TENSION IN IRANIAN-ARMENIAN COMMUNITY

The Athens based "Armenia" news informed about an
event that took place quite recently and aroused the
indignation and concern of the Iranian-Armenian
community members.

In accordance with March 9 2005 decision, the Islamic
Parliament of Iran allocated about 17 billion 500
million reals from the state budget for the
constitutionally recognized national and religious
minorities for their sports, cultural and mass media
activities. Teheran’s Armenian community received 4
billion 700 million reals (about USD 535.000). The sum
was handed to Mr. Gevorg Vardan deputy of the Northern
Iranian Armenians at the parliament. The letter gave
the state allocations only to the structures that
belonged to the Armenian Revolutionary Federation.
Thus, the financial allocations meant for the whole
Armenian community of Tehran went only to the Dashnak
structures and organizations.

Die Fahrscheinverkäuferin lugt aus ihrer Bude wie eine Schnecke aus
ihrem Haus. Sie späht über den Tresen, vor dem sich im grellen Licht
der venezianischen Nachmittagssonne die Touristen aufgereiht haben.
Die meisten wollen Tickets zum Lido oder zur Rialto-Brücke. Wer aber
eine Fahrkarte nach San Lazzaro verlangt, hat bei ihr nur einmal am
Tag eine Chance. Denn um drei Uhr ist offiziell Besuchszeit auf der
Insel San Lazzaro degli Armeni, der armenischen Klosterinsel, nicht
früher und nicht später.

Das Vaporetto der Linie 20 nimmt einen Schwung Touristen auf, die
größtenteils zum Lido wollen. Eine Viertelstunde dauert die Fahrt,
Sonne im Gesicht, eine frische Brise im Haar und im Rücken die immer
kleiner werdende Silhouette der Stadt. Auf halbem Wege ein
Zwischenstopp: die Insel San Servolo, bei der nur ein paar Studenten
aussteigen. Sie wollen zum Seminar, denn hier hat die Internationale
Universität Venedig eine Dependance. Früher war in den Gebäuden eine
Irrenanstalt untergebracht. Manchmal sind die Kranken durch das
Wasser gewatet und haben die armenischen Mönche auf der Nachbarinsel
besucht. Die Lagune sieht zwar schon aus wie der Anfang des offenen
Meeres, ist tatsächlich aber nur einen Meter tief.

Dann erreicht das Boot den kleinen Anleger von San Lazzaro degli
Armeni. Die rot getünchten Mauern des Klosters leuchten in der Sonne.
In der Mitte der Insel weist ein in der Spitze gezwirbelter Kirchturm
wie der Pinsel orientalischer Gelehrter in die Luft. Es ist drei Uhr,
und die Kirchturmglocke schlägt heiser. Der Wind pfeift durch die
Zweige der dicht gepflanzten Büsche. Nur im Schutz der Klostergebäude
herrscht eine fast reglose Stille.

"Ich liebe das Meer eigentlich nicht besonders", gesteht Vater
Vertanès, der Abt des Klosters. Er trägt bequeme Schuhe aus einem
dehnbaren Material und eine schwarze Soutane. Ein breiter brauner
Ledergürtel sitzt auf seinem kugelrunden Bauch. "Ich liebe die
Berge." Trotzdem lebt er seit sechsundfünfzig Jahren auf der Insel.
In welche Richtung er auch läuft: Nach hundert Metern ist das Eiland
immer zu Ende. Die Welt scheint hier wieder eine Scheibe zu sein und
San Lazzaro ihr kleiner Mittelpunkt.

San Lazzaro ist winzig und fast quadratisch. Die Fläche reicht gerade
einmal für das Kloster der armenischen Mönche, die sich dort vor
dreihundert Jahren im Exil einrichteten. Die Bewohner haben die Insel
im Laufe ihrer Geschichte mehrmals künstlich vergrößert. Vater
Vertanès gefällt ihre aktuelle Größe von dreißigtausend
Quadratmetern. "Das ist genauso groß wie Armenien, nur in
Quadratmetern statt Quadratkilometern." Damit besitzt Armenien zwar
nur einen Bruchteil seiner früheren Ausmaße. Doch immerhin existiert
es seit dem Ende der Sowjetunion im Jahr 1991 wieder als
eigenständiger Staat. Das ist für die Armenier, die Jahrhunderte lang
ständig überfallen, ausgeraubt und unterdrückt wurden, ungeheuer
wichtig. Nur ihr Nationalheiligtum fehlt ihnen sehr: der Ararat, an
dem der Legende nach Noah mit seiner Arche strandete. Heute liegt der
Berg auf türkischem Gebiet; die Armenier können ihn von der Grenze
aus sehen.

"Wir haben gute Kontakte nach Armenien", sagt Vater Vertanès. Gelebt
hat er dort aber nie. Seine Eltern wohnten zunächst in der Türkei.
Als die Jungtürken 1915 den Völkermord an der armenischstämmigen
Bevölkerung verübten, flohen sie nach Frankreich, wo ihr Sohn geboren
wurde. Der freut sich heute über jeden Besucher, mit dem er
Französisch sprechen kann, und sagt dann mit Nachdruck: "Je suis
armenien – citoyen français!" Und das alles in italienischen
Gewässern. Im Jahr 1717 schenkte der damalige Doge von Venedig dem
armenischen Mönch Mechitar von Sebasteia das Eiland in der Lagune,
"für jetzt und alle Zeit", wie es damals hieß. Bis heute erzählen
sich die Mönche ergriffen, wie 1949 der damalige italienische
Präsident Luigi Einaudi zu Besuch kam und fragte, ob er seinen
Ausweis zeigen solle, bevor er die Insel betrete – obwohl sie doch
offiziell zu Italien gehört.

Mechitar von Sebasteia hatte mit Anfang Zwanzig einen katholischen
Missionar kennengelernt, der ihn für die Aufklärung und den
wissenschaftlichen Fortschritt in Europa begeisterte. 1701 gründete
der einst armenisch-apostolische Mechitar in Konstantinopel die
armenisch-katholische Kongregation, den später nach ihm benannten
Mechitaristen-Orden. Er machte kräftig Propaganda für den
Katholizismus römischer Provenienz und hatte daher schon nach kurzer
Zeit allerlei armenisch-apostolische Feinde. Doch ging es ihm weniger
um religiöse als vielmehr um kulturelle Mission: Er kämpfte mit
seinem Orden für die Bewahrung der schon damals auf
Diaspora-Gemeinden verteilten armenischen Kultur und für die
Vermittlung der europäischen Kultur nach Armenien.

Das nagte am Stolz der armenischen Patriarchen, die sich nicht nur
direkt auf die Apostel Judas Thaddäus und Bartholomäus berufen,
sondern auch stolz darauf sind, daß das Christentum in Armenien schon
im Jahre 301 eingeführt wurde. Armenien ist damit das erste Land, in
dem das Christentum Staatsreligion wurde. Mechitar aber hielt es mehr
mit Petrus. Weil er deshalb um sein Leben fürchten mußte, flüchtete
er mit seinen Mönchen nach Venedig, bezog mit elf Glaubensbrüdern ein
Mietshaus in der Nähe des Markusplatzes und freute sich, als der Doge
ihm die kleine Insel San Lazzaro anbot. Seit die Mechitaristen auf
der Insel wohnen, trägt sie den Beinamen "degli Armeni".

Seit je ist es die Aufgabe der Kirchengemeinden, die überall
verteilten Diaspora-Armenier zusammenzuhalten und ihre Kultur zu
bewahren. Die aufklärerisch gesinnten Mechitaristen nahmen diese
Aufgabe besonders ernst. Schon bald nachdem sie ihre windige Insel
bezogen hatten, begannen sie damit, Bücher herauszugeben und selbst
zu drucken. Im Kloster stehen noch immer die schweren Druckmaschinen.
"Maschinen aus Heidelberg", sagt Vater Vertanès stolz, "beste
Qualität." Mechitar von Sebasteia, der erste Abt des Klosters, war
selbst ein großer Grammatiker und Sprachforscher. So publizierte er
umfangreiche Schriften über seine Muttersprache – Bücher, die heute
im Kloster ausgestellt sind – und übersetzte religiöse Schriften aus
europäischen Sprachen ins Armenische.

Seit 1993 drucken die Mönche nicht mehr selbst. Ihr kultureller
Auftrag hat für die kleine Inselkolonie aber bis heute höchste
Priorität. Noch immer werden von San Lazzaro aus armenische Schriften
in alle Himmelsrichtungen verschifft. Mit glänzenden Augen erzählt
Vater Vertanès, auf welchen Wegen die Mönche einst armenische Bücher
und Zeitschriften in die Türkei schmuggelten und wie sie zu Stalins
Zeiten Mikrofilme von wertvollen Handschriften mit den Bibliotheken
in Eriwan austauschten, der heutigen Hauptstadt der Republik
Armenien. Außerdem gründeten die Mönche 1946 eine Schule in Venedig,
in der armenische Kinder ausgebildet wurden. Der Hintergedanke war,
die Jugendlichen als Missionare der europäischen Kultur wieder in
ihre Heimat zurückzuschicken. Diese Rechnung ging allerdings nicht
auf. Nach der Schule blieben die Jugendlichen lieber in Europa oder
emigrierten nach Amerika. Deshalb wurde die Einrichtung in den
neunziger Jahren geschlossen. In den Diaspora-Schulen wird die
armenische Schrift gelehrt, die auch für die Bruderschaft von San
Lazzaro eine große Bedeutung besitzt. In der Klosterkirche zeigt
eines der bunten Fenster einen ernsten Mann: Mesrop Maschtoz, den
Erfinder des armenischen Alphabets, der im Jahr 406 ein Alphabet mit
sechsunddreißig Buchstaben entwickelte. Auf dieser Grundlage
übersetzte er die Bibel ins Armenische. Sein Alphabet ist bis heute –
um zwei Buchstaben erweitert – in Gebrauch und der ganze Stolz der
Nation.

Eine großformatige, schwere Bibel voller gekringelter und
geschwungener Buchstaben liegt aufgeschlagen auf einem Pult vor dem
Altar. Eine blondierte junge Frau mit einem rosafarbenen
Playboy-Kettchen wagt sich vor, auch sie eine typische
Diaspora-Armenierin: Ihre Familie floh vor den Türken in den Libanon.
Dort besuchte sie die armenische Schule. Bis zum heutigen Tag ist sie
noch nie in Armenien gewesen. Statt dessen reist sie an ihrem ersten
Hochzeitstag mit ihrem Mann nach Venedig, weil es dort die Isola
degli Armeni gibt. Den biblischen Text liest sie flüssig mit kehliger
Stimme. Die anderen Besucher starren sie beeindruckt an.

"Auch meine Mitbrüder stammen aus dem Libanon oder aus Syrien", sagt
Vater Vertanès. "Ich bin hier der einzige europäische Armenier."
Heute leben nur noch acht Mönche auf der Insel. Als Vater Vertanès
1950 nach San Lazzaro kam, waren es noch sechzig Brüder. Die Kräfte
lassen nach, auch wenn Vater Vertanès trotz seiner siebenundsechzig
Jahre äußerst agil wirkt. Doch nüchtern betrachtet ist es eine Frage
weniger Jahrzehnte, bis auf San Lazzaro niemand mehr lebt. Das, was
im Obergeschoß des Klosters an Kunstgegenständen aufbewahrt und den
staunenden Besuchern freimütig vorgeführt wird, verschlägt einem die
Sprache: Hunderte Gemälde armenischer und venezianischer Künstler
hängen dicht an dicht in den Gängen, Bilder von Bergen in
majestätischer Ruhe und Bilder von einsamen Inseln inmitten
aufgewühlter Fluten. Da sind Räume voller Vitrinen, Kunstgegenstände
aus aller Welt von China über Indien und Persien bis nach Afrika,
Statuen und Gewänder, Möbel und Globen. Und immer wieder Armenisches:
Porzellan und Münzen, Schnitzereien und Schmuck. Ein Großteil dieser
Schätze sind Geschenke von Diaspora-Armeniern. Ein Präsent der
besonderen Art ist eine ägyptische Mumie. Der junge Mann starb vor
dreitausendfünfhundert Jahren. Er wurde dem Kloster 1825 von einem
ägyptischen Minister geschenkt, einem gebürtigen Armenier.
Wahrscheinlich aus wissenschaftlichen Gründen entnahm man der armen
Mumie das Gehirn und stellt es bis heute separat aus.

"Dieses Kloster sollte von Anfang an die ganze Welt in sich
vereinen", sagt Vater Vertanès. Es sollte ein kultureller
Kulminationspunkt werden. Das Wichtigste sind daher die Bücher. Im
Kloster gibt es ganze Säle mit bis zur Decke reichenden
Bücherregalen: einen Saal für die gedruckten Bücher bis 1700; einen
Saal für die Werke von Mechitar von Sebasteia; einen Saal für
orientalische Hand- und Druckschriften; einen Saal für prächtig
illustrierte armenische Handschriften, von denen das Kloster allein
fünftausend Stück besitzt. Doch wer arbeitet noch mit diesen
Schriften? Die Produktivität der Mönche hat mit ihrer Zahl und ihrem
Alter abgenommen. "Wir leiden darunter, daß sich kaum noch junge
Leute zu einem geistlichen Leben berufen fühlen", sagt Vater
Vertanès. Da geht es den armenischen Katholiken nicht anders als
anderen Glaubensgemeinschaften. Und so wächst auf der Insel nur noch
eines: der Friedhof.

Information: San Lazzaro ist mit dem Vaporetto der Linie 20
erreichbar, das zwischen dem Markusplatz und dem Lido pendelt; die
Haltestelle heißt San Zaccario und liegt unweit des Markusplatzes.
Die Abfahrt ist um 14.45. Die Insel kann nur im Rahmen von Führungen
besucht werden. Sie beginnen täglich um 15 Uhr, dauern anderthalb
Stunden und kosten sechs Euro. Die Kloster-Seite www. mekhitar.org
wird gerade aufgebaut. Sie ist bislang auf italienisch abrufbar.

205 Iranian MPs Accuse Azerbaijan of Encroachment on Islam

205 MEMBERS OF IRANIAN PARLIAMENT ACCUSE AZERBAIJAN OF
ENCROACHMENT ON ISLAM

Last week, a Baku court sentenced the editor and the
journalist of "Sanat" newspaper to two months of
imprisonment for the article that criticized the
Islamic values and stated that Islam arouses
aggression among the people. Moreover, the 209 members
of the Islamic Parliament of Iran made a joint
statement in which they condemned Azerbaijan for the
encroachment on Islam and called for the international
organizations to avert such cases."

According to IRNA agency, 209 members of the
parliament stated that it was much worse to see such
cases of encroachment on Islam in an Islamic state
like the Republic of Azerbaijan is, taking into
account the recent cases of encroachments on Islam in
the West and the humiliating statements made by the
Pope of Rome.

The parliament members emphasized that the Zionist
representatives have penetrated the Azeri printed
press, they also condemned the Azeri authorities for
not resisting the enemies of Islam. At the same time,
they demanded that the Foreign Ministry of the Islamic
republic of Iran should warn the Republic of
Azerbaijan against the repetition of encroachment
cases on Islam.

*Regelmäßig wird von engagierten Zeitgenossen der Völkermord an den
Armeniern ins kollektive Gedächtnis gerufen – und trotzdem gehört
dieses dunkle Kapitel der europäischen Geschichte zu den
bestvergessenen Verbrechen des letzten Jahrhunderts. Der Autor Edgar
Hilsenrath, der in diesem Jahr seinen 80. Geburtstag feierte, näherte
sich dem Thema auf literarischem Wege, mit dem preisgekrönten Roman
"Das Märchen vom letzten Gedanken". Im Stil eines abendländischen
Märchens schildert er darin die Seele eines Volkes und nimmt die Spur
von Leben und Untergang der Armenier auf. Hilsenrath ist deutscher
Jude. Der Dramatiker Andreas Jungwirth und Regisseur Rolf Krieg haben
sein Buch für die Bühne adaptiert. Herausgekommen ist ein Stück, das
die Erinnerung zum zentralen Punkt der Inszenierung macht. Nach der
Uraufführung in Yerewan ist die deutsch-armenische
Gemeinschaftsarbeit bereits erfolgreich durch Armenien getourt und
ist nun fünf Tage in Berlin zu sehen.

TURKISH NATIONALISTS PROTEST AGAINST VISIT OF POPE OF ROME TO TURKEY

On November 23, 39 members of "Big Union"
nationalistic party were arrested by the Turkish
police for carrying out a protest rally against the
visit of Pope of Rome Benedict 16th to Istanbul. After
praying in the temple, the nationalists made a
statement for the press and began chanting slogans
against the Pope. The nationalists didn’t yield even
after the Police applied tear-gas. The policemen had
to lock the nationalists for almost an hour in the
temple and only after that arrest them. It is
envisaged that the Pope of Rome will visit the Hagia
Sophia Church and this very decision aroused the
indignation of the nationalists, Turkish "Cihan"
agency informed.

ITAR-TASS informed that Namik Tan, speaker of the
Foreign Ministry of Turkey, assured that they took all
relevant security measures for the coming visit of the
Pope of Rome. The first visit of Benedict 16th to a
Muslim country will take place on December 1, 2006.

ANNUAL TELETHON LAUNCHES IN USA TO CONTRIBUTE TO
IMPLEMENTATION OF `ARTSAKH REVIVAL’ PROGRAM

The annual telethon launched today in the USA to
render financial assistance to the implementation of
"Artsakh Recovery" Program. "Hayastan" All-Armenian
Fund informed that it is envisaged to send the means
from the telethon for the recovery and development of
NKR’s Hadrud region. It is scheduled, in particular,
to restore the water-supply system, the health objects
and schools of the region. The 12-hour telethon will
be broadcasted from the TV studio in Los Angeles.
Broadcast to Armenia will be carried out by the Public
Television of Armenia. Moreover, it is envisaged to
rebroadcast the telethon to the countries of Europe,
Asia, Near East and in the USA. The largest cable TV
channels of the Armenian Diaspora, which also intend
to carry out the telethon rebroadcast, will join the
project.

The Delegation of RA Parliament members headed by RA
Parliament speaker, Tigran Torosian, left for Moscow
for a two-day official visit by invitation of the
chairman of the Federation Council of Russia’s Federal
Assembly, Sergey Mironov. The press service of RA
National Assembly informed that meetings of the
Armenian delegation members with the speaker of
Federation Council of Russia’s FA, S. Mironov, the
chairman of State Duma, Boris Gryzlov will be held
during the visit. Meetings in permanent commissions of
State Duma are also envisaged. The Days of Armenian
Parliament will be held within the frames of the
official visit in the Federation Council.

New Oppositional Body to Be Formed

NEW OPPOSITIONAL BODY TO BE FORMED

`The announcements of the authorities that the forthcoming
parliamentary elections will be transparent and fair are but an
illusion. The 2007 elections have already been held-de facto’, claims
Garnik Margaryan, Colone and leader of `Motherland and Honour’ Party.

Mr. Margaryan, can you give reasons for your statement?

Everything is visible. The elections are already fabricated under the
guise of charity. I cannot say definitely whether it is a party or a
charity organization but I am convinced in one thing; its head thinks
himself a giant or a monster.

He has been distributing potatoes, fertilizer to the RA residents to
provide his electorate in the elections. I wonder how a party can have
30 000 members if it doesn’t have an ideology. There is another
benefactor-Tigran Karapetyan who gathers his voters via songs and
dances. The authorities rely on the above-mentioned electorates and
want to show the international community that the elections are fair
and transparent in Armenia.

The previous elections have shown that people vote for the candidate
they want, though they take the bribes offered on the eve of
elections. Don’t you think that candidates had better take care of the
voters’ confidence than bother about the electorate formed via bribe
taking?

Yes, you are right. The 2003 elections proved that the authorities,
that had only 7 – 8 percent of votes, fabricated the elections. As a
result they had 51 – 52 percent votes. The previous elections have
also shown that the opposition cannot combat against the criminal
authorities with joint efforts. A committee must be formed which will
unite all the forces which are convinced that there is only one
outcome of the situation; to hold out-of-order elections to get rid of
the authorities.

And how do you imagine the formation of the new committee?

We already have `Civil Disobedience’, `Alternative’, `Anti-criminal
Movement’ and various suchlike oppositional movements which are
concerned about the future of the country. I don’t agree with the
wide-spread opinion that the Democratic Party of Armenia (DPA) has
already exhausted. They merely passed on to a milder policy. They
still have their stable electorate that follows Stepan Demirchyan with
nostalgia and trust him. Today, all the oppositional representatives
agree that the acting authorities are criminals and we must get rid of
them. That very ideology can become a stimulus for the oppositional
forces and unite them. I assume that the Opposition will be able to
set up a body available for all.

Our country has past, present and future. We cannot let the current
authorities deprive us of the future. We haven’t got oil supplies but
we have intelligentsia and scientists – the mental set,
instead. Today, the names of Armenian scientists appear in a number of
international magazines. Why should an Armenian scientist use his
abilities for the prosperity and future well-being of other countries?
A few years ago we said that the emigration increased in Armenia and
the population greatly decreased. We face a bitter reality because of
the authorities. The USA urges that the Armenian troops must be taken
out of the occupied territories and the troops of the NATO must be
located there to settle the U.S. matters with Iraq. And Russia says
that the NATO troops have nothing to do in the above-mentioned areas.

What will Armenia do in this situation?

We must be guided only by the interests of Armenia according to which
the NATO troops mustn’t enter the region. These authorities have
weakened the country so much that the superpowers treat us like a
ball. They get whatever they want from us. The same Russia exerted so
much pressure on us that deprived us of objects of military importance
under the program `Property in Return of Debt’. Provided Russia
strengthens its position in Armenia, it will not allow us to become a
member of any European structure. The USA also wants to make use of
Armenia for its own interests. If we sit awaiting for the decision of
the superpowers we had better surrender. And all this hustle and
bustle was caused by the current authorities. The country will not
prosper unless the RA Constitution guarantees protection for
Armenians. The emigration will continue, provided the prime minister
of the country announces that families can live on the 11 000 pension.

Should we blame only the acting authorities for the current situation
in the country? Don’t the Opposition representatives have their share
of guilt?

Certainly, they are also guilty. We couldn’t display enough
determination and prudence to combat against the criminal regime. We
couldn’t unite in 2003, 2004 and in 2005.

And why couldn’t the Opposition unite?

The reason is that Armenians suffer from megalomania, to be the
first. I can speak of it easily and openly as I don’t have such
ambitions. We must finally realise that the president of the country
can be one person and we must allow people decide themselves. This is
bitter and cruel reality.

And do you have guarantees that the Opposition will not repeat the
same mistakes?

I call on the Opposition to be sober. We have no way back. All the
means to stop this regime are justified. Who says that political
disobedience is not a constitutional norm? It is one of the
fundamental rights of people. The regime has drawbacks and the society
doesn’t obey it. The point is that we overestimate the acting
regime. But in fact they are rather weak.

Why do you think that the current authorities are weak?

There are numerous examples. Let’s take the visit of the Defense
Minister to Iraq. Serge Sargsyan anticipated guarantees from
Condoleeza Rise. Our authorities are in a constant search; they always
seize the opportunity to meet with the superpowers. Today, our
high-rank officials see the indifference of the North that’s why they
have turned to the West. The economy of the country is number one
priority of the Armenian authorities. Only the country with
`self-service’ can maintain the liberated territories and its victory.

The acting regime came to power with the slogan, `we shall not giving
the territories back’. What is your opinion on the RA policy in view
of the Karabakh conflict?

They deem their policy objectively in their announcements. If the
Defense Minister announces that Aghdam is not an Armenian territory,
or they have liberated the territories on condition to return them
later or to initiate trade in those territories, I have nothing more
to say about him. I only advise Mr. Sargsyan to view the pages of
history and to turn to politicians’ help. The whole world is aware
that the second Tigranakert is in Artsahk. Perhaps, only the Defense
Minister is unaware of it. These authorities have `labeled’ themselves
with their evaluations to the former regime. The main difference
between them is that unlike the former authorities, the current
authorities cannot accept their defeat with honour.

What `label’ do you mean?

The label of betrayers. The RA authorities have no right to forget
Erablour and the innocent victims of Armenia and Artsakh. The most
striking point is that they want to keep their office. But they should
bear responsibility for every robbery, political murder, the
parliamentary carnage of October 27 and the white Genocide of the
Armenians over the past 4 – 5 years initiated by them.

RAP NEEDS A MILCH COW NO LONGER

Haroutyun Arakelyan, chairman of Ramkavar Azatakan
Party (RAP), is indignant at Ara Abrahamyan, the
President of World Congress of Armenians and the Union
of the Armenians of Russia.

`I shall pursuit him to the end’, declared Haroutyun
Arakelyan in the club `Urbat’ today.

RAP is no longer a member of the World Congress of
Armenians as they came to realise who `Ara Abrahamyan
is in reality’.

Mr. Arakelyan claims that they realised it long ago
but they have decided to abandon the structure now,
after three years’ work. In Mr. Arakelyan’s words, the
World Congress of Armenians is in a terrible state, on
the verge of collapse.

Haroutyun Arakelyan says that RAP was one of the
founders of the structure which then had over 2000
members.

Mr. Haroutyun’s offence is not determined by the fact
that Ara Abrahamyan refused to sponsor their party in
the forthcoming elections. They merely don’t want to
trust the fate of the party to a man like Mr.
Abrahamyan who is `far from being a generous person’.

As for the alliance RAP-Ara Abrahamyan during the
previous elections, Mr. Arakelyan says, `We found a
milch cow. Why shouldn’t we fleece him?’ Then Mr.
Arakelyan added that they really respected and had
close ties with Ara Abrahamyan’s family and his
brothers.

Mr. Arakelyan didn’t say which party they will join in
the 2007 Parliamentary elections. He only noted that
they currently cooperate with Samvel Babayan and it is
upon the party’s congress to decide.

He claims that ideological struggle is apparent in the
political field and the political mentality has not
developed in the country since 1988.

POLICY, TRICK OR A POLITICAL BARGAIN?

Today the guests of the `Hayely’ club were politician
Levon Zaroubyan, Rouben Hovsepyan, member of
Dashnaktsutyun Party and Paruyr Hairikyan, leader of
the Union of National Self-Determination.

`The recognition of the Armenian Genocide is but a
moral category. The worst point is that the acting
administration shifted the genocide issue into the
political sphere. Thus, it became a theme of political
debates and political bargain’, maintains Levon
Zaroubyan.

His opponent Mr. Hovsepyan noted, `Morality has no
place in this world, and it is inadmissible when the
authorities do nothing in connection with the
recognition of the massacre and build museums or
convene symposiums instead’.

Prior to Mr. Hovsepyan’s remark on museums, Levon
Zaroubyan had announced that their administration took
serious measures in view of the genocide recognition.
They have initiated their policy since 1991. The
Genocide Museum was opened in 1995 and the first
summit was convened with the participation of genocide
experts.

At that moment Paruyr Hairikyan entered the debate. He
said that the UNO has launched the recognition of the
Genocide since 1987 and our authorities could do
nothing on this score.

Mr. Hairikyan assumes that the criminal mustn’t be
sent for and asked whether he has committed any crime;
he must be immediately punished.

The leader of the Union of National Self-Determination
the authorities find the recognition of the Genocide a
game with their participation.

«Is there a law in Armenia under which the refuters of
the Genocide will be punished».

Levon Zaroubyan says that the current authorities use
the issue for two objectives; first of all they want
to divert people’s attention from many social,
political issues, and secondly, they want to enjoy the
votes of the Diaspora during the elections.

While speaking of the tendencies of the recognition
procedure, MR. Hovsepyan said that the procedure
lingers as the countries which were supposed to
recognise the Armenian Genocide have already done it
whereas the others are waiting for the USA’s final
decision.

As for the Turkey’s membership to the European Union,
Mr. Zaroubyan said that Turkey’s chances are few. But
Turkey’s membership is favorable for Armenia as we
shall have a predictable neighbour and a borderline
with the EU in that case.

By the way, Mr. Hovsepyan mentioned that when the EU
declares that its `doors are not open for everyone’ it
means not only Turkey, but also the countries of South
Caucasus, including Armenia.

On this score, Mr. Hairikyan said that the EU is first
of all a system of values; if you don’t accept this
system, you have no chance of membership.
