EUR exchange rate down by 4.65 drams to 509.53 drams. Russian Ruble exchange rate up by 0.10 drams to 5.89 drams. GBP exchange rate down by 3.30 drams to 615.84 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 209.07 drams to 29757.27 drams. Silver price up by 0.17 drams to 388.86 drams. Platinum price stood at 16414.1 drams.

Prime Minister Nikol Pashinyan hosted renowned physicist, Scientific Director of the Laboratory of Nuclear Reaction of the Joint Institute for Nuclear Research (JINR), Academician Yuri Hovhannisyan, and Director of JINR, Academician Grigory Trubnikov, ARMENPRESS was infomred from the Office of the Prime Minister.

The Prime Minister welcomed their visit to Armenia, noting that the Joint Institute for Nuclear Research, of which the Science Committee of Armenia is a member, is a good platform for developing international cooperation, including with the partners of the Russian Federation. Nikol Pashinyan stressed that the Armenian Government is ready to support the further development of bilateral cooperation and the implementation of joint programs in the field of science.

Addressing Yuri Hovhannisyan, the Prime Minister noted. “I am glad that you maintain persistent contact with Armenia and the local partners, you have new ideas, you successfully continue your scientific activity”. The Prime Minister wished the prominent scientist good health.

Yuri Hovhannisyan and Grigory Trubnikov presented the details of the visit to Armenia and the steps aimed at the implementation of new programs in the field of science, in particular, establishment of new scientific centers at the YSU and other higher educational institutions in Yerevan. Yuri Hovhannisyan expressed confidence that our country has good opportunities in the field of science, adding that he will continue to contribute to the progress of the field with his experience.

Issues related to the involvement of young scientists in new programs within the framework of the Joint Institute for Nuclear Research were discussed at the meeting.

Prime Minister Pashinyan noted that in the recent period the Armenian Government has increased the funding of science by 82%, and the salary of scientists by 40-160%. The Prime Minister stressed that the development of science is of strategic importance for the Armenian Government, it will continue to be in the center of the Government’s attention.

President of Artsakh receives a group of volunteers

As ARMENPRESS was informed from the press service of the Artsakh President’s Office, expressing gratitude for the high sense of patriotism, the President praised the work done by them, emphasizing the fact that it is carried out in a cooperative manner with the subdivisions of the Defense Army and other law enforcement agencies.

YEREVAN, APRIL 15, ARMENPRESS. A confirmed violation of the line of conact in Martakert region of Artsakh has been recorded, ARMENPRESS reports the Defense Ministry of Russia said.

“The command of the Russian peacekeeping contingent, in cooperation with the representatives of Nagorno Karabakh and Azerbaijan, is taking measures to resolve the incident,” the statement said.

Ongoing cooperation is maintained with the General Staffs of the Armed Forces of Armenia and Azerbaijan to ensure the security of Russian peacekeepers and prevent possible incidents.

A protest in defense of Artsakh was held outside the Azerbaijani Embassy in France on Thursday, Lilit Asryan of the Artsakh Foreign Ministry said, sharing videos.

French MP Francois Pupponi, Chair of the France-Artsakh Friendship Circle, also delivered a speech at the protest, saying, “If Artsakh falls, Armenia will also fall, which is unacceptable.”

He urged the French government to recognize the Artsakh Republic.

MP: Armenian opposition can take just one ‘shot’

MP Hayk Mamijanyan, the secretary of the opposition With Honor faction, answered several frequently asked questions at a press briefing on Friday.

Asked on what basis the opposition claims that in case of a change of power in Armenia it is possible to achieve a breakthrough in the Artsakh issue, the MP said: “It’s very simple. For decades, the Armenian diplomacy has managed to ensure that the position of the real international community, particularly the OSCE Minsk Group co-chairing countries, and the position of the Armenian side are on the same line. If we were able to do it before, we will do it in the future as well,” the oppositionist said.

Hayk Mamijanyan also responded to the criticism of people, who claim that the opposition hesitates to take action.

“We are not slow, we just can take only one ‘shot’. We cannot afford to take unprepared and unplanned steps. Thus, we need some time to outline a clear action plan and to present it to the public. It’s a matter of a very short period of time,” Mamijanyan said.

Also, he urged the people to actively join the rallies held by the opposition.

“I have a request to all our compatriots who believe in us. There is a very simple action they can take now. All those who are aware of what Pashinyan and his junta are doing, should pick five people, who are not jointing rallies, whose eyes have not yet opened and who are still in slumber, so that when we announce the further actions, they can make these people participants in the actions to save Artsakh,” he said.

ArmInfo.Vahan Hunanyan, Spokesperson for the RA Ministry of Foreign Affairs, answered questions by the Armenpress news agency.   

Question: When and where is the next meeting of the Special  Representatives of Armenia and Turkey scheduled?

Answer: There is a preliminary understanding between the sides that  the next meeting may take place in Vienna. As soon as the date and  the place of the meeting are finally confirmed the public will be  informed properly.

In an interview, the Foreign Minister of Turkey stated that they  would like the meeting to take place in Armenia or Turkey? What is  Armenia’s position in this regard?

Answer: During the previous attempts of normalization, the meetings  were held in Armenia and Turkey, both at the level of negotiators and  even presidents, but, as you know, no result has been achieved. I  mean, the important thing is the political will to reach  normalization and the readiness to undertake clear concrete steps. We  demonstrate both, and we expect the same from Turkey. If there is a  will, the place of the meeting will become a purely logistic issue.

Moreover, the proposal of holding the meetings of the special  representatives in Armenia and Turkey indicates that in Turkey’s  perception, the process is solely bilateral. In this case, it would  be logical not to observe almost weekly statements of the  representatives of Turkey that they advance the process in  coordination with Azerbaijan.

Regarding the normalization of Armenia-Turkey relations, Minister  Chavushoglu also emphasized the need for bold steps. How would you  comment on that?

Answer: The Armenian side fully agrees with the need for bold steps.  We have repeatedly demonstrated our readiness to move forward,  including with the participation of the Foreign Minister in the  Antalya Diplomatic Forum, and the lifting of the economic embargo.  The resumption of flights between Armenia and Turkey was also an  important bilateral step.

We are convinced that the only way forward is to undertake consistent  clear steps. For example, we offered the Turkish side to open the  land border for holders of diplomatic passports as a first stage, but  the Turkish side is hesitating. We think this will be a small but  substantive, importantly, logical step. We hope it will be possible  to achieve a result on this issue.

Turkey’s Foreign Minister Mevlut Cavusoglu complained on Thursday  that Armenia remains reluctant to hold the next rounds of  Turkish-Armenian negotiations on normalizing bilateral relations in  Yerevan or Ankara, Azatutyun reports.

He said the Armenian side should become “more courageous” and stop  insisting on third countries being the venues of those talks.

“On one hand, you say that relations must be normalized and the  [Turkish-Armenian] border must be opened,” Cavusoglu told the Turkish  NTV channel. “On the other hand, you do not dare to meet in Turkey  and Yerevan.”

“If you don’t agree to even meet in each other’s countries how are  you going to take steps on other issues?” he said, appealing to  Yerevan. 

Special envoys of the two neighboring states met in Moscow in January  and in Vienna in February for talks described by both sides as  productive. In a related development, Cavusoglu and Armenian Foreign  Minister Ararat Mirzoyan met last month on the sidelines of an  international security forum held in the Turkish city of Antalya.

Cavusoglu said that the envoys’ next meeting will again be held in  Vienna. But he gave no date for it.

“I know you are greatly concerned. I know you are awaiting actions. I  know this treachery is impossible to put up with. Our worst  predictions are coming true. But all is not lost yet. We must stand  up and put an end to this endless succession of losses. Believe,  please, the opposition is up and doing. Of many questions I am going  to inform you in the coming days. Everything is bad, but we have a  chance. So w must use every moment in the right way. We have no right  to wrong steps. I say again, be ready. We have much work to do, and  wee are going to do it together. It is our mission, and we will carry  it out with honor,” Mr Saghatelyan wrote. 

Speaking in Parliament on April 13, 2022, Armenia’s premier said:   “The international community is telling us straightforwardly now:   being the world’s only country refusing to recognize Turkey’s ally   Azerbaijan’s territorial integrity is a great threat not only to   Artsakh, but also to Armenia. The international community is telling   us again now: request a lower status for Nagorno-Karabakh,  and you   will enjoy international unanimity on Armenia and Artsakh.    Otherwise, we request you not to hope for us not because we are  unwilling to help, but because we are unable to.”
