AZERBAIJANI press: Baku urges int’l community to fight illegal Armenian fundraising

By Vugar Khalilov

Baku has urged the international community to take legal action against the illegal fundraising by the Armenian diaspora aimed at undermining Azerbaijan’s sovereignty.

“The [Azerbaijani] Ministry of Foreign Affairs calls on all UN member states to take effective countermeasures in the framework of their international obligations in regards to organizations registered in their territories and engaged in such illegal activities against the territorial integrity and sovereignty of Azerbaijan,” the ministry said in a statement on February 16.

Azerbaijan’s report on “Armenia’s misuse of non-profit organizations and charities for corruption, money laundering, and terrorist financing” has been released as an official document of the UN General Assembly and Security Council, the ministry said.

The report underlined that during and after the 44-day war in 2020, the Armenian government organized illegal fundraising campaigns through Armenian diaspora organizations operating in various countries under the guise of humanitarian aid and that the funds raised through these campaigns were used to finance terrorist activities against Azerbaijan’s civilian population within its sovereign territories.

“The report, prepared on the basis of statements by Armenian government officials and data from Armenian public sources, states that during the Patriotic War alone, organizations of the Armenian diaspora living in 73 countries collected more than $170 million, of which $110 million were transferred to the state budget of Armenia to cover military expenses. This fact was reflected in the speech of the Prime Minister of Armenia on April 21, 2021 to the Armenian Parliament on the implementation of the state budget for 2020,” the ministry stressed.

It added that such fundraising campaigns are organized and managed by the “Hayastan All Armenian Fund” (representing the majority of the Armenian political leadership) and the fund continues these activities even after the November 10, 2020, trilateral ceasefire deal signed by the Azerbaijani, Russian and Armenian leaders.

“The Ministry of Foreign Affairs declares that such activity, directed against the territorial integrity and sovereignty of the Republic of Azerbaijan and creating illegal financial flows to its territory, is a gross violation of the national legislation not only of Azerbaijan but also of those countries in which the relevant organizations of the Armenian diaspora are registered, as well as existing international obligations in the field of combating money laundering and the financing of terrorism,” the report emphasized.

It should be noted that the 44-day war in 2020 not only defeated the Armenian army, but also the Armenian diaspora.

The Armenian diaspora organizations, including the U.S. branch of the Armenian Revolutionary Federation (ARF), ANCA, which raised millions of dollars to continue the conflict in the region and prepare provocations against Azerbaijan, have exhausted materially and morally.

Back in 2018, former US ambassador to Azerbaijan Mathew Bryza said that “ANCA does not want to see a settlement of the Nagorno-Karabakh conflict, which would reduce the organization’s ability to raise money from donors”.

The Armenian army’s inability to resist during the war after so much help has disappointed those who donated to the diaspora.

Under the guise of pursuing the interests of the Armenian people, the diaspora effectively turns the Armenian people into its victims. From this standpoint, the support given to Armenia by the Armenian diaspora can also be seen as a myth.

It is noteworthy that the most toxic diaspora named ANCA has supported and promoted for decades Armenia’s war crimes, its occupation, and ethnic cleansing of Azerbaijan’s lands, advocating against peace in Karabakh.

Being far from reality, the lobbyist arm of the Dashnak radical and expansionist group and the Armenian diaspora’s hate club ANCA continues to make baseless land claims towards Turkey and Azerbaijan. The diaspora cares less about Armenians in Armenia, it focuses on hating Turkey and Azerbaijan. It is actively involved in the anti-Turkish and anti-Azerbaijani misinformation campaigns.

ANCA unites the most radical nationalists building up hatred towards Azerbaijan and Turkey as a way to ensure political and financial support for themselves.

ARF, also known as Dashnaktsutyun (in short, Dashnak), is an Armenian ultranationalist left-wing party founded in 1890. Today the party operates in Armenia and in countries where the Armenian diaspora is present, including the United States.

Asbarez: European Parliament Urges EU to Actively Advance Karabakh Settlement

The European Parliament chambers

The European Parliament passed a measure on Thursday urging the European Union to take more active and aggressive steps to ensure a lasting settlement for the Karabakh conflict.

Saying that the OSCE Minsk Group co-chairs must “swiftly” return to the region and their mediation roles, the European Parliament resolution also stressed that the OSCE Minsk Group remains the only internationally recognized format for the resolution of this conflict, on the basis of the principles of territorial integrity, non-use of force, self-determination and equal rights, and peaceful resolution of conflicts.

The legislation also is pressing Azerbaijan and Armenia to address post-war issues, including the demarcation of borders and the release of all remaining prisoners of war.

In the resolution, the European Parliament reaffirmed its “unwavering support to the Eastern Partnership (EaP) countries, and in particular as regards their independence, sovereignty and territorial integrity within their internationally recognized borders as well as the respect for the will of the people to decide their own future and foreign policy, free from outside interference”.

The European Parliament also called for the full implementation of the Comprehensive and Enhanced Partnership Agreement with Armenia, stressed the need for increased EU and Member State engagement in the South Caucasus for the region’s stability and prosperity as well as to counteract the influence and interference of regional powers.

“With this resolution, the European Parliament, in a principled manner, made emphasized Azerbaijan’s efforts to distort the truth,” said Kaspar Karampetian the president of the European Armenian Federation for Justice and Democracy.

“The role played by Anna Aghajanyan, Armenia’s Ambassador to Brussels, and her team of diplomats was extremely decisive,” said Karampetian. “Of course, as in the past, the EAFJD continues to engage and inform European Parliament members and other political circles, all in the name of Armenia’s state interests.”

Next year, in June 1992, President Levon Ter-Petrosyan visited Brazil on an official visit. The first high-level visit from Brazil was held in November 2017 when Foreign Minister Aloysio Nunes Ferreira arrived in Armenia on an official visit.

The Armenian Embassy in Brasilia was established in 2011. The Embassy of Brazil in Yerevan is operating since August 2006.

Only way to protect civilians is Azeri withdrawal near villages: Armenia and Artsakh ombudsmen present facts of crimes

YEREVAN, FEBRUARY 17, ARMENPRESS. Human Rights Defender of Armenia Arman Tatoyan and Human Rights Defender of Artsakh Gegham Stepanyan were on a fact-finding mission from February 14 to 16 regarding human rights in the communities of Taghavard, Karmir Shuka, Aghavno, Khramot and elsewhere in the Republic of Artsakh.

The Human Rights Defender’s Office said in a press release that shootings from Azerbaijan happen nearly every day in Taghavard and Karmir Shuka.

“Just few days ago, on February 11, the Azerbaijani Armed Forces opened fire in the direction of residential civilian homes. Walls and roofs of houses were damaged. Women and children were inside the homes at the time of the shooting. A window was hit by the bullets, and at that time a toddler was asleep in the room. The Azerbaijani military servicemen are deployed directly in front of these residential houses, only a few hundred meters away, and people are under their full observation,” the Human Rights Defender’s Office said, adding that the Azerbaijani troops are deployed on the lands owned by the residents: pastures and grasslands.

Moreover, the Azerbaijani soldiers have direct vantage point on the Taghavard public school.

“Separate meetings and discussions with teachers and students revealed that targeted shootings happen also in the direction of the school. Moreover, residents said that in Taghavard and Karmir Shuka the Azerbaijani servicemen are releasing special lights from their positions or vehicles onto residential houses, including inside the homes in order to terrorize the residents. This is frequently done especially at nights or evenings. Moreover, during our time in Artsakh we were directly convinced in the Azerbaijani criminal acts. Particularly, on February 15, around 15:30, the Azerbaijani Armed Forces fired targeted shots at farmers who were engaged in agriculture in Khramort village on Askeran region, which resulted in a tractor’s tire being damaged. Yesterday, on February 16, between 10:00 – 11:00, when residents were working in the vineyards of Khramort village, they were approached by armed servicemen of Azerbaijan and were forced to leave the field. Moreover, most of the residents who were working were women. In all communities, residents noted that the Azerbaijani Armed Forces fire targeted shots whenever they attempt to approach agricultural lands which are even a few hundred meters away. These acts cause the most serious social problems for people. They are deprived of the opportunity to earn income for their families. It is obvious that associated with the seasonal period, not working would lead to serious problems for people. In Aghavno community, people are facing serious problems of drinking and irrigation water supply: Nearly all residents told us how they witnessed Azerbaijani armed servicemen slaughtering cattle and then throwing the remains into the water used by residents of the village. This has caused mass poisoning from the water among the residents of the village: women and children and elderly people were poisoned. Several villages in the Gegharkunik Province of Armenia are also deprived of water supply because of the Azerbaijani incursions, the water security in several communities of Syunik province is under real danger.

It is obvious that the Azerbaijani authorities are engaged in a criminal policy of terrorizing peaceful residents and creating an atmosphere of despair, which is of coordinated and targeted nature.

In all places where Azerbaijani armed servicemen are deployed the security of people is disrupted, life is under real danger.

The Azerbaijani servicemen who have appeared in the direct vicinity of villages in Armenia and Artsakh are doing everything to make the life of peaceful population impossible and that life doesn’t restore after the war: they shoot at villages, obstruct farmers from doing agricultural work, steal domesticated animals etc. All facts prove that the criminal actions of Azerbaijani armed servicemen against the peaceful population in both Armenia and in Artsakh are same in nature, with aggressive manifestations in Artsakh.

It is obvious for us that the foundation of this all is the continuous policy of Armenophobia and propaganda of hate of the Azerbaijani authorities against Armenia and Artsakh.

As long as the Azerbaijani authorities are engaged in this policy (and this is the source of their political life), the terroristic criminal actions committed by their armed servicemen won’t stop, therefore the only way to protect the peaceful population is that these servicemen must not be stationed in the vicinity or nearby Armenian villages and roads, in order for peaceful residents to exercise their rights,” Tatoyan and Stepanyan said in a joint statement.
