Armenian government approves draft strategy of public administration system reform

Public Administration Reform Strategy

“It would not be an exaggeration to say that this document is one of the five most important documents of our state, even [the second-most important] after the constitution”, said Armenian Justice Minister Karen Andreasyan.

The government has approved a draft strategy for reforming public administration. As a result of this reform, an increase in the efficiency of public administration is expected – due to the modernization of the work of the entire system.

The ultimate goal of this project is the formation of a system of progressive democratic governance and the creation of a state system of the fourth generation.

The Public Administration Reform Strategy is a document that outlines new approaches to

  • policy development and coordination,
  • providing quality services to the citizens of the country,
  • human resource management,
  • modernization of state institutions.

The government assures that for the first time after the collapse of the USSR and the declaration of independence, a document has been developed for the full reform of the entire state system.

The rationale for the project states that the adoption and implementation of a reform strategy is a priority for ensuring the security and stable development of the country.

The key problems that are supposed to be solved with the new strategy are low management efficiency, insufficient institutional capacity, low quality of services provided by government agencies, and imperfection of the public services system.

According to Minister of Justice Karen Andreasyan, the strategy developed by the government aims to solve many conceptual problems:

“Problems of the entire management system were diagnosed very objectively – at all levels. Together with the diagnostics, all possible solutions are prescribed – in several stages”.

He stressed that reforms had already been carried out in the sphere of public services in the country, which led to a partial improvement in the situation, but serious problems remained. In particular, the current system of civil service, in his opinion, most of all needs institutional modernization. He says that often the system not only does not help but also interferes with the work. In addition, it does not sufficiently encourage its best staff members:

“This strategy clearly outlines solutions to this – how to reward, how to encourage those really deserving, how to make the civil service attractive – in comparison and competition with the private sector”.

According to Prime Minister Nikol Pashinyan, the problems were identified during a three-year rigorous study of the public administration system, which he compared to a car that is inconvenient for everyone who uses it:

“We discovered (although we already knew) that this ‘car’ has extra parts and missing parts, that this ‘car’ does not meet modern requirements, is inconvenient for both drivers and passengers, sometimes it consumes more gasoline without gaining sufficient speed, sometimes its brakes fail, sometimes it skids on corners”.

The prime minister is confident that in the process of implementing the strategy, society will stop criticizing his government for the fact that employees of state institutions are regularly given high bonuses. According to him, in order to attract highly qualified specialists, it is necessary to give a decent salary:

“But in order for proper remuneration not to be an unbearable burden for the state budget, this service must be optimal in size. We keep saying that our state system is extremely overloaded, but there are links where there are not enough people to do some work”.

The authors of the project assure that the new strategy will lead to the formation of a system of progressive democratic government.

To achieve this strategic goal, a sequence of steps has been developed:

  • creating a realistic, efficient, predictable reporting system for strategic planning and policy implementation,
  • provision of public services to citizens based on modern, technological platforms,
  • the formation of professional civil service, independent of changes in the balance of political forces, with awareness of public interests, as well as with a decent salary,
  • creation of effective state institutions on the principle of “maximum ratio of price and quality” of the work performed,
  • formation and preservation of high-quality human capital in the state system,
  • formation of a technological and innovative system of public administration,
  • resource-efficient and sustainable public administration.

The reforms are planned to be completed by 2030, consistently implementing three pre-planned stages:

  1. “Institutional and functional modernization” (2022-2024) – elimination of systemic shortcomings in all areas, the formation of effective structures.
  2. “Systemic transformation” (2025-2027) in all strategic areas is a prerequisite for the formation of the fourth generation state system.
  3. “Government 4.0 and the digital state” (2028-2030) provides for the completion of all reforms and reaching the level of the fourth generation state system.

Ex-President: War would end differently if Armenia asked Russia for help

PanARMENIAN.Net – Former President Serzh Sargsyan believes that the Second Karabakh war would have different results if Armenia officially asked Russia for help, Panorama.am reports.

Sargsyan made the remarks during an opposition rally demanding the resignation of Prime Minister Nikol Pashinyan, while speaking to French media.

When asked what role Moscow should play for the Armenian people, the third president said Russia was and remains Armenia’s ally.

“I believe that Russia is ready to fulfill its allied obligations. There is a need for the leadership of Armenia to move in the right direction – not to make any oral statements during the conflict, but to apply in the forms stipulated by the agreement, asking for help from Russia so that the latter fulfills its contractual obligations,” Sargsyan said.

“I am sure that if during the 44-day war Armenia asked Russia for help in the form prescribed by procedures, we would have a completely different situation today.

“Regarding the future fate of Artsakh and Armenia, I must say what I have always said. I have been saying for 30 years now: Karabakh will never be part of Azerbaijan. I am 100% sure,” Sargsyan said.

In recent weeks, protesters demanding the resignation of Prime Minister Nikol Pashinyan have taken to the streets to block major roads in the capital Yerevan and call on the population to commit acts of civil disobedience. Pashinian has come under fire after he and Azerbaijani President Ilham Aliyev agreed to start drafting a bilateral peace treaty to resolve the Nagorno-Karabakh conflict and set up a joint commission on demarcating the borders.

Issue of Artsakh’s status fundamental: Armenia publicizes the six-point proposals to Azerbaijan

Armenia’s Ambassador-at-large Edmon Marukyan has publicized the six-point proposals of the Armenian side for the normalization of the relations with Azerbaijan.

The first point says the Armenian side is responding to a letter dated February 21, but handed over to the Armenian side on March 11, Marukyan said in an interview with Public TV.

The second point says the Republic of Armenia has never had and does not have any territorial claims on Azerbaijan.

According to the third point, the issues on guaranteeing the security of Armenians of Nagorno Karabakh, respecting their rights and freedoms, as well as determining the final status of Nagorno Karabakh are fundamental for the Armenian side.

In the fourth point the Armenian side emphasizes the importance of the commitments enshrined in the 2020 November 9, 2021 January 11 and November 26 statements signed by the Armenian Prime Minister, the Presidents of Russia and Azerbaijan. Marukyan said this is related to the issues of return of the prisoners of war, the opening of communications which Azerbaijan delays, adding that with this point the Armenian side makes it clear that unlike the Azerbaijani side, it remains committed to its obligations.

The fifth point states that the Armenian side is ready to start negotiations for the settlement of the relations between Armenia and Azerbaijan, for the establishment of inter-state relations based on the UN Charter, the International Covenant on Civil and Political Rights, and the Helsinki Final Act. “These are the basic principles that have existed from the beginning. It is here that the nations’ right to self-determination and other important rights and freedoms are enshrined,” he said.

With the sixths point the Armenian side states that Armenia applied to the OSCE Minsk Group Co-Chairs for organizing negotiations.

Sports: Henrikh Mkhitaryan still questionable for Conference League final

Roma are counting down the days to May 25th when they will step on the pitch in Tirana to face off with Feyenoord for the first edition of the Conference League trophy.

However, the Giallorossi remain puzzled as to whether they will be able to rely on Henrikh Mkhitaryan who exited the first leg of the semifinal with Leicester City due to an injury to the flexor muscle, RomaPress reports.

The Armenian attacker is still recovering with the initial prognosis being of 15-20 days out of action.

Mkhitaryan will miss both today’s match with Venezia as well as Roma’s last league engagement vs Torino on May 20th.

His objective is to at least receive a call-up for the big night in Tirana.

For the moment, however, his status remains questionable and José Mourinho does not intend to rush him back.

Freedom House urges Armenian police to refrain from using disproportionate force against protesters

Rights group Freedom House has expressed concern over violence taking place during opposition protests in Armenia.

“We are disturbed by violence taking place during protests targeting journalists, public figures, and ordinary citizens in Armenia. We appeal to the people to exercise their fundamental rights peacefully and call on the police to refrain from using disproportionate force,” it said in a tweet on Friday.

“The Armenian authorities and the opposition must respect the unobstructed functioning of democratic and human rights institutions, including civil society and the media, necessary to guarantee the rights of all citizens in the line with democratic norms and standards,” the watchdog added.

Opposition party: Struggle for Armenian Artsakh ‘unstoppable’

Armenia’s opposition Homeland Party led by MP Artur Vanetsyan summed up Friday’s protests in a video posted on its Facebook page.

“The struggle for Armenian Artsakh is unstoppable; there can be no turning back,” the party said.

The Armenian opposition launched a large-scale civil disobedience campaign on 2 May to oust Nikol Pashinyan from his position as prime minister and thus prevent new concessions to Azerbaijan.

Arman Tatoyan: The mistakes of the past must not be repeated

Armenia’s former Human Rights Defender (Ombudsman) Arman Tatoyanon on Saturday addressed the territorial disputes between Armenia and Azerbaijan in the past. His full statement is provided below.

“The mistakes of the past must not be repeated.

During the Soviet era, in border disputes between Armenia and Azerbaijan, it was common for Azerbaijani authorities to take part in official discussions, but, in parallel, to carry out attacks on residents of Armenian villages, seize their land plots and then turn them into the subject of “discussions” (Barana, now Noyemberyan, Kokhb, Koti, Doveg and other villages).

For example, despite the resolution of the Land Disputes Commission of the Central Executive Committee of the Transcaucasian Federation of April 28, 1923, which envisaged the transfer of only 5,000 dessiatines [an archaic land measurement] of land in the Shinikh-Ayrum region to the Gazakh district, the Gazakh land construction group drew up a completely different plan, ignoring the decision.

They illegally seized more lands from the territory of the Armenian SSR than envisaged by the decision. In particular, by intimidating a local forester, they seized an area of about 7,000 dessiatinas, increasing their “achievement” to 11,800 dessiatinas and making it the subject of discussion.

Let me bring another example: the disputes over the Tavush, Karvansaray (Ijevan) and Ghazakh border areas, which began in May 1922, and the final work of the commissions dealing with them were constantly dragged out because the Azerbaijanis had seized most of the lands owned by the Armenians, but fallen into their territory and refused to return them. This, in turn, made it difficult for the villagers to use their pastures, forests and water resources.

In general, disputes often arose because of big Azerbaijani landowners who sold their lands to the Armenians and then unreasonably demanded them back. Whereas, Azerbaijan’s violations were not properly recorded by the authorities of Soviet Armenia, who relied on discussions and Azerbaijani “lulling” and tried to avoid “unnecessary trouble”.

Thus, they were only making a gift to the Azerbaijani authorities to show the world that they were peaceful and humane at the expense of our homeland and compatriots.”


Serzh Sargsyan re-elected as Armenian Chess Federation president

Armenia’s third President and Chairman of the Republican Party of Armenia (RPA) Serzh Sargsyan has been re-elected as president of the Chess Federation of Armenia.

The voting took place during the Chess Federation’s reporting conference on Saturday, RPA said on Facebook.

Sargsyan was the only candidate and was re-elected unanimously. He has headed the Armenian Chess Federation since 2004.

Also, Smbat Lputyan was re-elected as first vice president of the federation.

Opposition campaign stopped process of ‘lowering the bar’ on Artsakh’s status, leader says

The protest campaign launched by the Armenian opposition has stopped the authorities’ attempts to “lower the bar” on the status of Artsakh (Nagorno-Karabakh), one of its leaders and a deputy parliament speaker from the opposition Hayastan bloc, Ishkhan Saghatelyan, told a news conference in Yerevan’s France Square on Saturday.

The anti-government protests dubbed Resistance Movement began in Armenia in April after Nikol Pashinyan hinted at concessions over Artsakh, saying that the international community wanted Yerevan to “lower the bar” on its status. 

“On April 25, we began the nationwide Resistance Movement, with large-scale acts of civil disobedience, including marches and rallies, launched on May 1. The Armenian people have stood up against the current government policies,” Saghatelyan said.

He outlined the four key achievements of the protest campaign.

“The movement has stopped the process of lowering the bar on the issue of Artsakh’s status,” he said.

“It has created a real political crisis and for our international partners the question of Nikol Pashinyan’s legitimacy is obvious at least at this point.

“The movement has proved that the Armenian people will not put up with any concessions imposed on them and Nikol Pashinyan has no mandate to lead the country to new concessions.

“The movement has made it clear that there is a public demand for the ouster of the current authorities. The movement is unique in the history of independent Armenia over the past 30 years in its scale and popularity. It is, in fact, the second Karabakh movement,” Saghatelyan noted.

Azerbaijani press: Azerbaijan determines rules of using Shusha city’s name

The rules of using the name of Azerbaijan’s Shusha city [liberated from Armenian occupation in the 2020 second Karabakh war] have been determined, Trend reports.

In this regard, a bill on amending the law “On Azerbaijan’s cultural capital – Shusha city” was discussed at the plenary session of the parliament on May 13.

According to the amendments, the use of the word “Shusha” (phrases with the word “Shusha”) will be allowed only with the consent of the body (structure) determined by the relevant executive authority, except for cases determined by the legislation of Azerbaijan and this body (structure), as following:

– in the names of legal entities, including media entities;

– in the names of awards and prizes;

– in the names of local, national or international events, including sports and other competitions, concerts, festivals, exhibitions, conferences, and seminars;

– for commercial and advertising purposes;

– on trademarks and geographical indications.

After discussions, the bill was put to a vote and adopted in the third reading.
