MP CITES POOR LIFE IN ARMENIA

An Azeri parliament member who has recently visited Armenia said
there is hardly any population in the countryside and cited poor
living conditions in these areas.
“There is not a living soul in most villages that used to be settled
by Armenians or those Azerbaijanis were ousted from,” Musa Guliyev
told AzerNEWS.
An Azeri delegation has visited the Armenian capital to attend a
session of the Black Sea Economic Cooperation Organization (BSEC)
Parliamentary Assembly.
Guliyev said they had traveled to Yerevan through Georgia by car
and witnessed no amenities being provided or activity to improve the
situation in rural areas.
“Along the way, we saw dilapidated buildings. The same situation was
observed in the towns we passed through. We then learnt that most of
these were built back in the Soviet times.”
Guliyev said the only positive development was the good condition
of roads, and the only reason for this was the considerable funding
provided by an Armenian millionaire living in the United States.
The MP said that in the center of Yerevan, however, extensive work
was underway to improve its plight. Foreign nationals visiting the
city often stay at the hotels located in the area. “They are thus
trying to create a vision that everything is great in Armenia.”
Guliyev said that along with members of a Turkish delegation, the
Azeri MPs had a conversation with local Armenian residents outside
the hotels they stayed in.
“They complained about their conditions. They said that by making
the downtown area look better, the government is trying to create an
illusion that the living standards in the country are improving.”

assurance reiterated the year of 2006 will become the year of
settlement of the Nagorno Karabakh problem. They attempt to force
Azerbaijan to concessions, that is cede Nagorno Karabakh, Lachin
and Kelbajar to Armenia,” Azerbaijani ex-President Heydar Aliyev’s
former advisor for external political affairs Vafa Guluzade told
Zerkalo Baku-based newspaper. In his words, all these attempts are
absolutely fruitless. “Azerbaijan’s position is precisely outlined. It
means that the territorial integrity of Azerbaijan is not a subject
of discussion and our state is guided by the fulfillment of the U.N.
Security Council Resolution on withdrawal of all occupying troops
form the Azerbaijani territory,” he remarked.
As for Armenia, the Azeri political scientist considers that this
state sounds the position of its “elder brother” – Russia. “The core of
Armenia’s position is that it has no intention to renounce Karabakh’s
independence supported by Russia. Russia prohibited Armenia from
signing any peaceful document with Azerbaijan. I have stated many
times that we should wait for the collapse of the Russia Empire. I
foretell it will happen in 10 years. All my forecasts have proved
true so far,” the Azeri political scientist said.

Chairman of the Armenian National Assembly Tigran Torosyan has met
joint delegations of the NATO Parliamentary Assembly sub-committees
of Defense and Security Committee and Committee on Civil Dimension of
Security, a REGNUM correspondent is told in the Armenian parliamentary
press office.
It was noted that UK representative Frank Cook was working out a
regional report. Speaking on the report, Tigran Torosyan pointed
out a number of positions that should be improved. In particular,
the report says “countries favorable to Armenia” believe that it was
the Armenian Genocide in 1915, however, the wording should be changed
to “EU member-countries and the European Parliament that recognized
the Genocide.” In response to this, Chairman of the Sub-Committee on
Future Security and Defense Capabilities of the Defense and Security
Commission of the NATO Parliamentary Assembly Vahit Erdem (Turkey)
tried to reject the fact of the genocide. According to him, in 1915,
there was no Armenian Genocide, as there was no official order, and
the matter concerned 400-500 thousand people, who in a result of a
provocation by Russians were first to attack Turks. Tigran Torosyan
interrupted the “lecture in history” by the Turkish MP and calling
him upon being more correct found his behavior incompatible with his
post in the international institution. Torosyan reminded that Vahit
Erdem had no right assessing neither the Genocide, nor the European
Parliament or countries that recognized the Genocide.

Billionaire George Soros spent a fortune trying to pry President
Bush out of the White House. But the Democratic Midas agrees with
the President that we can’t pull out of Iraq now.
“Unfortunately, many countries have a national narrative that condemns
them to keep on defending a cause that is really indefensible,”
the Open Society founder said Monday at the Core Club party for his
book “The Age of Fallibility.” “The Turks can’t admit the massacre of
Armenians, for example. We have been better in the past at recognizing
our sins. I’m afraid that we have to recognize that was a terrible
mistake.
“I can’t expect President Bush to do that,” Soros allowed. “That
would be out of keeping for anybody. What’s worse, I think we
actually have to stay in Iraq for a while. If we left, we would have
a conflagration. We are sitting on a civil war. Therefore, American
soldiers have to continue giving their lives to a bad cause.”
Soros said Bush was right to invade Afghanistan, because that “was
where Bin Laden was located.” He also conceded that, since pre-war
Iraq was “a magnet for general terrorists,” the U.S. occupation may
“have deflected a terrorist attack” here. But Soros argued that,
thanks to Bush’s policies, “The danger of a terrorist attack is
greater since 9/11. We may actually be growing terrorist cells.”
P.S.: Soros was downright courtly toward the Bushies compared with
Sen. John Kerry’s spokesman, David Wade, who yesterday snarled at
White House adviser Karl Rove for accusing Kerry and fellow Vietnam
vet Rep. John Murtha of “cutting and running” from the war.
“The closest Karl Rove ever came to combat was these last months
spent worrying his cellmates might rough him up in prison,” said
Wade. “This porcine political operative can’t cut and run from the
truth any longer. When it came to Iraq, this administration chose
to cut and run from sound intelligence and good diplomacy. … In
November, Americans will cut and run from this Republican Congress.”

Today the court officers visited the editorial office of “A1+” and
tried to evict the “A1+” staff from the building. They mentioned that
they will not wait even a minute more and even if there’s nowhere to
go, “A1+” will have to take its property out of the building.
Let us remind you that the building on Grigor Lousavorich occupied
by “A1+” has been allotted by the RA Government to the Institute
of Linguistics of the National Academy of Science, and “A1+” has
been offered a territory on Buzand street without telephone and
electricity. Besides, “A1+” does not have legal ground for moving in
as we have not signed an agreement with the Government yet.
After long negotiations we reached an agreement with the court officers
according to which “A1+” was given one more week.

Azerbaijan, Armenia agreed to keep on talking for peaceful settlement
of Nagorno-Karabakh conflict. Head of press and information policy
with Foreign Ministry Tahir Tagizadeh told Trend the agreement has
been reached at recent meeting between Azeri and Armenian Foreign
Ministers Elmar Mamedyarov and Vardan Oskanyan.
Consultations were led between 100 and 500PM in Paris at French
Foreign Ministry. The conversation issue were those which the parties
did not agree upon. As a result, the parties agreed to go on with
conversations, Tagizadeh said.

Today in club “Mirror” leader of the Democratic Liberal Union of
Armenia Seyran Avagyan and political scientist Alexander Manasyan tried
to find ways of settling the Karabakh conflict favorable for Armenia
and to comment the results of the last two meetings of Kocharyan
and Aliev.
According to Seyran Avagyan, Armenia tries to bring about peace in
the region, whereas Azerbaijan tries to delay the settlement of the
conflict which was especially obvious during the last meeting. The
international community is well aware of the approaches of the two
countries. “The delay has nothing to do with diplomacy. It is just a
way to hide their inability”, said Seyran Avagyan and added that the
coming generations must not be charged with the task of settling the
conflict as that would not be moral.
Alexander Manasyan thinks that there have been changes in the
negotiation field and in the policy of Azerbaijan. For example,
during the last meeting the two Presidents were offered documents
to sign which testifies to the fact that the mediators have adopted
a new strategy. “We must underline that historically, legally and
factually Nagorno Karabakh has never been part of Azerbaijan “,
the political scientist claims.
As for the delay of the settlement, Mr. Manasyan is not worried about
it. “If we can change the overall impression of the conflict in favor
of us, there will be no other problems”, he mentions.

The Azerbaijani delegation at the Parliamentary Assembly of the
Council of Europe (PACE) have drafted 8 documents in connection with
the Armenian damage on the nature of occupied territory of Azerbaijan,
MP Rafael Huseynov, the Azerbaijani parliamentary representative to
the PACE, told Trend.
He noted the poisoning of water, burning and cut of forests, burial
of nuclear wastes, as well as establishment of dangerous laboratories
in the Azerbaijani areas occupied 15 years. “Along with the military
aggression Armenia still pursues policy directed at damaging the
genetic fond of Azerbaijan,” he stressed.
Armenians well understand that hey have lost the war though they
still keep under control the occupied areas with the help of foreign
forces. “Realizing their loss, they allow such cases of vandalism and
through committing provocation hinder the talks. But it is senseless,”
he emphasized.
Huseynov said that in case the vandalism acts continue it will be
necessary to take reply steps. “In time consideration of the issue
at the Council of Europe and support by this organization will make
Armenians to step back from taking muddy steps,” Huseynov underlined.

The reports suggesting that the Azeri parliament speaker Ogtay Asadov
has congratulated his Armenian counterpart Tigran Torasian on being
elected to the post are wide of the mark, says an Azerbaijani MP who
attended a meeting of the regional organization in Yerevan last week.
Armenian media reported on Thursday that the Azeri speaker’s message of
congratulation was read out by a member of the Azerbaijani delegation
at the Black Sea Economic Cooperation Organization (BSEC) Parliamentary
Assembly, Asaf Hajiyev, at a plenary session in the Armenian capital.
Hajiyev called these reports a “flagrant lie” and yet another
provocation by Armenians, saying that such a letter was never
presented.
“The speaker’s father, Sabir Asadov, struggled against Armenian
atrocities all his life and wrote several books on Armenian
vandalism. In such case, what congratulatory letter by Asadov can we
talk about?” he enquired.
The MP dismissed speculations that the Armenian delegation had been
individually invited to the next meeting of BSEC PA due in Baku on
November 22-23.
“After Azerbaijan assumed chairmanship in the organization, I invited
all members of the Assembly to the gathering, but no special invitation
was forwarded to Armenians.”
Another MP who attended the session, Musa Guliyev, dismissed the
Armenian media reports alleging that he spoke of possible economic
cooperation between the two countries in his interviews. “I said such
collaboration could be possible only after the sides sign a peace
accord,” he stressed.
Guliyev added that he had underscored that if the Garabagh conflict
is not resolved in peace, Azerbaijan will free its territories from
Armenian occupation through military action.
Following the statement, the Armenian speaker warned that Azeri MPs
should not resort to belligerent rhetoric.
“He told us that this could create problems to our security,”
Guliyev said.

According to an agreement RA and AR Presidents reached in Bucharest
June 13 the two states’ FMs Vardan Oskanyan and Elmar Mammadyarov
met in Paris.
According to the information DE FACTO got at the RA MFA Press
Service, the OSCE Minsk group Co-Chairs Yuri Merzlyakov (Russia),
Bernard Fassier (France) and the OSCE Chair-in-Office’s Personal
Representative Andrzey Kasprzyk also participated in the talks.
In the course of the meeting the parties discussed the principles and
positions of the conflict settlement raising controversy. Armenian
and Azeri FMs agreed to continue the talks aimed at the rapprochement
of the stands.
