“Relatively calm” – Artsakh Speaker of Parliament on frontline situation

YEREVAN, MARCH 30, ARMENPRESS. The situation at the Artsakh frontline is currently relatively calm, the Speaker of Parliament of Artsakh Artur Tovmasyan said during a parliament session on March 30.

“We can now initiate in an unconstrained manner and in calm conditions the bills which I will now present to you for approval,” the Speaker said.

Earlier on March 30 the Artsakh authorities also issued a statement noting that no significant ceasefire violations were recorded overnight March 29-30 at the line of contact. However, the Azerbaijani troops haven’t yet withdrawn from Karaglukh.

WHO reports 43% growth in COVID-19 fatalities worldwide in past week

YEREVAN, MARCH 30, ARMENPRESS. Over 10 million people contracted the novel coronavirus infection worldwide over the past week, more than 45,000 patients died, TASS reports citing the World Health Organization (WHO).

The number of new infections declined by 14%, while the number of fatalities grew by 43% compared to the previous seven-day period.

“During the week of 21 through 27 March 2022, the number of new cases declined again with a 14% decrease as compared to the previous week. On the other hand, during the same period, the number of new weekly deaths has increased by 43%, driven by changes in the definition of COVID-19 deaths in countries in the Region of the Americas (Chile and the United States of America) and retrospective adjustments reported from India in the South-East Asia Region,” the global organization said in its COVID-19 Weekly Epidemiological Update,

Overall, a total of 10,805,132 new cases and 45,711 deaths were reported to the global organization on March 21-27.

The decline in case incidence was reported by all the six WHO global regions, particularly Eastern Mediterranean (down 32%), Africa (down 29%) and Western Pacific (down 24%). In Europe, which accounts for 49% of all new cases registered worldwide in the past week, the case count declied by 4%.

Mortality grew in America (up 182%) and Southeast Asia (up 116%), but declined in other regions, including Africa (down 30%), Eastern Mediterranean (down 22%) and Europe (down 17%).

The biggest number of infections was reported by the Republic of Korea (2,442,195), followed by Germany (1,576,261), Vietnam (1,127,716), France (845,119) and Italy (503,932). Chile accounts for the biggest number of fatalities in the past seven days (11,858), followed by the United States (5,367), India (4,525), Russia (2,859) and the Republic of Korea (2,471).

As of 19:10 Moscow time on March 29, the WHO cumulative global statistics indicated 481,756,671 cases and 6,127,981 fatalities registered worldwide since the start of the pandemic. The number of new cases grew by 1,342,231 in the past day, while fatalities increased by 2,841.

Artsakh National Security Service to have military active-duty combat division

STEPANAKERT, MARCH 30, ARMENPRESS. The National Security Service of Artsakh will have a military (combat) division for active duty service.

The bill on amending the law and creating the division was presented to parliament of Artsakh.

The current law states that the national security service is divided into three bodies – intelligence, counter-intelligence and military counter-intelligence.

The amendment will add the fourth – combat division body in the system in order for “strengthening the process of active-duty service (combat shift) of national security service officers at the Artsakh Republic state border (line of contact) and to regulate further legal relationships.”

YEREVAN, MARCH 30, ARMENPRESS. Deputy Prime Minister of Armenia Hambardzum Matevosyan met on March 29 with Chief Executive Officer of Masdar Mohamed Jameel Al Ramahi in Dubai, the United Arab Emirates, the deputy PM’s Office said.

The company representatives presented the ongoing works of the Ayg-1 200 MW solar power plant and informed that they will complete the construction of the plant with all necessary infrastructures by December 2023.

The company also informed about its plans to expand the cooperation in production of solar and wine energy.

On the same day, the Armenian deputy PM met with Younis Al Mulla, Senior Vice President Business Development and Government Affairs at Carrefour, and Vice President International Development Pierre Cassimatis.

The company representatives said that Carrefour, which is a part of the UAE Majid Al Futtaim holding, plans to gradually expand its activity in accordance with the 4-year development plan approved by the company in 2021.

The possibilities of the network’s expansion to Armenia’s provinces, as well as selling Armenian goods via Carrefour global network were discussed.

Representative of the RA Human Rights Defender, Ms. Anna Karapetyan participated in the OSCE Supplementary Human Dimension Meeting I entitled “International co-operation to address violations of international humanitarian law and international human rights law”, which took place in March 28-29, 2022, in Vienna, the Ombudsperson’s Office said in a press release.

Issues related to the requirements and application of international humanitarian law and human rights law were discussed during the meeting, focusing on the situation of the civilian population in conflict zones and the impact of the conflict on them; best practice in documenting and investigating human rights and international humanitarian law violations, including issues related to digital technologies supporting national human rights institutions.

During the meeting, the representative of the Office of the Human Rights Defender made a speech, referring to the human rights and international humanitarian law violations by Azerbaijan during the Artsakh war, as well as the humanitarian crisis in Artsakh as a result of the war.

The representative of the Office of the Human Rights Defender presented the violations of international humanitarian law against the border population of the Republic of Armenia by the Azerbaijani side, the human rights violations and the torture of prisoners of war by the Azerbaijani authorities, referring to the facts presented in the ad hoc reports of the Human Rights Defender.

In particular, the fact that the presence of the Azerbaijani armed forces has posed serious humanitarian problems to the border residents of Armenia was mentioned in the speech. Due to the behavior of the Azerbaijani authorities, which violate all well-known norms of international law, people in Artsakh have been deprived of gas supply for weeks, which disturbs the implementation of the latter’s right to health, education, work, and other fundamental rights. The recent aggressive acts of Azerbaijan have caused not only social but also serious security issues.

The representative of the Office of the Human Rights Defender made a particular reference to the urgency of the need to return the prisoners of war and civilian captives still held in Azerbaijan.

During the speech, the criminal behavior of Azerbaijan was strongly condemned, and a call was made to national human rights institutions and international organizations to act to stop the genocidal policy against Azerbaijan. In their speech, the representative of the Office of the Human Rights Defender emphasized the importance of securing the presence of international organizations in conflict zones, both during and in the post-conflict periods, as a mechanism of guaranteeing and protecting the rights of the civilian population.

YEREVAN, MARCH 30, ARMENPRESS. French President Emmanuel Macron expects to hold another telephone conversation with Russian leader Vladimir Putin this week, French cabinet spokesman Gabriel Attal said following a Council of Ministers meeting at the Elysee Palace, reports TASS.

“President Putin on Tuesday promised to speak with President Macron again in order to exchange views [on the situation in the Ukrainian city of Mariupol]. The presidents of France and Russia will probably hold another conversation this week,” he pointed out.

This will be their tenth conversation since the start of Russia’s special military operation in Ukraine. During their previous phone call on Tuesday, Putin briefed Macron on the measures that the Russian military was taking to provide urgent humanitarian assistance to civilians and ensure their safe evacuation, particularly from Mariupol.

Azerbaijan’s announcement of declaring international search for Russian State Duma deputy Mikhail Delyagin will receive a corresponding response from the Russian legislature. , ARMENPRESS reports the first deputy head of the commission on international relations Alexei Chepa told “RIA Novosti”.

“This is an emotional, wrong action. We will respond to that statement, we will try to take concrete steps now to calm down our partners,” he said.

Mikhail Delyagin had called on Russian peacekeepers to strike at Azerbaijan’s oil fields for disobeying.

In response to that statement, the Prosecutor General of Azerbaijan filed a criminal case against him. Mikhail Delyagin was declared internationally wanted through Interpol.
