STEPANAKERT. – At 3:20am on Monday, the emergency situations department of the Martakert region of Artsakh (Nagorno-Karabakh) received a report that a fire had broken out in Arajadzor village. And according to preliminary data, the secondary school named after Aris Poghosyan was on fire.

The fire was contained at 5:05am, the Artsakh State Emergency Service informed Armenian News-NEWS.am.

But according to preliminary data, the wood storage on the first floor of this school, as well as four windows on the second floor were burned down, and the corridor on the first floor was affected by the smoke

Human rights activist: I am announcing assembly in front of EU representation in Armenia Thursday

Ruben Melikyan—a human rights activist, Artsakh (Nagorno-Karabakh) former Human Rights Ombudsman, and co-founder of the “Legal Path” NGO of Armenia—has called for an assembly Thursday outside the office of the European Union (EU) Delegation to Armenia.

“[Yerevan court Judge] Davit Arghamanyan has decided to arrest Judge [Boris] Bakhshiyan for two months. I have no more questions for the Armenian authorities. Everything is clear. However, I have questions and I have something to say to those who record ‘progress of democracy’ in Armenia.

To this end, I am announcing an assembly in front of the EU representation in Armenia on Thursday, February 10, at 14:00. Those people must take accountability for their assessments,” Melikyan stated on Facebook.

As reported earlier, a Yerevan court on Monday granted the petition by the National Security Service (NSS) of Armenia to remand suspended Judge Boris Bakhshiyan in custody.

The basis for prosecuting Bakhshiyan is that, according to the NSS, he had violated the procedure for precautionary measure. Accordingly, a defendant in a criminal case refused to appear in court, and Judge Bakhshiyan made a decision to have him arrested. According to the body conducting the proceedings, thus, Judge Bakhshiyan had not ensured the right of the defendant to be heard.

To note, Bakhshiyan is the judge who had commuted the pretrial measure of detention that was imposed against Ashot Minasyan—a.k.a. Ashot the Iron, the commander of the “Sisakan” detachment and a participant in the three wars—and released him on bail and a signature bond not to leave Armenia.

Judge Bakhshiyan’s lawyers consider these processes as a political persecution against him.

Armenia ruling force MP on Freedom House statement: Swearing should be forbidden

Swearing should be forbidden. Swearing as a moral norm has been banned in Armenia, it is banned, and I hope it will remain banned. Vladimir Vardanyan, a member of the ruling majority “Civil Contract” Faction of the National Assembly (NA) of Armenia and chair of the NA Standing Committee on State and Legal Affairs, told this to reporters in the NA Monday—and referring to the Freedom House statement where this non-profit organization expressed concern over the first criminal conviction of an Armenian citizen under the new provision of the Armenian Criminal Code criminalizing “serious insults” against government officials.

“Swearing as a category should be excluded from public discourse in general. Unfortunately, through the spread of social media—when a person, in fact, would not otherwise swear because he would have been subjected to at least some moral reproach—, under the influence of social media, it has become a field that can lead to much more criminogenic phenomena. Swearing is not a manifestation of freedom of speech. Swearing is one of the legitimate cases of curtailing of freedom of speech, when, in fact, even the ECHR will not provide protection to the person who cursed. The purpose of passing the [aforesaid Armenian] law is to correct this situation,” Vardanyan added.

All Armenian POWs returned to Yerevan being interrogated

All POWs returned to Armenia are being interrogated, spokesman for the Investigative Committee of Armenia Vardan Tadevosyan told Armenian News – NEWS.am.

Eight prisoners of war who returned to Armenia today are being interrogated at the Investigative Committee.

Following the February 4 remote meeting between Pashinyan and Aliyev, mediated by French President Emmanuel Macron and President of the European Council Charles Michel, 8 Armenian prisoners of war returned to their homeland from Azerbaijani captivity.

Over 20 NGOs makes statement in connection with liquidation of Armenian cultural heritage in Artsakh by Azerbaijan

The Azerbaijani government has formed a working group of Albanian historians and architects, whose task is to remove false Armenian traces from Albanian architectural monuments. These actions are aimed at the elimination of the Armenian cultural heritage in Artsakh, more than two dozen public organizations said in a statement, received by Armenian News – NEWS.am.

“Azerbaijani authorities have repeatedly proved their consistency in pursuing a policy of ethnic cleansing by destroying traces of Armenians.

“On December 7, 2021, the International Court of Justice demanded that Azerbaijan take the necessary measures to prevent all acts of vandalism committed against the Armenian cultural heritage and punish those responsible.

“Azerbaijan violates this requirement with its current actions.

“Unfortunately, the Armenian authorities do not give an adequate response to the policy of ethnic cleansing and cultural genocide committed by Aliyev.

“We DEMAND from the Prime Minister and the Government of Armenia:

– notify the International Court of Justice of the non-compliance/violation by the Azerbaijani authorities of the interim measures applied to him in order to prevent the irreversible loss of the Armenian cultural heritage;

– apply to the UN to organize a visit to Artsakh and document the current state of the Armenian monuments,” the statement added.

Armenia Foreign Ministry comments on Baku’s ‘expectations’

The Armenian side has not assumed any unilateral obligations to clarify the fate of the missing, Armenian Foreign Ministry spokesman Vahan Hunanyan told Radio Azatutyun.

“Both in the first and the second Artsakh war, the Armenian side has missing persons. We attach importance to finding out the fate of the missing. In this sense, the Armenian side did not assume any unilateral obligations,” he said.

After returning eight Armenian prisoners of war, Azerbaijan said that in exchange it expects to receive information about the Azerbaijani soldiers and civilians killed in the first Karabakh war and presumably buried in mass graves, as well as the location of these graves.

Armenian ombudsman: Azerbaijani authorities inciting religious enmity at state level

The Azerbaijani authorities are inciting religious enmity at the state level, accusing Armenians of Islamophobia with absolute falsehood, Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan said on Sunday, referring to his new ad hoc report on Azerbaijan’s policy of Armenophobia after the 44-day war in Artsakh.

“How, for example, can they explain the famous Decree of the founder of Islam, Muhammad, which he adopted in 626AD after the visit of the Armenian Patriarch of Jerusalem Abraham and his 40 delegates? By this he extended his protection to the Holy Thomb of Christ, churches and monasteries in “Jerusalem, Damascus and Arab regions”, including the St. Hakobyants Monastery in Jerusalem, educational institutions and property. It was preserved later,” he wrote on Facebook.

In Tatoyan’s words, historical facts prove the respect of the Armenian people, as well as the respect of the Armenian Church for Islam and other religions, starting from the countries with Islam. With many peoples of the Islamic world Armenians have lived as friends for centuries

“This policy of the Azerbaijani authorities incites hostility towards Armenians living in countries where they profess Islam. It incites enmity between nations,” Tatoyan stated.

The ombudsman highlighted that the Upper and Inner Mosques of Shushi, Artsakh remained standing and preserved, the Upper Mosque and the building of the madrasa, a caring school, were completely renovated, and a park was built. There is a functioning mosque in Yerevan, he added.

“Instead, the Azerbaijani armed forces shelled and desecrated the Ghazanchetsots Cathedral and Kanach Zham church in Shushi, destroyed the Zoravor Surb Astvatsatsin Church in Mekhakavan in Artsakh, desecrated the St. Yeghishe Church in Mataghis, destroyed Armenian khachkars in Shush, Hadrut. The St. Gregory the Illuminator Armenian Church in Baku has been desecrated, turned into a library archive, the cross has been removed from the dome, there is no tabernacle, the tombstones that were adjacent to the church have been destroyed,” Tatoyan stressed.

“Currently, everything is being done at the state level to change the affiliation of Armenian churches and monasteries. This policy is already manifested in the new forms of torture of Armenian captives on religious grounds.

“Therefore, the Azerbaijani statements are absolutely false, they have political motives and are very dangerous for peace.

“All these facts are presented in details in the report of the Armenian HRD published two days ago and in this press conference,” he noted.

Armenian court orders arrest of judge Boris Bakhshiyan

A first instance court in Armenia’s southernmost Syunik Province has ordered the arrest of judge Boris Bakhshiyan.

Presiding judge Davit Arghamanyan granted a motion of the National Security Service (NSS) to arrest him on Monday, Pastinfo news site reported.

Earlier last week, the Supreme Judicial Council (SJC) approved a request of Prosecutor-General Artur Davtyan to allow the law enforcement authorities to prosecute and arrest Bakhshiyan, a judge of the Syunik Court of General Jurisdiction.

The decision came days after Bakhshiyan ruled to release jailed opposition figure and war veteran Ashot Minasyan on bail. He had also ordered the release of opposition Kajaran Mayor Manvel Paramazyan and Deputy Mayor of Goris Menua Hovsepyan.

The Prosecutor-General’s Office claims that the criminal case has nothing to with the release of Minasyan and is related to Bakhshiyan’s “baseless” order to arrest a defendant in a case he is dealing with. However, his lawyers reject the charges as “political persecution”.

Political analyst: Pipeline to link Persian Gulf and Black Sea to run through Armenia

The pipeline to connect the Persian Gulf to the Black Sea is to run through Armenia, political analyst Hrant Melik-Shahnazaryan says.

“Iran has made a final decision not to use the territory of Nakhichevan for the establishment of the Persian Gulf-Black Sea corridor; the pipeline will pass through the territory of Armenia,” he wrote on Facebook on Monday.

The analyst says negotiations on the project will continue in Bulgaria soon. The states that are part of the energy corridor –  Iran, Armenia, Georgia, Bulgaria and Greece – are expected to sign a relevant agreement.

“Thus, the Iranian side recognizes Syunik as a region of strategic importance for itself in deed, and not only in word. It is also known that an Iranian consulate will soon open in Kapan,” Melik-Shahnazaryan stated.

“Naturally, this is good news. Armenia will finally break through the communication blockade and Turkey’s presence in Artsakh will, in a sense, be compensated by Iran’s presence in Syunik.

“However, these geopolitical and geo-economic reshuffling also poses a serious problem for us. In particular, Armenia’s opportunity to make decisions on issues of vital importance to it is practically nullified.

“This is not the only problem. What is also important is that Armenia is left empty-handed in this regional reshuffling. Or rather, we are being offered only crumbs. Meanwhile, we can at least raise the issue of [Azerbaijani-occupied Artsakh towns] Hadrut and Shushi.

“I realize that Armenia is the defeated side in the war, but I also know the reasons for that. Incidentally, Moscow, Baku, Tehran and all other capitals know it as well. Accordingly, the issue of Hadrut and Shushi and, in case of a good job, also Karvachar’s issue are still relevant. Unless, of course, the traitorous authorities sell them for dividends expected in exchange for gas transit and other similar projects,” the analyst said.

From democracy to dictatorship: Opposition MP slams arrest of judge Boris Bakhshiyan

Armenia is turning from a democracy into a dictatorship amid the “tacit support” from international organizations, lawyer and opposition Hayastan faction MP Aram Vardevanyan claims.

His comments came after a first instance court in Armenia’s southernmost Syunik Province on Monday ordered the arrest of judge Boris Bakhshiyan shortly after the latter ruled to release jailed opposition figure and war veteran Ashot Minasyan on bail.

He had also ordered the release of opposition Kajaran Mayor Manvel Paramazyan and Deputy Mayor of Goris Menua Hovsepyan.

“One thing is crystal clear when it comes to the current authorities: a political order is carried out by the law enforcement agencies,” Vardevanyan wrote on Facebook.

“Immediately after the assignment of judge Bakhshiyan’s case, it was clear to the professional community that his arrest was imminent. It was inevitable, because the current authorities cannot tolerate an independent judiciary, thus sending a message to all.

“Armenia is swiftly turning from a democracy into a dictatorship with the active support of international organizations. A judge was arrested amid at least the tacit support of the European Union in Armenia and other international organizations. This is obviously an unprecedented existential challenge to the law,” the deputy stated.
