Turkish Foreign Minister Mevlut Cavusoglu and Armenian Foreign Minister Ararat Mirzoyan met for talks in southern Turkey on Saturday as part of the neighbours’ efforts to mend ties after decades of animosity.

The two met at a diplomatic forum in Antalya. Turkey has had no diplomatic or commercial ties with Armenia since the 1990s but they held talks in January in a first attempt to restore links since a 2009 peace accord, which was never ratified.

Third round of Armenia normalisation talks ‘constructive,’ says Turkish FM

Turkish Foreign Minister Mevlüt Çavuşoğlu and his Armenian counterpart Ararat Mirzoyan held talks in Turkey on Saturday in a third meeting as part of ongoing efforts to restore ties between the two countries, Hürriyet Daily News reported on Saturday.

Çavuşoğlu described the meeting, which took place on the sidelines of the  sidelines of Antalya Diplomacy Forum, as “productive and constructive,’’ it said.

The two sides held talks in January in a first attempt to restore links since a 2009 peace accord, which was never ratified, after diplomatic and commercial ties had been suspended since the 1990s.

The countries are at odds over a string of issues, primarily the 1915 mass killing of 1.5 million Armenians by the Ottoman Empire.

The first round was held in Moscow, with both parties saying it was conducted in “a positive and constructive atmosphere”.

The second meeting between special envoys from Turkey and Armenia to discuss steps for normalizing ties between the two countries was held in Vienna on February 24.

Talks are progressing in the right direction with Turkey and Armenia planning to establish diplomatic ties and open the sealed border to start economic and social interaction, Hürriyet Daily News reported, citing diplomatic sources.

Speaking to the Armenian parliament, Mirzoyan said the normalisation process would take place without preconditions, as reaffirmed by both parties, with the end goal for Armenia being the opening of the border between the two countries.

Turkish-Armenian deputy with the pro-Kurdish Peoples’ Democratic Party’s Garo Paylan hailed the meeting between Çavuşoğlu and Mirzoyan in a Twitter post.

Question: Armenia has repeatedly stated its readiness to sign a peace  treaty with Azerbaijan and reciprocal statements have also been made  by Azerbaijan. Are concrete steps being undertaken in this regard?

Answer: The signing of the agreement should be surely preceded by a  negotiation process. Since mutual statements have not yet developed  into a concrete negotiation process, as the two countries do not have  rich experience of direct negotiations, Armenia will probably soon  apply to the mediators – the OSCE Minsk Group Co-Chairs to initiate  the peace negotiations with Azerbaijan. The issue is currently being  elaborated.  



80% of Artsakh population without gas

The Defender said the numerous reports of the Ombudsmen of Armenia and Artsakh, the fact-finding missions and analysis of organizations having an international mandate prove that Azerbaijan’s policy of ethnic and religious hatred against Armenians is of systematic nature.

“It feeds the Azerbaijani society. In particular, the 2020 September 27 war was accompanied by huge hatred and hostility campaign, which was being encouraged by the Azerbaijani authorities. The state-sponsored propaganda of Armenophobia and hostility today is reaching very dangerous and extremely fascist manifestations. I want to note that our studies show that the policy is based on two pillars – ethnic and religious, because there are talks on ethnic hatred, Armenophobia very often, but in many cases the religious hatred becomes secondary. But our reports also state that the facts prove that this hatred on religious grounds also exists”, Kristinne Grigoryan said.

Armenian Minister of Healthcare receives Acting UN Resident Coordinator

YEREVAN, MARCH 11, ARMENPRESS. Minister of Healthcare of Armenia Anahit Avanesyan received Acting UN Resident Coordinator in Armenia Lila Pieters Yahia, the ministry said in a press release.

Welcoming the guest, Anahit Avanesyan said Armenia’s 30-year-old membership to the United Nations has been outlined by the constructive partnership with the UN agencies.

“We highly appreciate all the efforts made during these years in the healthcare field of our country”, the minister said.

Lila Pieters Yahia in turn said that Armenia is not only a part of the United Nations family, but also a very active member. According to her, Armenia has registered high figures in a number of healthcare directions, which is exemplary for other countries.

The sides also discussed the healthcare reforms in the context of the healthcare system development strategy. They also touched upon the COVID-19 situation and the vaccination process.

At the end of the meeting Lila Pieters Yahia said the UN agency is ready to provide further support to the Ministry of Healthcare for the initiatives aimed at the system development.

“The policy of ethnic and religious hatred by Azerbaijan has been carried out also during the Soviet years, and the authorities of the Azerbaijani SSR have always run a policy for making the life of Armenians in the territory of Artsakh not so favorable”, he said.

According to him, after the first Artsakh war when the ceasefire was signed, it seemed it was possible to ensure the security of Artsakh and its residents’ right to life on its own, but after that Azerbaijan’s policy of Armenophobia further deepened. “It entered schools, various specific events were being organized, everything was done to bring up a generation in Azerbaijan that literally hates and doesn’t tolerate the Armenian people, moreover, the Armenian Christian people, because there are the two components both the ethnic hatred and the religious one”, he said.

The Ombudsman of Artsakh said they witnessed that hatred during the 2020 war because Azerbaijanis were not only brutally killing and torturing the Armenian soldiers, but also were desecrating the Armenian Christian heritage.

Armenia Central Bank comments on Ukraine’s call to suspend transactions with cards of Russia’s Mir payment system

YEREVAN, MARCH 11, ARMENPRESS. The Central Bank of Armenia commented on the call of Ukraine’s national bank to suspend all transactions with cards of Russia’s Mir payment system.

In a query to ARMENPRESS, the Central Bank said that it will properly notify the public about any action in all cases.

“The National Bank of Ukraine has publicly announced that it has asked the central banks of the partner countries to stop transactions with cards of Mir payment system in their national systems. The decisions of the Central Bank of Armenia have always been transparent, and in all cases the public will be properly informed about any action”, the Central Bank said.

The National Bank of Ukraine has appealed to the leadership of the central banks of Armenia, Kazakhstan, Tajikistan, Vietnam, Turkey, and the Kyrgyz Republic to suspend any transactions with payment cards of the MIR payment system in these countries. Specifically, the NBU has urged these central bankers to discontinue the servicing of MIR cards in their ATM and POS networks, and to make it impossible to use these cards in e-commerce and P2P transfers.




Gas supply disruption in Artsakh causes numerous humanitarian problems, Ombudsman says

YEREVAN, MARCH 11, ARMENPRESS. The disruption of gas supply in Artsakh is creating multiple humanitarian problems, Ombudsman of Artsakh Gegham Stepanyan said during a discussion today relating to Azerbaijan’s ethnic hatred policy and its consequences.

“The disruption of the gas supply makes it impossible for the people to exercise various rights. It mostly affected the education process, yesterday the ministry of education of Artsakh already made a statement according to which the spring breaks will start sooner due to the current situation. In other words, it is already seen that children’s study process will be affected because of the gas problem. There is a certain impact in productions, bread factories. In other words, the absence of gas greatly affects the issues on providing ordinary essentials”, he said.

Since March 8 the Republic of Artsakh is without gas supply as the main pipeline supplying gas from Armenia to Artsakh has been damaged. The damaged section of the pipeline is under the control of the Azerbaijani armed forces. Negotiations are underway with the Azerbaijani side for conducting the repair works of the pipeline.
