The Ministry of Foreign Affairs of Japan made a decision to increase the level of threat of being present in the territory of Ukraine to the maximum – the forth level, and called on its citizens to immediately leave that country, ARMENPRESS reports, citing “Izvestia”, the Ministry of Foreign Affairs of Japan announced.

According to the classification of the Ministry of Foreign Affairs of Japan, the fourth level of threat of being present in this or that country means to immediately leave the country’s territory and suspend any trip to that country.

The Ministry of Foreign Affairs of Japan explained its decision by the continuing rise of tension at the Russian-Ukrainian border.

The Ministry of Foreign Affairs of Japan emphasized that the further development of the situation remains unpredictable, despite the continuing diplomatic efforts aimed at the resolution of the crisis.

YEREVAN, 11 FEBRUARY, ARMENPRESS. High Commissioner for Diaspora Affairs of Armenia Zareh Sinanyan is on a working trip to the Republic of France for the first time. The agenda in Paris began with a visit to the Esplanade of Armenia, where the High Commissioner and the Armenian Ambassador Extraordinary and Plenipotentiary to France Hasmik Tolmajian laid flowers at the Komitas Monument, ARMENPRESS was infomred from the High Commissioner’s Office.

The Esplanade of Armenia is located in the heart of Paris between the Pont de l’Alma and the Pont des Invalides on a spacious territory adjacent to the Seine River. The space also includes the monument to Vardapet Komitas, opened back in 2004, and Yerevan Park opened in 2009.

Afterwards, the High Commissioner visited the residence of the French Diocese of the Armenian Apostolic Church and toured the church. He met with the head of the diocese, Bishop Vahan Hovhannisyan, and representatives of the deputy assembly of the Armenian Diocese of France. The head of the Diocese noted that they have 27 churches now. “The church is a mission, not a building,” the spiritual leader emphasized. He presented the Diocese’s activities, active work with youth and the holding of the annual Armenian festival to the High Commissioner.

Armenian schools in France are in high demand, but they also have various problems. During his visit to Arnouville’s Hrant Dink primary school, the High Commissioner learned about issues related to teaching Eastern and Western Armenian and the lack of teachers. Accompanied by Armenian Ambassador to France Hasmik Tolmajian, the High Commissioner toured the school and met with the teaching staff and spoke with students. Now, there are about 85 students in the school. Zareh Sinanyan also had a remote conversation with the head teacher of the school, Garabed Dakessian.

The High Commissioner held meetings with a number of French officials, expressing gratitude for France’s friendship and brotherhood. During the meeting with Gilbert-Luc Devinaz, Chair of the Armenia-France Parliamentary Friendship Group in the French Senate, and members of the group, they discussed France-Armenia relations, the active involvement of Armenians in various spheres of France and the continued deepening of relations between the friendly peoples. The High Commissioner expressed gratitude to Senate members for their pro-Armenian activities and emphasized the importance of adopting a resolution on the need to recognize the independence of Artsakh.

The High Commissioner then met with Arnouville Mayor Pascal Doll. Appreciating the Mayor’s concern for local Armenians and their love for Armenia and Artsakh, the High Commissioner invited Pascal Doll to Armenia. Arnouville signed a memorandum of cooperation with Yerevan’s Nubarashen administrative district. There is also a memorandum signed with the community of Shekher in Artsakh, which is now under the occupation of Azerbaijan.

High Commissioner Zareh Sinanyan met with the Mayor of Raincy, Jean-Michel Genestier, and the two discussed further developing ties with the city. They particularly noted the importance of “Dprotsaser” School. “The city is doing everything to keep Dprotsaser alive, so that students can fully utilize the city’s infrastructure,” the Mayor said.

“I am sure that the Armenians living in Raincy are good citizens of France, and this is representative of their character. They are well-integrated, but maintain their love for the homeland. I want to express my gratitude for your work and hope that one day you will visit Armenia,” the High Commissioner said.

High Commissioner Zareh Sinanyan took part in an economic forum organized by the Armenian Movement organization. He presented on the Office’s ongoing activities and the economic opportunities in Armenia, also responding to questions from entrepreneurs.

During the forum, the speakers introduced the main areas of investment in Armenia along with the advantages, as well as other issues related to Armenia-France economic cooperation.

The forum ended on a positive note, where the entrepreneurs agreed to assess the needs of the Armenian market.

Azerbaijan informs about return of human remains by Armenia

Armenia has returned human remains to Azerbaijan through the mediation of the International Committee of the Red Cross, ARMENPRESS reports citing Azerbaijani media, Eldar Samedov, Deputy Head of the Working Group of the Azerbaijan State Commission on Prisoners of War, Hostages and Missing Persons Elmar Samedov informed.

“The remains were removed mainly from groundwater sites, so it is very difficult to get DNA samples from those remains. In the final stage, clear information will be provided on how many bodies there are,” Samedov said.

The indescribable efforts made by Armenian businessmen last year have significantly contributed to the recovery of the Armenian economy following the huge economic depression of 2020, ARMENPRESS reports Coordinator of the Eurasian Expert Club, political analyst Aram Safaryan said at a press conference, presenting the results of the new research of the Eurasian Expert Club on the Armenian economy.

The Expert Club, with the help of its leading economists, has presented a new, the 7th study on the Armenia’s economy in the context of Armenia’s membership to the Eurasian Economic Union (EEU).

In particular, Doctor of Economics, Professor Tatul Manaseryan found out in his research that after a severe 8% decline in 2020, the Armenian economy is showing signs of recovery.

According to the coordinator of the Club Aram Safaryan, Manaseryan singles out 4 main factors that contributed to the 5.8% economic growth in 2021. The first of them is the efforts of the Armenian businessman.

“Armenian businessmen have made indescribable efforts to rectify the situation after the 8% economic downturn in 2020, to record growth, thus providing a huge moral and financial benefit to our country. That is why we would like to express our words of praise to the representatives of the Armenian business field, who mainly produce finished goods and export them abroad. This is really a bravery,”the coordinator of the Eurasian Expert Club stressed.

The second important factor was the ban on the import of goods from Turkey in 2021, which stimulated the development of local products to replace imports.

“That one year was enough for the local producers, who replaced the import, to breathe and try to stand on their own two feet. You also noticed a lot of small and large household goods in stores, which have started to be produced in Armenia when the Armenian consumer got the opportunity to buy local products instead of those imported from Turkey,” says Aram Safaryan.

The third factor contributing to economic growth, according to the economic study, is Armenia’s membership to the EEU, and the fourth was the removal of many restrictions initiated by the government, which were introduced in 2020 to fight the coronavirus.

U.S. Envoy Reveals Meeting With Armenian Opposition Lawmakers

The U.S. Embassy in Yerevan said on Friday that Ambassador Lynne Tracy met with 
Armenian opposition lawmakers earlier this week to “hear their concerns 
regarding recent judicial and political developments.”
“The Ambassador stressed U.S. support for Armenia’s democratic trajectory,” the 
embassy wrote on Twitter.
It did not name the deputies who met with Tracy. It said only that they are 
affiliated with the main opposition Hayastan bloc.
The bloc headed by former President Robert Kocharian did not issue any 
statements on the meeting held on Wednesday.
Hayastan and the other parliamentary opposition force, Pativ Unem, issued a 
joint statement on February 3 strongly condemning criminal proceedings launched 
against a judge who freed a well-known opposition figure on January 26.
The judge, Boris Bakhshiyan, was arrested on Monday on charges stemming from 
another decision made by him recently. He rejects them as government 
retribution. Armenia’s Union of Judges and outgoing human rights ombudsman, 
Arman Tatoyan, have also deplored Bakhshiyan’s arrest.
In their statement, Hayastan and Pativ Unem demanded that the international 
community react to the “collapse of democracy in Armenia” and be “conscious of 
their share of responsibility.”

In recent months, representatives of the two opposition groups have repeatedly 
accused Western powers of turning a blind eye to what they see as government 
crackdowns on opposition figures and independent-minded judges.
U.S. and European Union officials have not publicly echoed the Armenian 
opposition concerns. They regularly voice support for “reforms” promised or 
implemented by Prime Minister Nikol Pashinian’s administration.
On Thursday, Tracy met with Armenia’s Prosecutor-General Artur Davtian. She 
stressed, among other things, “the importance of judicial independence and 
integrity,” according to the U.S. Embassy.
The ambassador’s meeting with Davtian came the day after Pashinian’s Civil 
Contract party pushed through the Armenian parliament last-minute legal 
amendments that will make it easier for law-enforcement authorities to indict 
and arrest judges.
Opposition lawmakers denounced the amendments as another blow to judicial 
independence.
Ex-Official Sees Few Benefits From Armenia’s Rail Link With Azerbaijan

Armenia should not anticipate significant economic benefits from a planned rail 
link with Azerbaijan that could give it a new trade route to Russia, former 
Deputy Prime Minister Vache Gabrielian insisted on Friday.
“It will definitely not hurt, but it will not be a game changer given the 
structure of our economy,” Gabrielian told RFE/RL’s Armenian Service in an 
interview.
The two South Caucasus countries are due to establish transport links under the 
terms of a ceasefire that stopped the 2020 war in Nagorno-Karabakh and follow-up 
agreements also brokered by Russia. The agreements specifically commit Armenia 
to opening a transit road and railway that will connect Azerbaijan to its 
Nakhichevan exclave.
Armenia should in turn gain rail links with Russia, its main trading partner, 
and neighboring Iran via Azerbaijan. Prime Minister Nikol Pashinian regularly 
emphasizes this fact, predicting a massive boost to the Armenian economy.
“Shipping goods to Russia [by rail] through Baku doesn’t make much economic 
sense for us,” said Gabrielian, who served as deputy prime minister from 
2014-2018 and had held other senior positions in Armenia’s government and 
Central Bank since 1999. “This used to be our main trade route in Soviet times. 
But back then we transported metal ores and other heavy industrial output.”
“We don’t have such products [exported to Russia] now. Nor are we implementing 
large investment projects for which we need to import things from Russia,” he 
said.
Gabrielian argued that Armenian exports to Russia now mostly consist of 
beverages, prepared foodstuffs and fresh fruits and vegetables. It will be 
cheaper and quicker to deliver them through Georgia than Azerbaijan, he said.

Most of Russian-Armenian trade, which totaled $2.6 billion last year, is carried 
out by trucks passing through the main Georgian-Russian border crossing at Upper 
Lars. Traffic through that mountainous pass is periodically blocked by bad 
weather, especially in winter months.
Gabrielian said that extensive road upgrades launched by the Georgian 
authorities in that area last year will eliminate this problem and make the 
Upper Lars road even more attractive to Armenian exporters and importers.
“So I don’t quite understand the economic rationale for that railroad,” added 
the 53-year-old economist, who is now the dean of the College of Business and 
Economics at the American University of Armenia.
Most Armenians appear to share this skepticism. According to a U.S.-funded 
opinion poll conducted late last year, only 5-6 percent of them think that the 
economic impact on their country of open borders with Azerbaijan and Turkey will 
be “definitely positive.”
Armenian Opposition To Boycott Karabakh War Inquiry

Armenia’s two main opposition forces have decided to boycott a parliamentary 
inquiry into the 2020 war in Nagorno-Karabakh, saying that it will be controlled 
by pro-government lawmakers and therefore cannot be objective.
The ruling Civil Contract party’s parliamentary group announced on Thursday the 
establishment of an ad hoc commission that will examine the causes of Armenia’s 
defeat in the war, assess the Armenian government’s and military’s actions and 
look into what had been done for national defense before the hostilities.
The parliamentary majority said it will appoint seven of the eleven members of 
the commission. The opposition Hayastan and Pativ Unem blocs were offered to 
name the four other members.
Both blocs officially rejected the offer on Friday. In a joint statement, they 
argued that “the authorities cannot objectively investigate their own actions.”
“It is clear that the investigative commission will be engaged in staging the 
‘innocence’ of the authorities,” they said.
“Taking into account these and a number of other circumstances, the opposition 
Hayastan and Pativ Unem factions decided not to participate in the work of the 
investigative commission set up by the authorities,” added the statement.
Representatives of Hayastan and Pativ Unem said earlier that such a commission 
must be headed by an opposition lawmaker and that Civil Contract and the 
opposition must be equally represented in it.
Armen Khachatrian, a senior Civil Contract lawmaker, deplored the opposition 
boycott. “They are doing everything to question the legitimacy of the 
investigative commission,” Khachatrian told reporters.
“They are not interested in taking part in clarifying the objective reality,” he 
said. “They are interested in continuing to sling mud.”
Virtually all Armenian opposition groups hold Prime Minister Nikol Pashinian 
responsible for the outcome of the six-week war that left at least 3,800 
Armenian soldiers dead.
For his part, Pashinian has blamed former Presidents Robert Kocharian and Serzh 
Sarkisian, who lead Hayastan and Pativ Unem respectively, for the defeat. 
Kocharian ruled Armenia from 1998-2008, while Sarkisian, his successor, lost 
power more than two years before the outbreak of the devastating war.
Court Extends Arrest Of Vanadzor Election Winner

An Armenian court has extended the pre-trial arrest of the former mayor of 
Vanadzor who defeated the ruling Civil Contract party in a municipal election 
held in the country’s third largest city two months ago.
A bloc led by Mamikon Aslanian essentially won the election with about 39 
percent of the vote. Civil Contract party finished second with 25 percent, the 
most serious of setbacks suffered by it in local polls held in 36 communities 
across Armenia on December 5.
Aslanian was thus well-placed to regain his post lost in October. But he was 
arrested on December 15 on corruption charges rejected by him as politically 
motivated.
The court on Thursday allowed law-enforcement authorities to hold Aslanian in 
detention for two more months. His lawyers denounced the decision as baseless 
and said they will appeal it.
Prosecutors deny any political reasons behind the case. They claim that Aslanian 
illegally privatized municipal land during his five-year tenure.
Vanadzor’s new municipal council has still not been able to hold its inaugural 
session and elect the community head. Visiting the city earlier this week, 
Minister for Territorial Administration Gnel Sanosian downplayed the fact that 
it has had no mayor for over two months.

Four other communities where Prime Minister Nikol Pashinian’s party was defeated 
or failed to win outright on December 5 also remain in limbo.
In one such community comprising the town of Vartenis and surrounding villages, 
police cordoned off the municipal administration building in early January to 
prevent a local opposition figure, Aharon Khachatrian, from taking over as mayor.
Khachatrian was elected by 14 members of the 27-seat local council representing 
two opposition blocs. Armenia’s Administrative Court declared his election null 
and void last week following a lawsuit filed by the ruling party.
Khachatrian’s main ally was arrested shortly after the blocs led by two men 
reached a power-sharing agreement in December.

Opposition politicians and human rights campaigners in Yerevan have accused 
Pashinian of sabotaging the election of new heads of these communities to 
prevent them from falling under opposition control.
Arman Tatoyan, Armenia’s human rights ombudsman, similarly charged on December 
17 that opposition groups that did well there are being illegally pressured not 
to install their leaders or allies as mayors. Pashinian and his political allies 
deny this.
Last summer, the authorities also arrested the opposition-linked heads of four 
major communities of southeastern Syunik province. Two of them were set free in 
December after the Constitutional Court deemed their arrest illegal, saying that 
they were elected to the parliament and enjoy immunity from prosecution.
The two other Syunik mayors remain under arrest. A bloc led by one of them 
defeated Pashinian’s party by a wide margin in a local election held in October.

Retailers to be banned from displaying cigarette substitutes

YEREVAN, FEBRUARY 10, ARMENPRESS. The Armenian government approved new restrictions at the Cabinet meeting that will restrict the display of cigarette substitutes by retailers.

“In 2020, the Government of Armenia made a very serious political decision on the restrictions of tobacco and tobacco substitutes and the provisions are gradually taking effect,” the Minister of Economy Vahan Kerobyan said at the Cabinet meeting.

He said the technical regulations for cigarette substitutes must be defined by the Law on Reducing and Preventing the Harmful Health Effects of Tobacco and Substitute Use.

Kerobyan said the regulations are a highly important contribution for the health of Armenian citizens.

The law banning retailers from displaying tobacco products on January 1.

Armenian Ombudsman meets with US Ambassador

YEREVAN, FEBRUARY 10, ARMENPRESS. Human Rights Defender Arman Tatoyan had a meeting with Ambassador of the United States to Armenia Lynne Tracy, the Ombudsman’s Office said in a press release.

In his remarks at the meeting Ombudsman Tatoyan highly valued the productive cooperation with the US Embassy in Armenia, highlighting the joint programs implemented with the support of the USAID and the American Bar Association’s Armenia Representation.

The Ombudsman informed that the www.ombuds.am website has been upgraded for ensuring the transparency of the activity of the Ombudsman’s staff. “The updated website gives new opportunities, especially in terms of affordability of information. Within the frames of the same program, a mobile app both for IOS and Andrioid systems has been created which citizens can download and get acquainted with both the activity of the Ombudsman and get necessary informative materials”, the Office said.

Tatoyan introduced the problems in the judiciary to the US Ambassador.

Protection of rights of women and children was also discussed.

The Ombudsman also presented the violations of rights of Armenia’s border residents by the Azerbaijani armed forces. The urgency of returning Armenian captives who are illegally held in Azerbaijan was emphasized.

Ambassador Lynne Tracy highly appreciated the cooperation with Ombudsman Arman Tatoyan during his tenure, as well as the effectiveness of the programs implemented jointly.

Processes taking place in region are under Armenia’s spotlight – Security Council Secretary

The authorities of Armenia are regularly assessing the current security environment around the country and are taking actions over it, Secretary of the Security Council Armen Grigoryan told reporters today, when asked to comment on why Armenia is not officially responding to the ratification of the “Shushi Declaration” by the Turkish and Azerbaijani parliaments.

“We are regularly assessing the security environment around us and are taking actions connected with it. Some of these steps could be publicly, and some not, but each process that is taking place in the region is in our spotlight, and if necessary, we are responding in different ways”, he said.

The declaration on “Allied Relations” signed by the Presidents of Turkey and Azerbaijan in Artsakh’s Shushi, which has come under the Azerbaijani control following the 2020 Nagorno Karabakh war, envisages that the two countries must provide mutual support in case of an “aggression of a third country”. The document has been ratified recently by the Turkish and Azerbaijani parliaments.
