YEREVAN, APRIL 15, ARMENPRESS. On April 15, 12 people from Artsakh were transferred to various specialized medical centers in Armenia through the mediation of the International Committee of the Red Cross, ARMENPRESS reports, the Artsakh Ministry of Health said in a message.

"Due to the blocking by Azerbaijan of the only road connecting Artsakh to Armenia, 12 people with serious oncological and cardiovascular diseases from the "Republican Medical Center" CJSC of the Ministry of Health of the Republic of Artsakh were transferred to the specialized medical centers of the Republic of Armenia with the mediation and escort of the International Committee of the Red Cross.

8 medical patients, who were referred to Armenia for treatment within the framework of the state order, returned to Artsakh. Scheduled surgeries continue to be suspended in the medical facilities operating under the Artsakh Ministry of Health.

3 children are in the neonatal and resuscitation department in "Arevik" medical unit. At the "Republican Medical Center", 6 patients are in the intensive care unit, 3 of them are in an extremely serious condition," reads the message.

Until today, a total of 317 patients have been transferred from Artsakh to Armenia with the mediation and escort of the International Committee of the Red Cross.

Since December 12, 2022, a group of Azerbaijanis in civilian clothes blocked the Stepanakert-Goris highway connecting Artsakh to Armenia for environmental pretext. Azerbaijan cuts off the gas supply to Artsakh from time to time, the energy supply from Armenia to Artsakh was also cut off.

ARMENPRESS reports, Davtyan scored 14,733 points and took the second place in the rings of the European Championship in Antalya, Turkey. The representative of Turkey is in the first place.

A little earlier, Artur Davtyan, member of the Armenian gymnastics team, bronze medalist of the Olympic Games, world champion, became the bronze medalist of the individual apparatus of the European Championship.

YEREVAN, APRIL 15, ARMENPRESS. On the evening of April 14, between 19:00 and 23:00, the Azerbaijani armed forces opened fire in the direction of the Sotk mine. On the morning of April 15, the shooting resumed, as a result of which a decision was made to stop the operation of the mine and evacuate the employees due to safety reasons, "GeoProMining Gold" company representative Ruzanna Grigoryan told ARMENPRESS.

"At the moment, the situation is calm, there are no shootings, but the work of the mine remains suspended," she said.

ARMENPRESS also established contact with Aram Torosyan, the spokesperson of the Ministry of Defense of Armenia, in order to obtain official information.

"In case of any intense violation of the ceasefire by the adversary, the Ministry of Defense will issue a corresponding message," the spokesperson emphasized.

Azerbaijan ordered its weightlifting team to leave Armenia after the country’s flag was set ablaze during the opening ceremonies on Friday of the European Weightlifting Championships, which are being held in Yerevan’s Karen Demirchian Sports Complex.

A fashion designer who worked on the 90-minute show snatched the flag from a young woman during the parade of athletes and set it on fire in a move later defended on social media, the International Weightlifting Federation’s “Inside the Games” news site reported.

Aram Nikolyan, who works for a television company, was caught, and detained by police but later released without charge.

“My only desire was to ensure that the flag of Azerbaijan does not fly in Yerevan, the capital of the Republic of Armenia,” said Nikolyan, who designed the costumes worn by flag-bearers at the Ceremony.

“If there are people who believe that I should not have done that, let them hang the Azerbaijani flag in their homes,” he added.

Azerbaijan’s youth and sports ministry, along with that country’s Olympics committee called the incident “Azerbaijanophobia!” before ordering the athletes to leave Armenia as a “matter of concern in terms of sports ethics.”

“The incident that happened during the opening ceremony, which was resolved very quickly, has nothing to do with the safety of the athletes and ensuring their normal competitions. All necessary conditions were fully provided,” Armenia’s Ministry of Education, Science Culture and Sports said in a statement.

“The Republic of Armenia remains committed to fulfilling its commitments to the International Weightlifting Federation and reaffirms the readiness to hold the European championship 2023 at a high level,” the Armenian ministry added.

The European Weightlifting Federation condemned the incident calling it “an attack on the integrity of sport values.”

The competitions for the weightlifting championships, which will run until April 23, began on Saturday.

Earth Day and Armenian Genocide Remembrance Day commemorative TAP cards now available

Armenian Genocide Remembrance Day is hugely important to remember the victims who lost their lives  — and is an especially poignant day to the many Armenian Americans who live in our region.

Turkish Press: Russian, Armenian foreign ministers discuss efforts to normalize Baku-Yerevan ties

Russian Foreign Minister Sergey Lavrov and his Armenian counterpart Ararat Mirzoyan on Friday discussed steps on normalizing relations between Baku and Yerevan.

The two ministers met on the sidelines of the Commonwealth of Independent States summit in Samarkand, Uzbekistan, a Russian Foreign Ministry statement said.

"The importance of intensifying efforts on all tracks of Armenian-Azerbaijani normalization in accordance with the agreements of the leaders of Russia, Armenia and Azerbaijan in 2020-2022 was outlined," it noted.

Relations between the two former Soviet republics have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

A truce has been in force between the neighbors since a 2020 war that forced Armenia to cede territories it had occupied for decades.

OSCE Chairman-in-Office Osmani concludes visit to Georgia, Azerbaijan and Armenia

SKOPJE, 14 April 2023 — The OSCE Chairman-in-Office, Minister of Foreign Affairs of North Macedonia Bujar Osmani, concluded his visit to Georgia, Azerbaijan and Armenia.

The visit focused on existing security challenges and efforts towards sustainable peace, as well as strengthening co-operation between the OSCE and the three states in the South Caucasus region.

In Georgia, the OSCE Chairman met with President Salome Zourabichvili, Prime Minister Irakli Garibashvili, Chairman of the Parliament Shalva Papuashvili and other parliamentarians, Minister of Foreign Affairs Ilia Darchiashvili and State Minister for Reconciliation and Civic Equality Tea Akhvlediani.

During his talks in Tbilisi, Minister Osmani underlined that the OSCE will continue to support Georgia implement its commitments across the politico-military, environmental and economic, and human dimensions of security, which will contribute to internal reform processes in the country.

He also reiterated the OSCE’s continued efforts through the Geneva International Discussions and meetings of the related Incident Prevention and Response Mechanism in Ergneti.

“These channels and diplomatic processes must remain open, not only to avoid further escalation, but also to deal with the consequences of the 2008 war,” Chairman Osmani said.

“We support all pragmatic approaches to providing real results for the people affected by conflict. It is, after all, about people, and they count on us to deliver real results that allow them to live their lives in a state of peace and prosperity,” he added.

The OSCE Chairman-in-Office also held a visit, organised with the EU Monitoring Mission in Georgia, to the administrative boundary line in Odzisi, and met with internally displaced persons in Tserovani. He also met with representatives of civil society.

During his visit to Azerbaijan, the OSCE Chairman met with President Ilham Aliyev, Foreign Minister Jeyhun Bayramov and Speaker of the National Assembly Sahiba Gafarova. Discussions focused on the OSCE’s engagement towards lasting and sustainable peace, and finding solutions to outstanding issues between Azerbaijan and Armenia.

“The peaceful, comprehensive and sustainable settlement of the disagreements that afflict and concern Azerbaijanis and Armenians remains paramount. We stand behind any effort that provides positive dynamics in support of the full implementation of previously agreed measures, and the identification of new areas for agreement,” Osmani said. “I also encourage continued engagement between Armenia and Azerbaijan towards peace, and addressing crucial issues such as demarcation and delimitation and the opening of communication lines,” he stressed.

In Armenia, Minister Osmani met with President Vahagn Khachaturyan, Prime Minister Nikol Pashinyan, Foreign Minister Ararat Mirzoyan and parliamentarians.

“I support any effort that leads to peace and all initiatives that facilitate dialogue, defuse tensions, boost trust and confidence, leading to normalisation of relations. We stand ready to continue our efforts through the OSCE’s existing mechanisms and structures, and new ideas and approaches to achieve these goals,” Minister Osmani said.

During his meeting with civil society and other stakeholders, Chairman Osmani highlighted the potential for increased project co-operation with the OSCE across all aspects of security.

India-Armenia partnership civilizational, will turn into strategic partnership soon: envoy

Stating that the increasing political cooperation between Armenia and India must be “institutionalised in a long-term cooperation” between the two countries, Armenian envoy in India Youri Babakhanian said, adding that some day they will turn this into a strategic partnership and that day is close.

“We have very long historical ties. I call this civilizational partnership… Some day we will turn this into a strategic partnership and I think that day is close. We share common interests and we have no contradictions. This must be institutionalised in a long-term cooperation between the two countries,” he said in response to a question from  The Hindu while speaking at a seminar organised by India Central Asia Foundation on April 13.

He cited certain reasons for the increasing political cooperation between India and Armenia. “We have very long historical ties. I call this civilizational partnership. There is very good sentiment in political and people-to-people contacts,” Mr. Babakhanian said.

Speaking on the situation between Azerbaijan and Armenia in the aftermath of the 2020 Nagorno-Karabakh war, the envoy said that “installing defensive infrastructure across more than 500 km of new border lines with Azerbaijan is a top priority in order to deter any further incursions by Baku”. 

Armenia recently signed a major defence deal with India for procurement of Pinaka multi-rocket launch systems and their ammunition, among others, in a deal worth around ₹2,500 crore. In the backdrop of the expanding defence cooperation, Armenia will soon have a Defence Attaché (DA) at its embassy here, it has been learnt. At present neither country has a dedicated DA in the other country. For India, its DA in Russia is also tasked to cover Armenia.

Speaking at the seminar on the situation in the South Caucasus, comprising Armenia, Azerbaijan and Georgia, the envoy said that the U.S. and Europe certainly remain important actors in the region but their influence is declining. “Armenia felt abandoned by the West and Russia as the Trump administration’s half-hearted efforts to broker a ceasefire came late. The West now struggles to find a role for the Minsk Group,” he said while noting that Western support, financing and expertise are needed to support post-conflict stabilisation, reconciliation and governance projects.

He further stated that this does not mean that the Biden Administration will ignore the region, especially since it is a meeting place of some of the West’s biggest competitors — China, Iran and Russia — and most challenging partners — Israel, Turkey, and Saudi Arabia.

He stated that Turkey with its military assistance to Azerbaijan positioned itself to become the most powerful regional player after Russia, making it Russia’s main geopolitical challenger for influence in the South Caucasus. In this regard, talking of the Iran factor, Mr. Babakhanian said, “Israeli arms shipments and access to advanced weaponry for Azerbaijan was also a game changer in the war.” Israel supplies more than 60% of the Azerbaijan military’s arms, he added.
