Newspaper: New ‘test’ awaits Armenia authorities on Artsakh issue

YEREVAN. – Hraparak daily of Armenia writes: The parliamentary opposition has decided to make the difficult situation created in Artsakh [(Nagorno-Karabakh)] a subject of discussion.

The [opposition] “Armenia” and “With Honor” Factions have petitioned to the NA [(National Assembly)] president with a proposal to hold an urgent session on the topic: “The humanitarian situation created in the Artsakh Republic, the threats and the urgent things to do.” It [i.e., the session] is proposed to be held in the third main sitting on Tuesday on the days of the regular sittings to be convened on March 22. The opposition attaches importance to the reports of Foreign Minister Ararat Mirzoyan and Deputy Prime Minister Mher Grigoryan at the session.

Will the ruling [NA] majority [faction] meet this demand given that Armenia acts as a guarantor of Artsakh’s security? Or will it do away with this, too, like the other initiatives regarding Artsakh? Yesterday, the ruling team had not yet received instructions on what are they going to do.

NGOs of persons with disabilities reflect on difficult humanitarian situation in Karabakh

The Coalition for Inclusive Legal Reforms has issued a statement on the difficult humanitarian situation in Artsakh (Nagorno-Karabakh). The statement reads as follows:   The Coalition for Inclusive Legal Reforms, which is a union of organizations of persons with disabilities, is outraged by the difficult humanitarian situation in Artsakh (Nagorno-Karabakh) since March 8. Due to the damage of the [natural] gas pipeline entering from the Republic of Armenia, the gas supply to the Republic of Artsakh has been suspended since then. The damaged part of the gas pipeline is under the control of the Azerbaijani armed forces, which makes it impossible for Armenians to enter the mentioned territories in the circumstances of the anti-Armenian policy of the Azerbaijani government.  

The disruption of the gas supply has led to massive human rights violations of more than a hundred thousand people, having a disproportionate impact on persons with disabilities and their families.   The lack of gas supply, exacerbating the humanitarian difficulties of the post-war situation and the pandemic, hinders the realization of the rights to education, health and independent living of the persons with disabilities living in Artsakh. In particular, in the absence of affordable gas and public transport, the rise in gasoline prices has led to an increase in the price of taxi services, which hinders the free movement of citizens, especially those with mobility difficulties. Organizations providing rehabilitation and care services are forced to act with restrictions, failing to provide a completely safe environment for citizens with health conditions. Incomplete operation of pre-school and secondary education institutions may impair the exercise of children’s right to inclusive education, leading to the exclusion of children with disabilities from education.  

We are deeply concerned about the security and protection of all persons in the Artsakh Republic (Nagorno-Karabakh), as well as the well-founded fear that now pervades the daily life of every member of the society.   We demand from the Republic of Azerbaijan to listen to the collective voice of the people of Artsakh, to take all necessary actions for the urgent restoration of gas supply, intimidation of the civilian population and abandonment of the policy based on Armenophobia, and for peaceful coexistence. We reiterate our call for the observance of the principles of international law, including the rules of war for the protection of the civilian population, for the immediate and unconditional cessation of all hostilities and the demonstrative deployment of heavy military equipment.  

We urge the Republic of Armenia to continue the implementation of emergency humanitarian assistance programs in Artsakh (Nagorno-Karabakh), prioritizing the support of persons with disabilities and their families, the right to independent living and the security of persons living in institutions. We urge the government to work with organizations for persons with disabilities in Armenia and Artsakh to make all humanitarian assistance programs more inclusive, effective, and accessible.  

We expect the international organizations and diplomatic missions to clearly condemn the massive human rights violations by the Azerbaijani authorities, in case of deliberate obstruction of the obstacles, if possible, to impose economic, other obstacles and restrictions, to study, respond to the needs of children and adults with disabilities. We consider the strengthening of organizations created and led by persons with disabilities (OPDs) in Artsakh (Nagorno-Karabakh) as a priority to protect human rights.  

We expect the Russian peacekeeping mission to coordinate the efforts of all stakeholders to achieve the restoration of vital guarantees of social security in Artsakh (Nagorno-Karabakh), including the restoration of the gas supply.   We urge humanitarian organizations and individuals to increase their assistance to persons with disabilities while promoting employment for them and their families. It is urgent to provide the Artsakh care nursing home, psychiatric center, and organizations providing child care services with electric heating devices. At the same time, we urge you not to make investments that could indefinitely prolong the isolation of persons with disabilities in the institutions, but to support their right to live in the community and the development of community-based services.

Man with hammer attacks Armenia opposition movement members at Northern Avenue

An unidentified man on Tuesday attacked members of Armenia’s opposition Liberation Movement, at Northern Avenue in downtown Yerevan, who are carrying out a signature campaign demanding the resignation of PM Nikol Pashinyan. Armenian News-NEWS.am learned about this from the aforesaid movement.

The respective statement added as follows, in particular: “The police on duty on location reacted quickly and isolated the perpetrator. Moreover, the perpetrator had a hammer and other objects with him.

The special police detachment, which arrived at the scene minutes later, apprehended the man who carried out the attacked.

“Two more provocative incidents were recorded on March 15, which [also] were prevented by the police.”

Armenia Airways launches direct Yerevan-Moscow flights

Armenia Airways has launched direct flights between Yerevan (Zvartnots) – Moscow (Vnukovo) – Yerevan (Zvartnots) on Boeing 737 aircrafts, four times a week, on Wednesdays and Thursdays, Saturdays and Sundays, the press service of Vnukovo International Airport reported.

Armenia Airways was founded in 2013, and in 2018 began active flight operations, leasing BAE 146-300 type aircraft from Romanian carrier Aviro Air, operating to this day.

To date, the fleet of Armenia Airways has replenished with four Boeing-737 type aircraft.

In the near future, the airline intends to increase the volume of flights between Armenia and neighboring countries. The plans also include active development of transportation of passengers, cargo and mail between the destinations in Russia and Armenia.

Reports on fighters from Artsakh transferring to Ukraine is fake news – presidency

STEPANAKERT, MARCH 15, ARMENPRESS. The authorities of Artsakh are reiterating that the reports alleging that fighters from the Republic of Artsakh are being taken to Ukraine to participate in the military operations are false.

President of Artsakh Arayik Harutyunyan’s spokesperson Lusine Avanesyan told ARMENPRESS that the reports are fake news.

“The circulation of such fake news will definitely not help to de-escalate the situation,” Avanesyan said. “I clarify once again, only a limited amount of humanitarian aid at the size of our ability was sent from the Republic of Artsakh to Ukraine through the Russian peacekeeping contingent stationed in Artsakh,” Avanesyan added.

Earlier the Artsakh Foreign Ministry issued a also denying the Ukrainian military’s General Staff statement that fighters from Artsakh are being taken to Ukraine.

Opinions on likelihood of new war are unfounded, says NSS

YEREVAN, MARCH 15, ARMENPRESS. The opinions that there’s a risk of a new war are unfounded and aimed at causing panic, the National Security Service (NSS) Deputy Director Tigran Harutyunyan told reporters.

“These are unfounded and panic-spreading reports, at this moment we have no such information,” Harutyunyan said, referring to opinions in the press and social media that there is a risk of a new war.

Harutyunyan however added that war is always possible but right now there is nothing to indicate that a war will start soon.

Armenia Central Bank revises economic growth forecast for 2022

YEREVAN, MARCH 15, ARMENPRESS. The Central Bank of Armenia has revised its forecast for the economic growth of the country for 2022.

The Bank now forecasts 1.6% economic growth for the year, President of the CBA Martin Galstyan said at a press conference today.

“The economic growth forecasts have been lowered from the previous 5.3% up to 1.6%”, he said.

The Central Bank says the impact of current sanctions against Russia on Armenia’s economy will be reflected by significant slowdown of the economic growth rates.

The decline in forecast is mainly conditioned by certain drop in the field of industry. “We were forecasting that the industry branch must have grown by 1.6 in 2022, however, under these new developments when we see that there are some problems in mining industry, processing industry, the industry branch is set at -4.7%”, he said.

There is also a certain decline in construction field, and accordingly the Central Bank is forecasting 7% growth for this branch compared to the previous 16.8% forecast. The forecast for the growth in services has also been lowered from 5.9% to 3.2%. The only sector that will have some positive development based on the previous forecasts is agriculture.

While forecasting the growth in the GDP, the Central Bank took the fiscal policy that was supposed to be before the shock. Change in the fiscal policy is not reflected yet in this forecast of the GDP.

Inflationary impact mainly expected from external sector on Armenia’s economy – Central Bank

YEREVAN, MARCH 15, ARMENPRESS. According to the Central Bank of Armenia, an inflationary impact is mainly expected from the external sector on the economy of the country. At the same time, the Bank says that the deviation risks of inflation from the predicted horizon are mainly balanced.

During today’s session the Board of the Central Bank decided to raise the re-financing rate by 1.25%, setting it at 9.25%. In February 2022, both the 12-month and the normal inflations have declined in accordance with the CBA forecasts, comprising 6.5% and 6.4% respectively.

Due to the current sanctions against Russia, uncertainty with fluctuation of financial markets and economic prospects has significantly increased in the external sector. Slowdown of economic growth rates is expected this year in US and Eurozone, whereas in Russia – an economic decline.

“At the same time, the current disruptions of supply chains in international commodity markets resulted in major increase in prices. This is reflected by creation of a higher inflationary environment compared to what was expected in partner states. As a result, mainly inflationary impact is expected on the Armenian economy from the external sector. The impact of sanctions against Russia will be reflected on Armenia’s economy by significant slowdown of economic growth rates. This will mostly take place at the expense of drop of industry branch”, the Governor of the Central Bank Martin Galstyan said.

Positive developments are expected from the tourism sector. According to the CBA chief, the increase of the region’s geopolitical risks and high uncertainty led to the increase in fluctuation in Armenian financial markets. These uncertainties have also been reflected in the behavior of inflation and inflationary expectations.  

“In such situation the CBA Board finds it appropriate to raise the refinancing rate by a relatively big step. The Board estimates that it will consider the need to tighten the monetary terms in the future in the event of uncertainty with the economic prospect and maintenance of risks of increase in inflationary expectations. As a result of such policy actions, the 12-month inflation will gradually decline and will approach the targeted 4% in the predicted horizon”, the Governor said.

He assured that in case of any risks, the Board will adequately respond and ensure the goal of price stability.

CSTO meeting to take place during 3rd ArmHighTech International Exhibition of Defense Technologies in Yerevan

Armenian banking system has no problems regarding foreign payments – cenbank governor

YEREVAN, MARCH 15, ARMENPRESS. The Armenian banking system has no problems regarding foreign payments, Central Bank Governor Martin Galstyan said at a press conference when asked whether or not Armenian banks were impacted after Russia was banned from SWIFT.

During his previous press briefing, when Galstyan was asked about the possible effects on Armenia if Russia were to be disconnected from SWIFT, the cenbank governor said the effect would be “heavy”. However, now he argues that afterwards the cenbank implemented some works. “I think we were right to be proactive in this matter. As of this moment, fortunately, the Armenian banking system has no problems with foreign payments,” Galstyan said.

According to estimates of the Armenian cenbank, Russia’s economy will decline 6%, which would in turn have significant effect on Armenia.
