On March 16, the delegation of the Federal Assembly of the Russian Federation led by the Deputy Speaker of the RF FA Federation Council, the Co-Chair of the Inter-Parliamentary Commission Yury Vorobyov arrived in Armenia to take part in the works of the 36th Meeting of the Inter-Parliamentary Commission on Cooperation between the Armenian National Assembly and the RF Federal Assembly, ARMENPRESS was informed from the parliament of Armenia.

Zakharova answers the journalist’s question about the possible withdrawal of Armenia from the CSTO

YERERVAN, MARCH 16, ARMENPRESS. On March 16, the official representative of the Russian Foreign Ministry, Maria Zakharova, addressed the journalist’s question about the possibility of Armenia leaving the Collective Security Treaty Organization (CSTO).

ARMENPRESS reports, Zakharova noted that on September 13 and October 28, 2022, extraordinary sessions of the CSTO Collective Security Council were held, the then Secretary General of the organization Stanislav Zas and the mission led by Chief of the CSTO Joint Staff Colonel-General Anatoly Sidorov visited Armenia.

The Russian diplomat reminded that a plan to deploy a CSTO observation mission in Armenia was prepared, and the development of the relevant decision was practically completed at the meeting of the organization’s statutory bodies held in Yerevan.

“At the same time, due to certain demands of Armenian partners, which were problematic for other CSTO members, it was not possible to take this decision,” said Zakharova.

At the beginning of January, Prime Minister Nikol Pashinyan announced that Armenia refused to host the “Indestructible Brotherhood-2023” military exercises of the collective rapid reaction forces of the CSTO in its territory. And on March 10, it became known that Armenia, according to the relevant procedure, applied to the CSTO to give up its quota of the CSTO Deputy Secretary General.




4.8 magnitude earthquake occurred in Turkey

YEREVAN, MARCH 16, ARMENPRESS. A 4.8 magnitude earthquake occurred in Bolu province in the north-west of Turkey, ARMENPRESS reports, citing Turkish “Anadolu” agency.

According to a source, the Turkish government’s Disaster and Emergency Management Authority (AFAD) reported that the tremors were recorded at 13:55 local time.

The epicenter of the earthquake was located in Bolu, the epicenter was at a depth of 8.13 km.

Congratulating on his appointment, the Deputy Foreign Minister wished the Ambassador success in his difficult and responsible work.

During the meeting, the interlocutors touched upon the opportunities to develop the bilateral agenda, and emphasised the importance of expanding cooperation in areas of mutual interest, including on multilateral platforms.

Paruyr Hovhannisyan briefed on the daily deteriorating humanitarian situation in Nagorno-Karabakh resulting from Azerbaijan’s blockade of the Lachin corridor and the recent developments. The importance of the decision made by the International Court of Justice on February 22 was highlighted, where along with others, Azerbaijan is obliged to take all necessary measures to ensure unimpeded movement of persons, vehicles and cargo along the Lachin ցorridor in both directions. The Deputy Minister also briefed upon the vision of Armenia in the normalisation process of relations between Armenia and Azerbaijan.

On March 16, Deputy Foreign Minister of Armenia Vahan Kostanyan received the delegation of the Iraq-Armenia Friendship Group of the Council of Representatives of the Republic of Iraq, headed by Mօhammed Siddik Mohammed, the Chairman of the Group, ARMENPRESS was informed from MFA Armenia.

Welcoming the members of the delegation, Vahan Kostanyan highly appreciated the positive development dynamics of the multi-faceted relations with Iraq, particularly emphasising the role and efforts of the parliaments of the two countries.

The sides discussed a wide range of issues on the agenda of bilateral cooperation, including Armenian-Iraqi cooperation in the spheres of economy, healthcare, education and tourism. The activation of the works within the framework of the Armenian-Iraqi Intergovernmental Commission, as well as political consultations between Foreign Ministries were stressed.

During the meeting, regional security and stability issues were discussed. The Deputy Minister briefed on the normalisation process of Armenia-Azerbaijan relations, as well as the situation in the region resulting from the blockade of the Lachin corridor by Azerbaijan. Vahan Kostanyan underscored the inadmissibility of Azerbaijan’s speculations of the religious factor, as well as the groundless attempts to disrupt the traditional warm relations between Armenia, the Armenian people and the Arab world, noting that Armenia has traditionally friendly relations with the vast majority of Arab states. Vahan Kostanyan expressed gratitude to friendly Iraq for its unbiased position.

FORT LEE and MONTVALE, NJ 
 On Saturday, April 15 at 2:00 pm, the Armenian National Committee (ANC) of New Jersey and the Armenian Youth Federation-Youth Organization of the Armenian Revolutionary Federation (AYF-YOARF) New Jersey “Arsen” Chapter will host their annual Armenian flag raising ceremony at Fort Lee Borough Hall.

Fort Lee Mayor Mark J. Sokolich will present a proclamation.

The annual Armenian flag raising ceremony is held in commemoration of the Armenian Genocide and in remembrance of the martyrs who perished at the hands of the Ottoman Turks 108 years ago on April 24, 1915. The commemoration will also acknowledge that the Armenian people face a continual threat of ethnic cleansing and genocide, and honor those whose live were taken as a result of Azerbaijan’s aggression and in 2020. 

There is, today, an immediate danger of genocide threatening the women, children, elderly and disabled Armenian population in Artsakh. Since December 12, 2022, Azerbaijan has illegally blockaded the Berdzor (Lachin) corridor, which is the only lifeline connecting Artsakh to the outside world. For over 90 days, the 120,000 indigenous Armenians of Artsakh have been held hostage with no access to food, medicine and other vital necessities. Azerbaijan cut off Artsakh’s access to gas and electricity for several days at a time, in sub-zero temperatures. These actions culminate to further the goal of unrepentant genocide perpetrators.

The event will include participation from the Armenian Relief Society (ARS) of Eastern USA “Agnouni,” Bergen County “Armenouhi” and “Shakeh” Chapters, Hamazkayin Armenian Educational and Cultural Society of NJ, Homenetmen of New Jersey and Nareg Armenian School. 

The following week, on Saturday, April 22 at 4:00 pm, the ANC of NJ will host its annual Armenian Genocide commemoration event at the Genocide Memorial at Huff Pond in Montvale, New Jersey.

 

Founded in 1934, the AYF-YOARF New Jersey “Arsen” Chapter continues to work to unite Armenian youth and organize activities in the New Jersey area. The New Jersey “Arsen” Chapter has Senior and Junior groups. The chapter sets out to achieve its goals and objectives throughout the year, through events such as the annual flag raising ceremony at Fort Lee commemorating the Armenian Genocide, fundraisers for Artsakh and Camp Javakhk, a Junior Seminar send off dance and an annual Junior Christmas social. The AYF-YOARF’s five pillars (athletic, cultural, educational, political, social) guide this chapter and help keep its membership active and at the forefront of the Armenian cause at all times.


Francophonie Days promotes French culture and language – ambassador

YEREVAN, MARCH 15, ARMENPRESS. The annual Francophonie Days event in Armenia promotes the French language and culture, the French Ambassador to Armenia Anne Louyot said at a press conference.

She said that the Francophonie Days is one of the most important programs of the embassy’s cultural agenda.

“In 2023, the embassy is happy to present over 20 events in Yerevan and in provinces dedicated to French language and culture,” the Ambassador said, adding that the program will feature film, music, theater, debates, contemporary arts and French language competition.

“I’d like to thank all colleagues who contribute to spreading Francophonie,” she added.

The Minister of Education, Science, Culture and Sport Zhanna Andreasyan attached importance to the event, stressing that the International Day of Francophonie brings together over 320,000,000 Francophones, giving the chance to celebrate solidarity and the desire to live together, and presenting the values of Francophonie.

“Armenia is participating in all events and initiatives within the framework of the International Organization of La Francophonie with great responsibility and activeness,” Andreasyan said, expressing conviction that the events will promote the spread of French language and culture, as well as provide new possibilities for strengthening cooperation.

The Ambassador of Switzerland to Armenia, Lukas Rosenkranz, who is the president of the association of Francophone ambassadors, described the International Organization of La Francophonie as a unique platform that develops cultural, educational and economic relations between member countries through common language.

He said the political component of La Francophonie prioritizes strengthening peace, human rights and democracy, and freedom of press. “And I hope that these events will allow the Armenian society to have an understanding about the cultural wealth of La Francophonie. “

The La Francophonie Days will be launched March 18.

Major constitutional amendment on continuity of government passes first reading in Nagorno Karabakh parliament

YEREVAN, MARCH 15, ARMENPRESS. The Nagorno Karabakh parliament adopted at first reading the bill on a major constitutional amendment seeking to empower the parliament to elect an interim president in case of the incumbent’s resignation during martial law.

The bill was proposed by President Arayik Harutyunyan himself.

The First Deputy Chief of Staff of the Presidential Administration Zhirayr Mirzoyan told lawmakers that the move seeks to “ensure stability and continuity of the state administration system.”

The bill passed first reading unanimously.

Comprehensive peace treaty must include guarantees of rights and security of NK Armenians – European Parliament report

YEREVAN, MARCH 15, ARMENPRESS. The European Parliament adopted the resolution on the EU-Armenia relations. 534 MEPs voted in favor, 10 voted against, while 66 abstained.

Amendments to the report were proposed, particularly to condemn the continuing blockade of Lachin Corridor which deteriorates the humanitarian crisis in Nagorno Karabakh, and to condemn the “March 5 incident” between Azerbaijan and the Armenians of Nagorno Karabakh which led to deaths and jeopardized the peace process. The verbal amendments were also adopted.

The report noted that “over more than three decades, the Nagorno-Karabakh conflict as well as the recent incursion by Azerbaijan into Armenian sovereign territory have resulted in tens of thousands of casualties, immense destruction and the displacement of hundreds of thousands of people…”

It further noted that “in September 2022, Azerbaijan attacked three Armenian provinces: Gegharkunik, Syunik, and Vayots Dzor; whereas Armenian authorities reported that the attack had resulted in the occupation of 220 km2 of Armenian sovereign territory, that it had left 201 people, both military and civilian, dead and that 27 people remain missing…”

“Azerbaijani military actions follow worrying statements by Azerbaijani authorities referring to the territory of the Republic of Armenia as Azerbaijani ancestral land and threatening to use force; whereas, since December 2022, civilian traffic between Armenia and Nagorno-Karabakh on the Lachin corridor has been blocked, which has had a negative impact on the deliveries of food and other essential supplies and services to the region,” reads the report, in part.

The report mentions that Armenia made a 16-point improvement on Transparency International’s Corruption Perceptions Index over the five years  from 2016 to 2021, and Armenia has the leading position in its neighbourhood in the Economist Intelligence Unit 2021 Democracy Index and the Reporters Without Borders 2022 World Press Freedom Index and that Armenia has improved its positions in the World Bank’s Women, Business and Law 2022 report, the Global Startup Ecosystem Index Report 2022, and the World Economic Forum Travel and Tourism Competitiveness Report 2021.

The European Parliament “considers that the armed Nagorno-Karabakh conflict between Armenia and Azerbaijan, which over the years has caused immense suffering and destruction, has significantly hampered the socio-economic development and stability of the whole South Caucasus region; is convinced that durable and sustainable peace between Armenia and Azerbaijan cannot be achieved through military means and the threat of  force, but requires a comprehensive political settlement in accordance with international law, including the principles enshrined in the UN Charter, the 1975 OSCE Helsinki Final Act, namely the non-use of force, territorial integrity and the equal rights and self-determination of peoples, and the OSCE Minsk Group’s 2009 Basic Principles and all the agreements reached between the two parties, including the Alma Ata 1991 Declaration;

Reaffirms that, in order to be effective, a comprehensive peace treaty must include provisions that guarantee the integrity of Armenia’s sovereign territory, the rights and security of the Armenian population residing in Nagorno-Karabakh and other conflict-afflicted areas, and the prompt and safe return of refugees and internally displaced people to their homes; recalls that the root cause of the conflict, which is the situation and security of the Armenian population of Nagorno-Karabakh and the status of the formerly autonomous region, remains unresolved; calls on the international community to keep its attention on this conflict, which is a matter of stability and security for the whole region;

Strongly condemns the large-scale military aggression by Azerbaijan in September 2022 against multiple places in the sovereign territory of Armenia, which constituted a serious breach of the ceasefire and contradicted earlier commitments, including those made as part of EU-mediated talks; condemns military incursions into the internationally recognised territory of Armenia since May 2021; recalls that this follows violations of the territorial integrity of the Republic of Armenia as reported in May and November 2021; urges the return of all forces to their positions held on 9 November 2020 and stresses that the latest September aggression has no direct link to the long-lasting conflict over Nagorno-Karabakh; reiterates that the territorial integrity of Armenia must be fully respected in line with international law and the UN Charter and calls on the Azerbaijani authorities, therefore, to immediately withdraw from all parts of the territory of Armenia and to release the POWs under their control; urges the EU to be more actively involved in settling the conflict between Armenia and Azerbaijan; emphasises that both sides have to respect the principle of territorial integrity, which is key for peace in the region;

Condemns the blockade of the Lachin corridor; urges Azerbaijan to remove any obstacles that would hinder freedom and security of movement along that corridor as stipulated by the trilateral statement of 9 November 2020; calls on Armenia and Azerbaijan to address all concerns relating to the functioning of the Lachin corridor through dialogue and consultations with all the parties involved…”

The EP also condemns in the strongest possible terms the torture, mutilation and killing of Armenian military personnel, including women, and eight unarmed Armenian POWs by Azerbaijani armed forces in September 2022; deplores the fact the perpetrators filmed these heinous acts and posted them on social media themselves; takes note of reports by human rights groups, in particular by Human Rights Watch, classifying this act as a war crime; calls for a full independent and impartial investigation to identify those responsible and hold them accountable for their actions.
