Helsinki Committee of Armenia: Azerbaijan’s 5 preconditions are capitulation preconditions under ‘diplomacy’ guise

The five preconditions presented by Azerbaijan to Armenia are preconditions for capitulation under the guise of “diplomacy.” The chairman of the Helsinki Committee of Armenia, human rights activist Avetik Ishkhanyan told this to Armenian News-NEWS.am.

“The ‘peace’ declared by the Armenian authorities means surrendering; that is, they present surrendering and capitulation as ‘peace.’ The clearest of those [five] points is the recognition of the territorial integrity of Azerbaijan; that is, the renunciation of Artsakh [(Nagorno-Karabakh)], which means the de-Armenianization of Artsakh. The next, under the so-called ‘opening of communications,’ means the opening of the ‘Zangezur corridor,’ which is the annexation of [Armenia’s] Syunik [Province]. Under the name of ‘[Armenia-Azerbaijan border] delimitation and demarcation,’ they are already carrying out the occupation of the territories of Armenia—without resistance,” he said.

The human rights activist noted that the Armenian authorities do not respond to any encroachment by Azerbaijan, and this raises great suspicions.

“This means an internal agreement, a conspiracy. And if any response is heard from any ruling side, those secret documents will be publicized by that side,” he added.

As for the fact that Armenia applied to the OSCE Minsk Group on the normalization of Armenian-Azerbaijani relations and presented respective proposals, Ishkhanyan noted: “Does Armenia not have its [own] position? I do not think that in this tense Russian-Ukrainian crisis situation, the Minsk Group has time to deal with the Artsakh, Armenia, and Azerbaijan issue. The matter is different here. In the event that Armenia is ready to surrender under the name of ‘peace’ and some international organizations, countries decide to deal with regional issues, they will resolve the issues in favor of Azerbaijan. Why? Because Armenia is ready for concessions. And if one side is ready for concessions, they will not go against the other [side].”

Works on resumption of gas supply in Artsakh not yet completed

The gas resumption work in Artsakh has not yet been completed because of the difficult terrain and weather conditions, the statement disseminated by Artsakh Information Center reported.

The statement particularly says: “Dear compatriots, as we informed you yesterday repairs were launched on the damaged gas pipeline. Due to the difficult terrain and weather conditions, work on resuming the gas supply has not yet been completed.

More information will be provided to the public in the nearest future.  The Artsakh government apologizes to all the citizens for the difficulties encountered and assures that the gas supply will be restored as soon as possible,” the statement reads.

Tatoyan: There are 4, not 3 incursions of Azerbaijani armed servicemen into territory of Armenia

At the moment, there are 4, not 3 incursions of Azerbaijani armed servicemen into the territory of Armenia, ex-Human Rights Defender of Armenia Arman Tatoyan wrote on his Facebook page on Thursday.

“1. Nerkin Hand village of Syunik Province – 2022. March.

2. Vardenis community of Gegharkunik Province (Kut, Verin Shorzha and a number of other villages) – 2021 May.

3. Goris community of Syunik Province (Black Lake area; near Akner and Verishen villages) – 2021 May.

4. Border area near Tsav village of Syunik Province – 2020 October.

I ask everyone to not ignore the invasion of the village Tsav, to take this into account in all actions.

Unlawful presence of the Azerbaijani armed forces on the Goris-Kapan and Kapan-Chakaten roads (since November-December 2020), as well as illegal blockades of those roads (since November 2021).

We must remember that in the vicinity of Armenia’s villages, the Azerbaijani armed servicemen are still present in houses and lands owned by citizens and communities since 2020

November; often with Soviet years legal documents.

Along with this, the Azerbaijani authorities continue their policy of Armenophobia; their policy hatred and enmity at the highest level and Azerbaijani armed servicemen made the normal lives of our border residents impossible through their presence and criminal acts,” Tatoyan wrote.

Alienation of state property to non-residents ruled out in Armenia – State Property Management Committee Chair

YEREVAN, MARCH 16, ARMENPRESS. Chairman of the State Property Management Committee of Armenia Arnak Avetisyan assures that alienation of state property to non-residents is ruled out in Armenia.

Commenting on reporter’s statement according to which Turkish nationals are acquiring lands in Armenia, Arnak Avetisyan said this question is not addressed to him if the lands are purchased from the second market, from private individuals.

“I know that according to the Armenian legislation, lands are not sold to non-residents, it is banned. In other words, only the citizens of Armenia can own land in Armenia. As for the state property, such cases are ruled out”, he said.

In response to the reports claiming that in 2020-2021 Azerbaijani nationals have acquired 6 real estate in Armenia, Avetisyan said the real estate and the land must be differentiated. He said their Committee has no data on real estate sales, but state property has not been alienated to non-residents, he noted.

YEREVAN, MARCH 16, ARMENPRESS. A two-day seminar titled “Historical-Cultural Heritage of Yerevan” kicked off today in the Matenadaran – the Mesrop Mashtots Institute of Ancient Manuscripts.

Director of the Historical-Cultural Heritage Research Center of the Ministry of Education, Science, Culture and Sport, Khachik Harutyunyan, said the seminar aims at separately touching upon the historical-cultural heritage of Yerevan. It involves all phases relating to the history of Yerevan, the earliest stage, the Middle Ages, the pre-Soviet and inter-Soviet periods.

“The experience shows that our citizens are still not so well aware of the city’s history, and this is a good occasion to once again touch upon the historical-cultural heritage of our beloved capital. There are many problems in the field, but for us it’s very important that citizens recognize our historical-cultural heritage. First of all, the problems are connected with not knowing that cultural layers. We sometimes, are, really, very dishonest to our monuments and then demand to preserve these monuments”, Khachik Harutyunyan said.

As for the issues relating to the demolition of historical-cultural buildings, he said there are special professional commissions examining all narrow professional matters.

“Our organization is also engaged in that professional council and we are trying to do everything possible to preserve the buildings of historical-cultural significance”, he said.

Head of the Department of Preservation of Historical and Cultural Monuments at the Ministry, Harutyun Vanyan, said the importance of this event is that for Armenia the historical-cultural heritage has the same significance like oil, gas and gold for other countries.

“For us it’s very important that our historical-cultural heritage is popularized as much as possible and also brings a tourism investment attraction which is also one of the government’s strategy plans. I would like to note that there is a draft on making change in the law on historical and cultural monuments and historical environment, which has been developed by the ministry of culture and submitted to the government, and it involves a number of important reforms”, Harutyun Vanyan said.

Today’s workshop aims to inventory Yerevan’s historical-cultural heritage and organize a more comprehensive international conference in the future.

Armenia-Iran economic ties unaffected by Azeri customs duties levied on freight trucks – SRC

The fact that the Azerbaijani authorities are charging customs duties from Iranian freight trucks in the Goris-Kapan road section does not affect the economic relations between Armenia and Iran, and the flow of Iranian freight trucks is arriving to Armenia via the newly built road, the State Revenue Committee Chairman Rustam Badasyan told reporters when asked on the matter.

“A large flow goes via the newly built road of Tatev,” he said.

Asked about the difficulties that have emerged on the mentioned road, Badasyan said weather-related difficulties could cause problems for one or two days, just like on any other road.

“This doesn’t impact our relations with Iran, given the fact that the volume that was entering Armenia is anyhow entering Armenia in the same volume,” Badasyan said.

Badasyan mentioned that new roads are being built.

ICRC President arrives in Ukraine

YEREVAN, MARCH 16, ARMENPRESS. Peter Maurer, the president of the International Committee of the Red Cross (ICRC), is in Kyiv, Ukraine on a planned five-day visit to call for greater humanitarian access and protection of civilians, the organization said in a news release.

“Mr Maurer traveled to the country to see the challenges facing civilians affected by the conflict, to meet with members of Ukraine’s government, and to see how the ICRC can further expand its neutral and impartial humanitarian work”, the organization said.

Azerbaijani side starts repair of damaged Artsakh gas pipeline

YEREVAN, MARCH 15, ARMENPRESS. As result of the negotiations that proceeded with support of the Armenian government and the Russian peacekeepers, the Azerbaijani side on March 16 began the repair works of the damaged gas pipeline in Artsakh.

The Artsakh Information Center said according to the agreement the gas supply will be restored shortly, and the government of Artsakh is making all efforts for the restoration of gas supply to take place as soon as possible.

“The Government of Artsakh apologized to all citizens for the difficulties and is assuring that all problems facing Artsakh can be resolved through unity, decisiveness and patience,” the Artsakh authorities said.

The main pipeline supplying gas to Artsakh from Armenia was damaged overnight March 7-8.

YEREVAN, MARCH 16, ARMENPRESS. Minister of Territorial Administration and Infrastructures Gnel Sanosyan received the delegation led by Arif Baharudin, the Executive Director of the Board of the Asian Development Bank (ADB).

Sanosyan attached importance to the opportunity to discuss the deepening of ongoing and future cooperation with the ADB. He underscored that numerous and multi-layered projects are being implemented through the ADB in Armenia.

Baharudin noted that Armenia’s economy is recovering in a rather good pace after the pandemic and that the ADB is willing to continue the implementation of projects in Armenia. Particularly, the ADB is inclined to continue the seismic safety improvement project in schools. The ADB is also interested in the southern section of the North-South project, and the cooperation in the energy sector is also highlighted.

Sanosyan’s deputy Kristine Ghalechyan thanked the ADB for their attention and consistency in the projects implemented in the road sector, and presented the projects that are being developed by the ministry.

Sanosyan and Ghalechyan highlighted the construction of the Sisian-Kajaran section of the North-South project and attached importance to the ADB’s involvement in this project. The opportunities for modernizing and implementing solid waste management programs in Armenia were also discussed.

Russia welcomes normalization process between Armenia and Turkey – Lavrov

YEREVAN, MARCH 16, ARMENPRESS. Russia welcomes the process of normalization of bilateral ties between Armenia and Turkey, Russian Foreign Minister Sergey Lavrov said in Moscow during a joint press briefing with his Turkish counterpart Mevlut Cavusoglu.

“The meetings of the special representatives of Armenia and Turkey were organized. We welcome the process of normalization of bilateral ties between Armenia and Turkey, and we are ready for joint work which will enable to deepen cooperation between countries in the South Caucasus,” Lavrov said.

Lavrov added that during the meeting with Cavusoglu they also discussed issues related to Syria, Libya and Nagorno Karabakh.
