Aram Gaspari Sargsyan, the leader of the Democratic Party of Armenia,
thinks that the OSCE Minsk Group Co-Chair Mathew Bryza’s famous
interview and the revelation of details of the negotiations for the
settlement of the conflict over Karabakh means that the United States
is opening a new stage. On June 28 Aram Sargsyan told news reporters
that the United States is in a hurry because there is little time,
and the United States pursues aims in the region, which are known
to everyone. Aram Sargsyan hints at Iran, for according to him,
the United States pursues the presence of NATO forces in the region,
by stationing peacemakers in the conflict area.
“Because at present the United States is tired of this government,
it must directly impose what it says. I very much doubt that they will
be able to resist. In my opinion, the only way out is Mr. Kocharyan’s
resignation to allow postponing everything for a couple of years and
overcoming this state over that period. I cannot see another way,”
states Aram Gaspari Sargsyan. He says that stationing peacemakers
is unacceptable, independent from all. The leader of the Democratic
Party is even against Russian peacemakers.
Peacemakers will aggravate the situation and disturb the balance of
forces in the region. He does not think that the purpose of Mathew
Bryza’s statement was to increase the influence of the United States
on internal policies through the Karabakh issue.
“I think,if Bryza wished to increase the influence of the United
States, on the contrary. There might be political sets, which are
satisfied with that statement. Our party is not one of them. As for
the possible increase of their influence, it is possible because it is
not accidental that 235 million dollars of the Millennium Challenge as
if disappeared. It means they offer stipulations to the government of
Armenia,” says Aram Gaspari Sargsyan. The leader of the Democratic
Party thinks that the internal political situation will give an
adequate response.
“Let nobody be confused if nothing significant happens in the summer
months. Everything goes on normally, and the results will be seen
later,” said Aram Gaspari Sargsyan.

The Yerevan State University welcomed today IBF and IBO flyweight
boxing champion, our compatriot Vakhtang Darchinyan. After a question
and answer section the newly elected Rector awarded the guest with
the gold memorial medal of the Yerevan State University. The faculty
and students congratulated the sports successes of our compatriot and
thanked him for fluttering our tricolor flag and for entering the
ring under Armenian music. It is just due to this reason that very
often the great sportsmen gets deprived of suggestions and contracts
with large companies. Nevertheless, he never calculated the volume
of the possible material loss.
Vik Darchinyan’s best tradition is never losing. The feeling of fear
is not for him.
One of the students present at the meeting was interested whether
Vakhtang Darchinyan ever had to fight a Turk or Azeri.
“Now there are no Turks in my weight category. But I have enjoyed that
pleasure. I won the Turkish boxer with a knockout in the first round,”
Vakhtang said without concealing his desire to repeat the knockout.
Darchinyan will soon return to the US to prepare for the fight
scheduled September 2 in Las Vegas. The sportsman has to add his weight
to struggle for the title of the absolute world champion. We still
have an opportunity to be proud and congratulate on this occasion.

Minks Group suggestions for settlement of the Karabakh conflict are
unacceptable. What is suitable is the suggestion of the Dartmouth
Conference, based upon an agreement of equal concessions. The
agreements of the Dartmouth Group were signed between representatives
of Armenia, Azerbaijan and Karabakh. From the Armenian side
the Dartmouth conference was attended by Vice-President of the
Constitutional Right Union Hayk Babukhanyan, former Human Rights
Defender Larisa Alaverdyan, ex-Defense Minister Vagharshak Harutyunyan
and President of the Democratic Party Aram Gaspar Sargsyan. The latter
condemned the suggestions of the framework agreement, considering
the deal impermissible. He added several more discoveries to the
ones made by US Co-Chair of the OSCE Minsk Group Matthew Bryza. Thus,
according to this framework agreement, Armenia should make territorial
concession.
“Five liberated territories should be given to Azerbaijan, and it is
clearly mentioned on the map where the peacekeeping forces will be
deployed, ” he noted.
President of the Democratic Party and Vice-President of the
Constitutional Right Union consider that the reaction of RA Ministry
of Foreign affairs confirmed that the Armenian side is ready to accept
the suggestions, while Azerbaijan refutes these.
Aram Sargsyan and other members of the Armenian side of the Dartmouth
Group demand from the Armenian authorities to unveil the whole content
of the document.
“Otherwise the situation will aggravate so much that we’ll have to
return to February, 1988,” Aram Sargsyan predicts.

Presidnets of Armenia and Georgia may recive the draft agreement on
demarcation of the Armenian-Georgian state border by the end of 2006,
Geogian Foreign Minister Gela Bezhuashvili declared on June 27 after
the meeting with the Foreign Minister of Armenian Vardan Oskanyan.
“Our objective is to complete the draft agreement on demarcation
of the Armenian-Georgian state border by the end of 2006, ” the
Minister declared.
In his words, the State Commission for Border Demarcation has been
working effectively.

ARMENIAN PRESIDENT MEETS WITH IBF/IBO WORLD CHAMPION VIC DARCHINYAN
Yerevan, June 27. ArmInfo. Armenian President Robert Kocharyan met
today with five-time IBF and four-time IBO flyweight world champion Vic
Darchinyan who lives in Australia but appears on ring to the music of
Armenian composer Ara Gevorgyan and with the national flag of Armenia.
Kocharyan wished Darchinyan further success. He noted that every new
victory of Darchinyan inspires the Armenian people.
Darchinyan told Kocharyan about his further plans. He said that he is
going to set up a boxing club in Vanadzor for preserving the wonderful
traditions of the Armenian boxing school so that it can give birth
to new world stars.

BASIC KARABAKH CONFLICT SETTLEMENT PRINCIPLES ON THE TABLE TODAY REMAIN A SERIOUS BASIS FOR CONTINUING NEGOTIATIONS: ARMENIAN FM
Yerevan, June 27. ArmInfo. Armenian Foreign Ministry has appeared
with a statement today:
Taking into account the statement that the co-chairs of the OSCE Minsk
Group presented to the OSCE Permanent Council, in Vienna, on June
22, and the interview that Matt Bryza, the new US co-chair gave soon
thereafter, where albeit partially, the principles of the settlement
of the Nagorno Karabakh conflict were revealed for the first time,
and also taking into account the recent desperate calls by Azerbaijan
for a military solution and autonomy for Nagorno Karabakh, we would
like to make several observations.
1. The co-chairs have partially revealed the Nagorno Karabakh conflict
resolution principles; they have left out references to a corridor
linking Nagorno Karabakh to Armenia, and issues relating to Nagorno
Karabakh’s status until a referendum;
2. The co-chairs have, for the first time, affirmed that the people
of Nagorno Karabakh shall determine their own future status through
a referendum;
3. Those items over which the presidents of Armenia and Azerbaijan
continue to disagree does not include a referendum; that concept has
been agreed to by the presidents; The area of disagreement between
the presidents has to do with the sequence in which the consequences
of the military conflict are removed;
4. In an attempt to resolve this remaining area of disagreement, a
proposal was made by the co-chairs after Rambouillet. This proposal
was accepted by Armenia in Bucharest. Azerbaijan rejected it.
5. Armenia finds that the basic principles, overall, on the table today
remain a serious basis for continuing negotiations; Armenia is prepared
to continue on that basis to continue to negotiate with Azerbaijan;
6. Armenia believes that Azerbaijan’s wavering on these principles
is a serious obstacle to progress in the negotiations. If this
policy continues, Armenia will insist that Azerbaijan conduct direct
negotiations with Nagorno Karabakh.
7. Finally, we would remind Azerbaijan once again that regardless
of the size of their military budget, they cannot force the
people of Nagorno Karabakh to renounce freedom and the right to
self-determination.

Armenia’s Foreign Ministry issued a statement regarding the
negotiations for the settlement of the Nagorno Garabagh conflict (APA).
“Taking into account the OSCE Minsk Group co-chairs’ report to the
OSCE Permanent Council, American co-chair Matthew Bryza’s statements
following that as well as Azerbaijan’s statement on solving the
conflict by peaceful way and giving autonomy to Nagorno Garabagh,
we state that the co-chairs announced some part of the principles of
settling the conflict. However, the issue regarding corridor between
Armenia and Nagorno Garabagh and status of Nagorno Garabagh until
the referendum has not been clarified. The co-chairs for the first
time declared that the status of Nagorno Garabagh will be determined
by Nagorno Garabagh population through a referendum. The disputed
issue in the negotiating process is not related to the referendum,
the Presidents have agreed on this matter. The clash of opinion
between Azerbaijan and Armenia is related to the succession of
removing consequences of the armed conflict in Nagorno Garabagh,”
the Armenian Foreign Ministry says.
The Armenian FM also stated that the principles proposed by the OSCE
Minsk Group create a ground for the continuation of the negotiating
process.
“We are ready to continue to have talks with Azerbaijan regarding
these principles. We think Azerbaijan’s changeable position regarding
these principles poses serious obstacle to achieving a success in the
talks. If this policy goes on, Armenia will insist on Azerbaijan’s
having direct talks with Nagorno Garabagh. We remind Azerbaijan that
it will not be able to make the Nagorno Garabagh population give
up the right to freedom and self-determination irrespective of the
volume of its military budget,” the Armenian FM concludes.

LENMARKER’S REPORT ON NK CONFLICT NOT TO BE DISCUSSED AT OSCE PA’S SUMMER SESSION

The OSCE Parliamentary Assembly’s 15th session will be held in
Brussels from July 3 to 8. Head of the Azerbaijani parliamentary
delegation to OSCE PA, Bahar Muradova told the APA that the Session
will be dedicated to the human security problem.
The vice-speaker said the discussions at the session will also focus on
frozen conflicts, energy security, human rights, results of elections
conducted in different countries, disputed problems in Asia and Eastern
Europe and activity of the OSCE missions in these countries as well as
security of economy, investment, and raw materials market in Eurasia.
“The issue on all conflict zones, including the Nagorno Garabagh will
be debated. We have presented our proposals on the Resolution to be
adopted by al of the three OSCE committees. We’ll try to achieve in
adopting these proposals during the discussions,” Ms.Muradova said.
Muradova also said the report on the Nagorno Garabagh conflict drawn
up by Goran Lenmarker, OSCE PA rapporteur on the conflict will not
be discussed at the session. She noted that Lenmarker drew up his
report after his latest visit to Azerbaijan and sent draft resolution
in two variants to Azerbaijan for acquaintance, “One of these draft
resolutions consisted of nine items and the other eleven items. As
our approaches differed from that of Goran Lenmarker in both of the
drafts resolution, we consolidated the drafts into a new 12-item
variant. In his response to us, Lenmarker wrote that Armenia also
demonstrated a different approach to the draft resolution, and
the proposals of the two countries were contrastive enough. The
rapporteur said the discussion of the Nagorno Garabagh conflict at
the OSCE Parliamentary Assembly during this session was postponed,
explaining it by short of time and the sides not having agreed on
their positions,” Muradova said.
The vice-speaker said they are going to deliver speech on the current
situation regarding the conflict and massive fires in the occupied
Azerbaijani territories caused by Armenians, “Though this issue is
not on the official agenda, we’ll put this into discussion.”

The “frame agreement” on the Nagorno Karabakh conflict settlement
voiced by the U.S. does not guarantee non-resumption of hostilities in
Nagorno Karabakh, as only peacemakers’ dislocation here is not enough,
the OSCE Minsk group Russian Co-Chair in 1992 – 1996, Ambassador
Vladimir Kazimirov told REGNUM Information Agency while commenting
on the statements made by the new U.S. Co-Chair for the conflict
settlement Matthew Bryza.
“It is the key issue. Without intrinsic, and not word guarantees of
the conflict parties plus international organizations (perhaps, even
the U. N. Security Council) one will not manage to initiate the first
stage, where the Azeris would like to see the liberation of a part of
the occupied territories and return of the forced migrants there. To
the accompaniment of the threats of power revenge, while the principles
of the disputes’ peaceful settlements, non-application of force and
threats of force are being obviously violated, it is impossible to hope
for the beginning of realization of the first stage’s measures. Only
the refusal of all the parties, without exception, of irresponsible
and waning power dreams can open the way for real changes in the
situation, practical implementation of the coordinated measures”,
Vladimir Kazimirov stated. He noted “one should be quite naïve to
hope to obtain something from peaceful steps first and then get
“the wanting” by force – one can only cheat himself this way”.
Estimating the fact of the Matthew Bryza’s large interview as a new
Co-Chair, the Russian diplomat noted it was an unusual and even too
pretentious interview. “It may seem that the conflict parties and
mediators have failed to reach accords on Karabakh and decided to
come to understanding on something and all of a sudden agreed in
cancellation of the negotiation process’s former confidentiality.
However, another approach is taken sometimes: rules are applied
allegedly to be violated”, Kazimirov noted. He reminded that a few
years ago Baku, despite an agreement on the talks’ confidentiality,
had published the full texts of the three proposals made in 1997 –
1998 by the three Co-Chairs (Russia, the U. S. and France) to the
three conflict parties -Azerbaijan, Armenia and Nagorno Karabakh.
Then Yerevan did the same. “It is a bit strange that such
an interview is actually the first step undertaken by the new
U. S. Co-Chair. Couldn’t he wait for the first visit to the conflict
region? There used to be numerous rakish mediators on Karabakh both
here, in Russia, and in other countries as well. However, where are
their achievements?” Vladimir Kazimirov noted.
In his words, in case the parties and mediators really decided to
make known the essence of the “frame agreement”, it would be much
more reliable to read out the text of the project presented to the
two parties instead of a private interview with its retelling. “The
document’s original is always more convincing, than its retelling.
Otherwise, the shaking of micro agreement between the parties is
worthy of regret. Especially if it has been done not by a conflict
party that can have various interests, but a mediator, who must honor
any agreement, even the procedure one, reverently” Vladimir Kazimirov
summed up.
