Human rights violation serious grounds for Armenia to suspend process involving Berdzor, Aghavno residents – politician

ArmInfo. A new route between Armenia and Artsakh does not at all imply Artsakh's isolation. It is a domestic political problem rather than a real one, Chairman of the  Constructive Party of Armenia Andrias Ghukasyan said in an interview  with ArmInfo. 

However, he sees another serious problem. Berdzor is a repetition of  the Armenian authorities' approach to Karvachar, where they assisted  ethnic cleansing, with the local residents losing their property.  This approach has nothing in common with the Yerevan-declared  democratization, protection of human rights and freedoms. 

"Yerevan behavior in connection with Artsakh is rather problematic.  Moreover, in the context of the statement by the United States Senate  Committee on Foreign Relations demanding withdrawal of Azerbaijani  troops from Nagorno-Karabakh, it appears at least un-understandable.  Armenia's position on Artsakh is not only inadequate to the efforts  by the United States and France aimed at protecting the Artsakh  people's legal rights, but facilitates violations of their rights by  Azerbaijan," Mr Ghukasyan said.

The ongoing de-Armenianization of Berdzor and Aghavno is evidence of  the Pashinyan-led government's commitment to the agreements of  November 9, 2020. And Armenia's authorities are facing a problem of  "legal implementation" as the property of the "corridor" residents  cannot be alienated by means of a decision jointly made by Nikol  Pashinyan, Ilham Aliyev and Vladimir Putin. 

Meanwhile, in contrast to Russia, Armenia and Azerbaijan remain  Council of Europe member-states, which implies relevant property  rights commitments on their part. Therefore, the Berdzor residents'  property can only be alienated within law, but not the way it is  being done now. 

"It is a gross human rights violation, which give Armenia serious  grounds for suspending the processes involving the Berdzor and  Aghavno residents. However, we can see that neither Armenia's  government nor the opposition forces are willing to. So it is the  local residents that should file a collective complaint with the  European Court of Human Rights and request an interim measure, as the  applicants would otherwise face a real risk of losing their property.  I am sure that, with no political pressure by the authorities, human  rights campaigners in Armenia and in the Armenian Diaspora have the  sufficient potential to solve the problem," Mr Ghukasyan said.

Lack of full-fledged government institutions guarantee of controlled chaos in Armenia – Taron Simonyan

ArmInfo. The entire world is descending into wide-spread chaos amid the turbulent transformation, Taron Dimonyan, a former member of Armenia's Parliament, said in an  interview with ArmInfo. 

"And we do not know when this stage is over. However, in the states  with fully-fledged government institutions the population is known to  feel more protected and, therefore, is less disposed to feel chaos.  On the other hand, in Armenia-line countries, which have no  fully-fledge government institutions, controlled chaos is normally  observed – and this chaos is controlled by external forces," he said.

In the context of latest developments in Armenia, Mr Sinomyan said  that controlled chaos is, as a rule, has a specific goal, namely,  causing growing alarm among the population, with morals being the  target. In this context, he points out a need for government  institutions that would unify citizens in Armenia. 

He stressed a need for raising public awareness of the ongoing  developments and calling for vigilance instead of incessantly talking  about disturbing trends. Mr Simonyan highlights the importance of an  information security concept with a clear strategy and tactics. 

"The country's political leadership needs this concept as well. The  consequences of each word need to be calculated in the intensive  talks with the enemy instead of foreign policy statements made with  domestic political ends in view. The future generations will have to  deal with the consequences. 

"The authorities' inert behavior is unacceptable, with people waiting  for further developments only to take all the credit to themselves  and blame external forces and opponents for failures," Mr Simonyan  said. 

Newspaper: Last year there was petition to stop activities at Surmalu market in Yerevan

YEREVAN. – Zhoghovurd newspaper of the Republic of Armenia (RA) writes: Zhoghovurd daily got hold of an exclusive document.

It turns out that the safety rules have not been observed at the Surmalu shopping center [in Yerevan] since last year, and many people, motivated by their safety, had to leave the shopping center.

And so, according to the document that has come under our possession, Tigran Muradyan, the lawyer of one of the affected businessmen of the shopping center in the case of the fire that broke out at the Surmalu shopping center on April 6, 2021, submitted a petition to Yerevan city prosecutor Sevak Hovhannisyan and recorded about a number of gross [safety] violations [at Surmalu], urging [him] to take measures in order to stop the activity of the Surmalu shopping center. Yerevan city prosecutor Sevak Hovhannisyan did not give any answer to the petition.

In this case, the Prosecutor General’s Office, represented by Yerevan city prosecutor Sevak Hovhannisyan, has been specifically inactive in this case for a year.

The RA Investigation Committee has been inactive for about 1 year, as the investigation into the case on the fire that broke out at the Surmalu shopping center on April 6, 2021 is still ongoing.

The SNOC of Expertise also showed suspicious slowness, as it did not issue the expert conclusion for a year; it was received only a month ago. The professional conclusion confirmed that the management of the shopping center did not observe the safety rules.

If a year ago the Prosecutor General’s Office had not shown suspicious inattention and properly investigated the petition of the lawyer where many [safety] violations were reported, and what's more, the investigator had not deceived the lawyer [saying] that the matter would be discussed after receiving the results of the examination, today we would not have had 16 casualties [as a result of the powerful explosion at the Surmalu shopping market on August 14].

Armenia government to allocate around $6K to design sketches of customs officers’ new uniforms

Sketches of the new design for the uniforms of the Customs Service of Armenia will be approved in the context of reform in this service. Armenian News-NEWS.am has learned about this from the unreported matters at Thursday’s Cabinet meeting of the government.

A total of 2,500,000 drams (approx. US$6,232) will be allocated to develop the aforesaid sketches of these new uniforms. And based on the requirement of the legal regulation, the above-mentioned work is planned to be completed in a short period of time; that is, within a maximum of ten days after the contract to be signed with the respective design company comes into force.

The government informs that the purchase will be made from one person because such a short period will not be met in any other way.

Thus, sketches of the summer and winter festive and everyday uniforms of Armenia’s customs officers will be designed.

Azerbaijan MOD suddenly decides to threaten with weapons

The Ministry of Defense (MOD) of Azerbaijan has suddenly decided to threaten with its weapons.

"The anti-aircraft defense units of the [Azerbaijani] Air Forces are on round-the-clock duty, the [Azerbaijani] airspace is under constant control, appropriate measures are being taken," the MOD of Azerbaijan suddenly announced.

And in the report disseminated by the Azerbaijani mass media, it is noted that, "On August 13, an Armenian quadrocopter was found and landed, which was trying to conduct reconnaissance flights over the Azerbaijani positions in the vicinity of Shusha [i.e., Sushi city of Nagorno-Karabakh]."

"The personnel of the Azerbaijani army is ready to prevent any provocation," the MOD of Azerbaijan declared.

Maksim Seleznyev: Russia peacekeepers will not move from existing Lachin corridor until new road is operational

Russian peacekeepers will not move an inch from the existing Lachin corridor until the new road is operational. Maksim Seleznyev, an advisor-attaché at the Russian embassy in Armenia, told this to RFE/RL.

The high-ranking Russian diplomat emphasized that there are arrangements in this regard and the parties are in direct contact, but without detailing what kind of arrangements we are talking about and between whom exactly.

Yerevan has announced that it will complete its section of this new motorway in May next year.

Seleznyev stressed that the Russian mission in Nagorno-Karabakh (Artsakh) is doing what is possible within the scope of its powers.

At the same time, the Russian diplomat conveyed that Moscow is ready to expand the Russian peacekeeping contingent in Artsakh if both Yerevan and Baku come to an agreement on this matter.

Armenian Patriarch of Jerusalem: National unity should be shown to overcome consequences of such disasters

A requiem service will be held Saturday at the Armenian cathedral of Jerusalem—and for the peace and rest of the souls of those who died as a result of the explosion at the Surmalu shopping market in Yerevan on August 14.

And the Armenian Patriarch of Jerusalem, Archbishop Nourhan Manougian, has issued message of condolences in this regard, in which it is said as follows, in particular,:

"In order to overcome the consequences of such disasters, it is necessary to show national unity and focus all our potential to avoid such accidents in the future."

Turkey talks about Zangezur corridor without even mentioning Armenia

Deputy Minister of Trade of the Republic of Turkey, head of the Customs Department Riza Tuna Turagay told APA that the "Preferential Trade Agreement" between Azerbaijan and Turkey will be extended. Turagay noted that the goal was set to increase trade turnover between the two countries to $15 billion: "Currently, our trade turnover is about $5 billion. In 2021 we had imports of $2.3 billion and exports of $2.7 billion. We're working to increase that trade turnover."

One of the most important issues for expanding trade relations, he said, is the opening of the Zangezur corridor. "The opening of this corridor will give us an advantage in terms of getting access to Azerbaijan, and from there to Central Asian countries, to increase the volume of trade. High-level negotiations with Russia to open the Zangezur corridor are ongoing. We expect the corridor to be opened in the very near future," the Turkish deputy minister said, thus hinting at some secret negotiations with Russia.


Hrant Bagratyan: Maybe you think you will provide corridor, but pretend you didn’t give anything?

The presidents, the prime minister, the speakers of the parliaments of Turkey and Azerbaijan, and today the Turkish Deputy Minister of Trade are talking about providing a corridor for Turkey and Azerbaijan through Syunik in the near future, Former Armenian Prime Minister Hrant Bagratyan wrote on his Facebook page.

"I don't understand. Presidents, Prime Minister, Speakers of the parliaments of Turkey and Azerbaijan (plus the Speaker of the Parliament of Pakistan), and today the Turkish Deputy Minister of Trade are talking about giving Turkey and Azerbaijan a corridor through Syunik in the near future. But our people are silent.

They say they do not conduct such negotiations. Maybe others do it instead of you? Why doesn't the Ministry of Economy officially respond to the statement by the Turkish deputy minister saying there is no such thing? Maybe you think that you will give a corridor, but pretend that you did not give anything?"

Artsakh opposition deputies to meet with Russian peacekeepers leadership

Opposition parties represented in Artsakh parliament, Justice, ARFD and Democratic Party of Artsakh applied to the heads of Russian peacekeeping forces deployed in Artsakh with the request to meet and get comments on the statement made by the advisor-consul of the Russian Federation in Armenia Maxim Seleznyov.

Russian peacekeepers' leadership is ready to meet and comment on this statement in the coming days.

Earlier Seleznyov said that Russian peacekeepers will not move an inch from the current Lachin corridor, until the new road is used.

The high-ranking diplomat stressed that there are agreements on this matter and the parties are in direct contact, without explaining what agreements and between whom exactly they are talking about.

"Russian peacekeepers will move only when the new Lachin corridor is opened. The trilateral statement (of November 9, 2020) spelled out the steps, the sequence of steps: first the corridor is completed, before it comes into effect, Russian peacekeepers occupy a five-kilometer corridor around this road," Seleznyov said.

"Russian peacekeepers will not occupy the new corridor until it is operational, and there are agreements on this. The parties are in direct contact, and I assure you, the peacekeepers will not move an inch until the new corridor is in place," Maxim Seleznyov said.
