Armenian Apostolic Church at Hye Point Annual Picnic Takes Place This Sunday

The Armenian Apostolic Church at Hye Point in Haverhill is holding its Annual Picnic this Sunday.

Food options include lamb shish kebab, chicken kebab, losh kebab, kheyma, pastries and beverages, including wine and beer. Azerbaijan retakes control of three Karabakh settlements

Azerbaijani forces have taken control of three additional territories in Karabakh, even as the opening of the new road that was the reason for the handover – the new “Lachin corridor” – has been delayed.

The three territories lay along the current route of the Lachin corridor, the road that connects Armenia to Nagorno-Karabakh. The ceasefire agreement that ended the 2020 Second Karabakh War stipulated that a new Lachin corridor would be built and in early August, as Azerbaijan said that the new road was “near completion,” the de facto Karabakh authorities gave residents of the villages along the road an August 25 deadline to leave.

But on the day of the deadline, both sides reported that the new road had been delayed: Karabakh’s de facto Interior Ministry announced that the current road would function until August 31 and would be protected by the Russian peacekeepers. 

Both sides said the issue was a segment of less than five kilometers that should be ready in the coming days. 

The head of Azerbaijan’s highway administration said that the ten-kilometer section of the road that lay on Armenian territory had not been completed. “At the request of Karabakh Armenians, Azerbaijan built a connecting section of 4.8 kilometers,” said the official, Saleh Mammadov, chair of the Azerbaijan State Agency of Automobile Roads. He said the new road would be ready “in the coming week.”

Despite the road construction delay, Azerbaijan’s defense ministry released a video of troops entering the district capital of Lachin on August 26. 

“Azerbaijanis have returned to the city of Lachin,” President Ilham Aliyev said in a tweet. “I congratulate all the people of Lachin and the people of Azerbaijan on this occasion. Long live Lachin! Long live Azerbaijan!”

One eyewitness who traveled from Armenia to Nagorno-Karabakh on August 26 told Eurasianet that Russian peacekeepers were still in the process of dismantling their checkpoints along that road, while Azerbaijani troops were visible in Lachin, though they did not appear to be attempting to control the traffic.

Also on August 26, Azerbaijan’s state energy company announced that its workers ahd entered the three communities – Lachin, and the villages of Zabukh and Sus – to start restoring power infrastructure there. 

The leadup to the handover of the three communities was chaotic and emotional, as the more than 400 Armenian residents were given mixed messages and then a tight deadline to leave their homes. The territory had been settled by Armenians after they took control of it in the first war between the two sides in the 1990s, with most coming from Armenia and some from Armenian communities in Syria and Lebanon. 

One of the provisions of the 2020 ceasefire statement was that a new Lachin corridor would be planned “within the next three years” and that when it was, the Russian peacekeepers that had protected the old route would shift to that one, allowing for Azerbaijani forces to take control.

But in early summer, Azerbaijan reported that it was already close to finishing construction of its portion of the road, and began exerting pressure on Armenia to finish its side. 

One village in particular – Zabukh, which Armenians call Aghavno – became a cause celebre among Armenians for its efforts to rebuild after the 2020 war. 

Some defiant Aghavno residents vowed to resist orders to evacuate. But as the deadline approached and the Azerbaijani takeover became inevitable, all the residents left. While Aliyev has promised to treat the long-term Armenian residents of Karabakh as its citizens, he branded the remaining Lachin residents illegal settlers and demanded that they leave. 

The de facto Karabakh government promised to give residents money to buy a new home elsewhere, and in the final days ahead of the deadline began cutting off utilities like power and water. 

Days ahead of the deadline, one Aghavno resident noted that even the church in Lachin was being dismantled: “If they are taking even the crosses, it means that there is no way back.”

Kazakhstan, Armenia discuss economic and inter-regional cooperation

YEREVAN. KAZINFORM Ambassador of Kazakhstan Bolat Imanbayev met with Mayor of the Yerevan Hrachya Sargsyan, the press service of the Kazakh MFA informs.

The Armenian side was informed about the program of large-scale reforms initiated by President Kassym-Jomart Tokayev and aimed at building a New Kazakhstan. The Mayor of Yerevan welcomed the constitutional reform in Kazakhstan and highly appreciated the policy of the Kazakh leadership. He also wished successful political and socio-economic modernization.

Hrachya Sargsyan expressed interest in expanding Yerevan's relations with the cities of Nur-Sultan and Almaty, as well as with Kazakh companies. The parties emphasized the importance of opening in June of 2022 a regular flight of FlyArystan on the route Almaty-Yerevan-Almaty, which gave an additional impetus to the development of mutual tourism, as well as the need to organize direct flights between the capitals of the two states.

During the conversation, the issues of holding the 9th meeting of the Intergovernmental Kazakh-Armenian Commission for Economic Cooperation in Yerevan in the second half of 2022 and further steps to enhance interregional cooperation between the two countries were also discussed.

Azerbaijan’s president announces deployment of Azeri troops in Karabakh

BAKU, August 26. /TASS/. Azerbaijani troops have been stationed in Lachin, Karabakh, Azerbaijan’s President Ilham Aliyev announced on Friday.

"Today, On 26 August, we, the Azerbaijanis, have returned to Lachin. Azerbaijan’s Army is now stationed in the city of Lachin. The villages of Zabukh and Sus were taken under control," Aliyev wrote on Twitter.

Among other things, the tripartite declaration signed by the leaders of Azerbaijan, Russia and Armenia on November 9, 2020, provided for a new route along the Lachin corridor bypassing Lachin with a subsequent redeployment of Russian peacekeepers. On August 11, Azerbaijan’s state-run automobile roads agency reported that a new motorway had been built.

The Azerbaijani army has been deployed to the strategic city of Lachin in Karabakh, Azerbaijan’s President Ilham Aliyev announced Friday.

"Today, on Aug. 26, we – the Azerbaijanis – have returned to the city of Lachin," Aliyev said on Twitter.

"Azerbaijan's Army is now stationed in the city of Lachin. The villages of Zabukh and Sus were taken under control," he added.

Aliyev also congratulated all the Lachin residents and Azerbaijan people on this occasion, declaring: "Long live Lachin! Long live Azerbaijan!"

A video on social media showed that Azerbaijan's flag has been raised on a building in the city center of Lachin.

Accompanied by a group of soldiers, Maj. Gen. Kanan Seyidov, the commander of the army corps, said that the Azerbaijani military has taken full control of the city of Lachin, as well as the villages of Zabukh and Sus, in line with the directives of the president.

Lachin lies on the route between the city of Khankendi in Karabakh and Armenia.

Meanwhile, the Turkish Foreign Ministry also made a statement regarding the return of the city of Lachin and the villages of Zabuh and Sus to Azerbaijan.

"We are pleased that the city of Lachin and the villages of Zabuh and Sus have been returned to Azerbaijan today as part of the ongoing process in line with the issues expressed in the Tripartite Declaration of Nov. 9, 2020," the ministry stated.

"We hope that this development, which constitutes a significant step towards the establishment of peace and stability in the South Caucasus, will contribute to regional normalization as well as Azerbaijan-Armenia relations.

"Türkiye will continue to support the territorial integrity and sovereignty of brotherly Azerbaijan, as it has done so far," the statement added.

Russian peacekeepers and the Armenian population have left the areas along the route known as the Lachin corridor, where Lachin, Zabuh and Sus are located. The area was temporarily put under Russian control in line with the tripartite declaration signed by Moscow, Baku and Yerevan on Nov. 10, 2020, following 44 days of the Second Karabakh War between Azerbaijan and Armenia.

As part of the declaration, Azerbaijan built a 32-kilometer (20-mile) road passing around Lachin for the Armenian population in Karabakh to use on their way to and from Armenia.

Russian peacekeepers providing security on the route of the old Lachin corridor were required to move the checkpoints to the new road. Lachin and its villages were occupied by the Armenian Army in 1992, and then Armenians brought from Syria and Lebanon were settled there in the following years.

Throughout the process, Azerbaijan has declared that it sees this as a war crime and a violation of the Geneva Conventions.

US State Department responds to Baku’s statement over appointment of new Co-Chair of OSCE Minsk Group

The United States Department of State responded to the statements made by the Azerbaijani foreign ministry over the appointment of the new US Co-Chair of the OSCE Minsk Group according to which such steps cannot contribute to the settlement of the Armenian-Azerbaijani relations.

When asked to comment on these statements of the Azerbaijani side, Vedant Patel, Principal Deputy Spokesperson at Bureau of Global Public Affairs, said at a press briefing that US Secretary of State Antony Blinken appointed Philip Reeker “to serve as the senior advisor for Caucasus negotiations to underscore our commitment to facilitating peace in the South Caucasus”.

“As a country, we are committed to facilitating direct dialogue between Azerbaijan and Armenia bilaterally, multilaterally, and in cooperation with likeminded partners to achieve a comprehensive peace settlement between the two countries”, Vedant Patel said.

He once again reminded that Ambassador Reeker will also represent the US both at the OSCE Minsk Group and at the Geneva International Discussions.

China begins live-fire exercises off Fujian Province

The waters of the Island of Muyu near Fuqing City are indicated as the drill zone. The forces and means involved are not disclosed, while coordinates for the drills can be found on the website of the Maritime Safety Administration of Putian. The live-fire exercises will last till Saturday.

Four arrested in Stepanakert fire investigation

YEREVAN, AUGUST 26, ARMENPRESS. Four people are under arrest amid an ongoing investigation into the August 25 fire in Stepanakert city, the prosecution of Artsakh said in a statement.

The fire broke out in the territory of the Stepanakert Industrial Combine and starting spreading in the area where ammunition was illegally stored, which caused the subsequent explosion.

No one was injured in the incident.

The four arrested people are suspected in illegally acquiring and storing ammunition.

From the perspective of forming a complete single market of goods and services, we highlight the integration of transportation and infrastructure sectors”, he said.

The Armenian PM stated that in case of a right approach the transportation-logistic industry could become one of the promoters of the development of the Eurasian Economic Union and the competitive advantage of the Union by creating favorable organizational-economic conditions for transit transportation. “In order to form the transportation-logistic complex of the Eurasian Economic Union, it is necessary to harmonize the economic policy at the national and transnational levels, as well as to ensure the integrity of approaches on developing and implementing integration infrastructural projects”, PM Pashinyan said.
