YEREVAN, 29 APRIL, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 29 April, USD exchange rate down by 3.41 drams to 453.26 drams. EUR exchange rate down by 0.41 drams to 478.91 drams. Russian Ruble exchange rate up by 0.08 drams to 6.40 drams. GBP exchange rate up by 0.46 drams to 569.79 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 167.40 drams to 27520.44 drams. Silver price down by 9.52 drams to 337.50 drams. Platinum price stood at 16414.1 drams.

Government bond auctions with a volume of AMD 55 billion took place on AMX

YEREVAN, APRIL 29, ARMENPRESS. Today the allocation auction of government bonds totalling AMD 55 billion has taken place on Armenian Securities Exchange.

The volume of auction allocation of government bonds (ISIN AMGB1129A316, AMGB3129A504, AMGN36294244, AMGN60294268) amounted to AMD 55 billion, with the demand surpassing AMD 114 billion (around 51%).

You can take part in the primary auctions via primary dealers the list of which is published on the website of RA Ministry of Finance, while the secondary market government bonds can be bought via members and market participants.

YEREVAN, APRIL 29, ARMENPRESS. Secretary of the Security Council of Armenia Armen Grigoryan is scheduled to meet with Foreign Policy Advisor to the President of Azerbaijan Hikmet Hajiyev in Brussels on May 2, ARMENPRESS reports Grigoryan told Radio Free Europe/Radio Liberty Armenia service.

“We will discuss a number of issues related to Armenia-Azerbaijan relations,” Armen Grigoryan said.

He considered it possible that the Pashinyan-Aliyev meeting could follow that meeting.

“If we succeed in getting the answers to all those questions in Brussels, then we can also discuss a meeting at the level of Heads of State in Brussels,” said the Security Council Secretary.

To the question of the journalist whether the meeting with Hajiyev can be viewed in the context of the preparation of the peace treaty, Grigoryan said. “You can view it in the context of normalization of Armenia-Azerbaijan relations, as Armenia-Azerbaijan relations, we can say, have several directions at the moment: Trilateral working group on unblocking of communication, the formation of delimitation and demarcation working groups is currently being discussed. It is almost in the final stage, I think the formation of a working group will be announced in the near future. There is also the direction of discussing the peace agenda at the level of foreign ministers. There are also regular meetings of the heads of the security forces, where some issues of Armenia-Azerbaijan relations are discussed. There is also the platform of of the meeting between me and Hikmet Hajiyev, where we discuss a number of issues related to Armenia-Azerbaijan relations.”

YEREVAN, 29 APRIL, ARMENPRESS. The UN Security Council will discuss in the upcoming week the situation in Ukraine, including the visit of Secretary General António Guterres to Kyiv, ARMENPRESS reports, the permanent representative of the United Kingdom to the UN Barbara Woodward said.

“The peace efforts are in the framework of the mandate of the Secretary General, and our obligation is to support them as member of the UN Security Council. We will have an opportunity next week to discuss this very important issue and the visit of the UN Secretary General under the Presidency of the United States”, she announced.

Why should Kosovo or other internationally unrecognized countries benefit from the international mechanism of salvation and compensation, but not Artsakh?, ARMENPRESS reports State Minister of the Artsakh Republic Artak Beglaryan voiced this rhetorical question on his “Telegram” channel.

“It was a pleasure to hear Russian President Vladimir Putin talk to UN Secretary-General Antonio Guterres about the International Court of Justice’s advisory opinion on Kosovo. Undoubtedly, this was a precedent for the peoples who live under the existential threat, fight for their right to self-determination, among which the indigenous people of Artsakh are in the forefront.

Needless to bring proofs of the genocidal policies against the Armenians of Artsakh over the decades, including the ethnic cleansing of Armenians in Azerbaijan and Artsakh, deportation, destruction of cultural heritage, systemic policies of anti-Armenianism, and a number of other existential threats, as evidenced by the decision of the UN International Court of Justice, as well as similar documented facts of many other international organizations.

And now the rhetorical question is why Kosovo or other internationally unrecognized countries should benefit from this international mechanism of salvation and compensation, and Artsakh, which meets all the standards of international law, no. We should not forget the many cases when the international community did not fulfill its preventive responsibilities, as a result of which different peoples were subjected to genocide,” Beglaryan wrote.

Newspaper: Armenia opposition has plan B for its struggle

YEREVAN. – Hraparak daily of Armenia writes: “On May 1, at 16:00, the strongest rally of recent years will take place in Yerevan,” one of the leaders of the fight against the [incumbent] authorities—NA [(National Assembly)] deputy speaker, [opposition ARF] Dashnaktsutyun [Party] member Ishkhan Saghatelyan—announced yesterday.

The groups that have been protesting for about two weeks in the capital [Yerevan] and provinces demanding the resignation of the authorities will come together in the capital on May 1. (…). It is assumed that the big rally will be held at Republic Square.

Our sources say that the opposition will not send [back] home—as usual—those gathered on that day, and will call for a non-stop struggle of disobedience, they will try to paralyze normal life and thus achieve the resignation of the authorities—as [PM] Nikol Pashinyan once did [in 2018].

We were informed that if this phase of the peaceful street struggle fails for some reason, the opposition has a plan B, which they do not declassify yet.

By the way, the even leaders of the opposition do not have an idea about the entire amount of what to do that day; everyone is informed about what they themselves will do.

We were told that new leaders of the struggle, who are now waiting for the development of events, will also to enter the arena.

Karabakh president to Armenia PM: We do not see any direction to deviate from our right to self-determination

YEREVAN. – A huge part of our joint work is related to the socio-economic sphere. Prime Minister Nikol Pashinyan stated this in his opening remarks during Friday’s consultation at the Government of Armenia—and chaired by him and President Arayik Harutyunyan of Artsakh (Nagorno-Karabakh), informed the press service of the PM’s office.

“And this is a key issue, because it is essential that we do everything to make conditions for the people to live in Artsakh, to feel safe, to see their future living in Artsakh. Of course, this also goes for the citizens of the Republic of Armenia, about the Republic of Armenia, I am convinced that we are moving in the right direction. This is very important. I am convinced that we are moving in the right direction, I am happy, when the Artsakh authorities share that conviction. I once again welcome you, Mr. President, dear colleagues, wishing a fruitful discussion today,” Pashinyan added.

In response, Artsakh President Arayik Harutyunyan said: “Fortunately, today there is a general political atmosphere in Artsakh, the Armenians of Artsakh first of all, of course, welcome and accept the agenda of peace, because there might be no one who knows the price of peace better than the people of Artsakh. But, on the other hand, I want to note that we do not see any direction to deviate from our right to self-determination, which we started from the first day of the movement. Therefore, I want to thank you for the opinion that any topic, any document will be discussed with the Artsakh government, and naturally, will stem from the mood of the people. Of course, it should be noted that no other way is possible, that is, it is not possible to have a document that will be rejected by the people of Artsakh. We all understand that, and in that sense we have a long political struggle.

The second is the security component, which is the most important today. Fortunately, recently it seems to have stabilized with the direct mediation of Russian peacekeepers, and today provides an opportunity to discuss socio-economic programs.

And the most important is the socio-economic at this stage. If there is no population in Artsakh, then it becomes meaningless to talk about the political struggle and security. That is why the demographics, the socio-economic programs are becoming important again today, the programs that started after the war are continuing. And we think that they should not only continue, but awe should also complete the ambitious programs we have started. And our main goal, the main issues at this stage are the political, security, demographic and socio-economic issues. We never faced any problems over those. But there are some questions on which we expect to receive answers during today’s discussion, which will determine our further steps in terms of continuing those programs.”

Ilham Aliyev considers Armenians of Karabakh as Azerbaijan citizens

Ilham Aliyev considers the Armenians of Nagorno-Karabakh (Artsakh) as citizens of Azerbaijan. The latter’s president stated about this speaking at the international conference, entitled “South Caucasus: Development and Cooperation,” which is being held in the Azerbaijani-occupied Armenian city of Shushi, Artsakh.

“We accept Armenians living in Karabakh, as our citizens. We hope that they will soon understand that they have all the rights and security guarantees as citizens of Azerbaijan,” Aliyev said, APA reported. 

“Unlike Armenia, Azerbaijan is a country where many national minorities live,” the Azerbaijani president added, claiming that all of them live in peace and tranquility in Azerbaijan. “Representatives of the Armenian people also lived in Azerbaijan, and they have never faced any problems. Therefore, Armenia must stop the propaganda of Azerbaijanophobia. Myths created by Armenia about us will never contribute to peace.”

At the end of the last century, however, the Armenian population of Azerbaijan was deported from the country as a result of several waves of ethnic cleansing. And Nagorno-Karabakh declared its independence and won the war imposed on it by Azerbaijan.
