RA PRESIDENT GAVE ORDER TO LAW MACHINERY TO DISCLOSE MURDER OF HEAD OF OPERATIVE DEPARTMENT OF RA TAX SERVICE IN SHORTEST TIME
Yerevan, September 6. ArmInfo. The Head of the Operative Department
of RA Tax Service, Shahen Hovasapyan, was killed today morning in
Yerevan. In view of this, RA President Robert Kocharyan has ordered
the Law Machinery to disclose this murder in the shortest time,
RA President’s press-secretary, Viktor Soghomonyan, told ArmInfo
correspondent. According to him, R. Kocharyan has presented his
condolences to the relatives of the died. According to the President’s
estimation, this crime is aimed against the policy of authorities for
toughening the tax administration and creation of equal conditions
for everybody. Having condemned this crime, the President noted
impossibility of changing the state policy in this sphere.
To be reminded, the Head of the Operative Department of RA Tax
Service, Shahen Hovasapyan, was killed today at 10:00 AM as a result
of GAZ-31 car explosion in the center of Yerevan. His driver is
wounded. According to the eye-witnesses, an explosive assembly had
actuated when the driver started the car.

spread an open letter, on behalf of the YBC President and Director
General, Erve Karoff, addressed to the leader of the Democratic party,
the RA Parliament deputy, Aram Sarkissyan, in which he denies the
rumors, spread by the deputy, about the plant sale.
It is noted in the letter that the Yerevan Brandy Company is not
subject to sale. “We are very proud of this branch of the “Perno
Ricard” Group and we connect many ambitious plans with it. During the
last 8 years we have proved our strive to the a long-term development
and increase of the “ArArAt ” brand. Your recent statements in the
press contain serious and groundless accusations about our enterprise”,
it is said in the letter.
To be noted, the Yerevan Brandy Company was sold to Perno Ricard Group
in May, 1999 for $30 mln and, at present, it is The biggest exporter
of the Armenian brandy and a leader in the grapes storage.
The volumes of sales in 2005 made uop 4,4 mln l of brandy.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. Improvement works of the Yerevan
Park after Pushkin will be implemented with financial resources
allocated to the “Hayastan” All-Armenian Fund by Diasporan Armenian
benefactors Jean and Albert Boghossians. Fund Director Naira Melkumian
informed the Noyan Tapan correspondent about it. She mentioned that,
according to preliminary accountings, about 600 thousand U.S. dollars
are necessary for reconstruction works of the park.
N.Melkumian also assured that unlike other parks of Yerevan, there
will not be a great number of cafes here.

YEREVAN, SEPTEMBER 6, ARMENPRESS: The head of the Operative and
Investigation Department of a government-affiliated State Tax
Inspection Shahen Hovasapian was killed today in the morning after
a bomb placed in his GAZ-31 car exploded.
The law enforcement officials are at present working on the scene. No
other details are available presently. The President of Armenia has
instructed the law enforcement bodies to undertake all the necessary
measures to disclose the crime as soon as possible.
A spokesperson for the president Victor Soghomonian told Armenpress
that Robert Kocharian expressed his condolences to the family of
Shahen Hovasapian.
Soghomonian said the criminal way of acting, which is directed against
the efforts to improve tax administration and ensure equal conditions
for all must be condemned. He said it is not able to affect the
government’s policy to eliminate problems and shortcomings in tax
administration.

() of the State Health Agency (SHA) of the RA Ministry
of Health Care will support increase of the population’s awareness
level concerning principles, volumes and methods of organizing medical
assistance, guaranteed by the state. SHA Chief Ara Ter-Grigorian stated
about it at the September 5 presentation of the web site. In his words,
the site is built by separation of information envisaged for state
government bodies, for organizations functioning in the health care
system and for population. A.Ter-Grigorian mentioned that information
concerning SHA goals, functions, legislation and structure is placed
in the main page of the site. In his words, laws which are in force
at present in the health care system, government’s decisions as well
as other sub-legislative acts have a special place. The SHA Director
mentioned that information about the order of organizing and showing
free hospital, out-patient and polyclinical medical assistance,
of getting free medicine, in which the population is particularly
interested, is presented by a separate page.

singer Charles Aznavour and a number of French singers will be held
September 30 at Yerevan Republic Square to herald the beginning of
the Year of Armenia in France.
An official from the “National Year,” a state non-commercial
organization steering these events, told Armenpress that at present
the list of the French singers is being specified. He said also a
famous singer Patricia Kaas is most likely to sing in Yerevan.
In front of the stage seats will be placed for those who would like
to watch the concert from a close range but they will have to pay
from 40,000 to 120,000 drams for a ticket. The rest can watch the
concert free.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. The RA Prosecutor’s General Office
starts examination on the explosion of the office car of Shahen
Hovasapian, the Chief of the Investigation Department of the RA State
Tax Service attached to Government, and on the latter’s death. As
Noyan Tapan was informed by the Public Relations and Information
Department of the RA Police, The RA Police Central Department got at
9:35, September 6 an alarm on the explosion in the Bayron street in
Yerevan. The operative group left for the accident place found out
that the explosion took place in the “GAZ 31” car with the “005LL03”
registration number, in the consequence of what Shahen Hovasapian,
the Chief of the Investigation Department of the RA State Tax Service
attached to Government, died. The car driver got bodily injuries. To
recap, according to non-official data, the explosive placed in the
car was the reason of the explosion.
Sh.Hovasapian’s son was also in the car, but he got no bodily injuries.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. 3845.3 tons of goods of total value
of 31.5 mln U.S. dollars were brought to Armenia as humanitarian aid
in January-July of this year. According to data of the RA National
Statistical Service, production of chemistry and industrial branches
connected with it made 45% of the got aid, instruments and apparatus
made 22.6%, machines, equipment and mechanisms made 6.8%, paper and
goods of paper made 3.8%. 73.2% of the humanitarian aid was got from
U.S., 5.7% from China, 4.8% from Japan, 3.4% from Germany and 0.9%
from France.

Yerevan, September 6. ArmInfo. The murder of Shahen Hovasapyan, the
Head of the Operative Department of RA Tax Service, had premeditated
character, it is said in the message of RA Prosecutor General’s Office.
According to the message, an office car of S. Hovasapyan of GAZ 3102
model was exploded by an explosive assembly of remote control.
Besides S. Hovasapyan, his son Grigor Hovasapyan and the driver
Andranik Charchyan, who have survived, were also in the car during
the explosion.
To be noted, the incident happened today at 9:15 AM by Yerevan time
in the Bayron Street. The RA Prosecutor General’s Office has filed
a suit on the fact of murder as per part 2, article 104 of the RA
Criminal Code (premeditated murder under aggravating circumstances).
An investigating group is also formed, which includes the crime
investigators of the Prosecutor General’s Office, the National Security
Service and the Police.

TURKISH PRIME MINISTER CALLS DEMAND OF EUROPEAN PARLIAMENT TO RECOGNIZE ARMENIAN GENOCIDE NOTHING BUT “DAYDREAM”
Yerevan, September 6. ArmInfo. Turkish Prime Minister Recep Tayyip
Erdogan has said that it would be nothing but a “daydream” to expect
recognition by Turkey of the genocide of Armenians during the last
years of the Ottoman Empire.
The European Parliament (EP) called on Turkey for recognition of
Armenian genocide claims as a condition for its accession to the
union in a draft report adopted by majority in Strasbourg on Monday.
PM Erdogan and his Albanian counterpart Sali Berisha held a joint press
conference on Tuesday following their meeting at the prime ministry
office in Ankara. Commenting on the draft report on Turkey for 2006
prepared by the European Parliament (EP), Erdogan remarked that the
EP decisions were nor binding. Erdogan added that expecting Turkey’s
recognition of Armenian killings as “genocide” was impossible. Turkish
Foreign Ministry has strongly rejected the EP report, saying that the
report compiled by Dutch legislator Camiel Eurlings was incompatible
with prestige and gravity of the European parliament.
“Turkey was deeply saddened with the stance of the European parliament
regarding the so-called Armenian genocide claims,” FM spokesman said
Earlier, talking to ArmInfo, Press Secretary of the EP Committee
Marjory van den Broeke said majority of European parliamentarians voted
for the report which had aroused much discussions and criticism. In
two weeks the reports will be heard at the plenary session of the
European Commission, wherein a final decision will be made on the
report and on the point concerned with Armenian Genocide, she said. The
response of the European Commission to the decision of the Committee
on recognition of Armenian Genocide by Turkey is not known yet. Hence,
the European policy in this direction is not clear either, Marjory
van den Broeke said.
