Nationalists murder ethnic Armenian in commuter train near Moscow
MOSCOW. May 30 (Interfax) – A 19-year-old ethnic Armenian was stabbed
to death in a commuter train near Moscow.
Lawyer Simon Tsaturian told Interfax on Tuesday that a group of young
men attacked Artur Sardarian, a permanent resident of the town of
Pushkino, in a commuter train northeast of Moscow in the evening of
May 25, stabbing him many times.
Quoting eyewitnesses, the lawyer said that the attackers were
shouting “Glory to Russia!”

Official Paris, alongside Washington and Moscow, hopes for
advancements in Nagorno-Karabakh conflict peaceful settlement, Trend
reports with reference to the release of French Embassy to Azerbaijan
issued on occasion of Azeri president Ilham Aliyev’s visit to Paris.
Mentioning talks with French president Jacques Chirac and Senate
speaker Christian Ponselet within the visit program, Embassy
officials state Nagorno-Karabakh problem among the other themes of
these talks.

Following Azeri-Armenian meeting in Rambouit February 10 to 11,
France jointly with other co-chairs of OSCE Minsk Group boosted its
activity in order to arrange the next meeting between the parties in
early June. Namely with this purpose high officials of Foreign
Ministries and co-chairs visited Baku and Yerevan in late May.

Recently the Days of Azerbaijan were held in Hungary. The main
purpose of arrangement organized by the State Committee for the Work
with Azerbaijanis living abroad together with the Embassy of
Azerbaijan to Hungary, was to familiarize Hungarian people with rich
and old culture of Azerbaijan and to make public awareness all truth
of our country. The objective reasons of Nagorno-Garabagh conflict
existing between Azerbaijan and Armenia for a long time were informed
during the arrangements.
According to agenda, first day of arrangement scientific symposium
devoted to History & Culture: Hungary – Azerbaijan in which the
distinguished scholars of both states who reported about historic
ties between our nations and countries, attended, was held at the
Academy of Sciences of Hungary. Then Hasan Hasanov, the Ambassador of
Azerbaijan to Hungary, told about rich culture of Azerbaijan and
social & economic reforms and measures being carried out for
integration of Azerbaijan to international community and true reasons
and results of Nagorno-Garabagh conflict.
Yagub Mahmudov, the Director of Institute of History of Azerbaijan
National Academy of Sciences, Member of Parliament, a Doctor of
Historic Sciences, Nizami Jafarov, the Director of Ataturk Center in
Azerbaijan, a Doctor of Philological Sciences, a MP, Naila
Velikhanli, a Member of ANAS, and other distinguished scholars of
Azerbaijan reported about history and culture of our people. Then the
distinguished scholars of Hungary who had told about
Azerbaijan-Hungarian bilateral relations followed. Approximately 70
Hungarian scholars attended the symposium. The discussions held
during the arrangement welcomed the initiatives concerning
establishment of the Society of Azerbaijan Studies.
It is known that recently one of the most popular TV channels of
Hungary Duna TV covered Azerbaijan. Its broadcasts expounded
information of history of culture of Azerbaijan.

Prosecutors have opened a hate crime investigation into the fatal
stabbing of an Armenian teenager at a Moscow suburban train station,
a spokesman for the prosecutor’s office said Tuesday. Artur
Sardaryan, 19, was killed on Thursday in the latest in a string of
racially-motivated attacks in Moscow and throughout Russia, The
Associated Press reports.
Three young men approached Sardaryan as he was sitting on a commuter
train around 11:30 p.m. and stabbed him for no apparent reason. He
died later on the way to a hospital, Yelena Rossokhina, a spokeswoman
for Moscow regional prosecutors, told journalists.
Lawyer Simon Tsaturyan said that witnesses reported the youths
yelling `Glory to Russia!’ and `Long Live Russia!’, Ekho Moskvy radio
said.
Russia in recent years has seen an increase in racially-motivated
attacks on foreigners and migrants from the poorer Caucasus region
and Central Asia. Last month, a skinhead fatally stabbed an Armenian
student on a central Moscow subway platform.

Parliamentary Commission To Discuss Restoration of Railway Movement
Via Abkhazia
Tbilisi. May 30 (Prime-News) – Irakli Ezugbaia, Director General of
Georgian Railways Ltd is to deliver a report to the Interim Committee
of the Parliament of Georgia for Restoration of Territorial Integrity
of Georgia on Tuesday.
The subject of discussion will be the ongoing talks on restoration of
the Georgian-Russian railway movement via the breakaway region of
Abkhazia, Prime-News was told by representatives of the Commission.
According to them, the discussion is attributed to the May 04th
agreement reached in Moscow, according to which the Georgian,
Abkhazian, Russian and Armenian parties signed a protocol on creation
of the Black Sea Railways Consortium, which must supervise
rehabilitation of the railway bed in Abkhazia.

`The Azeri-Kazakh interstate relations are high level: Azerbaijan is
of great importance for Kazakhstan’, the Ambassador of Kazakhstan to
Russia Jhanseid Tuymebaev told AzerTAc correspondent.
Dealing with joining of Kazakhstan the transportation of oil through
Baku-Tbilisi-Ceyhan pipeline, the diplomat said Kazakhstan is going
to take part in transportation of energy resources via this pipeline,
and currently the question is in the process of elaboration.
Ambassador of Kazakhstan to Russia also stated that Kazakhstan is for
closer cooperation with Azerbaijan in numerous fields, including in
raising commodity turnover between two countries.
Responding to the question whether Kazakhstan will as CIS chairman
for current year lift the issue of settlement of the
Armenian-Azerbaijani, Nagorno Karabakh conflict, the diplomat said
that in the frame of heads of the Commonwealth, are discussed complex
of questions of multilateral cooperation among the countries.
`Kazakhstan is for peaceful settlement of all the problems in the
post-soviet space’, the Ambassador noted.

Indian mainstay Koneru Humpy had a rare off day as India suffered
defeat for the second successive day, going down 1-2 against Armenia
in the Women’s Chess Olympiad here.
Humpy fumbled against Lilit Mkrtchian to encounter her first defeat
in the event and Woman Grandmaster D Harika also had a similar fate
in store. The saving grace was National Women champion and WGM Swati
Ghate who won an engrossing battle to thwart a whitewash.
Russian eves could manage only a draw with the United States, thus
giving a ray of hope to Ukraine who narrowed the lead once again to
just half a point after a 2-1 victory over Hungary.
As things stand, Russia on 19 points is followed by Ukraine on 18.5
while USA and China are a distant third with 17 points apiece.
After today’s debacle, the Indian team is struggling on 14.5 points
and share 18th spot with just five rounds to come.
In the next round, India is slated to meet Kazakhstan.
The Russian team rested its top player Alexandra Kosteniuk and in her
absence Tatiana Kosintseva took board one to beat Anna Zatonskih.
However, on the second board Russian aspirations suffered a setback
as Nadezhda Kosuintseva lost to Iruna Krush and a draw on the third
board between Ekaterina Kovalevskaya and Rasudan Goletiani led to the
sharing of honours.

Armenia John Evans, who recently described the events of World War I
as a `genocide,’ contrary to the US’ official policy. The White House
statement said that current Ambassador to Tajikistan Richard Hoagland

Present Anthem Can Adopted As New Anthem

PRESENT ANTHEM CAN ADOPTED AS NEW ANTHEM
In accordance with Article 117 of the Transitional Provisions of the
new Constitution of Armenia, a new anthem of the Republic of Armenia
must be adopted within a year. Within this time the old anthem remains
in effect.
It not marked anywhere in the Constitution that the present anthem
cannot be adopted as a new anthem. In other words, all the fuss about
the anthem and its possible change is partly the consequence of
unawareness and is, therefore, caused artificially. Unfortunately,
news reporters supposed to inform the public, and certain political
figures aspiring to become leaders the society are distinguished by
their unawareness.
Thus, `new’ does not necessarily mean defying the existing one. In
addition, in any sphere the defiance of the old one, perception of the
new, combination of new-old surely leads to the loss of something.
Moreover, the change of the anthem is not the prime challenge of the
state and the society. On topof all, in the modern history of Armenia
two cases were reported when the acting one became the new one. The
presidential elections in 1996 and 2003are meant. Like with regard to
the anthem, both in 1996 and 2003 some people were hopeful that the
acting would not become new. The others had an opposite opinion. But
the acting became the new. By the way, people who were against having
the acting become the new both in 1996 and 2003, think differently
now. For although a head of state is a symbol of the state like an
anthem or an emblem, he or she is, nevertheless, personified, and can
give guarantees and other things from him in return for
expression. However, if the presidential election is a regular event,
held once in five years in our country, for the anthem, there is no
such obligation. And there is no need to make a fuss, especially if
there is a perception that the present anthem can work for another 30
years. Or until the anthem becomes the greatest and most complicated
problem of Armenia.
Hence, people who deal with the hasty change of the anthem remind me
of a builder who has not built the roof yet but is already decorating
the walls.

In early June the presidents of Armenia and Azerbaijan will meet in
Bucharest. It is foreseen to sign a document with the core principles
of settlement.
The question has been discussed in press whether the document will be
signed or not, whereas the principles get very little attention. What
principles are meant? Presumably, it is a peace settlement of the
issue. What is next?
Logically, the approval of concession of territories by Armenia, and
recognition of the right to hold a referendum in Nagorno Karabakh by
Azerbaijan.
Apparently, everything has already been arranged with Armenia, whereas
Baku is reluctant to implement its obligations. Or it pretends to be
reluctant. To show later on what a sacrifice it made to claim more
than it has now. In the meantime, with an easy agreement Armenia will
have nothing to claim and will not be able to retrieve what it will
have given up.
The talks for settlement have been expedited, which indicates the
likelihood of the mediators to settle the issue quickly. There is no
time and feeling like observing the rules of the same ritual.
Negotiations are conducted with Armenia and Azerbaijan, though
formerly the mediators would visit Stepanakert for appearance.
Moreover, during the recent visit of the mediators the NKR president
was in Moscow participating in the Congress of the Union of the
Armenians of Russia. And generally everything is so confidential as if
a question of some territories or deployment of forces at the Iranian
border is discussed rather than the fate of a nation.
At least, the leadership of Karabakh would not say whether these
principles are favorable for the people of Karabakh.
