KARABAKH TALKS CALLED “NONSENSE” IN BAKU

of the Nagorno Karabakh conflict but there is only an appearance,”
Azeri political scientist Zardusht Alizadeh stated. “None of the
parties wants to retract their positions. There is no real ground
for a compromise. Official Yerevan claims independence of Nagorno
Karabakh and its unification with Armenia.
Azerbaijan says it will never agree to give even part of its land
to Armenia. Outside these principles, there is no serious search
for a trade-off and appeal to public and international laws in the
negotiating process. Taking surface political interests, both the
parties to the conflict and the co-chairs are trying to find a solution
option in interests of the parties will become closer. However,
the interests do not become closer.
The parties make public that they will not make any trade-off. U.S
co-chair Matthew Bryza sated this. He said the parties do not seem
to withdraw from the core principles they insist on. But, one of the
parties need to withdraw from core principles in order to reach an
agreement,” the political scientist underlined.
Alizadeh also said “there are some strong forces, who are making
efforts for freezing and delaying the conflict.” The political expert
said the resolution of the conflict has reached a deadlock and the
negotiations are held only for appearance. Political scientist Vafa
Guluzadeh called the processes for the settlement of the Nagorno
Karabakh conflict “nonsense”, reports APA.

Last Echelon With Russian Materiel Left Georgia

/PanARMENIAN.Net/ The last echelon with materiel, being withdrawn
from Russian military bases in Georgia, left Tsalka station Tuesday,
reported Commander of the Group of Russian Troops in Transcaucasia
(GRTT), major general Andrey Popov.
Thus, Russia completed executing measures on withdrawal of equipment
and material means, planned for 2006 in accordance with the Agreement
between Russia and Georgia on the terms, order of temporary functioning
and withdrawal of Russian military bases and other military objects
of the GRTT.
“Plan of Withdrawal of Russian military bases from territory of
Georgia, formed for 2006, is fulfilled 100%. No failures are made in
time indicators or order of departure of equipment. All equipment and
reserves of material means, withdrawn from the territory of Georgia are
already in the military units in the territory of Russia and Armenia,”
Popov stated earlier in an interview with RIA Novosti.
In Popov’s words, after September 19 only mobile equipment will stay
in the 62nd military base in Akhalkalaki, which will ensure activities
of the military base up to the end of 2007 – the full closing of the
base, reports RIA Novosti.

/PanARMENIAN.Net/ Armenia-Diaspora Third All-Armenian Forum is held
under the conditions of increasing tension around Nagorno Karabakh,
President of the Union of Armenians of Russia (UAR) and the World
Armenian Congress (WAC) Ara Abrahamyan stated during the forum. In
his words, “competition” between officials and opposition for the
first place of invasion into NKR has increased in Azerbaijan lately.
The demand of absorption of Karabakh by force is declared as the
basis for unification of the nation.
Talks are held with the General Staff of the Turkish army to coordinate
joint actions, Abrahamyan noted.
President Aliyev states that Armenia has the last chance to accept the
ultimatum voluntarily. Azeri religious leader Allahshukur Pashazadeh
announced his readiness to declare jihad to Armenia.
Clanking with arms, Azeri figures and their foreign sponsors are
captivated by primitive notions on ways to solve inter-state problems,
the UAR leader said.
They deny the opportunity of peaceful settlement based on law and
justice. “Time has come to give international alarm for defending NKR
from its aggressive neighbor. Under the conditions of demonstrative
bellicosity of Azeri figures and denial of conventional legal grounds
of conflict settlement by them, leaders of Armenia have to take
effective measures to secure our Karabakh brothers by recognizing
that the NKR being a subject of international law is a basis for a
compromise solution of that issue,” Abrahamyan underscored.

be taken in our opinion to solve the problem of recognition of the
Armenian Genocide,” President of the Union of Armenians of Russia
(UAR) and the World Armenian Congress (WAC) Ara Abrahamyan stated
during the Armenia-Diaspora Third All-Armenian Forum. It is evident
that the only opportunity to attain international and legal conclusion
on responsibility for the crime is a decision of an international
competent forum or international court.
Protracting the solution of that issue is not in line with interests
of Armenia, Turkey or superpowers, Abrahamyan noted.
In his words, the expert group at WAC has recommended that the
Government of Armenia appeal to the UN International Court on the
basis of article IX of the Convention of Preventing Genocide Crime
and Punishment for It. The appeal to the International Court cannot
be considered as hostile action and cannot entail negative political
consequences for Armenia, Ara Abrahamyan stated. To the contrary,
it can put an end to the past, which darkened relations with Turkey
for decades. “Unfortunately, we did not get a response to our proposal
up to now. The issue is to all appearance under consideration by the
MFA still,” the UAR President said.

Siderov, has declared that if he is elected, he will demand that Turkey
pay 10 billion dollars he claims it owes to Bulgaria. Siderov has
also asserted that, if elected, he will close down the main Turkish
political party currently operating within Bulgarian borders.
Volen Siderov is the leader of the radical nationalist Bulgarian party,
Ataka. He has continued anti-Turkish and anti-Turkey comments since
announcing his candidacy for the presidency of his country. Siderov
claims that Turkey has accumulated a 10 billion-dollar debt to
Bulgaria consistently since 1913. He also reportedly has the majority
Turkish Rights and Freedoms Movement (HOH) Party in his sights,
repeatedly noting he will close it down if elected president. A
recent quote from Siderov on the subject of the Bulgarian parliament:
“a nationalist and responsible government will replace the current
Bulgarian administration, which has been sold out and isn’t even
really Bulgarian,” the Hurriyet writes. The Bulgarian presidential
elections are scheduled to take place in one and a half months.

coordinate joint efforts of the Diaspora and the Republic of Armenia,
determine national goals, President of the Union of Armenians of Russia
(UAR) and the World Armenian Congress (WAC) Ara Abrahamyan stated
during the Armenia-Diaspora Third All-Armenian Forum. In his words,
the need for working out a national program to determine internal
and foreign policy priorities matured long ago.
“No matter how strong Diaspora individual communities or organizations
are, it is impossible to ensure effective organizational and political
unity of Armenians of the world without active work of the Republic
of Armenia. I would like to suggest Armenian authorities and Diaspora
representatives to create necessary organizational structures and
start working out a national program with participation of experts
from the Diaspora and Armenia also involving experts from respective
international structures if necessary.
Simultaneous to that, we could set about creation of an institutional
mechanism to implement that national program,” Abrahamyan underscored.
“I am sure that each community, each Armenian, no matter where he
lives, will thus have an opportunity to take part in solution of the
tasks our historical Fatherland and the Armenian community worldwide
have,” he summed up.

YEREVAN, SEPTEMBER 19, ARMENPRESS: Two wards of the Nork-Marash
isolation hospital, one for rehabilitation of patients and the
other for treatment of infectious diseases of children were reopened
today after a massive repair on a donation of the Armenian community
of Brazil.
Speaking at the opening ceremony the executive director of Hayastan
Foundation, Naira Melkumian, praised the community in Brazil for their
active participation in annual telethons organized by the Foundation
to raise funds for supporting various development and charity projects
in Armenia and Nagorno-Karabakh. Overall 54 million drams were spent
on the repair of the two wards.
The Foundation will also inaugurate today a swimming poll in Armenia’s
second largest town of Gyumri that was built with the strong support
of the government of the Hellenic Republic, Hayastan Foundation and
the Gyumri municipality.
Before the 1988 earthquake Gyumri had three swimming pools. This will
be the first pool in the town since 1988.

STEPANAKERT, SEPTEMBER 19, ARMENPRESS: A delegation of 35 Iranian
businessmen, mostly from the neighboring province of Atrpatakan,
was lately in Nagorno Karabakh to look for cooperation possibilities.
The Iranian delegation’s visit was organized by the Karabakh
territorial management ministry, Karabakh Development Agency and the
Union of Iranian Merchants and Industrialists in Armenia.
The Iranians and local businessmen met during a conference attended
by Karabakh Prime Minister Anushavan Danielian, who spoke extensively
about doing business in Karabakh. An agreement was reached to organize
an exhibition of Iranian goods in Karabakh.
Danielian pledged the government’s support to any initiative of
Iranian businessmen aimed to start a business in NKR.
The Iranians also visited a range of local enterprises, several
historical sites, including the town of Shushi and laid flowers to
the monument symbolizing the eternal existence of Karabakh.

There were two fire ignitions in the capital this morning.
At about 07:22, on September 19, we got a signal that the cafe “Love
path” in Oghakadzev (Circular) Park caught fire. A fire brigade
immediately arrived on the scene. The fire was extinguished at 07:35.
The cause of the fire was the kitchen refrigerator.
At about 08:12 we got another signal of fire – this time flat 36,
building 2, Tadevosyan Street, caught fire because of the short
circuit of water heating device of the bathroom.
