CivilNet: From Presidential Candidate’s Claims to Supposed Acquisition of ArmNews: This Week In Fake News

Presidential Candidate Wrong on Corruption Report

On February 3, Vahagn Khachaturyan, Minister of High-Tech Industry and the ruling party’s presidential candidate, made baseless claims on the legality of demonstrations and Transparency International’s reports on corruption. (President Armen Sarkissian had resigned from the post on January 23 and the country’s National Assembly is due to elect a new president in the coming weeks).

Khachaturyan told journalists that Transparency International, an international anti-corruption organization based in Berlin, had, for years, singled out Armenia as having “systemic corruption” and described Armenia’s corruption level as “state capture.” This is defined by the United Nations Interregional Crime and Justice Research Institute (UNICRI) as a timeframe “when the ruling elite and/or powerful businessmen manipulate policy formation and influence the emerging rules of the game (including laws and economic regulations) to their own advantage.”

Khachaturyan noted that under the current government, assessments of “systematic corruption” and “state capture” have been removed from the organization’s reports. However, #CivilNetCheck found that Khachaturyan’s claims are dubious. Transparency International has never singled out Armenia as having systemic corruption. The organization’s Corruption Perceptions Index (CPI), an annual ranking of countries based on how corrupt their public sectors are perceived to be, countries with a score below 50 are considered to have “systemic corruption”. Since the current methodology was put in place in 2012, Armenia has always scored below 50. From 2018 to 2020, after the Velvet Revolution, Armenia’s score climbed significantly, from 35 to 49, but still remained below 50.

Khachaturyan also claimed that the protests against the spike in car insurance prices a few days earlier were “most likely illegal.” On January 31, several protesters demonstrating against the price hike were arrested in Yerevan’s Republic Square. Khachaturyan was referring to the legal requirement to get permits for demonstrations beforehand. However, this requirement does not apply to small demonstrations consisting of less than 100 participants, or demonstrations that are “urgent and spontaneous.” The January 31 demonstration had several dozen participants and, thus, was excepted from the requirement to get a permit. So, unlike his claim, the protests were completely legal.

Ruben Vardanyan Hasn’t Acquired ArmNews

In January, several Armenian outlets claimed that Ruben Vardanyan, a Russian-Armenian billionaire and philanthropist, had acquired shares in ArmNews, a TV channel with nationwide coverage. However, Vardanyan denied this in an interview with CivilNet. Furthermore, there have been no changes in the declaration of real owners of ArmNews. Its current shareholders are four former parliament deputies from then-ruling Republican Party: Arman Saghatelyan, Samvel Farmanyan, Mihran Hakobyan, and Karen Bekaryan.

Ruben Vardanyan is seen as being behind or affiliated with the A Country to Live In Party founded in August 2021 by Mane Tandilyan and Mesrop Arakelyan, two former Ministers of Labor and Social Affairs of Armenia. Tandilyan is the incumbent Minister of Social Affairs of Artsakh. Although Vardanyan has denied that he’s behind the party, he participated in their campaign in the local elections in December 2021.

The alleged acquisition of ArmNews is speculated to become Vardanyan’s media base for his prospective political career in Armenia, which he has hinted at previously.

Turkey-Armenia Flights Didn’t Begin in 2003

On February 2, the first Yerevan-Istanbul and Istanbul-Yerevan flights took place for the first time since 2019.

#CivilNetCheck wrote a few weeks ago that despite claims to the contrary, the first Yerevan-Istanbul flights did not take place in the 2000s, but much earlier. This week a more detailed historical review of Yerevan-Istanbul flights was published by CivilNet. The first Yerevan-Istanbul flights actually occurred, according to Armenia’s Civil Aviation Committee, in the late 1980s. In 1993, after Armenian forces captured Kelbajar (Karvachar), Turkey closed its airspace for Armenia, but these flights resumed in 1995. By then, Armenian Airlines had irregular weekly flights to Istanbul.

With the ongoing attempt to normalize relations with Turkey, Yerevan-Istanbul flights are often used by politicians, especially in parliament, to attack each other and score points. Earlier Vagharshak Hakobyan, a parliament deputy from the ruling Civil Contract Party, had claimed that the first Yerevan-Istanbul flights had taken place in 2003, during Robert Kocharyan’s presidency. Hakobyan was likely referring to the first flight by a Turkish airline. It took place in October 2003 and was organized by Tower Travel, a Turkish company owned by the Turkish-Armenian businessman Dikran Altun.

Azeri leader signs into law controversial media restriction bill

YEREVAN, FEBRUARY 9, ARMENPRESS. Azerbaijani President Ilham Aliyev signed into law the bill on adopting new media restrictions in the country, with many experts viewing it as a crackdown on independent press.

The bill has received criticism from journalists who fear that it will restrict the freedom of the press and its access to public information.

The new law requires journalists to fit specific criteria (lack of criminal record; higher education, etc.)

The law stipulates that a centralized state registry will be created to register journalists and media outlets.

The registration of journalists and media entities is voluntary — however, those who refuse to register forfeit the right to access information from public authorities or attend government events and press conferences, according to OC Media.

Moreover, political parties can from now on only run printed press, while local news outlets are banned from receiving foreign funding.

According to a December article in Eurasianet, the new law will also require owners of media outlets to live in Azerbaijan, “which would effectively ban many of the country’s independent media which are run by Azerbaijanis who fled the country’s already repressive media environment.”

Government to call up more reservists for trainings

YEREVAN, FEBRUARY 9, ARMENPRESS. The Armenian government plans to hold new trainings for reservists of the military.

The draft decision, published on e-draft.am ahead of the government session, states that a total of 724 citizens from the reserve will be called up in between April 15 and June 15 of 2022.

566 reservists are listed as Privates and Junior Corporals, 30 are Senior Corporals and 128 are Officers of the Group 1 Class I and II of the reserve.

The stated goal of the musters is to “perfect the military skills of the reservists” and “hold trainings”.

Hovhannes Bachkov to face Cristian Coria in next pro fight

YEREVAN, FEBRUARY 9, ARMENPRESS. Armenian boxer Hovhannes Bachkov’s next bout in the professional ring will be against Argentine boxer Cristian Coria (29-9-2, 13 knockouts). 

The 29-year-old Bachkov (2-0, 1 knockout) will face the 39-year-old on March 18 in Dubai.

The match is part of global promotional company Probellum’s first event of 2022.

“I’m very excited to be competing at Probellum Evolution and I’m looking forward to putting on a great show for the fans,”  BoxingNews.co quoted Bachkov as saying. “It’s been a good start to my professional career but there is a lot more to come from me and I will show my quality in Dubai.” 

Bachkov showcased his undoubted qualities in his amateur career, winning bronze at world championships for three times, winning the European championship twice and capturing bronze at the 32nd summer Olympics.

Bachkov went pro in 2020.

Artsakh President signs decree on making changes in government’s structure

STEPANAKERT, FEBRUARY 9, ARMENPRESS. On February 9, President of the Artsakh Republic Arayik Harutyunyan signed a decree “On making changes and amendments to the Artsakh Republic President’s decree ‘On the structure of the Government of the Artsakh Republic’ ” dated on 17 December, 2020, his Office said.

According to the decree:

– Ministry of Labor, Social and Migration Affairs was renamed to the Ministry of Social Development and Migration;

-the economic block has been separated from the Ministry of Economy and Agriculture and attached to the Ministry of Finance,

– The State Control Service (the successor of the current Control Service of the President of the Artsakh Republic) and the newly-created Committee on Material Damages have been added to the structure of public administration bodies.

Russian State Duma legislator Vladimir Zhirinovsky hospitalized in serious condition in Moscow

YEREVAN, FEBRUARY 9, ARMENPRESS. Leader of the Liberal Democratic Party of Russia (LDPR) and the State Duma legislator Vladimir Zhirinovsky has been admitted to the Central Clinical Hospital in Moscow, reports TASS.

The condition of the 75-year-old politician is serious, a source in political circles told TASS on Wednesday.

“Vladimir Volfovich has been hospitalized, he is in hospital in a serious condition. <...> At the Central Clinical Hospital, he’s been there for a couple of days already”, the source said.

Earlier, Telegram channels posted reports that allegedly Zhirinovsky had been hospitalized at the Central Clinical Hospital, and his health was being monitored by physicians. The press service of the Liberal Democratic faction in response to a request by TASS to comment on the reports of his hospitalization said that Zhirinovsky continues to work and is feeling well.

Denmark’s Queen Margrethe tests positive for COVID-19

YEREVAN, FEBRUARY 9, ARMENPRESS. Denmark’s Queen Margrethe has tested positive for coronavirus but is only showing mild symptoms, Reuters reports citing the statement of the royal court.

The 81-year old Queen, who has sat on the throne for half a century, had cancelled her planned winter holiday in Norway which should have started on Wednesday and was isolating in a wing of the Amalienborg Palace in the heart of Copenhagen, the court said.

Armenian side handed over bodies of 108 persons missing since first Karabakh war to Azerbaijan over past year

YEREVAN, FEBRUARY 9, ARMENPRESS. In the past one year the Armenian side has returned bodies of 108 people missing since the first Artsakh war to Azerbaijan, 2 more bodies will be handed over in coming days, Prime Minister of Armenia Nikol Pashinyan said during a Q&A session in the Parliament.

When asked to inform whether agreements about solving the issue of captives and missing persons were reached during the recent remote meeting of the Armenian and Azerbaijani leaders at the mediation of the French President Emmanuel Macron and President of the European Council Charles Michel, the Armenian PM said that one of the issues that was discussed at that meeting related to the solution of the humanitarian problems. He reminded that after that meeting 8 Armenian captives returned to Armenia. Pashinyan praised the efforts of Emmanuel Macron and Charles Michel in this process.

“We also talked about the fates of persons missing after the first war and the 44-day war. Azerbaijan constantly says that they have nearly 4000 missing persons after the first Karabakh war. I want to state that the Armenian side also has missing persons, 777 according to official data. An attempt is made to present that the Armenian side has not taken concrete actions also in this matter. I want to inform that over the past year bodies of 108 persons missing after the first war have been handed to the Azerbaijani side. We are going to transfer 2 more bodies in coming days”, the Armenian PM said, adding that Armenia hasn’t published that it has returned so many bodies because it believes that it’s a humanitarian issue.

The Armenian side has returned these 108 bodies without preconditions. “Because we do not consider it right for it to become a subject of any bargaining, because the humanitarian issues should not be a subject of bargaining. We did the same with the minefield maps, by returning them without conditions so that it would not become a subject of bargaining. Because we don’t think that we should bargain by people’s fate”, he said.

Pashinyan assured that Armenia started the work on this topic back in early 2020 when they discussed it during the Security Council session at the mediation of the OSCE Minsk Group Co-Chairs, and he tasked to solve these humanitarian problems. “And we expect that we will manage to establish cooperation in clarifying the fates of not only the persons missing after the first Karabakh war, but also those missing in the 44-day war. We have 217 missing persons after the 44-day war. And yes, an agreement has been reached to cooperate to find out the fates of the missing persons”, he said, expressing hope that the Azerbaijani side will also take concrete steps on this direction.

Pashinyan also reminded the clear position of the Parliamentary Assembly of the Council of Europe (PACE) that captured persons must be returned.
