“There wasn’t any power change in Armenia in 1998. One wing of the
Armenian National Movement (ANM) passed the power to the other,”
announced Sergey Shakaryan, expert from “Caucasus” analytic centre in
club “Pastark” today. <>pHe claims that Levon Ter-Petrosyan’s greatest
mistake was his announcement in which the latter declared that Armenia
would not develop unless the Karabakh conflict was regulated.
“Turkey hasn’t given Northern Cyprus but the country continues to
develop regardless of that fact. Can anyone say that Turkey doesn’t
develop?”
The expert considers that rumors that the best and democratic party
in Armenia is the ANM, disseminated by Azerbaijan and Turkey, are
not accidental.
“Azerbaijan and Turkey hope that with the help of the USA, ANM will
again resume power, and they will take Karabakh and other territories
back,” said Mr. Shakaryan. The expert is not delighted with Robert
Kocharyan’s policy in connection with Karabakh conflict. “Levon
Ter-Petrosyan was a political puppet.
He hasn’t divulged yet what he was promised in 1997 in connection
with the Karabakh conflict. As for Robert Kocharyan, he is Levon
Ter-Petrosyan’s pupil and adherent.” Sergey Shakaryan is convinced
that the regulation of the Karabakh conflict doesn’t depend on the
will of the Armenian or Azeri authorities as the OSCE Co-chairs try
to present it to the world.
He thinks the USA is not concerned what the sides under question will
gain as a result of the conflict settlement. “The Karabakh conflict
is merely a stake for the USA. The USA urges Armenia to take its
army out from the territory of Karabakh which is apparently felt in
Mettew Bryza’s announcement. Thus, we can see that the USA wants to
use the Cyprus version to have an absolute right to send its troops
to the region.
The USA considers our region as a perfect place, a base for the war
against Iran.
In case the USA launches war against Iran Mr. Shakaryan is sure
nothing can be done to prevent the final collision of Christian and
Muslim countries.

Certain forces will do everything possible to dishonor the glorious
history of the Turkish people, and statements on the so-called Armenian
genocide in the Ottoman Empire in 1915 are typical examples of this,
Turkish Prime Minister Rejeb Tayib Erdogan told journalists, Trend
reports referring to Turkish media sources.
“It is not easy to find a nation with such a vast historic heritage.
Being the Turkish Prime Minister, I personally proposed to Armenia
to establish a joint research commission to study the events of the
last years of the Ottoman Empire`s existence”, told Mr. Erdogan, and
stressed that his Government will do everything possible to support
the activity of agencies engaging in the study of Turkish history
and language.
“Both agencies are one of the key heritages of the period of the
establishment of Turkish Republic”, said the Turkish Prime-Minister.

Parliament Speaker Leaves Tehran For Yerevan

TEHRAN (Fars News Agency)- Iranian Parliament Speaker Gholam Ali
Haddad Adel, heading a parliamentary delegation, left Tehran for
Yerevan on a four-day visit to Armenia and Kyrgyzstan.
During his visit to the two northern neighbors of the country,
Haddad Adel who is also accompanied by the Deputy Foreign Minister
for Parliamentary Affairs Hamid Reza Asefi, is due to attend meetings
with senior Armenian and Kyrgyz officials to discuss bilateral ties,
and exchange views about regional and international issues .
Haddad Adel is also scheduled to make two speeches at the legislative
assemblies of the said two countries.
Prior to leaving Tehran, the top legislative official told reporters
that maintaining relations and developing cooperation with the
Middle-East and Caucasus countries sets a permanent agenda for
the Islamic Republic of Iran, adding that parliamentary ties with
the assemblies of the said countries constitutes a part of Iran’s
relations with such states.
He also said that during his visit which takes place at the invitation
of the Armenian and Kyrgyzstan parliament speakers, he is due to
discuss bilateral economic and political cooperation, and exchange
views about regional conditions and development of relations between
parliamentary friendship groups.
“Taking into account the Armenian minority population of Iran,
we will do our best to expand ties with the Republic of Armenia,”
Haddad Adel stressed.
The Iranian parliament speaker is accompanied by the representative
of Iranian Armenians at the Islamic Consultative Assembly, some other
MPs and Deputy Foreign Minister for Parliamentary Affairs.

Clergy Spearhead Third Boca Rally To Stop Darfur Genocide

A rally protesting the ongoing genocide in Darfur will be held Thursday
at 4 p.m. in Boca Raton.
The demonstration – the third to be held in Boca Raton this year –
will be conducted at the Genocide Memorial in front of St. David
Armenian Orthodox Church at 2300 Yamato Road. It is part of the
national Save Darfur Coalition’s Ten Days of Action.
The Jewish Community Relations Council (JCRC) of the Jewish Federation
of South Palm Beach County has announced its support for the community
rally to protest the deaths and displacement of residents in the
western Sudan area.
Clergy members will spearhead the 4 p.m. rally being sponsored by
the Save Darfur Coalition of South Palm Beach County.
“We’re doing everything we can to promote awareness of this issue in
the Jewish community,” said JCRC Director Elise Dolgow.
The JCRC is sponsoring the participation of Florida Atlantic University
sophomore Jaclyn Bergman in the “Save Darfur Now: Voices to End
Genocide” rally on Sunday, Sept. 17 in New York’s Central Park. The
rally will be the centerpiece event in a global day for Darfur as
individuals around the world call for the immediate deployment of
U.N. peacekeepers to Darfur.
Also scheduled to participate in the New York rally will be Sara
Agler, daughter of Rabbi Richard Agler of Congregation B’nai Israel
in Boca Raton, and Claire Chevrier, granddaughter of Rani Garfinkle,
a Federation board member. Sara Agler and Chevrier are seniors at
Spanish River High School in Boca Raton.
The Save Darfur Web site says that since 2003, the Sudanese
government-sponsored genocide has killed more than 400,000 men,
women and children, forced 2.5 million Darfurians from their homes
and left more than 3.5 million individuals reliant on humanitarian aid.
The Jewish Community Relations Council (JCRC) is the public policy
and social-action arm of the Jewish Federation of South Palm Beach
County, which covers the greater Boca Raton, Delray Beach and Highland

Exclusive interview of Trend special correspondent in Russia with the
President of the Parliamentary Assembly of the Council of Europe, Rene
Van Der Linden, who participated in a conference “Dialogue of cultures
and inter-religious cooperation” in Russian city Nizhniy Novgorod.
Question: How do you estimate the level of co-operation between
Azerbaijan and the Council of Europe?
Answer: Azerbaijan is an important member of the CE, because a
major part of its population is comprised of Muslims and it enables
us to have an inter-culture and inter-religious discussion at an
inter-parliamentary level.
During the last observation at the elections in Azerbaijan we corrected
many shortfalls, as it was noted in the CE report. At present we try
to use all contacts with the Country’s authorities, non-governmental
organizations, and opposition parties to bring the election process
in Azerbaijan in line with its obligations undertaken whilst entering
the CE.
Question: What are your views on the perspective of the final cessation
of the Armenian aggression against Azerbaijan that is still continuing?
Answer: It is a growing problem. Moreover, it would be unacceptable if
members of one and the same organization, those that took the peaceable
resolution, peaceable community and peaceable co-existence as basis,
would have conflict with each other. In this case it is dealt with
Nagorno-Karabakh.
I sincerely believe that the two leaders, with the assistance of the
CE and the international organizations, will continue discussions to
find a final peaceful resolution, as our key objective is to render
assistance and avoid further resistance with respect to solving the
conflict between the two CE members.
Under no circumstances, even if it is specified by the law and
political defense expediency, should either CE member declare war.
War is excluded. We give priority to a resolution achieved through
peaceful means, through discussions and talks. It would be a very
serious problem, if any of the sides declares war. It will undoubtedly
lead to serious discussions at the PACE and of course, a question on
the expediency of membership at the CE.
Question: A referendum is to be held in Pre-Dniester on 17 September
2006. Now they frequently sound calls on the necessity of isolation
of this region from Moldova. How do you regard this kind of processes
in the self-proclaimed republics, such in South Osetia, Abkhazia,
Pre-Dniester, and Nagorno-Karabakh? Isn’t it dangerous for Europe?
Answer: We do not recognize the referendum and we will not observe
it. We hope in the peaceful resolution of the Pre-Dniester conflict.
It is one of the frozen conflicts and this region is of interest to
Russia, as well as all international organizations, including the CE.
We should co-operate to develop a final resolution. In any case we
do not support the referendum as a mean of achievement of independence.

ANKARA: Gul To Travel To France

Foreign Minister Abdullah Gul is due tomorrow to travel to France for
an official visit. During his stay in the country, Gul is expected
to meet with French officials and talk to them about the so-called
Armenian genocide and the activities of Armenians in the country this
year, which has been proclaimed the “Year of Armenia” in France. Gul
will meet with his French counterpart Philippe Douste-Blazy and Europe
Minister Catherine Colonna to discuss a number of issues, including
bilateral relations. Gul will also meet with representatives of
Turkish associations in France and tell them to stay calm during the
“Year of Armenia.”

YEREVAN, September 11. /ARKA/. According to the information provided
by the Press and Information Department of the RA Foreign Ministry,
on Wednesday the legislative body of Cordoba Argentinean province
unanimously approved a bill on proclaiming 24th of April memorial day
of Armenian Genocide, executed by Ottoman Turkey in 1915, in Cordoba.
The bill, the author of which is a member of the parliament,
representing Unification for the Sake of Cordoba fraction, Alexandra
Vigo, envisages lessons in Armenian Genocide in schools of Cordoba.
The document particularly notes, “The cruelty committed against
Armenia people by the Ottoman Empire and Turkish government before,
in the course of and by the end of the First World War, is called
Armenian Genocide”.
The law will come into effect after it is approved by the Governor
of Cordoba in a 10-day period.
Such law already came into force in Buenos-Aires on June 2, 2006.

Independence of Armenia has already launched in Deli. According to the
information provided by the Press and Information Department of the RA
Foreign Ministry, on Wednesday “Armenia-India-Friendship” exhibition
was organized in the building of the Armenian Embassy in India.
Photos of historical and political importance, picturing high-ranked
bilateral visits in different years, were demonstrated at the
exhibition.
During the event Armenian Ambassador to India Ashot Kocharyan said
that the exhibition embodied long years of friendship between the
two countries, representing two ancient civilizations.
A number of official figures sent congratulating letters to the
Armenian embassy on the occasion of the event.
Officials of India, members of the Indian parliament, businessmen,
representatives of scientific and educational institutions, companies,
scientists, public figures, Ambassadors accredited in India were
present at the event.
Events, dedicated to the 15th anniversary of Declaration of Armenia’s
Independence will continue till September 25, 27 and 29 as well.

YEREVAN, September 11. /ARKA/. Anticorruption strategy is already
outlined in Armenia, members of governmental council on combating
corruption said Friday at their meeting presided by Prime Minister
Andaranik Margaryan.
They also discussed the process of the program implementation and
the issues related to the state institutions reformation.
They placed on record that something is already done in this direction
– some legislative reforms are implemented. Necessary steps were taken
in state administration, banking, tax and customs areas between 2004
and 2006 as part of the governmental crackdown on corruption.
Healthcare and education sectors underwent reformation as well.
It was decided at the session to publish the information about the
program implementation.

Turkish Prime Minister Recep Tayyip Erdogan on Monday rejected the
accusations that ancient old Ottoman empire had committed genocide
in Armenia, saying the accusations are unacceptable.
“There are countries trying to slander our history by political
reasons. The calumny regarding the so-called Armenian genocide is
one of them,” Erdogan said at the 15th Turkish History Congress,
which is being attended by 310 experts from 43 countries.
History should be studied thoroughly based on documents and without
any political consideration, Erdogan said, adding that it is very
important in achieving peace in the region and in the world.
“I personally proposed Armenian authorities to establish a joint
history commission. I underlined that this issue should be investigated
and assessed by historians. We have not yet received any affirmative
response,” Erdogan said.
Under the old Ottoman empire, an estimated 1.5 million Armenians
are said to have been killed or die after being forcibly driven from
their homes in Turkey between 1915 and 1917.
Ankara rejects all accusations of genocide, arguing that the number
of Armenian deaths was estimated at 300,000, and that the deaths were
caused by a combination of war, disease, famine and ethnic conflict.
Early last week, the European Parliament’s Foreign Affairs Committee
approved a report which says Turkey must recognize the Armenian
genocide before it gets the full membership of the European Union.
Commenting on the report, a Turkish Foreign Ministry spokesman said
that the report contradicts esteem and seriousness of the European
Parliament.
