Armenian, French defense ministers discuss issues related to regional security

YEREVAN, JUNE 20, ARMENPRESS. As part of his working visit to France, Armenian Defense Minister Suren Papikyan had a meeting with French Minister of Armed Forces Sébastien Lecornu. Armenian Ambassador to France Hasmik Tolmajyan also participated in the meeting.

As ARMENPRESS was informed from the Ministry of Defense of the Republic of Armenia, the welcoming ceremony of the Defense Minister of Armenia took place with the participation of a military band and guard of honor, the national anthems of the Republic of Armenia and the French Republic were performed.

After the solemn welcoming ceremony, discussions were held regarding the current course of implementation of the agreements reached at the meeting held in Paris on September 27, 2022.

Issues related to regional security were discussed. At the end of the meeting, Minister of Defense Suren Papikyan thanked French Minister of Armed Forces Sébastien Lecornu for the eventful working visit to the French Republic and warm welcome.

Last year, when the first international Orion Summit was held in Yerevan, founder of Orion Worldwide Innovations Emma Arakelyan promised that the next summit would be held in New York. Today, about a hundred participants of Orion Summit 2023 from business, finance and information technology fields are discussing in New York how to make Armenia more attractive for global investment.

“New York is the center of finance, the center of capital. Today, Armenia has reached the stage when it is necessary not only to increase the number and volume of investments, but also to work on cooperation between Armenia and other countries: investments should not only come to Armenia, but Armenian capital should also position Armenia abroad as an innovative, developing country with great future,” said Emma Arakelyan.

The event is co-organized by the Ministry of Economy of Armenia, and Economy Minister Vahan Kerobyan also arrived in New York to participate in the summit.

“The title of the summit is “Investments position Armenia.” Last year, significant changes were registered in Armenia in terms of attracting investments, and foreign direct investment amounted to $1 billion, while the volume of total investment was $4.2 billion,” the minister said.

These figures, he said, are encouraging, but so far this is only the beginning of a long journey that will make it possible to really change the structure of the country’s economy. According to the minister, recently there have been frequent discussions with foreign investors on how to create new “channels” that will help attract new investments to Armenia. Orion Summit 2023, in his opinion, will become a favorable platform for the meeting of startups and investors and will help establish new business ties between them. The event will also help create a toolkit, thanks to which investments will flow to Armenia in a new volume.

“The participation of the government and leading companies in the summit will significantly increase the interest of venture companies in Armenia and Armenian startups and strengthen our position in the work with international investment companies, venture funds, and angel investors,” said Diana Arzumanyan, co-founder of Orion Worldwide Innovations Armenia.

On the first day, the participants of the summit visited the Jacobs Technion-Cornell Institute at Cornell Tech University and discussed a number of issues related to innovation and investment. Fernando Gomez-Baquero, director of the Runway and Spinouts program, led a tour of this flagship campus on Roosevelt Island. His research focuses on advanced nanomaterials for energy storage, the economic impact of nanotechnology, and technology entrepreneurship. Jacobs was founded by the Technion-Israel Institute of Technology and the American Cornell University, which ranks 20th in the world university rankings.

Rene Nalbandian, Head of International Relations and Strategic Growth at the New York City Hall, Rene Nalbandian, Head of Strategic and Sustainable Investments at Bank of America, Vice President of Goldman Sachs and many other influential guests, will present their vision of increasing the investment attractiveness of Armenia within the next four days at Orion Summit 2023. .

One of the speakers at the event will be financial regulatory advisor Jeff Ingber, who has held senior positions at the Federal Reserve Bank of New York, Citibank, and the Depository Trust and Clearing Corporation. Jeff Ingber will share his extensive knowledge and experience during his session, “Why Startups Fail?”

Beth Xie, Associate Director of Endless Frontier Labs at New York University’s Stern School of Business, will join a panel discussion entitled “Technology and Finance Industries Investment and Innovation priorities.”

Red Cross says Azerbaijan has blocked Karabakh access

The Armenian branch of the Red Cross said Monday that Azerbaijan was blocking access to Nagorno-Karabakh, as concern grows over the humanitarian situation in the restive region.

In April, Azerbaijan set up a border checkpoint at the entrance to the Lachin corridor — the only road linking Karabakh to Armenia.

The Armenian-populated region of Nagorno-Karabakh has been at the centre of a decades-long territorial dispute between the Caucasus arch-foes. 

The move followed a months-long blockade by Azerbaijani environmental activists, which Yerevan claims has led to a humanitarian crisis complete with shortages of food and fuel.

Azerbaijan insisted at the time that civilian transport could go unimpeded through the Lachin corridor. 

Last week Armenia accused Baku of blocking traffic through the Lachin corridor.

“There has been no Red Cross-facilitated movement through the Lachin corridor since Thursday,” Zara Amatuni, spokeswoman for the International Committee of the Red Cross in Armenia, told AFP.

“Humanitarian supplies of medicines and other medical materials to hospitals in Karabakh and transportation of seriously ill patients have been suspended,” she said.

Last week, Armenian Prime Minister Nikol Pashinyan said that the “humanitarian situation in Karabakh has worsened dramatically”.

He said “food supplies to Karabakh have practically ceased and patients are not being allowed to be taken to hospitals in Armenia for medical treatment.”

Baku’s “actions prove that Azerbaijan is pursuing a policy of ethnic cleansing in Karabakh,” he added.

On February 22, the International Court of Justice (ICJ) — the UN’s top judicial body — ordered Azerbaijan to ensure free movement on the road.

The two former Soviet republics have fought two wars for control of Karabakh, in the 1990s and again in 2020.

Six weeks of fighting in autumn 2020 ended with a Russian-sponsored ceasefire that saw Armenia cede swathes of territories it had controlled for decades.  

There have been frequent clashes at the two countries’ shared border despite the ongoing peace talks between Baku and Yerevan under the mediation from the European Union and United States.

When the Soviet Union collapsed in 1991, ethnic Armenian separatists in Karabakh broke away from Azerbaijan. The ensuing conflict claimed some 30,000 lives.

Malayali youth stabbed to death in Armenia; One is under treatment in critical condition

Yerevan: A Malayali youth was stabbed to death in Armenia. Paraparampil Suraj (27), a native of Thrissur’s Koratti, died. Kannukkadan Lijo Paul, a resident of Chalakudy Thurutti Param, who was seriously injured in the attack, is undergoing treatment in a hospital in critical condition.

Suraj went to Armenia for driving job four months ago. Last day, Suraj and Lijo had met a visa agent from Thiruvananthapuram regarding the transfer of visa from Armenia to Europe. There was a dispute about this last night. Meanwhile, the assistants of the visa agent beat Suraj and Lijoy. Suraj was stabbed during this.

Suraj was seriously injured and lost his life. He was admitted to the hospital with serious injuries. Lijo is undergoing treatment. Another native of Korati who was with them is in police custody.

Suraj’s father PR Ayyappan alleged that there was an accident in his death. A complaint was filed with the government demanding an inquiry into the death of his son. The process of getting Sooraj’s dead body is going on through Norka and Embassy.

Azeri forces fire at Armenian border positions

Azerbaijani troops opened fire on the Armenian army positions near the border villages of Sotk and Yeraskh early on Monday, the Armenia Defense Ministry reported.

“On June 19, between 12:45 a.m. and 2:20 a.m., the Azerbaijani military opened fire from different caliber small arms on the Armenian combat positions located in the eastern (Sotk) and southwestern (Yeraskh) sections of the frontier zone,” the ministry said in a statement.

No casualties were reported among the Armenian military personnel.

Artsakh reports fresh ceasefire violation by Azerbaijan

Artsakh’s military authorities reported a new ceasefire breach by Azerbaijani forces on Sunday and early on Monday.

"From 9:30am June 18 to 1:08am June 19, the Azerbaijani armed forces violated the ceasefire in directions of the towns of Martuni and Martakert, using small arms," the Artsakh Defense Ministry said in a statement.

The Artsakh militray did not suffer casualties.

The ceasefire violation was reported to the command of the Russian peacekeeping contingent.

"As of 9:15am June 19, the situation on the line of contact is relatively stable," the ministry said.

MP deplores silence over Azeri ban on relief supplies to Artsakh

Armenian opposition MP Tigran Abrahamyan has deplored the world’s silence over Azerbaijan’s blockade of relief supplies to Artsakh (Nagorno-Karabakh).

Azerbaijan has banned the deliveries of humanitarian cargoes to Artsakh since Thursday.

“In addition to the fact that Armenia’s gas and electricity supplies to Artsakh have been cut off for several months now, Azerbaijan has recently banned the supply of basic foodstuffs to Artsakh, causing a sharp deterioration of the humanitarian situation,” Abrahamyan, secretary of the opposition Pativ Unem faction, wrote on Facebook on Monday.

“Russian peacekeepers are negotiating with Azerbaijani officials to reopen the road connecting Armenia to Artsakh, but so far to no avail.

“The international actors, who echo Pashinyan's statement on the surrender of Artsakh to Azerbaijan at every opportunity, now remain silent,” he said.

Azerbaijan again attacks under-construction plant in Armenian village

A smelting plant under construction in the Armenian border village of Yeraskh has again come under Azerbaijani fire, the Defense Ministry of Armenia reports.

“On June 19, at 1:25 p.m., the Azerbaijani armed forces opened fire from different caliber small arms targeting the metallurgical plant in Yeraskh, which is being built with foreign investment,” the ministry said in a statement.

Two Indian nationals involved in the construction works of the plant were seriously wounded in a cross-border fire from nearby Azerbaijani army positions on June 14.

Armenia awaiting Russia’s response over incident near Lachin Corridor

Armenia is waiting for a response from Russia to the latest incident at the entry of the Lachin Corridor, Armenian Deputy Foreign Minister Vahan Kostanyan said on Monday.

Armenian border guards deployed nearby opened fire to stop a group of Azerbaijani servicemen from advancing into Armenian territory and installing an Azerbaijani flag there on Thursday.

A video of the incident shows that the Azerbaijani troops were escorted by Russian soldiers as they crossed a bridge over the Hakari River in the Lachin Corridor to place the flag.

Russian Ambassador to Armenia Sergei Kopyrkin was summoned to Armenia’s Foreign Ministry over the incident.

“A probe into the incident near the Hakari bridge is underway,” Kostanyan told reporters in the parliament. “The Armenian Foreign Ministry has voiced its position and concerns over the issue, and we are awaiting an official reaction.”
