelphia as a holy Eden.
But almost all who risked the voyage came here to escape a hell
on earth.
That inalienable human rights will conquer man’s inhumanity makes a
fine tale for many Americans. But for those whose ancestors didn’t flee
from genocide, and instead were dragged into it, that story rings sour.
For many, our nation’s apple pie tale is rotten at the core. That’s
because the story of African-American slavery has been cut off from
the mainstream narrative, said historian Howard Dodson to an audience
of several hundred recently at the Convention Center. Dodson heads
the Schomburg Center for Research in Black Culture at the New York
Public Library.
On the agenda was how best to reveal the hidden story of the slaves who
lived on Independence Mall. In the nation’s first executive mansion,
nine slaves served under their master, George Washington.
For decades, Dodson said that black history found no place in the
textbooks that honed children’s civic pride. And neither did the tale
of the president’s slaves find a place on Independence Mall. That’s
about to change.
That George Washington kept slaves in Virginia has never been denied.
But about 30 years ago, it was discovered that as president, he also
kept slaves in Philadelphia. So the National Park Service did what’s
generally done with ugly stuff. They buried it.
In 1997, independent historian Ed Lawler rediscovered the slaves’
story, and that they were locked in nightly in a bunkhouse near the
executive mansion. To keep slaves in a free state, Washington even
exploited a loophole, by periodically swapping his Philadelphia slaves
with those in Virginia. And when some slaves did manage to escape,
Washington re-lentlessly hunted them down.
Still, the Park Service denied the truth. Three years ago, they added
insult to ignorance by building part of a new pavilion for the Liberty
Bell right over where slaves slept.
Last year, though, Lawler’s protests paid off. Mayor John Street
found some city funds and essentially hijacked the project from the
Park Service. The mayor declared that the President’s House would be
complete by the end of his term, and amazingly, it looks likely.
The mayor’s office held a competition, and recently chose six teams
to design a monument to express some key themes:
To show how slavery was integral to the founding of America, and the
impact of slavery on its wealth.
To weave the personal tales of Washington’s slaves into the larger
fabric of the nation’s history.
And, most remarkably, to reveal how the story of Washington’s slaves
remained lost for centuries-which will include the Park Service’s
recent efforts to bury the truth.
A wondrous thing will soon be seen on Independence Mall: The federal
government will confess how it systematically lied to us.
How this will finally come together is still in play. All are invited

It’s time to hear the whole story. I know the anger of a tale that’s
not told. As an Armenian whose people were exterminated in the 20th
century’s first holocaust I live with that outrage, because the Turkish
government still denies the slaughter. But as a Jew, I also know that
Germany’s diligent truth-telling has healed many wounds. As I said
recently to a friend who was born in Germany, that debt (at least
for me) is just about paid-even as it’s recorded forever.
The descendants of American slavery also deserve a place to have
their tale heard. A prominent and permanent place. We all deserve it.
Because ultimately this story is America’s story: for the tales of
our slaves is also part of our selves.

Committee, US Senate, is to consider the candidacy of Richard Hoagland
for the post of US Ambassador to Armenia.
Armenian National Committee Of America reports that the Armenian
community is closely following the hearings and possible scenarios
may clarify the US Department of State’s policy toward the issue of
the Armenian Genocide.
US-based Armenians believe that the reason for US Ambassador to
Armenia John Evan’s recall is the fact that during his speeches in
2004-2005 he qualified the Armenian pogroms in Ottoman Empire in 1915
as Genocide. In his further comments he pointed out that it was his
personal viewpoint, but not the USA’s official position.
Since October 16, 2003, Richard Hoagland has been US Ambassador to
Tajikistan.
Only Resolution To Karabakh Conflict Step-By-Step Version: MP

YEREVAN, June 21. /ARKA/. The only resolution to the Nagorno-Karabakh
conflict is the step-by-step version of settlement, member of the
administrative board of the ruling party “Armenian National Movement”
Andranik Hovakimyan reported.
“The incumbent authorities of Armenia have repeatedly declared their
incompetence as to the issue of a settlement to the Nagorno-Karabakh
problem, to which the latest declaration of Armenian Foreign Minister
Vardan Oskanyan that the negotiation process has deadlocked, testify,”
Hovakimyan said.
In this context, Hovakimyan believes that the 1997 version of the
conflict resolution was the most correct and possible, as in case of
its adoption Nagorno-Karabakh could have obtained the international
status of a “disputable territory”.
“Armenian authorities are not ready for a resolution to the conflict
at this stage, and the fact that Armenia occupies the last place
in the region in terms of economy plays not a significant role,”
Hovakimyan said.

The deported Armenian brothers at the centre of mercenaries claims
had been invited into the country by the Government, an MP claimed.
Mr Orwa Ojodeh (Ndhiwa, Narc) said Mr Artur Margaryan and Mr Artur
Sargsyan had many times visited the General Service Unit headquarters
in Nairobi where they were normally received by the commandant.
The two, he added, had been training the crack Recce Company on
specialised skills.
Saying he was quoting a highly confidential letter written by the
Nairobi regional intelligence coordinator, Mr J.K. Kamau to the
Director of Intelligence, the MP added that the Armenians also took
part in the raid on Standard Group offices and printing plant.
Mr Ojodeh said the raid was conducted by the Recce Company and directed
by the Nairobi CID boss.
“This was my first time to witness a government hiring terrorists
to harass its own people. The Armenians were a government project,”
he said, as several MPs asked him to prove his allegations.
Government Chief Whip Norman Nyagah, Lands assistant minister Asman
Kamama, and Mr Omingo Magara (South Mugirango, Ford People) sought
to have Mr Ojodeh stopped from making the claims.
They asked temporary deputy Speaker Kirugi M’Mukindia (Imenti Central,
Narc) to confirm if the document Mr Ojodeh had referred to was genuine.
“Can the Chair authenticate the document first so that it is not
taken up by the Press?” asked Mr Nyagah.
He was supported by Mr Magara, who said the issue of the Armenians
was before two committees of Parliament and it would be premature to
allow the House to debate it.
After perusing the document, Mr M’Mukindia said: “The copy of the
letter I have has no heading, and doesn’t show which Government
department it is coming from. I’m not sure the document is authentic.”
But Mr Ojodeh stood his ground, arguing that not all memos written by
the Intelligence had letterheads, as Mr Nyagah asked if the document
had been authored by Kenya Times boss.
Lamu West MP Fahim Twaha (Kanu) called for patience, and asked
the Chair to let Mr Ojodeh explain himself. “Don’t impute improper
motives on the member. You cannot just dismiss what he is saying
without providing an alternative view,” he said.
Justice minister Martha Karua on Tuesday attempted to stop two
parliamentary committees from investigating the Artur brothers. The
committees are legal affairs, headed by Kabete MP Paul Muite, and
security, chaired by Changamwe MP Ramadhan Kajembe.
She said it was wrong for MPs to investigate matters already referred
by the President to a commission of inquiry. Parliament was not
meant to govern and rule but to audit activities of the Executive,
she argued.
Speaker Francis ole Kaparo instructed Mr Muite to submit a written
reply to the issues raised by Ms Karua before he could make his ruling
on the matter.

Reform of the Organization for Security and Cooperation in Europe
topped the agenda at Wednesday’s meeting between Foreign Minister
Sergei Lavrov and OSCE Secretary General Marc Perrin de Brichambaut.
Russia says the multinational group, and especially its Office
for Democratic Institutions and Human Rights must stop applying
a double standard when it comes to monitoring elections in former
Soviet republics.
Most recently, Russia has opposed OSCE election-monitoring in Belarus,
where President Alexander Lukashenko was re-elected in March to a
third term and OSCE monitors declared the election rigged.
“OSCE member-states understand the need for reform,” Foreign Ministry
spokesman Mikhail Kamynin said Wednesday, Itar-Tass reported.
OSCE spokesman Martin Nesirsky responded that the ODIHR “applies the
same standards whenever it is invited to monitor.”
The Foreign Ministry wants the OSCE to adopt a code of regulations,
give more power to the secretary general and make the financing of
its projects more transparent.
Russia has slashed its annual contribution to the 55-member group to
$7.5 million from $11.4 million and has threatened to cut it further.
The United States has accused Russia of trying to block the OSCE’s
democracy-building projects.
During their meeting, Lavrov and de Brichambaut also discussed the
ongoing conflicts in Transdnestr and Nagorno-Karabakh. Lavrov said
Russia wanted “to continue the dialogue to increase the efficiency”
of the organization.

The establishment of mutually beneficial economic and humanitarian
links, development of scientific-educational and cultural cooperation
will promote relaxation of tension between the region’s countries,
the NKR PM Anoushavan Danielyan stated, while opening an international
scientific conference titled “Nagorno Karabakh Republic: Past, Present,
Future” in Stepanakert.
The PM stated the amount of investments in the Nagorno Karabakh economy
increased year by year. “Due to foreign investments we have managed
to modernize industrial process in a number of branches of economic
complex”, Anoushavan Danielyan said.
According to A. Danielyan, last year the amount of industrial
production was increased by 3, 7 times as compared with 2000. The
amount of industrial output produced in the Republic only for the
first quarter of the current year surpasses the level of 1999. For
the last three years the state budget’s own revenues increased by 43,
2 % on average. The amount of the production exported from the NKR
has been noticeably increased, making $ 38 millions.
Anoushavan Danielyan remarked the population’s money incomes increased
by almost 2, 2 times compared with 2000. Teachers’ salary increased
by approximately 70 %, that of the health care and culture employees –
by 30 %.
2006 state budget’s expenditures for social needs increased almost
by 30 % compared with last year. In 2005 there were about 3 500 new
jobs in various branches of the Republic economy.

Recently the Azeri party via AR FM Elmar Mammadyarov stated readiness
to grant the highest status of autonomy adopted in the world, including
the one equal to Tatarstan’s status within RF, to Nagorno Karabakh.
In this connection Nagorno Karabakh Republic FM Georgy Petrosyan
gave commentary: “The statement, unless it is a current propaganda
ploy, means that the Azeri leadership is ready for his country’s
federalization. From this viewpoint one can express hope that the
above-mentioned status will be granted to Lezgins, Talyshes and
other nations residing in Azerbaijan. As for the NKR, with which the
Azeri leadership avoids any contacts, it should be underscored that
official Baku cannot grant any status to Nagorno Karabakh, as the
issue is out of Azerbaijan’s competence. Nagorno Karabakh Republic’s
status is determined within the legal frames by the nation residing
here. The Azeri-Karabakh conflict’s essence is that the Azeri party
proved to be unable to resolve the issues of the kind and resorted
to armed aggression.

which the NKR’s independence is the greatest value of the Republic’s

World Bank Predicts Fall In Armenian GDP In Coming Years

(RTTNews) – The World Bank predicted a sharp fall in Armenian GDP
growth rate to 5.6% in 2008 compared to 14% in 2005, published reports
said Thursday. Analysts say the major economic risks are associated
with a strengthening in the national currency, the Dram.
The bank sees the nation’s deficit near European standards of up to 3%
of GDP versus 1.7% of GDP in 2005.
In its report on Eastern Europe and Central Asia, the World bank
forecasts a slow down in growth in majority of the countries in
the region barring the oil rich Russia, Kazakhstan, Azerbaijan and
Romania. Higher oil prices and a decline in foreign transfer would
hamper economic growth in the region, the bank said.

One more train loaded with Russian military equipment left Georgia.
Eighteen-carriage train departed from Batumi to Armenia at 00:35 am
June 21.
InterpressNews was reported at the Ministry of Defense that the
train was loaded with various Russian equipments: automatic oil
filling system AMC-53, fuel pumps MÍÓO20 and MÏO20, also – two oil
pumps MÍÓM-14, two oil filling systems CÑÆ, seventeen field kitchens
ÊÏ-125130 and twenty four water tanks of 25 and 4 tonnage.
Military equipment was withdrawn from the 12th Russian military base
located in Batumi. Equipment was being withdrawn from the military
base for two days and was collected at Batumi cargo station. The
train carrying Russian military equipment pulled out from the military
bases of Ajara was fifth in turn.

The presentation ceremony of the book titled “Karabakskiy konflikt:
azerbaijanskiy vzglyad” published in Moscow by the Russian “Regnum”
New Agency was held today (APA).
Azerbaijani President’s Office sector director Fuad Akhundov addressing
the presentation, criticized the “Regnum” agency’s pan-Armenian
activity reminding that this event takes place on the same date when
the fascist Germany attacked the USSR 65 years ago.
“Hitler occupied 9 percent of the USSR while Armenia has occupied 20
percent of Azerbaijan. As the 1941-1945 war was Great Patriotic War
for the USSR peoples the Garabagh war means the same for Azerbaijanis,”
Mr.Akhundov underlined.
Commenting on the “Regnum” chief editor Konstantin Kazenin’s statement
that the aim of publishing this book is to familiarize Russian audience
with Azerbaijan’s position regarding the Nagorno Garabagh conflict,
Akhundov said, “If you want to contribute to the resolution of the
conflict, take a neutral stance.”
“According to my three-month-analyze, “Regnum” has publicized 8,000
stories on Armenia and 2,000 on Azerbaijan. Most of the stories on
Azerbaijan were about the Nagorno Garabagh. This is enough to consider
the “Regnum” as pan-Armenian,” the sector director said.
Criticizing the title of the book, Akhundov underlined Azerbaijan’s
position regarding the Garabagh issue bases on the international law.
He reminded that Azerbaijan supports peaceful solution of the conflict
on the basis of territorial integrity.
Akhundov also said it is not clear to him what principle was based on
while collecting the stories in the book and considered it as gross
mistake to compare the Khojali and Sumgayit events which happened in
the end of the same month.
“Armenia is a mono-national state and this is the result of Armenia’s
ethnic cleansing policy not just a natural process. The number of
people massacred by Armenians in the Azerbaijani town of Khojali is
twice more than that of the people massacred in Songmu village of
Vietnam. Armenians are living in Turkey, Iran, Azerbaijan and Georgia
which border on Armenia but there is not any Turk or Azerbaijani in
Armenia,” Akhundov underlined.
Reminding that Armenian Grigoryan stood behind the Sumgayit events,
Akhundov said during the investigation in Moscow, witnesses answering
the question “Who inflicted torture on you?” said “Grigoryan”. The
President’s Office sector director also said he hided his Armenian
friend’s family in his home, “You cannot come across a person in
Armenia, who saved an Azerbaijani family. The former USSR authorities
used to say Azerbaijanis were deported from Armenia within two weeks
and a half.”
Akhundov concluded that if it is impossible to liberate Garabagh by
peaceful way, other ways will be considered.
