CA ASSEMBLY EDUCATION COMMITTEE PASSES BILL OFFERING ARMENIAN
CREDENTIAL FOR TEACHERS
Beverly Hills, CA – The Armenian Assembly welcomed the news that
the California Assembly Education Committee unanimously passed
legislation that would expand the single subject foreign language
California Subject Examination for Teachers (CSET) to include the
Armenian Language (AB 2913).
The Armenian Assembly sent a letter of support urging the passage of a
bill which ensures that the Armenian language is included in the CSET’s
single subject teaching credential. The bill states that the first
Armenian CSET must be administered by September 1, 2009 and will allow
high schools, colleges and universities to offer the Armenian language
as a course in the curriculum by teachers credentialed in Armenian.
“Our state boasts the largest Armenian population outside of Armenia,
and yet we have no program available for teachers who want to be
credentialed in the Armenian language,” California Assembly Majority
Leader Dario Frommer (D-Glendale) said in a press statement on April
27. “This bill will not only better equip teachers in districts
with large Armenian populations, it will also allow all interested
students to study the Armenian language in high schools, colleges
and universities.”
“We appreciate Assembly Majority Leader Frommer’s leadership on this
issue,” said Western Office Director Lena Kaimian. “We are pleased
that the Armenian language teaching credential is in the process of
being added to the curriculum given the increasing number of students
that claim it as their native language and we look forward to its
complete approval.”
Frommer’s assembly district, representing the communities of Glendale,
Burbank, Los Feliz, Silver Lake, North Hollywood and Toluca Lake,
has the largest concentration of Armenians in the United States. The
Glendale Unified School District, reported that it had 3,904 English
language learners who primarily speak Armenian, making up 49% of the
districts total English language learner population. This legislation
will provide a balance in that the Armenian language will be treated
equally as other numerous foreign languages are in the State. The
legislation will next be considered by the Assembly Appropriations
Committee later this month.

REED AMENDMENT REAFFIRMS PARITY IN DEFENSE
DEPARTMENT ASSISTANCE TO ARMENIA AND AZERBAIJAN
— Rhode Island Senator Wins Approval for
Amendment to Legislation Authorizing
Counter-Drug Assistance Program
WASHINGTON, DC – In a legislative reaffirmation of
the 2001 agreement between the Congress and the White
House to maintain military aid parity to Armenia and
Azerbaijan, Senator Jack Reed (D-RI) this week
secured the adoption of an amendment adding Armenia
to the list of nation’s receiving Department of
Defense counter-drug assistance, reported the
Armenian National Committee of America (ANCA).
Commenting to the ANCA following the adoption of his
amendment, Senator Reed said, “I am pleased that the
Senate Armed Services Committee recognized the
importance of providing military aid to Armenia for
training and equipment in light of its decision to
provide funding to Azerbaijan. It is essential that
we maintain parity between the two nations, and I am
happy that my amendment was accepted.”
The amendment was offered by the Senator, a senior
members of the Armed Services Committee, to the
National Defense Authorization Act for Fiscal Year
2007 (S.2507). The measure added Armenia to the list
of eligible nations for a Defense Department counter-
drug assistance program. Azerbaijan was among the
nation’s listed in the original version of the
Authorization bill authored by Committee Chairman
John Warner (R-VA).
Significantly, the Armed Services Committee report
advises the Defense Department that the panel
“expects that the authority granted in this section
will be administered in the spirit of maintaining
current military parity between Azerbaijan and
Armenia.” The Committee report language refers to
the agreement between Congress and the White House in
2001 to maintain military aid parity between Armenia
and Azerbaijan. In 2001, Congress granted the
President limited waiver authority over Section 907
of the Freedom Support Act, which restricts U.S.
assistance to Azerbaijan as long as it continues to
blockade Armenia and Nagorno Karabagh, with the
understanding that the Administration will not
provide more military assistance to Azerbaijan than
to Armenia.
“We join with the Armenian American community of
Rhode Island in thanking Senator Reed for helping to
ensure parity in the provision of U.S. defense
assistance to Armenia and Azerbaijan,” said ANCA
Executive Director Aram Hamparian. “We will, in the
coming weeks, continue to share with legislators in
both houses of Congress the negative implications for
peace and regional stability of the Administration’s
ill-advised proposal to break the military aid parity
agreement that has been in force for the past five
years.”
The House Armed Services Committee has also finalized
its version of the National Defense Authorization Act
for fiscal year 2007 (H.R.5122), which does include
Azerbaijan, but not Armenia as an eligible country.
The two versions of the bill will eventually be
reconciled upon passage in both chambers. The ANCA
will urge the conference committee to accede to the
amended Senate version of this provision, and, more
broadly, to work toward overall military aid parity
to Armenia and Azerbaijan.

In theory, the aim of morality is to establish what’s right and wrong, or what’s good and evil. In practice, it’s to misrepresent wrong as right, and evil as good.

Until very recently, to justify their racism, Americans invoked god. Children were educated to believe god is a racist, and racism was not a prejudice but one of god’s commandments. And if you think this type of perversion of morality was peculiar only to Southern hillbillies, consider the fact that at one point in his career, Mahatma Gandhi, that apostle of love, truth, and non-violence, called the British “satanic.” It probably never occurred to him that on the day the British quit India, his own people would engage in satanic wholesale massacres – Hindus slaughtering Muslims, and Muslims slaughtering Hindus by the million.

I was myself brought up to believe that Turks massacred Armenians because all Turks are bloodthirsty, Mongoloid, subhuman barbarians; and I said as much in my first book, and was outraged when a Canadian critic called me a “racist” in his review of the book.

One of the most important undertakings of a state is to demonize the enemy. Children are brought up to believe the enemy eats babies for breakfast. To suggest otherwise, saying that the enemy is a human being like us, is seen as an act of treason.

Which is why arguing with a brainwashed Armenian can be as difficult as arguing with a brainwashed Turk. To paraphrase Lenin, a brainwashed person is a brainwashed person regardless of nationality. Which is also why only perverts use morality to assert moral superiority.

honored pilot Dmitry Atbashyan told journalists in Yerevan.
“In my opinion, based on preliminary data, the first version of the
crash is stall. The plane started falling down due to stall, which
resulted in a spin and crash,” he remarked.
Precipitation, which made A-320 wet, are a second version of the
catastrophe cause. “The resistance of a wet plane increases several
times, thus the engine traction might have been insufficient,” he said.
In Atbashyan’s words, another version may be the storm near Sochi
airport. “The airbus might crash also resulting from a thunderbolt,”
he emphasized, reports Novosti Armenia.

The Ministry of Finance and Economy informs that by 11 AM today the
special account opened in order to help the families of the victims
of the A-320 crash has already gathered 12 900 000 AMD.
Yesterday evening there was 12 599 000 AMD on the account, that is
to day 310 000 less than now. The Ministry of Finance promised to
give fresh information about new sums after 04:00 PM.

Aviation company “Armavia” intends to buy three airbuses by financial
leasing. Next week the company will have another airbus A-320 produced
in 1994 or 1995. Later on two more airbuses will be bought.
At present “Armavia” has one A-320 and two A-319 airbuses. Besides,
the company also has an IL-86, a YaK-42 and a YaK-40.
Let us remind you that “Armavia” had five airbuses one of which
crashed on May 3 while flying from Yerevan to Sochi and the other
burnt to ashes last night in the hangar of the Belgian company
“Sabena Technics”.

Renown pilot, the former head of the Armenian Civil Aviation Dmitry
Adbashyan is sure that “black box” recorders will be taken out of the
sea today because many parties are interested in that, particularly
the French Airbus is willing to prove that A-320 is not to be blamed
in the accident. Adbashyan says this uncertain situation is in the
interest of Georgians who try to politicize the issue.
The former head thinks those who say that black boxes may be damaged
in the sea only try to close the case.
“The recorders are made of very firm metal. They record all the
information in the airplane. They also provide data on the speed level,
height, etc. They are not damaged even under 1100 Celsius heat and
can stay under water for one month,” he said.

Armenia tries to settle “situational issues,” NA deputy Viktor
DALLAKYAN says referring to the fact that the country lacks a policy
procedure on national security despite of being independent for
16 years.
“It means that our country has not put forward strategic, long – term
targets,” the deputy concluded in a discussion called at Izbushka
yesterday.
The incidence since 1999, let’s say October 27 or the crash of A-320
airliner, indicate that Armenia’s national security fails to function,
Dallakyan said.
He was amazed how energy, ecology, economic social security issues
are at all solved in our country.
Dallakyan recalled that in 2000 Law on National Security Principals
was developed with his own participation, which the parliament passed
in 2003.
However, president Robert Kocharyan has imposed a veto on the law
suggesting to further work on it.
The deputy was not pleased with the fact that the opposition is not
called for the discussions of national security policy procedure,
saying that they should be invited to such discussions. He also said
that non-professional are currently working on that procedure. Vahan
HOVHANNISYAN, NA deputy chairman and member of a group on national
security policy procedure was also present at the discussion but did
not express any objection.

place of establishment of a monument to victims of the air crash
of A-320 airbus. “The memorial will be established in a square
next to the Armenian church in Adler,” he reported. The Armenian
church is situated in the center of Adler, not far from the regional
administration and an Orthodox church. The memorial will be set at
the instance of families of the victims. Krasnodar Territory Governor
Alexander Tkachov supported the proposal.
