STEPANAKERT, MARCH 25, ARMENPRESS. The authorities of the Republic of Artsakh are in active dialogue with the command of the Russian peacekeeping contingent deployed in Artsakh, the authorities said in a statement. 

“All efforts are utilized in order for the Russian side to take respective measures within the framework of its mission to return the Azerbaijani troops that have infiltrated into the Parukh village section of Askeran region on March 24 back to their initial positions. At the same time, the armed forces of Artsakh are taking additional measures to ensure the security of adjacent villages. We expect that as a result of consistent work the Russian peacekeeping mission will succeed in resolving the issues that happened in the dimension of its control and that after the withdrawal of the Azerbaijani side the peaceful population will return to their homes by receiving additional security guarantees,” the Artsakh authorities added in a statement released through the official InfoCenter.

PM Pashinyan appealed to Putin amid escalation in Karabakh

The Azerbaijani Armed Forces continue to hold the positions taken on March 24 in Nagorno-Karabakh, in the zone of responsibility of Russian peacekeepers, negotiations on their return to their original positions are ongoing. A controversial explanation of the loss of Karaglukh height was presented to Armenian journalists by the former commander of the Nagorno-Karabakh Defense Army Samvel Babayan. According to him, Russian peacekeepers offered to remove both Armenian and Azerbaijani positions from these areas in order to reduce tension. This happened a week ago.

Since February, the Azerbaijani Armed Forces have been shelling Armenian villages located on the line of contact. Loudspeakers periodically played a message in Armenian calling on residents to leave their homes in order to save their lives.

However, the Armenian side continues to expect that Russia will make efforts for a peaceful resolution of the conflict.

“The authorities of Artsakh express the hope that the decisive efforts of the Russian side will allow the Azerbaijani troops to return to their original positions, and the civilians of Artsakh to their homes. Otherwise, the security guarantees provided to the civilian population living in Artsakh may be seriously called into question”, the NK Information Headquarters said in a statement.

On the evening of March 25, the Prime Minister of Armenia spoke on the phone with the President of Russia about the situation “that has developed as a result of the invasion of Azerbaijani units of an area in the zone of responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh”.

According to the press service of the government, Nikol Pashinyan assessed the situation on the line of contact as tense and stated

  • the need to ensure the return of the Azerbaijani armed forces to their original positions.

“The leaders of the two countries agreed to make efforts to resolve the crisis in Nagorno-Karabakh”, the report says.

This is the opinion of the chairman of the parliamentary commission on foreign relations, Eduard Aghajanyan. In a conversation with journalists, he said that, based on the response of people on social media, he had the impression that Armenian society doubted this.

“They are asking whether it is possible that what is happening is the result of some agreements between Azerbaijanis and Russian peacekeepers. I personally do not want to think so, I have no reason or even desire to think in this direction.

But I think that this is an issue that should be resolved by concrete actions by our Russian partners, and as a result, the Azerbaijani armed forces will return to their original positions, and this tension will subside. I think that after this, the perceptions of our society will change, the mentioned doubts or fears will disappear”, Aghajanyan said.

According to him, negotiations with the Russian side are ongoing, constant communication is maintained between the defense ministers:

“However, as a member of the National Assembly, as chairman of the commission on foreign relations, I count on a political result, on a concrete practical result that will substantiate the mandate of the Russian peacekeepers. And in this way, such provocations in the territory under their responsibility will be excluded in the future”.

The question of whether to exchange or return enclaves remains open for both Armenia and Azerbaijan since the seocnd Karabakh war. But what is an enclave and where did they come from?

MK Human Rights Defender Gegham Stepanyan has visited the hospital where wounded servicemen are being treated.

“According to the information which is being specified at the moment, 14 people received injuries of varying degrees. The condition of 10 persons is assessed by doctors as mild, one is of moderate severity, one is severe, and two are critical.

During personal conversations with the wounded, it was discovered that almost all the wounds were received as a result of the use of unmanned aerial vehicles by the Azerbaijani Armed Forces. Some of them were deliberately fired upon by drones while trying to provide first aid to their wounded friends”, the Ombudsman wrote on his Facebook page.

Gegham Stepanyan believes that actions against military personnel under the ceasefire regime should also be considered as crimes and gross violations of international humanitarian law.

Armenia submitted to the ECtHR a demand to apply an interim urgent measure against Azerbaijan “in connection with the recent violations of the rights of the population of Nagorno-Karabakh”.

The message of the Armenian representative office for international legal issues states that the court has been presented with facts and evidence that since February, the Azerbaijani Armed Forces have periodically voiced threats to the civilian population, demanding to leave their homes:

“The request for an interim measure also includes cases of indiscriminate shelling of the civilian population of Artsakh, including schools and damage to the gas pipeline supplying Artsakh with natural gas. In these adverse weather conditions, the entire population of Artsakh, all structures, including hospitals and schools, were left without natural gas. Such actions pose a direct threat not only to the village of Khramort, but to the entire population of Artsakh.

Based on these facts and comparing them with the case law of the European Court, the representative of Armenia on international legal issues stated that the actions of Azerbaijan directly threaten the fundamental rights of the population of Artsakh, protected by the Convention, and contain the threat of irreversible loss. The European Court has been demanded to apply an interim urgent measure against Azerbaijan, to oblige it to stop threats, shelling and restore natural gas supplies”.

MOSCOW: Moscow on Saturday accused Azerbaijan of violating a ceasefire agreement by entering the Russian peacekeeping mission’s zone in the breakaway region of Nagorno-Karabakh, the first time Russia publicly assigned the blame for violating the 2020 deal.

The Russian defense ministry also accused Azerbaijani troops of using Turkish-made drones to strike Karabakh troops, while the foreign ministry in Moscow expressed “extreme concern” over the spiralling tensions in the region.  

Incidents between the armed forces of arch enemies Azerbaijan and Armenia have been frequent in recent months but Saturday’s announcement was the first time since the end of the hostilities over Karabakh in November, 2020 that Moscow has accused one of the parties of violating the uneasy cease-fire.

Moscow denounced the flare-up on the 31st day of Russia’s military campaign in Ukraine, with signs indicating that both sides were digging in for a protracted conflict in the pro-Western country.

The Kremlin said on Saturday that President Vladimir Putin had discussed the situation with Armenian leader Nikol Pashinyan twice — on Friday and Thursday.

“Violating the provisions of a trilateral statement of the leaders of Russia, Azerbaijan and Armenia from November 9, 2020, Azerbaijan’s armed forces between March 24 and March 25 entered the zone of responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh and set up an observation post,” the Russian defence ministry said in a statement.

The statement added that Turkish-made drones were used to strike Karabakh troops near the village of Farukh also known as Parukh.  

Russia urged Azerbaijan to pull back troops.

“An appeal has been sent to the Azerbaijani side to withdraw its troops,” the defense ministry said.

“The command of the Russian peacekeeping contingent is taking measures to resolve the situation.” 

The foreign ministry in Moscow urged all the parties “to exercise restraint and ensure strict compliance with the existing tripartite agreements.” 

There was no immediate reaction from Azerbaijan.

In 2020, Armenia and Azerbaijan fought a war over the long-contested enclave which claimed more than 6,500 lives.

A ceasefire deal brokered by Putin saw Yerevan cede swathes of territory, with Russia deploying a peacekeeping contingent to the mountainous region.

On Saturday, the breakaway region’s defence ministry said in a statement that Azerbaijani drones had killed three people and wounded another 15.  

“Azerbaijan’s armed forces are continuing to remain in the village of Parukh,”  the statement added.

Armenia called on the international community to prevent attempts aimed at “destabilising the situation in the South Caucasus.”

“We also expect the Russian peacekeeping contingent in Nagorno-Karabakh to undertake concrete, visible steps to resolve the situation and prevent new casualties and hostilities,” the Armenian foreign ministry said in a statement.

Yerevan said that the “invasion” of Parukh “was preceded by constant shelling of Armenian settlements and civilian infrastructure.”

Armenia’s foreign ministry said earlier this week that Azerbaijani troops on Thursday moved into the village of Parukh — under control of Russian peacekeepers — in what they said was “a clear violation of the ceasefire agreement.”

Armenia has also warned of a possible “humanitarian catastrophe” in Karabakh after gas supplies to the disputed region were cut off following repair work.  

Yerevan has accused Azerbaijan of deliberately leaving Karabakh’s ethnic-Armenian population without natural gas, a charge which Azerbaijan’s foreign ministry rejected as “baseless.”

Ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan as the Soviet Union collapsed in 1991, and the ensuing conflict claimed around 30,000 lives.

More than 5,500 soldiers lost their lives in the six-week war, which ended with Azerbaijan’s recapture of areas around Nagorno-Karabakh that had been under Armenian control since the end of a separatist war in 1994.

Most of this territory remains under the control of ethnic Armenian forces, although it is within Azerbaijan. Russia mediated the ceasefire, then sent some 2,000 troops it called peacekeepers to the region.

The ministry did not give details of the attack. Gegam Stepanian, the Nagorno-Karabakh ombudsman, said 14 other people were injured.

Russia on Saturday claimed that soldiers from Azerbaijan have entered a zone that is the responsibility of Moscow’s peacekeepers in the disputed region of Nagorno-Karabakh.

Russia’s Defense Ministry said Azeri forces had set up a surveillance post and carried out four drone strikes in the breakaway territory, in violation of a cease-fire agreement.

It added that Turkish-made drones were used to strike at Karabakh troops near the village of Farukh, also known as Parukh.

The Defense Ministry of Nagorno-Karabakh said the drones had killed three people and wounded another 15.

Moscow called on the government in Baku to withdraw its troops, and said it was taking measures to move the forces to their original positions.

“An appeal has been sent to the Azerbaijani side to withdraw its troops,” the Russian Defense Ministry said. 

Azerbaijan’s Defence Ministry refuted Moscow’s version of events and described Russia’s statement as “one-sided.”

The incidents mark the latest flare-up in the long-running dispute.

The conflict in Nagorno-Karabakh flared up again in late 2020 and despite a peace deal, there has been sporadic violence in recent months

Azerbaijan won a two-month conflict with Armenia in late 2020 over the long-contested enclave that killed more than 6,500 people.

The victory allowed Baku to retake territory it had lost in an earlier war, from 1991 to 1994, that flared up after ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan following the collapse of the Soviet Union.

Despite a subsequent peace deal, many questions remain unresolved, including the legal status of the breakaway region and the Armenians who live there.

Moscow deployed almost 2,000 peacekeepers to the region, reaffirming its leadership role in a volatile part of the former Soviet Union.

Meanwhile, Armenia this week called on for the West to prevent attempts aimed at “destabilizing the situation in the South Caucasus.”

“We also expect the Russian peacekeeping contingent in Nagorno-Karabakh to undertake concrete, visible steps to resolve the situation and prevent new casualties and hostilities,” the Armenian foreign ministry said in a statement.

The Armenian government has warned of a possible “humanitarian catastrophe” in Karabakh after gas supplies to the disputed region were cut off following repair work.

Russia accuses Azerbaijan of violating ceasefire in Nagorno-Karabakh

Russia accused Azerbaijan on Saturday of having violated the ceasefire agreement reached with Armenia after the war for the territory of Nagorno-Karabakh in 2020.

The rise in tension in that region of the Caucasus occurs in the midst of the Russian offensive in Ukraine.

According to the Russian Defense Ministry, Azeri troops entered on March 24 and 25 “in the area under the responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh.”

Populated mostly by Armenians, the Nagorno-Karabakh region separated from Azerbaijan after the dismemberment of the Soviet Union. That separation caused a war in the 1990s, which left 30,000 dead and hundreds of thousands of refugees.

A new conflict broke out in 2020, which left more than 6,500 dead in six weeks and ended with a defeat for Armenia, which had to cede several regions around Nagorno-Karabakh.
