Armenia – April 13 2023

Australian Greens Spokesperson for Foreign Affairs, Senator Jordon Steele-John, welcomed the Armenian Missionary Association Artsakh Representative, Mr Viktor Karapetyan to the Australian Parliament House and re-affirmed his party’s strong support for the reopening of land links between Armenia and Artsakh, reported the Armenian National Committee of Australia (ANC-AU).

Karapetyan, who was visiting Australia as a Special Guest for the Armenian Missionary Association of Australia (AMAA) Annual Program, was joined by the Permanent Representative of the Republic of Artsakh, Mr Kaylar Michaelian, AMAA Executive Director, Rev. Dr Krikor Youmshajekian and members of the ANC-AU National Head Office during the meeting.

The Western Australian Senator briefed the visiting delegation on his conversation with Azerbaijan’s Charge D'affaires and affirmed his party’s position remains direct and clear – Azerbaijan must open the Lachin Corridor.

Senator Steele-John took to social media in early March, alerting his followers of his meeting with the Azerbaijani Charge D’affaires, saying: “I met with Azerbaijan's charge d'affaires in Australia to strongly urge his government to open the Lachin Corridor, as ruled by the ICJ (International Court of Justice). The humanitarian crisis in Nagorno-Karabakh must end.”

Karapetyan thanked the Australian Greens' Senator for his party's principled support for the people of Artsakh, standing up for human rights and international law.

“There is not a single Australian parliamentarian who has attempted to justify the Azerbaijani regime's illegal and inhumane blockade of the Republic of Artsakh. There is, however, broad support from dozens of parliamentarians for the people of Artsakh and their rights to self-determination, and Senator Jordan Steele-John is one of the cause's leading vocal supporters,” said ANC-AU Executive Director Michael Kolokossian.

“We thank the Senator for engaging in genuine dialogue on this issue with the Armenian National Committee of Australia and for outlining his intention to continue to be a voice of the voiceless,” added Kolokossian.

During his visit to the nation's capital, Viktor Karapetyan also had the opportunity to meet with co-convenors of the Australia-Armenia Inter-Parliamentary Union, Jerome Laxale MP and Paul Fletcher MP, who hosted a lunch in coordination with the ANC-AU.

YEREVAN, APRIL 13, ARMENPRESS. The Chairman of the Television and Radio Commission of Armenia Tigran Hakobyan called on lawmakers to watch their language and refrain from using profanities during debates in order to reduce negative content and hate speech on television.

Hakobyan made the remarks in parliament during the debates on the commission’s 2022 report and freedom of information in the audio-video media, when asked by MP Gegham Nazaryan about the violations of the ethical norms and spread of hate speech and violence by online television companies.

“How will Armenia get rid of this garbage and disaster? People watch channels on their phones full of hate speech, evil, fake news. What can be done to regulate this issue?” Nazaryan asked.

“It is very difficult to fight against calls of violence, hate speech, generally negative content on the air if the same is happening in parliament during live broadcast debates. I don’t have the right to call upon you. But, if you want to reduce this on television, you must watch your language and not allow such lexicon here,” Hakobyan told lawmakers.

YEREVAN, APRIL 13, ARMENPRESS. Armenian Foreign Minister Ararat Mirzoyan told the OSCE Chairperson-in-Office, Foreign Minister of North Macedonia Bujar Osmani that he is visiting Armenia in a difficult period of time for the country when it is facing threats and challenges that are directly related to the OSCE ‘s fundamental principles and mandate, regional security and stability.

“The visit by the OSCE Chairperson-in-Office to Armenia is a good opportunity to discuss the existing issues in the region, to emphasize the OSCE’s role and possibility of involvement, prospects of our future cooperation with the organization,” Mirzoyan said at a joint press conference with Osmani in Yerevan, Armenia.

FM Mirzoyan said that Armenia is constantly providing the OSCE partners with reliable information on the security situation in the region and developments on the Armenian-Azerbaijani border and around Nagorno Karabakh.

“During our meeting today we discussed the latest developments of the situation, I presented my colleague the consequences of Azerbaijan’s aggression and attacks, occupation of sovereign territory of Armenia since May of 2021, as well as the Azerbaijani provocation and aggressive actions in the area of Tegh village in Syunik province on April 11, a day before the visit,” the Armenian FM said, adding that Azerbaijan’s aggressive actions constitute gross violations of the OSCE values and a number of fundamental principles of the Helsinki Final Act.

In this context the Armenian FM attached importance to the deployment of the OSCE fact-finding mission to Armenia that took place immediately after the 2022 September aggression, which enabled OSCE monitors to see the Azerbaijani military aggression and its humanitarian consequences on the ground. The Armenian Foreign Minister said that the mission’s observations and the final report must be accessible for all member-states, as well as for other representatives of the international community, as a source of objective information on the situation resulting from the Azerbaijani aggression.

Azerbaijan displays explicit disregard for international law, continues belligerent rhetoric and hate speech – FM

YEREVAN, APRIL 13, ARMENPRESS. It’s already been nearly four months that Azerbaijan is illegally blockading the Lachin Corridor, ignoring the February 22 binding ruling of the International Court of Justice and the clear demand by the international community to fulfill it, Armenian Foreign Minister Ararat Mirzoyan said at a joint press conference with OSCE Chairperson-in-Office, Foreign Minister of North Macedonia Bujar Osmani on April 13.

“With the blockade of Lachin Corridor, the terror, as well as other actions aimed at making the Armenians of Nagorno Karabakh forcefully leave their homes, Azerbaijan seeks to implement a coordinated policy of ethnic cleansing in Nagorno Karabakh. I want to especially underscore that the International Court of Justice has stated the presence of direct threats of irreversible damages to the rights of Armenians under the Convention on Elimination of all Forms of Racial Discrimination,” FM Mirzoyan said.

FM Mirzoyan repeated that in this situation, unimpeded access of international humanitarian organizations into Nagorno Karabakh and the deployment of an international fact-finding mission to Nagorno Karabakh and Lachin Corridor can have important significance to end the fake narratives generated by Azerbaijan, to prevent the aggression, end human sufferings and establish stability in the region.

Mirzoyan also mentioned the violations of other terms of the 9 November 2020 trilateral statement by Azerbaijan.

“Azerbaijan refuses to return all Armenian prisoners of war and civilians held as hostages, by continuing false trials against them,” FM Mirzoyan said.

He added that along with refusing to ensure the return of IDPs and refugees to Nagorno Karabakh under the supervision of the UNHCR as envisaged under the 9 November statement, Azerbaijan is populating the Armenian settlements that have gone under its control with Azerbaijanis.

By displaying explicit disregard for fundamental principles of international law, Azerbaijan continues belligerent rhetoric and hate speech, threatening with renewed aggression and seriously jeopardizing regional stability, the Armenian FM added.

The United Nations’ highest court – the International Court of Justice (ICJ) – ordered Azerbaijan on February 22 to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. The Lachin Corridor has been blocked by Azerbaijan since 12 December 2022.

Sevada Baghdyan: American Boyden executive search company enters Armenian and Georgian markets

Armenia – April 14 2023
One of the leading executive search firms in the world, American Boyden company, enters Armenian and Georgian markets. Sevada Baghdyan, who founded Relevant executive search company 3 years ago, became the Boyden partner and head of Armenian and Georgian offices.

– First of all, congratulations on becoming the partner of Boyden in Armenia and Georgia. Before talking about it, please sum up the 3 years of operation of Relevant – an executive search company you founded.

– Thank you. These 3 years were quite saturated for us. We had interesting projects, collaborated with many leading companies helping them to find CEOs who would address the challenges faced by the companies. I can say that year by year, an increased number of companies turn to executive search service to fill up key managerial positions. It’s highly rewarding to see a client’s business grow and thrive with the contribution of the professional that we have provided to this process.

Over the 3 years, 70 percent of our clients turned to us twice or more for the service. I consider this a high satisfaction indicator as executive search service is not used by businesses daily. A company may not need the service for a couple of years in a row as top management positions seldom become vacant. Besides, the companies first of all fill up the vacancies through internal resources or find a candidate from the labor market by themselves. Therefore, I am sure that the other 30 percent will still have a need to apply to us again.

– Will you specify which sectors and which companies you cooperated with?

– We do not have a sectoral limitation. We have sound experience of cooperating with a range of sectors: finance, banking, manufacturing, retail, services, pharmaceutical, IT, mining and HoReCa.

Most of the companies we collaborated with were medium or large businesses: I cannot think of a company which would not be among the top 1000 taxpayers. Some of our clients are presented on Relevant’s website. There are companies which chose to keep our cooperation confidential. For instance, there are cases when there is a need to change current top managers and we organize the process confidentially.

– Let us come back to today’s question. Please tell us about Boyden.

– Boyden is one of the leading executive search companies in the world. The company was founded in the US in 1947 and currently operates in over fifty countries in the world. Boyden is said to be the first company to engage in executive search on a professional level. The methodology and ethical norms that are currently used by other top companies in the field are said to have been created by Boyden.

Boyden is founding company of the AESC (Global Association of Executive Search Consultants). Forbes publishes the list of leading executive search companies every year and Boyden is almost always among the top ten. The company has a tendency to cooperate with economically developed countries. Unfortunately, such companies don’t show high interest in countries which have not impressively big economies. I’m excited that the lengthy negotiations led to our cooperation and the offices of this top executive search company will be open in Armenia and Georgia.

The head office of the company is located in New York, but our regional office is based in Kazakhstan.

– And how will Boyden’s partnership be combined with Relevant’s operation?

The cooperation is based on a partnership model which is more common among global audit and law firms.

I have become Boyden’s partner in Armenia and Georgia and Relevant’s team will continue serve our clients already under Boyden brand. We will be the Boyden Armenia Office for clients and professionals. We are currently increasing our staff as we have more projects. We will also have new services which will again be linked to executive positions.

I think in the second half of the year we will open our Georgian office; before that, we will be implementing our Georgian projects in the Armenian office.

– Please tell us what’s the reason that having a productive operating executive search company in Armenia you did not expand to other countries with new offices and instead decided to become a representative of an international company?

– Thanks for the question. I have thought about it for almost a year. My previous experience as a Menu.am co-founder hinted to me we should stretch out and enter new markets using innovation.

However, executive search has its peculiarities to be considered. Of course, innovation does occur in the field, but the gained experience is key. Our function is not only to find executives – this is not so hard in the digital era. Our goal is to find executives which are compatible with the company’s long-term strategies and who would work with them effectively. The solution to this problem has multiple layers and fundamental questions concerning both the business and top managers.

This experience cannot be compensated only through studying and reading books – this is acquired over the years. I made a choice of getting direct access to this experience promptly by joining Boyden.

– And how will Armenian and Georgian businesses and local CEOs benefit from this cooperation?

– Both in Armenia and Georgia corporate governance has a history of only 30 years and is in the process of growth and development. It is a path already passed by many countries and businesses in the world and Boyden consultants and partners supported them with advice and top managers they had found. Now this accumulated experience will enter the region through the door of our office and our client’s businesses will benefit from it.

Besides, through cooperation with various Boyden offices we can help Armenian and Georgian businesses to find top managers with international experience or open a branch in other countries and recruit executive staff.

Just the same way local executives may find a job abroad if our partners have any need of a relevant candidate there.

Azerbaijan pulls out weightlifters following ‘barbaric’ flag-burning at weightlifting championship in Armenia [+links]

Footage from the opening ceremony of the European Weightlifting Championships in Yerevan on Friday showed a man running to the stage, snatching Azerbaijan's flag from a flag-bearer and setting it on fire.

Azerbaijan said on Saturday it was withdrawing its athletes from an international weightlifting competition hosted in the capital of rival Armenia after a flag-burning incident. The two ex-Soviet Caucasus nations are locked in a decades-long dispute over Azerbaijan's Armenian-majority region of Nagorno-Karabakh. They went to war twice — in the 1990s and most recently in 2020 — over the mountainous breakaway region.

Footage from the opening ceremony of the European Weightlifting Championships in Yerevan on Friday showed a man running to the stage, snatching Azerbaijan's flag from a flag-bearer and setting it on fire.

Azerbaijan's ministry of youth and sports said in a joint statement with the National Olympic Committee that it decided to bring its athletes home following what it described as a "barbaric act" at the ceremony.

"In conditions when such an atmosphere of hatred prevails in Armenia, security is not ensured, the normal participation of Azerbaijani athletes in competitions is impossible due to the psychological pressure," the statement said. "Politicising sport is absolutely unacceptable," it added, urging the European Weightlifting Federation to impose sanctions on Armenia.

Azerbaijan's foreign ministry said it "strongly condemns" the incident and called on Armenia to "immediately bring to justice" the person responsible.

Local media said Armenian police briefly detained the man responsible, designer Aram Nikolyan, and, according to his lawyer, he was released without charges.

Armenia's ministry of education, science, culture and sports in a statement denied there were any risks for athletes taking part in the competition.

"The incident that occurred during the opening ceremony, which was resolved very quickly, has nothing to do with guarantees of safety of the athletes," it said.

BAKU, April 15 (Reuters) – Azerbaijan lodged a strong protest on Saturday after its national flag was grabbed and set on fire during the opening ceremony of a weightlifting championship in neighbouring Armenia.

Azerbaijan said it had become impossible for its athletes to take part in the championships and they had already left Armenia to travel home via Georgia.

Video of the incident showed a man snatching the flag and setting it alight, prompting an angry joint statement by Azerbaijan's youth and sports ministry and its National Olympic Committee.

They condemned it as a "barbaric act" and as evidence of ethnic hatred and racism, saying Armenia was unfit to ensure the safety of athletes and host international sporting events.

Armenia rejected that criticism, saying the incident had been resolved quickly and without any danger to competitors at the European Weightlifting Championships.

The two countries have had hostile relations since the 1991 collapse of the Soviet Union, of which they were both part. In that time they have fought two major wars over Nagorno-Karabakh, a mountain enclave that is internationally recognised as part of Azerbaijan but is populated mainly by ethnic Armenians. Seven soldiers were killed in fighting within the past week.

Russia's RIA Novosti news agency quoted a lawyer for the man allegedly involved in the flag incident as saying he had been released without charge.
