OSCE sees need to intensify efforts within Minsk Group to establish stable peace in South Caucasus

ArmInfo. The OSCE considers the Minsk Group as an appropriate body and sees the need to intensify efforts to establish a stable peace, prosperity and development of  the region. This is stated in the message of the OSCE secretariat.

This is how the secretariat answered the question of RFE/RL whether  they see the prospect of further activities of the Minsk Group  against the background of the fact that Azerbaijan does not de facto  recognize the mandate of the co-chairs, and there are huge  contradictions between the mediators.

However, the OSCE did not comment on the statement of the Russian  Foreign Minister that the United States and France refused to work  with Russia in the OSCE Minsk Group, against the background of the  developments around Ukraine.

“The OSCE Chairmanship does not intend to comment on the statements  within the Minsk Group concerning France or the United States,” the  response says.

Also, the secretariat did not comment on Armenia’s appeal sent about  two months ago to the co-chairs of the OSCE Minsk Group on organizing  negotiations with Azerbaijan.  “The co-chair countries, like the EU,  have been actively cooperating with Baku and Yerevan in recent weeks.  Armenia and Azerbaijan, as OSCE member states, are aware that the  organization is ready to provide any support, both within its mandate  and in other contexts,” the OSCE secretariat noted.

CIS Foreign Ministers` Council discusses situation in South Caucasus

ArmInfo.The situation in the South Caucasus was discussed at the meeting of the CIS Foreign Ministers’ Council in Dushanbe, Russian FM Sergey Lavrov told  reporters on Friday. 

“Our Armenian and Azerbaijani partners highlighted Russia’s role in  implementing the agreements of November 2020 and the later agreements  between the Russian, Armenian and Azerbaijani leaders reached in  2021, particularly the ones on trilateral cooperation in unblocking  transport communications, in border delimitation and demarcation and  normalization of relations between Yerevan and Baku,” Mr Lavrov said.

Maintaining status quo in Artsakh not to improve Armenia`s positions – Stepan Grigoryan

ArmInfo. Maintaining the status quo in Artsakh and in relations with Azerbaijan will not improve Armenia’s positions. Therefore, it is not in Armenia’s interests, the  political scientist Stepan Grigoryan said in an interview with  ArmInfo. 

“I myself have for many years been for the status quo maintained  since 1994 – until the 44-day war.  However, the status quo was to a  great extent maintained due to an entirely different geopolitical  situation.  The most important factor was later transformation of  Russia’s position,” Mr Grigoryan said.  

According to him, in the 1990s Moscow’s position on the status quo  was by and large in line with the Armenian side’s interests, and that  position remained unchanged during thee first years of Vladimir  Putin’s presidency. However, rapid changes were noticed in 2011 and  2012, and after the so-called Lavrov plan was circulated it came to  be in obvert conflict with the interests of Armenia and Artsakh. 

As regards the parliamentary opposition’s calls against any  agreements with Azerbaijan amid the present geopolitical reality, Mr  Grigoryan questions the political advisability of this tactics given,  first of all, Moscow’s present-day position. It is Moscow that doe  not allow the Armenian side to temporize. 

It is due to the West’s efforts that Azerbaijan is being contained,  and evidence thereof is U.S. Secretary of State Antony Blinken’s  direct and outspoken criticism against Baku for escalating the  situation. However, prolonging the process will be seriously  complicated because of the absence of common approaches between  Yerevan and Moscow. 

“It is clear that the opposition forces prefer keeping silent about  it. Moreover, they are afraid of speaking of Russia’s real position  on Artsakh now. It is not the opposition forces’ concept, but their  insincerity. But the reality is that temporizing can only be possible  if Russia’s position were at least neutral. It is Russia’s not being  neutral that turns this prospect into idle talks,” Mr Grigoryan said.

YEREVAN, MAY 12, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received today Russia’s Deputy Prime Minister Alexei Overchuk and Deputy Foreign Minister Andrey Rudenko, the PM’s Office said, adding that the meeting was also attended by Armenian Deputy Prime Minister Mher Grigoryan.

“I am happy to see you here, I want to state once again that we highly appreciate the work done so far within the frames of the trilateral working group dealing with the opening of regional communications, vehicle, railway communications. You know how important this topic is for us because when we achieve concrete solutions, it will change the situation in the region not only from economic, but also political, psychological and security terms. You know how much we are interested in having a concrete and positive result over it. We continue working intensively. During my official visit to Moscow, this has been one of the key topics that was discussed with Russian President Vladimir Putin. And I am very glad that we have fixed our common approaches and common positions over this.

As for the further work concerning this topic, this topic also has a technical part, which, I think, is not so difficult. But in order for us to have concrete and effective solutions, we need to solve all the legal issues, the procedural matters which will not only help us to quickly come to concrete solutions, but also these solutions will become more substantiated and stronger, if it can be said so. And the mechanism will work effectively in the long-run. I am sure that we all are inclined to such work. I once again want to thank for the work done. I hope and I am sure that this work will be effective in the future as well, it’s just necessary to come to concrete solutions as soon as possible”, the Armenian PM said in his welcoming remarks.

In his turn the Russian deputy PM Alexei Overchuk thanked PM Pashinyan for the warm welcome and said: “Indeed, quite recently we have met with you in Moscow where you were on an official visit, you visited Moscow and Nizhny Novgorod. A whole series of meetings both with Vladimir Putin, Mikhail Mishustin and Valentina Matviyenko have taken place. Our profile ministries received instructions based on the results of those meetings, and we are working on their direction. And I want to mention a very important moment that you drew a focus during your visit, that is to completely lift all the coronavirus-related restrictions. Now the operational staff made such a decision, all restrictions will be lifted from May 16 and it would be possible to travel both by roads and planes. In other words, all these issues, which were delaying the contacts between our countries, are being lifted today. Moreover, we have adopted with you decisions about many issues relating to trade, which are very important in the context of today’s topic. We are ready to continue the cooperation and develop it with the same spirit also in the future.

Today, of course, we would like to talk about the activities of the trilateral working group. We fully share your assessments on the establishment of transportation communications between Armenia and Azerbaijan. Truly, when this takes place, it will completely change the entire transportation configuration of the region. And really new opportunities will open so that the economy of Armenia will develop and will receive an additional impetus, and Armenia’s role will significantly increase connected with it. In this respect, of course, we are making maximum efforts both with Mher Grigoryan and Shahin Mustafayev in order to solve these issues. And as you said, the legal and procedural solutions, of course, are very important”.

During the meeting issues relating to the bilateral cooperation agenda between Armenia and Russia, as well as the activity of the Armenia-Russia-Azerbaijan deputy prime ministerial trilateral working group were discussed.

The prospects of restoring transportation communications in the South Caucasus region and the further process of the ongoing works within the frames of the January 11 statement of the Armenian Prime Minister, the Russian President and the President of Azerbaijan were touched upon.

Armenia-Azerbaijan delimitation, border security commissions to hold meeting next week

The first session of the commissions on border delimitation and border security between Armenia and Azerbaijan is planned to take place next week in Moscow, Armenian Foreign Minister Ararat Mirzoyan said at a meeting with Russian Foreign Minister Sergey Lavrov in Tajikistan.

“I’d like to inform you that we’ve had contacts with Azerbaijani colleagues on the matter of creating the commissions for delimitation and border security issues. And it seems that there is an agreement with Deputy Prime Minister Overchuk that on May 16-17 a meeting will take place in Moscow on the matter of unblocking of connections, and there is also an agreement that a bilateral meeting on the issues of delimitation and border security will be organized again in Moscow during the same days,” Mirzoyan said.

Head of Migration Service of Armenia participates in meeting of high-ranking officials of Prague Process in Vienna

YEREVAN, MAY 12, ARMENPRESS. On May 12, Armen Ghazaryan, Head of the Migration Service of Armenia, took part in a meeting of high-ranking officials of the Prague Process organized by the International Center for Migration Policy Development in Vienna.

ARMENPRESS reports the Migration Service of Armenia informed, noting that representatives of 26 countries of the European and Eurasian region took part in the discussion. The meeting is convened to discuss the Ministerial Conference Prague Process Action Plan for 2023-2027.

The documents are based on six directions:

prevent and fight against irregular migration and migrant exploitation,

develop the capacity of actors in the field of asylum and international defense;

encourage readmission, voluntary return and sustainable reintegration;

encourage readmission, voluntary return and sustainable reintegration;

target regular migration and human mobility, emphasizing labor migration;

encourage the integration of migrants legally residing in host countries;

turn migration and human mobility into a positive development resource.

“The points mentioned in the Action Plan are mainly in line with the principles and directions of the Armenian Government’s action plan related to migration,” said Armen Ghazaryan, Head of the Migration Service, presenting the priorities of the Service and the main directions of its work.

In this context, he attached importance to the digitalization of processes in the field of migration, cooperation with the Armenian office of the International Center for Migration Policy Development, and presented the work on migration policy, return and reintegration, legal migration.

The discussion will continue on May 13, the documents to be discussed will be presented at the ministerial meeting in Prague in October this year.

Armenian community of Uruguay donates valuable materials on Genocide to Armenian Genocide Museum-Institute

YEREVAN, MAY 12, ARMENPRESS. The Armenian community of Uruguay donated to the Armenian Genocide Museum-Institute a number of important materials on Armenian history, the Armenian Cause, and the Armenian Genocide: brochures, leaflets, and books.

ARMENPRESS reports the director of the Armenian Genocide Museum-Institute Harutyun Marutyan noted that Uruguay is of great importance for the Armenian people, as it was the first country to recognize the Armenian Genocide, setting an example for other states.

“After the recognition of the Armenian Genocide by Uruguay, a number of major countries in the world followed the big step of this small state by recognizing the genocide. And all these materials passed to us today by the Armenian community of Uruguay are of great importance for our museum,” said the museum director.

The Ambassador of Uruguay to Armenia Eduardo Rosenbrock noted that he is glad to transfer any materials on behalf of the Armenian Diaspora of Uruguay to the museum.

“Uruguay is a small country, but it has a large Armenian community, which is very active and has been able to integrate well into Uruguayan society. This year is very important for Armenia and Uruguay, as May 27 marks the 30th anniversary of the establishment of diplomatic relations between the two countries. The publications, books and leaflets provided by the Armenian community of Uruguay, which are here today, are very important works that will enrich the National Library of Armenia and the Armenian Genocide Museum,” the Ambassador said.

Historian Gevorg Yazichyan, who initiated the process of transporting the materials published in Uruguay to Armenia, said that the books, leaflets were mainly related to Armenian history, the Armenian issues, the Armenian Cause and the Armenian Genocide. There are posters that were published in Argentina, most of them on the 50th anniversary of the Genocide.

USA rules out supplying Ukraine with nuclear weapon

“The United States is providing security assistance to Ukraine by supplying arms, but as for the supply of nuclear weapons, this is out of consideration,” Donfried said during a Senate hearing on additional assistance to Ukraine.
