Ankara Hopes Turkish, Armenian Peoples Can Mend Ties – Defense Minister

MOSCOW (UrduPoint News / Sputnik – 06th April, 2023) Ankara hopes that the Turkish and the Armenian peoples can establish relations of friendship and cooperation, Turkish Minister of Defense Hulusi Akar said on Thursday.

Armenia and Turkey, lacking diplomatic relations since 1993, launched the process of normalizing relations in 2022. The root cause of their estrangement has been Turkey's opposition to the process of international recognition of the 1915 Armenian genocide in the Ottoman Empire.

"Turkey continues to believe that the Turkish and the Armenian peoples, which have lived together in tolerance and peace for centuries, can establish relations of friendship and cooperation," Akar said, as quoted by Turkish newspaper Aydinlik.

Turkish President Recep Tayyip Erdogan "has said at every opportunity and every platform" that Ankara is open to an objective inquiry into the events of 1915 by historians, Akar added.

"We repeat our call on this issue. Armenia, like Turkey, should open its archives to historians of international acclaim, come to terms with their findings and not worry about it. However, so far we have received no response to our call," he said.

The 1915 Armenian Genocide has been recognized by 34 countries to date, including Russia, Argentina, Brazil, Canada, France, Germany, Italy, Mexico, and the United States, as well as by the European Parliament and the World Council of Churches. According to estimates, 1.5 million Armenians were killed in the Ottoman Empire in the early 1900s.

Turkey has repeatedly denied the accusations of genocide, claiming that the killings were part of hostilities during World War 1.

Armenians Used as Proxy Directors by Eastern European Oligarchs

Dozens of Armenian citizens acted as proxy directors for a network of companies used by Eastern European oligarchs to move millions of dollars, transfer assets from closed banks abroad, and pay for lobbying services in the United States, according to an investigation by Forensic News and Hetq.

Many of the companies are shareholders of each other and nearly all of them have similar websites that were created by two men. Some of them were directly involved in the Russian Laundromat scandal, which saw US$1 billion stolen.

Registered in Central Europe and Southeast Asia, the companies have been allegedly used in various money laundering schemes to cover up crimes and sponsor political campaigns. Money is moved using invoices for goods such as textiles, equipment, and agricultural items, although there was doubt if any physical exchange of goods ever took place.

Mushegh Jabakhjuryan, who was injured in the Artsakh 2020 war, founded Equimach Sp Zoo, a company registered in Poland in 2017, and serves as its board chairman. His company is one of many that have been created with the data of nearly 100 Armenian citizens, who are not fully aware of the purposes.

When reporters asked Jabakhjuryan about his company, he initially denied having ever traveled to Europe, let alone founding a company there. But when they pointed to the photographs he had posted on social media of himself visiting Europe, he became angry and refused to talk.

His neighbor, Gevorg Setyan, who accompanied him on his European trip, registered the Polish Agrofusion Sp z.o.o. company in his own name. Setyan, who drives a cab in Armenia’s capital, was also involved in the creation of the company, but from contacts with him, reporters concluded that he might have not “understood the bigger picture” of the story he was involved in.

Reporters who interviewed many directors said they don’t want to talk about their European trips or admit who invited them to Europe and for what purpose. Many of them only knew they were invited to Europe by friends, where they stayed in the best hotels and then returned home.

In the case of a company called Agrofusion, reporters found that it has sent and received millions of dollars from Russian, Ukrainian, and Moldovan companies and has accounts at the Polish banks ING Bank Slaski and Bank Ochrony Środowiska S.A.

Agrofusion also acted on behalf of Mountain Group Limited, which has Aleksander Mamut, a Russian oligarch who has been sanctioned by the President of Ukraine, as an ultimate beneficiary.

According to the investigation, Baltic banks are becoming more vigilant towards companies that have accounts in their banks due to previous scandals. Consequently, criminals have shifted their illegal activities to other countries, with the Czech Republic being one of them.

The laxness of Czech law enforcement agencies about company registration requirements is creating gaps, senior analyst at Transparency International in the Czech Republic Marek Chromy told reporters.

But as for Armenia, there are those who are now set on cracking down on such proxy schemes.

“If there is money laundering, wherever it takes place, they [Armenian authorities] will come after those people,” said Ara Ghazaryan, an attorney and specialist in international law.

And while the country will not extradite its own citizens should they commit such crimes abroad, Ghazaryan notes that this kind of protection ultimately will not save them.

“Armenia will be obliged to prosecute them here,” she said.

Iran’s Shamkhani to host Armenian counterpart in Tehran

TEHRAN, Apr. 07 (MNA) – Armenian sources reported that the Secretary of Armenia's Security Council Armen Grigoryan will pay a working visit to Tehran on Sunday and will meet with the Secretary of the Supreme National Security Council of Iran.

The Secretary of Armenia's Security Council Armen Grigoryan will pay a working visit to Iran's capital Tehran on April 9, the press service of the Security Council reported.

It said that during this visit to Tehran, Grigoryan is scheduled to meet with the Secretary of the Supreme National Security Council of the Islamic Republic of Iran Ali Shamkhani.

In his last year's meeting with this Armenian official, Shamkhani stated that the Islamic Republic of Iran is ready to use its capacities and facilities to establish lasting peace in the South Caucasus region.

Grigoryan had also stated that the Islamic Republic of Iran plays an important role in the development of relations between South Caucasus countries and in ensuring the security of the region.

Armenia to take part in US-led military drills

Armenia has announced it will take part in two US-led military drills in Europe in 2023, after the announcement and then retraction of Armenia’s participation in the Defender 23 international military drills. 

On Thursday, Armenia appeared on a list of 26 countries participating in the US-led Defender 23 multinational military drills in Europe, set to take place from 22 April to 23 June. A few hours later, Armenia was removed from the list.  

Armenia’s Defence Ministry spokesperson did not explain the change, but told state news agency Armenpress that the country ‘is planning to participate in two other military exercises organised by the US army command in Europe — KFOR (Kosovo Force) and Saber Junction military exercises’. 

The US Defence Department reportedly told an Armenian journalist that questions about Armenia’s removal from the list should be addressed to the Armenian government. 

According to RFE/RL, Armenia was also close to joining a US-led military training in 2021 but withdrew at the last minute. 

The news about Armenia’s participation in the drills came against a background of increasingly tense relations between Armenia and Russia, its long-term strategic ally. 

Relations between the two countries have been strained since the end of the Second Nagorno-Karabakh War, particularly following outbreaks of violence between Armenia and Azerbaijan. 

Recently, tensions between Moscow and Yerevan have further increased, with Armenia agreeing in January to host a two-year EU Monitoring Mission, and, in March, signalling its intent to ratify the Rome Statute of the International Criminal Court (ICC).

Moscow has not yet commented on Armenia’s decision to participate in the US drills, but senior officials have frequently criticised Armenia’s growing ties with the West. Last week, Russia banned dairy imports from Armenia, in a move widely seen as an attempt to exert pressure on the country.  

Yerevan has, in turn, criticised Russia and the Russia-led Collective Security Treaty Organisation (CSTO) for not providing military support to Armenia during conflicts with Azerbaijan following the Second Nagorno-Karabakh War. Earlier this year, the Armenian government refused to host CSTO exercises, having also refused to participate in the exercises in 2022. 

Armenia also declined to appoint a deputy secretary-general of the CSTO and did not agree to the deployment of a CSTO peacekeeping force to the Armenia-Azerbaijan border.


Pentagon removes Armenia from Defender 23 participant list

PanARMENIAN.Net - The Pentagon has removed Armenia from a statement about Defender 23 exercise in which the country was said to participate.

"This annual, nearly two-month long exercise is focused on the strategic deployment of U.S.-based forces, employment of Army pre-positioned stocks and interoperability with European allies and partners," said deputy Pentagon press secretary Sabrina Singh, during a briefing on April 5. When it was first reported that Armenia too was supposed to participate in the drills, no reaction was available from Yerevan.

The Defender 23 exercise is led by U.S. Army Europe and Africa and has been planned since 2021. The exercise is designed to demonstrate the U.S. military's ability to rapidly deploy combat-credible troops and equipment to assure allies, deter those who would threaten the peace of Europe and defend the continent from aggression. The exercise also demonstrates the commitment of European nations to increase the scale, capability and interoperability of their own militaries.

In addition to the United States, troops from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czechia, Denmark, Estonia, France, Georgia, Germany, Greece, Hungary, Italy, Kosovo, Moldova, Montenegro, Netherlands, North Macedonia, Poland, Romania, Slovenia, Spain, Sweden and the United Kingdom will all take part in Defender 23.

Armenian Parliament speaker ‘apologises’ for spitting on ARF member

Armenian parliamentary speaker Alen Simonyan has apologised for spitting at a member of the Armenian Revolutionary Federation (ARF) in central Yerevan.

Simonyan spat on Garen Megerdichian after the latter called him a ‘traitor’ on Sunday.

On Thursday, Simonyan wrote an apology post on Facebook after facing calls to resign.

‘I'm sorry I got out of line’, read Simonyan’s post. ‘Indeed, democracy implies that an official must and can be criticised, and why not? Provocations could also take place. We must not give in to them’.

‘I want to apologise to all CITIZENS of the Republic of Armenia’, Simonyan wrote.

Megerdichian, who does not hold Armenian citizenship, is not mentioned in the post.

Megerdichian claimed that Simonyan ordered his guards to overpower him and then spat in his face in a popular dining area in central Yerevan.

Many in Armenia criticised Simonyan’s behaviour, including the country’s first president, Levon Ter-Petrosyan, who demanded that the ruling party sack the parliamentary speaker. 

However, members of the ruling Civil Contract party have ruled out firing Simonyan.

The Union of Informed Citizens, a civil society organisation, filed a criminal report about the incident to the Prosecutor’s Office, however, they have yet to respond to or comment on the complaint.

Daniel Ioannisyan, the group’s programme director, told RFE/RL that Simonyan’s actions could be described as ‘hooliganism’ under Armenia’s criminal code.

In 2021, Armenia’s then–Minister of High Tech Industry, Hakob Arshakyan, was caught on camera punching a journalist in the face in a cafe in central Yerevan. Arshakyan has since been appointed deputy speaker of parliament.


Pashinyan, Putin Discuss Humanitarian Crisis In Nagorno-Karabakh – Armenian Cabinet

"During a phone conversation, the ongoing humanitarian crisis in Nagorno-Karabakh due to the illegal blockade of the Lachin corridor by Azerbaijan was discussed," the cabinet said in a statement.

Fertility decline in Armenia

According to the latest data published by the statistical committee, in 2022 the birth rate in Armenia decreased even more, d divorces re up.

“And 85% of the divorced do not have children,” Doctor of Medical Sciences Armen Muradyan notes.

He considers last year’s demographics alarming and urgent mesures to improve the situation re needed.

In recent years Armenia has seen many signs of depopulation, with more deaths than births. Experts have been warning of a demographic crisis since 2019. The situation became even more complicated in 2020 due to the coronavirus pandemic and the consequences of the Karabakh war.

According to the statistics committee, 19,195 boys and 17,158 girls were born in 2022. A total of 36,353 children were born, which is 270 less than the previous year.

More boys were born (by 138), and fewer girls (by 408).

Compared to 2021 the number of divorces increased by 91, or 2.1%, with a total of 4,525 divorces.

Most divorces in 2022 were recorded in the capital. However, compared to the previous year, the largest increase in divorce rates was observed in the Syunik region, by about 44%. Divorces increased by 38% in the Vayots Dzor region, by 10% in Yerevan.

Fewer people were getting married. The number of registered unions decreased by 370 (by 2.2%), bringing the total number for 2022 to 16,795.

Previously this service was available only to soldiers, fallen soldiers’ families, and those living in border settlements; now even unmarried and divorced women may benefit.

According to the rector of the Yerevan State Medical University Armen Muradyan, over the past decade the number of marriages in Armenia has decreased by 13%, while the number of divorces has increased by 40%.

Muradyan said that in 1992 the average age of women who gave birth to their first child was 22 years old, and now it is 28 years old.

“These figures are alarming, since the improvement of demographic indicators is a matter of national security for Armenia,” he stressed.

He says that if this trend continues and the average age of first birth reaches 35 years, then “serious investments in health care” will be required. He explains that the rate of natural conception at this age is only 15%.

“The World Health Organization considers the 15% infertility rate alarming. In Armenia, this figure is higher – 16.8%,” Muradyan.

According to the doctor, it is very important for Armenia that at least three children be born in each family only “for simple reproduction.”
