There is a joke. The friends tell a glutton to stop eating, and he
says,`Don’t touch me, I’ll burst, and you’ll be in the shit.’
I wish such situations occurred at tables only. However, the message
of the joke acquires a serious meaning, when this talk takes place in
public life, especially in the political sphere. A similar situation
has occurred in the political life of Armenia. The society accuses the
Republican Party that by rounding up the entire criminal corps and
growing fat at the expense of people this political party is gradually
coming up to its end. And this end will be given by people.
Hardly anyone in Armenia would like to return to the unipartisan
period, especially led by the military criminal contingent. Because
they are pointing to the Republican more and more often that it is
wrong, they can eventually get into trouble because people are looking
through them. This time the daring Member of Parliament Hakob Hakobyan
assumed the responsibility of threatening the public and saying, `If
something happens to the Republican, itwill be the end of the
country.’
Hence, one cannot help respecting the authors of this joke. It is not
accidental that they displayed this vicious logic by using a modest
scene of a feast, because in another scene they would have to say, `If
I end up, I’ll take the whole country (no, not into the shit) away
with me.’ Good for Hakob Hakobyan, he dared to express this cynicism.
Serge Sargsyan would not dareto, he does not have the courage although
he is burning with this desire. What shall we say? This format of
dialogue between the Armenian society and the consolidated criminal is
distressing. It may only mean that comradeship has declared war
against people. This should have been prevented. For this reason there
is no need to have a dialogue with the criminal. The Americans are
right when they say it is wrong to negotiate with terrorists. They
have considerable experience and they know better. If you talk to
them, you aresure to hear something bad. Therefore, they simply catch
terrorists and put them where they should be. And if they resist, you
use force legally. The Armenian society has little experience. But
this situation has occurred before. The regime of the almighty General
Babayan was dismantled at one time, whereas an entire group of
hakobhakobyans used to yell at the country, `don’ t touch the
commander, otherwise it will be end of the country.’ And it is even a
shame to remember those hakobhakobyans. The Karabakh army, in fact,got
rid of the criminal, and the country took a breath and went on. The
end of the regime was not the end of the country, as everyone who
cynically milked the country due to this regime would wish. It was
only the end of their happy private life.
There are other examples from the past. These have a common logic: the
dying criminal blackmails everyone threatening by the imminent end
everyone who won ‘t accept it. Fortunately, it’s all over for it. It
is bad, however, that the generations moving on towards the end do not
learn from their godfathers’ experience. God be with them. The worst
thing is that the public also fails to learn, whereas it is high time.

After the extraordinary conference and enlargement the Republican
Party weakened, stated Hovanes Hovanisyan, the leader of the Liberal
ProgressiveParty July 29 at the Azdak Club.
`The political component of the Republican Party weakened dramatically
and became smaller. The political component of the Republican Party
was replaced by the oligarchic, criminal one,’ says Hovanes
Hovanisyan, expressing his sorrow because the Republican Party was one
of the first political partiesof the third Armenian republic, which is
a certain value.
`But they went along another path, they preferred power and money to
political developments and the prospect that their friends had dreamed
to reach in Armenia. I think that in 1990 and 1991, when the political
party was established, they did not dream of this party,’ says the
leader ofthe Liberal Progressive Party. According to him, the
political component of the Republican Party is much smaller at present
than that of the innumerable political parties of Armenia.
If it is already clear how the Republican Party will go on to operate
and run for parliament, but it is unclear how the part of the
political sphere which condemns the approaches of the Republican Party
will fight the administra tive and criminal resource.
`It is not our path. I have stated for a number of times and I am
stating it now. We have to realize that life shows that every time
they try to solve the political problems of the country by force,
money, the criminal, firstthis political party is doomed, then the
country where they are,’ says Hovanes Hovanisyan. In his opinion,
nothing will change in the country if the Republican Party gets 40-50
percent votes. `Nothing will happen inthis country except for the
bad,’ says the leader of the Liberal Progressive Party in connection
with this development.
`The immediate effect, the full dinner or supporting family, or the
formula of daily bread cannot be turned into the nation’s
fate. Whereas this is what all of us are busy doing, isn’t it? You
listen to someone talking,who says, well, we are supporting our
family. Is there anyone who has children and is reluctant to support
them. How can one has such an approach to the problem?’ says Hovanes
Hovanisyan.

Political Scientist David Babayan consider that OSCE Minsk Group
Co-Chair Matthew Bryza’s visit is of both formal and political
character. It is formal in the regard that any newly appointed
Co-Chair should visit the countries evolved in the conflict to learn
the situation and to establish personal ties with leaders of those
countries.
As for the political nature, the case will not be resolved without a
visit to NKR. It’s not a secret for anyone that together with
Azerbaijan Nagorno-Karabakh is the main party of the conflict, despite
the fact whether it participates in the negotiations or not. Holding
Karabakh-Azerbaijan direct talks is just a matter of time. Therefore,
Bryza’s visit to NKR is important especially from this perspective,
particularly on the background of failure of the negotiations between
the Presidents of Armenia and Azerbaijan.

`UN is the most effective structure for resolution of conflicts,’
Executive Director of the UN World Food Program James Morris told the
journalists in Baku.
He underlined that `UN stands for he peaceful settlement of the
Karabakh conflict and applies every effort for this purpose,’ Trend
reports.
Morris said that every international organization needs to be reformed
in the course of time, and currently the UN is in the process of
reforming. Nevertheless, the UN representative is not confident that
the reforming of the structure will provide for all the necessary
conditions for establishing peace in the world.

In two years the Azerbaijani government will not need international
humanitarian assistance rendered to refugees and infernally displaced
people, James Morris, the UN World Food Program (UNWFP), told a news
conference in Baku on 28 July.
Morris said that the leadership of WFP is satisfied with the
cooperation with the Azerbaijani government. `We appreciate the fact
that the government has undertaken a commitment to remove the refugee
camps by the end of next year,’ he stressed.
Since 1994 humanization assistance has been rendered to over 500,000
refugees and internally displaced people from Azerbaijan and it was
decided to prolong the program for 2 years more. `In this period we
will render food assistance to 33,000 people of this category. It is
a long-term activities of the organization,’ he noted.
So far, the Azerbaijani government has received around $120m in
humanitarian assistance. However, the number of natural disasters
rose and the military conflict and therefore the WFP should attach
more attention to the humanitarian assistance namely in hot-points of
the Earth.
The UNWFP Executive Director expressed his hope that the cooperation
with the Azerbaijani government will bear fruits and social problems
of refugees and internally replaced people will be partially
resolved.
Addressing the news conference the Vice Premier, also the chairman of
the State Committee on Refugees and internally Displaced People, Ali
Hasanov, thanked the organization for the assistance in the
resolution of the problem, the UNWFP is the organization which has
been involved in rendering assistance to this category. He also
hailed the decision by the organization the extension of the term of
program, noting that for the time being the government was in no
condition to resolve the problem of refugees and internally displaced
people by itself.
`Until full resolution of Nagorno-Karabakh conflict the refugees and
internally displaced people will not return to their native lands, he
underlined.

US Co-Chair of the OSCE Minsk Group Matthew Bryza will arrive in
Stepanakert today. The US diplomat will meet Nagorno-Karabakh
President Arkady Ghukasyan, NKR President’s Press Office informs.
This will be Matthew Bryza’s first visit to the region as OSCE Minsk
Group Co-Chair. June 26 NKR Parliament Speaker Ashot Gulyan and
Foreign Minister Georgy Petrosyan met with Matthew Bryza in
Washington. During the meeting the parties arranged to continue the
consultations.
July 30 Matthew Bryza will leave Stepanakert for Yerevan.

Share of Seasoned Brandy Increases in Production of YBC
SHARE OF SEASONED BRANDY INCREASES IN PRODUCTION OF YBC
YEREVAN, JULY 28, NOYAN TAPAN. Yerevan Brandy Company (YBC) increases
the share of seasoned brandy in its production. Journalists were
informed about it at the July 24 press conference dedicated to the
results of the financial year from July 2005 to July 2006. As YBC
Spokesperson Zara Nazarian said, in this period the amount of
“super-premium” brandy having seasoning of 15-20 years increased by
180 thousand litres or more than by 35 percent.
In Z.Nazarian’s words, in the previous financial year the amounts of
grape purchase increased by 25% and made 23 thousand tons. Next year
the company plans to increase the purchase amounts up to 30 thousand
tons.
As YBC Financial Director Igor Arakelian said, in the period under
review the plant made investments amounting to 2 bln drams (about 4.75
mln USD) that were mainly directed to production purposes. 350 mln
drams was invested into YBC’s Armavir branch and 260 mln drams in
Aygavan. These funds were spent on increasing the possibilities of
acception and reprocession of grapes. In particular, today it became
possible to distil up to 80 thousand litres of wine materials daily in
Armavir.
As YBC management assured, today the brandy spirit reserves of brandy
company are enough for producing brandy for 10 years. At present the
company has 15 mln absolute litres of spirit and after autumn
purchases the stores of spirit will make 16 mln absolute litres.
In I.Arakelian’s words, despite of financial losses of the company
caused by depreciation of US dollar against RA dram, in the year under
review the realization grew by 5%. The total commodity circulation
made 19 bln drams, which is more by 9% in comparison with the previous
year. YBC net profit grew by 8%. A 11% growth of realization and 14%
growth of profit is expected next year.
It was mentioned that YBC’s market number one remains Russia. 2.5 mln
out of 3.5 mln litres of produced brandy was sold in Russia last
year. The company had some difficulties in connection with importing
new excises in early 2006 in Russia. As YBC General Executive Director
Erve Karoff said, the sale amounts in Russia have been limited and if
it goes on like this, YBC will try to find another markets.
It was mentioned that last year the amounts of brandy realization
increased by 160% in Baltic countries, by 22% in the Ukraine, by 80%
in Germany and Israel. A contract has been signed lately on supplying
brandy to the U.S. and 5 boxes of brandy have been already delivered
there. The company is also going to sell its production in Asian
countries, in particular, in China.

Yerevan, July 28. ArmInfo. The Fifth International Biennale will take
place in Gyumri, August 2-16. The Center of modern Arts of Gyumri
reported ArmInfo that 80 expert art scientists from Australia, Brazil,
Bulgaria, France, Georgia, Germany, Great Britain, Greece, Iran,
Ireland, Russia and Switzerland will take part in the event.
Exhibitions, performances, video-art demonstrations will be held in
the frameworks of the event. The most of the events will take place at
the ‘Stile’ gallery, the Ethnography museum, shops and even in the
streets. An exhibition dedicated to this event will be held at the
Gevorgian gallery of Yerevan.

Relations between Aghvan Hovsepyan and Davit Harutiunyan are not
good. As for their impact on the relations between the procuracy and
the courts of law, it becomes clear from Assistant Attorney General
Gagik Jhangiryan’s words. In summing up the work of the prosecution in
the first half of 2006, Gagik Jhangiryan said tacit struggle between
these two organizations is underway, whose standpoint is objective,
grounded, correctly defined. `Or which body is stronger, which was the
verdict and decision of the judge, and how strong his support is. I
affirm that in some cases the arguments of the prosecution are weak
and vulnerable, evaluation of actions is not complete, definitions are
wrong, there are breaches of the order of trial in the course of
investigation, etc. In such cases we normally admit our mistakes and
agree with the justified decision of the court. The guilty are
punished. However, in a number of cases the verdict and ruling of the
court is not only beyond the law but also beyond consciousness, and
easily yields to stricture and logic. And one has to accept it because
it has already been enacted, and the appeals are postponed and
dismissed with nonsensical excuses. In such cases there is only on way
out – to withdraw the question from the accepted legal procedures and
report them to other instances.’
