YEREVAN, APRIL 12, ARMENPRESS. The situation on the frontline was “relatively stable” as of 08:00, April 12, the Armenian Ministry of Defense said in a statement.

The Armenian military did not lose any positions in the April 11 Azerbaijani attack, it added.

No “significant ceasefire violations” by the Azerbaijani forces were recorded overnight, the ministry said.

“No significant ceasefire violations by the adversary were recorded overnight. As of 08:00, the situation on the frontline remains relatively stable. The Armenian side doesn’t have any positional losses as a result of the April 11 Azerbaijani provocation. As of this moment there is no change in the health condition of the servicemen who were wounded in the April 11 Azerbaijani provocation (three of the six servicemen are in satisfactory condition, while the other three are in moderate, serious and critical condition),” the Ministry of Defense said in a statement.

On April 11, Armenian troops carrying out engineering works near the village of Tegh close to the border with Azerbaijan came under heavy gunfire in an unprovoked attack. Four Armenian soldiers were killed and six wounded.

Anahit Manasyan confirmed as new Ombudsperson

YEREVAN, JANUARY 24, ARMENPRESS. Anahit Manasyan was confirmed as the new Human Rights Defender of Armenia by parliament.

69 of the 107 MPs took part in the confirmation vote, with all 69 voting in favor of Manasyan’s candidacy.

Manasyan, the Deputy Prosecutor General, was nominated for the vacant position of Ombudsperson by the ruling Civil Contract faction.

The two opposition factions, Hayastan (Armenia) and Pativ Unem (I Have the Honor), strongly opposed Manasyan’s candidacy and did not participate in the vote.

Manasyan, the Deputy Prosecutor General of Armenia, is nominated for the position by the ruling Civil Contract faction.

Lawmakers will also resume debates on the prosecution’s motion seeking to strip MP Mher Sahakyan of immunity to initiate disorderly conduct charges over alleged assault.

YEREVAN, APRIL 12, ARMENPRESS. Lawmakers observed a moment of silence during the plenary session of parliament in honor of the Armenian troops who were killed in action during the April 11 Azerbaijani attack.

Vice Speaker of Parliament Ruben Rubinyan praised the troops for their selfless actions. 

“They fought selflessly, they inflicted heavy losses upon the enemy, the adversary has many casualties. Unfortunately the Armenian side has casualties as well, we have four killed soldiers and six wounded. Let’s wish swift recovery to our wounded troops and honor the memory of the fallen troops with a moment of silence,” Rubinyan said at the session.

Opposition MPs seek to summon top brass for discussions over latest Azeri attack

YEREVAN, APRIL 12, ARMENPRESS. The opposition Hayastan faction of parliament called for a parliamentary discussion with the leadership of the military or other authorized officials over the situation resulting from the April 11 Azerbaijani attack on Armenian troops.

“Although some of our Members of Parliament are now in Syunik province, we have an offer to the leadership of the parliament, summon the leadership of the military or authorized officials to have a discussion with lawmakers during the day, in order to also understand the situation in terms of what the parliament ought to do,” Hayastan faction Secretary Artsvik Minasyan said.

Vice Speaker Ruben Rubinyan told Minasyan that if they prefer an open format discussion, then their questions can be addressed to the Cabinet members during the upcoming question time. Rubinyan said he will speak with the relevant agencies if the opposition wants a closed-format meeting.

Rubinyan and Minasyan agreed to discuss the matter.

MP Mher Sahakyan stripped of immunity

YEREVAN, APRIL 12, ARMENPRESS. Parliament approved the prosecution’s motion asking for permission to launch criminal proceedings against MP Mher Sahakyan for alleged assault, which he claims was self-defense.

65 of the 107 MPs took part in the vote and all voted in favor of stripping Sahakyan of immunity.

Sahakyan, an opposition MP representing the Hayastan faction, is accused of physically attacking MP Vladimir Vardanyan (Civil Contract), the Chairman of the Parliamentary Committee on State-Legal Affairs, during a session of the committee. Vardanyan suffered minor injuries, according to prosecutors.

In a statement released Monday, prosecutors said that Sahakyan’s alleged actions amount to disorderly conduct/infliction of minor bodily injuries under article 297, paragraph 1 and article 171, paragraph 2 of the Criminal Code.

Law enforcement agencies can institute criminal proceedings against a legislator only if parliament gives consent.

Sahakyan claims self-defense.

He claims that during the meeting Vardanyan was about to assault him and that he hit him to avoid getting punched. Vardanyan has denied this version of events and said that Sahakyan made an unprovoked attack.

Armenia to open three new cancer centers in 2023

YEREVAN, APRIL 12, ARMENPRESS. The Pediatric Cancer and Blood Disorders Center of Armenia (under the R.H. Yolyan Hematology Center) plans to launch new services in 2023 which will be of “important significance” for the entire country, Professor Gevorg Tamamyan, the Head of Pediatric Cancer and Blood Disorders Center of Armenia, Chairman and Professor at Department of Pediatric Oncology and Hematology of Yerevan State Medical University, CEO of the Immune Oncology Research Institute told ARMENPRESS.

“The first center will be opened this month, the Center of Cancer Survivors, which will be a meeting point for all children who’ve completed treatment. They will continue to be monitored in this specialized center and will receive both medical and psychological-social assistance,” Tamamyan said.

The Hereditary Cancer Predisposition Clinic will also be opened this year. It is under development with support from the Children’s Health Foundation. The Youth and Adolescent Oncology Project is also in progress. Tamamyan described this program as “unprecedented” for Armenia and noted that even many developed countries don’t have such programs.

The Children’s Immunology Clinic will also be opened in 2023.

Leading researchers and doctors from around the world will gather in Yerevan, Armenia on May 19-21 for the SIOP (International Society for Pediatric Oncology) Asia XV Annual Congress.

YEREVAN, APRIL 12, ARMENPRESS. A senior lawmaker has revealed details on the April 11 unprovoked Azerbaijani attack on Armenian troops near Tegh village.

Armen Khachatryan, the Vice Chairman of the Parliamentary Committee on Defense and Security Affairs, told reporters that Azerbaijani troops approached the Armenian positions on a vehicle from their territory under the pretext of negotiating and demanded the Armenian troops to cease engineering works.

“Our guys gave a worthy response and the combat started after the response. The army fulfilled its objectives excellently, our soldiers gave a worthy response to the Azerbaijani provocation,” the MP said.

There was no third-party mediation in stopping the hostilities. The fighting ended as a result of the talks between Armenian and Azerbaijani military representatives, the MP said.

“The question was put this way – do we continue fighting, is this becoming a war or are we stopping it? I am sure that the fact that our army stood firmly in its positions and gave a counterblow played a big role in stopping it,” Khachatryan said.

The lawmaker said that Azerbaijan is resorting to anything in order for engineering works not to take place.

“The Armenian side is carrying out very serious engineering works there, and of course the Azerbaijanis don’t like this and they try to disrupt the work at all cost,” the MP said.

Armenia, Russia hold political consultations on Iran cooperation, Asia-Pacific

YEREVAN, APRIL 12, ARMENPRESS. The Armenian and Russian foreign ministries held political consultations on April 11 in Yerevan on partnership in the Asia-Pacific region, cooperation with Iran, as well as cooperation in multilateral platforms in the Asia-Pacific region.

Deputy Foreign Minister Mnatsakan Safaryan and Deputy Foreign Minister Vahan Kostanyan represented the Armenian side, while Deputy Foreign Minister Andrey Rudenko represented the Russian side, the foreign ministry said in a press release.

A broad circle of issues relating to activities in the mentioned regions and cooperation in regional organizations was discussed.

The sides stressed the importance of discussing the positions on key topics in international relations, and at the same time recorded bilateral readiness to continue the useful exchange of ideas on issues of mutual interest.

After the talks, Foreign Minister Ararat Mirzoyan held a meeting with Rudenko. During the meeting the importance of holding political consultations was noted. A number of issues of the bilateral agenda were discussed, as well as the regional security challenges in the South Caucasus. In this context, the urgency of a proper reaction and practical steps by allies and partners interested in regional stability was emphasized.
