The ANCA and ANCA Eastern Region join with the Armenian National Committee of Illinois – ANC of IL and Armenian Americans across the Prairie State in thanking Congressman Raja Krishnamoorthi (IL-8th District) for condemning Azerbaijan’s brutal attacks against Armenian civilians in Sumgait, Baku, Kirovabad, and Maragha and demanding accountability for their crimes, ARMENPRESS was infomred from the Facebook page of the ANCA. In a powerful statement in the Congressional Record on February 3rd, Rep. Krishnamoorthi went on to “condemn Azerbaijan’s ongoing aggression against Armenia, and call on the Azerbaijani government to immediately and unconditionally release all Armenian POWs and captive civilians.”

Rep. Krishnamoorthi’s statement runs as follows,

“Mr. KRISHNAMOORTHI. Madam Speaker, today I rise to condemn the violence inflicted upon Armenians on the 34th anniversary of the Sumgait Pogroms in Azerbaijan. I believe that condemning these actions today will help prevent renewed aggression against citizens of Armenian descent who continue to live in Azerbaijan, while bringing attention to efforts to erase these atrocities from our collective memory. Further, I reaffirm our nation’s commitment to an enduring, peaceful, and democratic resolution of the Artsakh conflict.

From 1988 to 1990, the Armenian population in Soviet Azerbaijan was the target of ethnically targeted pogroms in the cities of Sumgait, Kirovabad, and Baku. Beginning on February 27, 1988 in Sumgait, Armenian Christians were indiscriminately murdered, raped, and maimed by mobs of criminals and thugs. According to independent reporting, police in Baku allowed the pogroms to continue for 3 days, during which lime Armenians were burned alive and thrown from windows,

Despite vocal U.S. and international protests over the Sumgait Pogroms, renewed anti-Armenian pogroms were launched in Kirovabad on November 21, 1988 that lasted for seven days. Fourteen months later in the capital,Baku, another pogrom was launched against its Armenian minority. These vicious attacks killed hundreds of unarmed civilians and displaced tens of thousands of Armenians fleeing systematic violence as refugees.

These pogroms set the stage for decades of aggression by Azerbaijan. In September 2020, Azerbaijan bombed the Republic of Artsakh with Turkish support, targeting Armenian schools and religious sites, and killing innocent civilians. Over a year later, Azerbaijan still illegally holds and tortures Armenian prisoners of war (POWs) from 2020, despite signing a joint statement requiring all captives to be released.

Madam Speaker, on this 34th anniversary of the Sumgait Pogroms, I want to emphasize the importance of remembering these crimes against humanity. I call on the Azerbaijani government to acknowledge that these atrocities occurred, and that it seeks justice for the victims by prosecuting those who committed these horrific acts of violence. I also call upon the government of Azerbaijan to take all appropriate action to prevent further tragedies of this nature, and to respect the rights of all minorities living within its borders. I condemn Azerbaijan’s ongoing aggression against Armenia, and call on the Azerbaijani government to immediately and unconditionally release all Armenian POWs and captive civilians”.

Azerbaijani press: UNDP’s Grigoryan exempt from following general rules of organization?

The office of the United Nations Development Program (UNDP) commented on the anti-Azerbaijani campaign conducted by UNDP employee Armen Grigoryan, Trend reports.

Grigoryan, who is an Armenian citizen, conducts open anti-Azerbaijani and anti-Turkish propaganda through social networks.

He shared slanderous materials against Azerbaijan, published texts with fascist and revanchist content, and organized discussions on the “Who loves Armenia more” topic.

The UNDP office said that the organization takes the principles of independence and impartiality that regulate its staff very seriously.

“UNDP does not tolerate discriminatory or biased behaviors that may harm the reputation of the organization and staff globally. UNDP has a number of institutional mechanisms, such as the Ethics office, the Office of Audit and Investigations (OAI), the Office of Human Resources and the Office of the Ombudsman, to prevent and investigate allegations of misconduct and non-compliance with rules and policies,” the organization said.

UNDP also noted that the organization is committed to its work in Azerbaijan as a long-standing development partner.

So, the UNDP didn’t refute the authenticity of screenshots from social networks demonstrating the open anti-Azerbaijani and anti-Turkish position of its employee, who, like other representatives of the organization, should, as follows from this statement, “be guided by the principles of independence and impartiality.”

Azerbaijani press: Azerbaijan, UN ink MoU on partnership

Human Rights Commissioner Sabina Aliyeva and UN Resident Coordinator Vladanka Andreeva have signed a memorandum of understanding on the mutual partnership, the ombudsman’s office has reported.

The signing ceremony of the memorandum was attended by delegations of both organizations.

The memorandum is aimed at promoting universal human rights awareness at all levels, the rule of law, gender equality, prevention of discrimination and good governance, as well as strengthening cooperation with civil society institutions, the report added.

The sides planned to establish a joint working group to implement the abovementioned points.

According to the Memorandum of Understanding, measures will be taken to strengthen the institutional capacity of the ombudsman, support the development of national strategies for the protection of human rights, and implementation of the Framework Document on Sustainable Development Cooperation between the UN and Azerbaijan for 2021-2025.

Among these, special attention will be provided to the implementation of joint projects in the education sphere in the field of human rights, to further expand relations with UN human rights mechanisms in order to evaluate and apply the recommendations made within these mechanisms.

It should be noted that the Sustainable Development Cooperation Framework (UNSDCF) for 2021-2025 was signed on March 1 by Azerbaijan’s Economy Minister Mikayil Jabbarov and UN Resident Coordinator in Azerbaijan Ghulam Isaczai. The Cooperation Framework, fully compliant with the Sustainable Development Goals (SDGs), is based on the principles of human rights, gender equality, sustainable development, resilience and responsibility, including the priorities of socio-economic development, and will cover entire Azerbaijan’s territory.

The main goals of the Cooperation Framework are to transform the economy, meet the needs of vulnerable groups of the population, minimize the impact of the COVID-19 pandemic and eliminate the consequences of the Armenian-Azerbaijani conflict, emphasize the role of the document in accelerating the implementation of the SDGs.

The UNSDCF is the fifth UN-Azerbaijan cooperation framework and is based on an analysis of Azerbaijan’s progress towards the 2030 Agenda for Sustainable Development. The implementation of the Cooperation Framework puts the UN development system reform into practice, emphasizing transparency, accountability and joint action in the delivery of all development results.

The mandate of the OSCE Minsk Group and the OSCE Minsk Group exhausted itself and new solutions are required, Russian military expert, editor-in-chief of the National Defense magazine Igor Korotchenko told Trend while commenting on a statement made following a videoconference meeting with President of the Republic of Azerbaijan Ilham Aliyev, President Emmanuel Macron as part of the French Presidency of the Council of the EU, President of the European Council Charles Michel and Prime Minister of the Republic Armenia Nikol Pashinyan.

The OSCE Minsk Group was not mentioned in this statement.

“The previous mandate of the OSCE Minsk Group actually exhausted itself in the current military-political situation and in its previous activity it has no demand, that is why it was not mentioned during the meeting,” the expert stressed.

As for the new opportunities of the OSCE Minsk Group, Korotchenko added that it must deal with such issues as assistance in the integration of Armenians living in the Karabakh region of Azerbaijan into Azerbaijan’s political and legal aspects.

“For this purpose, it is necessary to develop a specific roadmap through the active participation of the OSCE Minsk Group,” the expert said.

“France plays its game and it has been stipulated by several factors,” the expert said. “The first and main factor is the influence of the Armenian lobby in France, which is politically and financially quite effective.”

“We see that the anti-Azerbaijani rhetoric along with the speeches of certain presidential candidates of France is also used as a factor in attracting the votes of Armenian citizens of France,” Korotchenko added. “The Armenian lobby in France is quite influential.”

The expert said that a certain period of time must probably pass for France to finally accept the existing realities.

“I think that France must demonstrate both in words and in deeds its position, in particular, an official ban on illegal visits of the French presidential candidates to the Karabakh region of Azerbaijan,” Korotchenko said.

The expert said that this must be formalized in France from a legal point of view.

“I reiterate that we have seen a rather duplicitous position of Paris,” the expert said. “The fact that France has spoken positively today does not mean that it cannot speak negatively on some issues in future.”

Korotchenko said that therefore, constant monitoring and a clear diplomatic reaction to any possible wrong actions of Paris are required.

“But in general, we assess the results of the meeting as a victory of the Azerbaijani diplomacy because everyone understands that the mandate of the OSCE Minsk Group and the OSCE Minsk Group exhausted itself, new completely different solutions are required,” the expert said.

“I hope France shows common sense and will be committed to this process,” the expert added.

Turkish press: Turkey ratifies bill on Shusha Declaration signed with Azerbaijan

Parliament late Thursday ratified a bill on the historic Shusha Declaration signed with Azerbaijan last year.

A total of 266 lawmakers voted in favor of the declaration in the 581-seat Turkish Parliament, while 11 lawmakers were against it.

The declaration, signed on June 15, 2021, envisages elevating relations between Turkey and Azerbaijan to the level of an alliance.

Emphasizing that Armenia’s groundless allegations against Turkey and attempts to distort history are damaging peace and stability in the region, the declaration states that the opening of the Zangezur corridor connecting Turkey and Azerbaijan and the Nakhichevan-Kars railway will contribute to the strengthening of relations.

The declaration focuses on defense cooperation and establishing new transportation routes.

The ceremony was attended by President Recep Tayyip Erdoğan and his Azerbaijani counterpart Ilham Aliyev in Shusha, which was liberated in November 2020 from nearly 30 years of Armenian occupation.

The declaration affirms joint efforts by the two armies in the face of foreign threats, and the restructuring and modernization of their armed forces.

Turkey was a key backer of Azerbaijan during the 44-day Karabakh war between Azerbaijan and Armenia, which erupted on Sept. 27, 2020 and ended with a Russian-brokered cease-fire on Nov. 10.

Turkish press: Turkish army receives new Bayraktar TB2s with local electro-optical system

The Turkish defense industry has made new deliveries of Bayraktar TB2 unmanned combat aerial vehicles (UCAV) to the Turkish Land Forces Command, the top defense body’s head said Saturday.

In a Twitter statement, Presidency of Defense Industries (SSB) Chairperson Ismail Demir said the SSB had successfully delivered the Baykar-made combat drones.

He noted that the newly delivered drones are equipped with the leading defense firm Aselsan-developed Common Aperture Targeting System (CATS).

CATS is a high-performance electro-optical reconnaissance, surveillance and targeting system designed for fixed-wing and rotary-wing airborne platforms, including unmanned air systems (UASs), helicopters and aircraft.

The country’s drones were previously using electro-optic systems purchased from abroad but related embargoes on such exports led Turkish defense industry firms to develop the equipment with local resources within the country.

Last year, Canada canceled export permits for drone technology to Turkey after concluding that the country sold the equipment to the Azerbaijani military forces while fighting in the Armenian-occupied and internationally recognized Azerbaijani territory of Nagorno-Karabakh.

Turkey, like Canada, is a member of NATO and is a key ally of Azerbaijan, whose forces regained territory after six weeks of fighting and after three decades of illegal Armenian occupation.

However, Canadian Foreign Minister Marc Garneau said the use of the technology “was not consistent with Canadian foreign policy, nor end-use assurances given by Turkey.”

Turkey criticized the decision, saying that it expects Turkey’s NATO allies to refrain from taking steps that would negatively affect bilateral relations and harm NATO solidarity.

As expressed by many military specialists and defense experts, the combat drones gave the Azerbaijani army the upper hand in detecting and destroying enemy forces and military equipment, including armored vehicles, howitzers, and Russian-made air defense systems.

Among the defense industry products that Turkey imports from Canada is the electro-optic camera system procured from the Wescam company.

Apart from using the domestically developed combat drones on its own, Turkey is also on its way to becoming among the world’s No. 1 exporters in the field.

Export contracts have already been signed with 16 countries for Bayraktar TB2 UCAVs, which have completed 420,000 flight hours.

Turkish press: Ancient Armenian church in Turkey’s Diyarbakır to be renovated

An ancient church belonging to Turkey’s Armenian community in southeastern Diyarbakır province is expected to undergo restoration, officials told Anadolu Agency (AA).

The Surp Sargis Armenian Church, built in the 16th century in the Alipaşa neighborhood of Sur district, Diyarbakır province, has an area of 3,769 square meters (40569.18 square feet).

Owned by the Diyarbakır Surp Giragos Armenian Church Foundation, the church, whose upper structure was completely destroyed, is also known as the Paddy Church as it was used as a paddy factory for a long time.

An inscription, now in the Diyarbakır Archaeology Museum, says the Christian place of worship was last repaired in 1840.

Cemil Koç, head of the Culture Ministry’s Directorate of Surveying and Monuments in Diyarbakır, said the 16th-century building deteriorated over time due to a decline in congregations.

He said the premises was used as a warehouse by various public institutions in the past.

The official added that the “monumental” building has immense importance for Diyarbakır. “Measurements that will form the basis of the building survey and projects are being made. Material samples have also been taken, which will help in getting more information about the church’s architectural style.”

Ergün Ayık, the head of the foundation, said the building is one of the two surviving churches in Diyarbakır, and that they have begun the process to return it to its former condition.

The "shrill" presentation of the CC website and Dilanyan’s pseudo-legitimacy

Lawyer Robert Hayrapetyan wrote on his Facebook page. “Yesterday was the 26th anniversary of the formation of the Constitutional Court (CC), in which the new website of the CC was also presented.

While Arman Dilanyan was trying to convince himself and the rest of his legitimacy at the mentioned presentation, the circumstances of the implementation of reforms in the Constitutional Court, the setting of new standards fixed in the decisions, the reality resembled a much more pathetic picture.

Three judges of the Constitutional Court, Hrayr Tovmasyan, Arevik Petrosyan, Yervand Khundkaryan, were not present at the event, who, by the way, as we have noticed, do not always participate in such events. The former president of the CC Gagik Harutyunyan, the president of the Court of Cassation, even Yeghishe Kirakosyan and the owners of the remaining empty seats were not present either.  A total boycott was also announced by journalists.

In this context, the preceding events are also significant.

The latest HRH report on the failure to make decisions as a result of equal distribution of votes in the Constitutional Court, which translates to avoid making decisions on political issues through the equal distribution of votes as a result of the agreement of the judges (which happens exactly in such cases).

Azerbaijani press: Ukraine receives request to recognize Azerbaijan’s Khojaly genocide

The Ukrainian Ministry of Foreign Affairs received a request to start the procedure for recognizing Azerbaijan’s Khojaly genocide, the Azerbaijani State Committee on Work with Diaspora told Trend.

During the first Karabakh war, the Armenian military committed an act of genocide against the population of Azerbaijan’s Khojaly town consisting of 7,000 people on Feb. 26, 1992.

As many as 613 people, including 63 children, 106 women, and 70 old people were killed as a result of the massacre. A total of 1,000 civilians became disabled in the onslaught. Eight families were completely annihilated, 130 children lost one parent, while 25 lost both parents. Some 1,275 innocent residents were taken hostage.

The petition was signed by member of the Verkhovna Rada (parliament) of Ukraine, deputy chairperson of the Ukraine-Azerbaijan Inter-Parliamentary Friendship Group Liudmyla Marchenko.

“The issue of recognizing the Khojaly genocide was raised in a letter received by Verkhovna Rada signed by co-chairman of the Rada of Ukrainian Azerbaijanis, chairman of the “United Diaspora of Ukrainian Azerbaijanis” Hikmat Javadov,” the petition said.

“Recognition of the Khojaly tragedy as genocide will help restore historical justice, as well as strengthen friendly relations between Ukraine and Azerbaijan,” the petition said.

While using her parliamentary powers, Marchenko asked Ukrainian Foreign Minister Dmytro Kuleba to begin the procedure for recognizing the genocide.

The members of the Ukraine-Azerbaijan Inter-Parliamentary Friendship Group visited Azerbaijan in October 2021 through the support of the Azerbaijani parliament and the Azerbaijani State Committee on Work with Diaspora. The Ukrainian MPs who visited Ganja and Aghdam cities stressed in a joint statement following the visit that they were horrified with the consequences of Armenia’s terror, they stated that the world shouldn’t remain indifferent.

Turkey and Ukraine to coproduce TB2 drones

ANKARA, Turkey — NATO member Turkey and its Black Sea ally Ukraine
have agreed to coproduce an increasingly popular Turkish-made drone at
a production site in Ukraine.
A top Ukrainian official said Feb. 3 that the two countries would sign
a coproduction agreement which would be ratified by parliaments in
Turkey and Ukraine.
Ukrainian Defence Minister Olesii Reznikov told reporters in Kyiv that
the coproduction compound would also include a training center where
Ukrainian pilots would be trained.
In 2019, Baykar Makina, a privately owned Turkish drone maker, won a
contract to sell six Bayraktar TB2 UAVs to Ukraine. The $69 million
contract also involved the sale of ammunition for the armed version of
the aircraft.
In September, the Ukrainian government announced that it was planning
to buy 24 more Turkish unmanned combat aerial vehicles in the coming
months.
Use of the TB2 by Ukrainian forces against Russian-backed separatists
in eastern Ukraine has irked Moscow. As U.S. officials claimed to have
intelligence of Russian officials working on a staged video of
Ukrainian forces attacking Russians as a pretext for war, the
Washington Post cited an unnamed U.S. government official on Friday
saying a TB2 drone could be pictured in such a film to implicate NATO.
The Bayraktar TB2 is a medium-altitude, long-range tactical UAV
system. It was developed by Kale-Baykar, a joint venture of Baykar
Makina and the Kale Group. The UAV operates as a platform for
conducting reconnaissance and intelligence missions.
Reznikov said that the aircraft to be coproduced would be dubbed the
Turkish-Ukrainian Bayraktar.
He said the drone would be powered by a Ukrainian engine. In earlier
talks Turkish sources said that the engine would be supplied by the
Ukrainian producer Motor Sich.
Bayraktar TB2 features a monocoque design and integrates an inverse
V-tail structure. The fuselage is made of carbon fiber, Kevlar and
hybrid composites, whereas the joint segments constitute precision
computer numerical control (CNC) machined aluminum parts.
Each Bayraktar TB2 system consists of six aerial vehicles, two ground
control stations, three ground data terminals, two remote video
terminals and ground-support equipment.
The Bayraktar TB2′s maximum payload exceeds 55 kilograms. The standard
payload configuration includes an electro-optical camera module, an
infrared camera module, a laser designator, a laser range finder and a
laser pointer.
Ukraine was the first export market for the TB2, with the sale of six
systems in a $69 million contract in 2019. Baykar has also won
contracts to sell batches of the TB2 to Qatar, Azerbaijan and Poland.
