The former official of Yerevan Municipality is accused of illegal land allocation

According to the criminal proceedings initiated by the RA Anti-Corruption Committee, the former head of the Architecture and Urban Planning Department of Yerevan Municipality during 2010-2018 caused significant damage to the legal interests of the state by abusing his official powers.


In particular, during the preliminary investigation, it was found that the said official prepared and submitted false data to the mayor in order to illegally complete the process of changing the operational purpose of a 2500 square meter plot of land located at one of the addresses in Yerevan and illegally alienate it to the son of the deputy mayor.


In addition, in order to register the property rights of the real beneficiary of the SP company, the wife of the head of the bodyguard of the 3rd President of RA, over a part of the plot occupied by one of the restaurant complexes, the latter made a false conclusion regarding the building built by the company in the area of ​​the Student Park, and contrary to the norms established by the RA Land Code, the plot was illegally expropriated for more than 24 million drams to the said company, as a result of which significant damage was caused to the rights and legal interests of the community.


During the preliminary investigation, charges were brought against the former official of Yerevan Municipality. The criminal investigation has been completed.

The SRC president accepted the technical mission of the World Bank

Eduard Hakobyan, the chairman of the RA State Revenue Committee, hosted the representatives of the World Bank’s technical mission of consulting and analytical services implemented within the framework of the “Crossroads of Peace” initiative. This is reported by SRC.


Welcoming the participants of the meeting, Eduard Hakobyan emphasized the key role of the World Bank, highlighting the continuity and further expansion of the long-term cooperation formed with the organization. Reference was also made to a number of currently implemented programs, in particular, the digitalization of the customs system, the simplification and modernization of processes, as well as the programs related to the use of artificial intelligence tools in the customs body.


During the meeting, issues related to the start of the second phase of technical assistance provided by the World Bank within the framework of the “Crossroads of Peace” initiative were discussed, as well as the scope of assistance provided for the purpose of designing the TRIPP business model.


The parties have reached an agreement to clarify the scope of support to be provided by the World Bank, including in the field of digital connectivity, after separate targeted meetings.

Symptom of exhausted power

Davit Tadevosyan was appointed Minister of High-tech Industry, replacing Mkhitar Hayrapetyan. This is the only personnel change of the new government. The other ministers kept their positions.


Usually, after the parliamentary elections, the government with a new mandate presents itself with new programs, priorities and personnel solutions.


This time, however, the opposite happened. Nikol Pashinyan’s government kept its composition almost unchanged.


Such an approach proves that the government has exhausted the potential to form new ideas and initiatives. Otherwise, at least those ministers whose activities have been the target of public dissatisfaction for a long time would leave their positions. The almost unchanged composition is not an indicator of stability, but of management stagnation. It shows that the government is no longer able to restore the public’s trust and prefers to maintain the exhausted model.


Conservative personnel policies are often presented as “stability”. However, when the same team remains unchanged for years, and the criticized ministers remain in their positions, it is institutional fatigue. The team begins to act not with the logic of solving new challenges, but with the logic of preserving its own existence. Changes are made not for systemic revision, but for internal balance or local problem solving.


Political history shows that long-term governments lose the initiative at this stage. They stop proposing a new story and start defending the old one.


When the mandate is not used to renew the team and form a new agenda, it means that there is no new agenda anymore. Only inertia remains. The unchanged composition conveys a simple message to the public. “We don’t see problems that require new people and approaches.”


This is a symptom of fatigue.


Such stagnation usually precedes a deep crisis. When the government no longer offers new ideas, does not renew the team and does not respond to public expectations, it loses initiative and turns into a system moving with inertia. The almost unchanged composition of the government is a political diagnosis. the current government has entered the stage of exhaustion, and personnel stagnation is its most telling manifestation.


When the government stops making history, it itself becomes history.

Asbarez: Baku Raves About Exerting Pressure on Israel to Foil Armenian Genocid

Azerbaijan’s government on Tuesday admitted that it exerted pressure on Israel and its prime minister, Benjamin Netanyahu, to foil a vote by that country’s parliament—the Knesset—to recognize the Armenian Genocide.

The Israeli cabinet recognized the Armenian Genocide, in what has been largely seen as a move to antagonize Ankara, amid the continuing turmoil in the Middle East. That recognition would have needed approval by the Knesset, which went into summer break and indefinitely delayed the vote.

Last month, the Israeli Haaretz newspaper, citing sources close to the government, reported that the Knesset did not vote to recognize the Armenian Genocide due to pressure from Azerbaijan on Netanyahu.

Speaking to the Turkish Television channel Haber Global, Hikmet Hajiyev, the chief foreign policy aide to President Ilham Aliyev of Azerbaijan, said that his government took immediate action upon learning about the Israeli government’s vote.

“As soon as this issue arose, Azerbaijan, on the instructions of Mr. President [Aliyev], began intensive diplomatic efforts. We also conveyed our messages to the Israeli side that the adoption of such a decision would, first of all, be unfair, and would not reflect historical reality, adding that we did not consider its adoption advisable,” Hajiyev told the Turkish media outlet.

“The positive side is that the Israeli side took Azerbaijan’s messages seriously. We believe that further progress on this issue has been prevented,” the top adviser added.

All previous attempts to officially recognize the Armenian Genocide in Israel have failed. The decision came amid heightened tensions between Turkey and Israel, with Ankara accusing Netanyahu’s government of committing genocide in Gaza.

The Armenian government has been cautious in its response to the discussions. Prime Minister Nikol Pashinyan, in response to a question, last month said: “We see no need to respond, because we believe that not engaging in the issue of the weaponization of the Armenian Genocide is in the interests of the Republic of Armenia.”

Lemkin Institute Supports Women’s Delegation to Baku Proposed by Vartanyan’s

The Lemkin Institute for Genocide Prevention on Tuesday welcomed and voiced its full support for the initiative announced by Veronika Zonabend, the wife of imprisoned former Artsakh State Minister Ruben Vardanyan, to organize an international women’s humanitarian delegation to Baku, in order to meet with the Armenian hostages there, including her husband.

Zonabend, who announced her initiative in May, repeated her appeal last week, urging the human rights defenders of both Armenia and Azerbaijan to actively address the issue and called on Prime Minister Nikol Pashinyan to form an ad-hoc committee to oversee her request.

Zonabend said on Friday that none of the entities she had directed her appeal to, including rights and humanitarian organizations, had reacted to her proposal.

Hence, the Lemkin Institute’s statement on Tuesday shines a spotlight on Zonabend’s efforts to pursue this effort.

“Vardanyan is being illegally and arbitrarily held in Baku with other former Artsakh officials as well as Armenian prisoners of war (POWs), some of whom have been held since 2020 despite a Ceasefire Agreement that required the exchange of all prisoners,” the Lemkin Institute said.

Below are excerpts from the institute’s announcement on Tuesday.

After gaining full control over the territory of Nagorno-Karabakh through aggression and genocide, Azerbaijan took dozens of Armenians hostage, most of them officials in the government of the Republic of Artsakh. These hostages were falsely charged with terrorism and other high crimes. They have since been held in deplorable conditions, subjected to torture, and forced to undergo show trials. Azerbaijan additionally closed the office of the International Committee of the Red Cross in Baku, leaving the Armenian hostages and POWs without international humanitarian support and monitoring. A May 2026 report from the International Commission of Jurists stressed that the ongoing trials of Armenian hostages do not comply with international human rights standards or law. In general, Azerbaijan has failed to meet the demands of international organizations to release the hostages. Azerbaijan is among the least democratic countries in the world with ever deteriorating human rights conditions. The Lemkin Institute considers Azerbaijan to be a genocidal state.

Azerbaijani President Ilham Aliyev harbors a unique hatred of Armenians, which he has institutionalized across the government and within the education system. This adds to the precarity of the Armenian hostages being held in Baku.

It is within this context that Ms. Zonabend has initiated a humanitarian mission to Baku in the hopes of meeting with her husband and other captives. Ms. Zonabend and her husband have dedicated their lives to various international humanitarian projects, one of the most prominent of which is the Aurora Humanitarian Initiative. It is time for the international community to extend its full humanitarian support to them.

The Lemkin Institute urges the governments of the US, Canada, the UK, the EU, and EU member states to support this humanitarian mission by using their diplomatic presence in Azerbaijan to guarantee the safety and security of Ms. Zonabend and other women visiting Baku.

We further urge human rights advocates, influential individuals, political figures, and all relevant international organizations, particularly those involved in human rights and genocide prevention, to join in supporting the the wives and family members of the imprisoned Armenians to accomplish their basic rights to visit their beloved ones in Baku.

The world must act to save the Armenian hostages. Demonstrations of humanity in this case will amplify efforts to combat the accelerating evil in the world during such challenging times.

Jerusalem ANC Condemns Attack on Armenian Church, Quarter

The Armenian National Committee of Jerusalem issued a statement on Tuesday strongly condemning a recent attack in the Armenian Quarter, during which six religious Jewish Israelis allegedly spat on the entrance of St. James Cathedral and threw stones toward the homes of Armenian residents.

The incident, which occurred on Sunday, drew law enforcement and resulted in the arrest of six individuals believed to be responsible for yet another attack on the Armenian Quarter in Jerusalem.

The Times of Israel reported that the six alleged assailants also threw stones at the wall of the compound, which is the headquarters of the Armenian Church in the region and the home of its top local cleric. Local police said that five of the suspects were minors, and one was an adult.

According to a local Armenian journalist, Kegham Balian, the suspects saw an Armenian woman filming them, and yelled at her, “Get back inside, you daughter of a w****!”

Video of the incident showed one suspect hurling stones, reportedly at the woman filming them.

Balian also reported that the Armenian Patriarchate filed a formal complaint.

In its statement, the ANC of Jerusalem said the incident forms part of a continuing pattern of harassment, intimidation and violence targeting Jerusalem’s Armenian community. It warned that the repeated attacks have created a climate of impunity, fuelled by the lack of consistent law enforcement and prosecution.

The ANC of Jerusalem called on Israeli President Isaac Herzog to “publicly condemn the attack and reaffirm Israel’s commitment to protecting the safety, dignity and fundamental rights of all religious and national communities.” It also urged Israeli authorities to conduct an immediate, impartial investigation and bring those responsible to justice.

International human rights organizations, diplomatic missions and the broader international community were also urged to closely follow the situation and take meaningful steps to safeguard the rights, security and historic presence of Jerusalem’s Armenian community.

Six suspects were arrested after allegedly throwing rocks and spitting at the Armenian Cathedral of St. James in Jerusalem’s Old City, Israel Police announced on Sunday.

Yerevan Says it Has Not Received Such a Proposal

The Italian government is proposing to create a network of centers outside the European Union dedicated to the management and return of what the country is calling “irregular migrants,” based on cooperation with countries of origin and transit.

The idea was first put forward by the Italian premier Giorgia Meloni at the end of June, after gaining approval of the new EU regulation on returns.

The proposal was to have been presented by Italy’s Interior Minister Matteo Piantedosi on Tuesday at the extraordinary Council of European Union interior ministers. The meeting was organized, Euro News reported, after the migration emergency that erupted in Ceuta, the Spanish enclave on Moroccan territory, where over the course of the last few days, as many as 70,000 migrants forced their way into the autonomous Spanish territory.

Armenia is among the initial list proposed by Italy. Potential other candidates included on the list are Ghana, Senegal, Tunisia, Libya, Mauritania, Egypt, Uganda, Ethiopia, Uzbekistan and Montenegro.

Uganda is among the options considered most concrete. Germany, Austria and the Netherlands are reported to have already expressed interest in possible projects in the African country. The question of the resources needed to fund the project, however, remains open, although under the Italian proposal the initiative would be financed by the EU.

Armenia’s Foreign Ministry on Tuesday said the EU had not submitted such a proposal to Yerevan, thus the matter has not been discussed by Armenia.

“No such proposal was made to us [i.e. Armenia], no such matter was discussed with us,” Armenian foreign ministry spokesperson Ani Badalyan said.

On August 6-7, another session of the Eurasian Intergovernmental Council will be held in Cholpon-Ata, Kyrgyzstan.

The agenda includes a wide range of issues related to the development of Eurasian integration, industrial cooperation, technological and digital transformations, as well as customs regulation and economic stability.

Nikol Pashinyan will also take part in the session, who in a briefing with journalists the other day made very harsh and worrying assessments about the activity of the structure.

In particular, referring to the obstacles and restrictions on the export of Armenian products, Pashinyan stated:

“The EAEU is a platform where I will raise all the issues related to our agenda. I will say what I said in the briefing. I said in the briefing that the EAEU is paralyzed. If the EAEU contract is not valid, the EAEU is not valid. And the EAEU is de facto paralyzed, and the paralysis shows tendencies to deepen. If this issue is not resolved quickly, I am 100% sure that the Republic of Armenia will overcome this problem, EAEU will not.”

Pashinyan warned that if these issues are not resolved quickly, it could be “the beginning of the end of the EAEU”, while emphasizing that he is going to Cholpon-Ata to use the EAEU platform and raise all issues on the Armenian agenda.

This will be the third time that Pashinyan talks to his colleagues on this topic.   However, at the upcoming meeting in Cholpon-Ata, these approaches will once again face serious resistance due to several key factors. First, there is the incompatibility of the given format with the nature of the problem.

EAEU intergovernmental council is primarily a platform for economic, commercial and technical regulations. In the case of Armenia, restrictions and obstacles of an economic nature actually acquired a political context or became a lever to achieve geopolitical concessions, that is, they are a reaction to the foreign policy conducted by Armenia, because Russia does not separate economic and political relations. Therefore, it seems almost impossible to solve them at the intergovernmental level. However, it is certainly possible to raise the issue and hold discussions and, perhaps, it will be successful.

Another important circumstance is that for EAEU member states, the concerns expressed by the Armenian side remain secondary, as long as there are deep cracks of trust between Yerevan and Moscow.

According to the logic of at least most of EAEU partners, judging by the statements of the leaders, Armenia’s policy of using economic privileges on the one hand, and deepening integration processes in the western direction on the other hand, is considered as a systemic risk.

As a result, Pashinyan’s demands and complaints are not perceived by the partners of the union as partnership dialogue, but are accepted as mere grievances, especially when the demand put before RA at this moment is not acceptable for the Armenian side.

In the background of all this, Nikol Pashinyan’s participation in this session turns into another platform not for recording practical results, but exclusively for raising political noise and informational background.

In this situation, the fundamental question remains: what consequences can these deepening contradictions have for Armenia’s internal and external economy? If the obstacles and restrictions on the export of Armenian goods within the framework of EAEU continue to remain in the air, and the political demands take a practical course, the Armenian business may face a serious crisis.

At the same time, it should be taken into account that the diversification of the economy is an extremely complicated and long-term process, and finding new markets, especially in Europe with high competition and strict standards, faces serious obstacles for Armenian producers. As a result, in the absence of fast alternatives, attempts to redirect markets can lead to serious economic losses.

In the short term, this visit and the expected statements, if they are aimed at escalating the situation and hardening the rhetoric, will significantly complicate the atmosphere of Armenian-Russian and general Eurasian relations.

Moscow and other partners, being dissatisfied with Yerevan’s dual policy and harsh assessments, in their turn, can apply additional economic or administrative levers.

As a result, the Cholpon-Ata session will not smooth out the existing sharp corners, but may become a new starting point for the further breakdown of bilateral trust and another diplomatic confrontation.
