ArmInfo. August 23 marks the 32nd anniversary of the Armenian Declaration of Independence. 

The text read, in particular: 

"The Supreme Council of the Armenian Soviet Socialist Republic

"Expressing the united will of the Armenian people;

"Aware of its historic responsibility for the destiny of the Armenian  people engaged in the realization of the aspirations of all Armenians  and the restoration of historical justice;

"Proceeding from the principles of the Universal Declaration on Human  Rights and the generally recognized norms of international law;

"Exercising the right of nations to free self-determination;

"Based on the December 1, 1989, joint decision of the Armenian SSR  Supreme Council and the Artsakh National Council on the  "Reunification of the Armenian SSR and the Mountainous Region of  Karabakh;

"Developing the democratic traditions of the independent Republic of  Armenia established on May 28, 1918." 

ANCA calls on Congress to investigate Biden Administration`s aid blockade on Artsakh

ArmInfo.In letters sent this week to Congressional leadership and rank and file members of the U.S. Senate and House of Representatives, Armenian National Committee of America (ANCA) Chairman Raffi Hamparian called for Congressional inquiries  into the Biden Administration's effective blockade on humanitarian  aid to Armenian families of Artsakh – an at-risk population facing  aggression, ethnic-cleansing, the obstruction of access to food,  water, fuel, and other vitally needed resources.

 Citing the "Azerbaijani government's ambition to see Artsakh's Armenians starved  out of existence," Hamparian underscored that "the Administration has  sent almost no humanitarian assistance at all to help Armenian  families living in Artsakh." "America must not be complicit in the  ethnic-cleansing of Artsakh by Azerbaijan," he stressed.  The ANCA  letter called on legislators to demand answers from the Biden  Administration – via Secretary of State Antony Blinken and U.S.  Agency for International Development (USAID) Administrator Samantha  Power – to the following four questions:

What specific actions has the Biden Administration taken to help  at-risk Armenians living within Nagorno- Karabakh? (Please provide  programs, partners, budgets, deliverables and other relevant  information.)

What specific plans does the Biden Administration have to help  at-risk Armenians living within Nagorno- Karabakh? (Please provide  programs, partners, budgets, deliverables and other relevant  information.)

Has the Biden Administration conducted a needs assessment of the  humanitarian crisis facing the Armenian population of Artsakh?

What budget range does the Biden Administration consider sufficient  and appropriate to address the humanitarian crisis facing the  Armenian population of Artsakh?  The full text of the ANCA letter is  provided below.  

ANCA Chairman Raffi Hamparian's Letter to U.S. Senate and House   Members 

Dear Senator/Representative:  

I am writing to request that you investigate the Biden  Administration's refusal to provide meaningful levels of U.S.  humanitarian aid to the vulnerable Armenian population living in   Artsakh (Nagorno Karabakh).  

As you know, the indigenous Armenians of Artsakh – victims of  ethnic-cleansing and an ongoing genocidal drive by Azerbaijan and  Turkey to drive them from their ancestral homeland – remain at-risk,  isolated and effectively blockaded, seeking to survive without  sufficient food, fuel, energy or other resources.  

The Biden Administration has provided some token aid to Armenians  driven from Artsakh into Armenia, and – as a result of Congressional  leadership -provided modest funding for de-mining and UXO clearance.   Consistent, however, with the Azerbaijani government's ambition to  see Artsakh's Armenians starved out of existence, the Administration  has sent almost no humanitarian assistance at all to help Armenian  families living in Artsakh.  

The Administration's aid blockade stands in sharp contrast to  established U.S. policy, which, since Federal Fiscal Year 1998, has  provided tens of millions of dollars of direct aid to Artsakh,  helping its peaceful inhabitants with maternal health care, clean  drinking water, and life-saving demining.  

In light of the escalating existential crisis facing the Armenian of  Artsakh, I call upon you to ask the Biden Administration – via  Secretary of State Antony Blinken and USAID Administrator Samantha  Power – the following four questions.

What specific actions has the Biden Administration taken to help  at-risk Armenians living within Nagorno- Karabakh? (Please provide  programs, partners, budgets, deliverables and other relevant  information.)

The survival of an ancient Christian nation on its indigenous  homeland is at stake. Congress needs to act now  - demanding answers  and delivering aid.

By all accounts, the Administration – under pressure from Azerbaijan  – has effectively cut off desperately needed U.S. humanitarian aid to  Artsakh. Without this aid, Azerbaijan will starve Artsakh's at-risk  Armenian population of food, water, and other life-sustaining  resources. America must not be complicit in the ethnic-cleansing of  Artsakh by Azerbaijan, an oil-rich regime that has received over  $164,000,000 in U.S. military aid. Very simply, this dictatorship  does not deserve a veto over U.S. humanitarian aid policy.

Turkish Foreign Minister: The key to peace in the South Caucasus is a peace agreement between Armenia and Azerbaijan

ArmInfo.The key to peace in the South Caucasus is a peace agreement between Armenia and Azerbaijan. According to the Anadolu agency, Turkish Foreign Minister  Mevlut Cavusoglu said this on the air of the Haber Global TV channel. 

Cavusoglu drew attention to efforts to normalize relations between  Turkey and Armenia. , the Turkish minister said.

At the same time, he stated that he considers the attempts to  perceive the dialogue between Ankara and Yerevan as isolated from the  contacts between Armenia and Azerbaijan as subjective.

He stressed that after two years the Armenian troops still have not  left the "territory of Azerbaijan". ,  the Turkish minister said.

The new route linking Artsakh with Armenia will have the same legal status as the current corridor – Russian peacekeepers

ArmInfo.This morning, August 23, the heads of the five parliamentary forces of Artsakh met with the leadership of the Russian peacekeeping forces. This was reported  by the press service of the National Assembly of Artsakh.

According to the source, the reason for the meeting was the recent  statement of Minister-Counsellor of the Russian Embassy in Armenia  Maksim Seleznev, as well as another violation of the ceasefire by  Azerbaijan in early August and security issues. During the meeting,  officials of the peacekeeping forces of the Russian Federation  provided clarifications on the abovementioned issues. In particular,  it was noted that the tripartite declaration dated November 9, 2020  states that the new route linking Artsakh with Armenia will have the  same legal status as the current corridor, and all security  components will be preserved, ranging from 5- kilometer security zone  and ending with the deployment of checkpoints of the Russian  peacekeeping forces.

Referring to the latest developments, the command of the Russian  peacekeeping forces noted that they had drawn the necessary  conclusions regarding the August incidents, assuring that they would  make additional efforts to prevent such violations in the future and  ensure proper security for the Armenian population. 

Edgar Ghazaryan intends to achieve personal meeting with Armenian PM and demand his resignation

I applied to the administration of Armenian Prime Minister Nikol Pashinyan with a proposal to organize a meeting with the head of the government. I also intend to give him an opportunity to speak at the rally to be held in the next few hours in the Republic Square, Edgar Ghazaryan, former ambassador of Armenia to Poland and former head of the Constitutional Court Office, told journalists today

He said that he has not yet received an answer. Accordingly, a specific time for the meeting has not yet been set.

"Nikol Pashinyan is among those officials who, when coming to power, promised to be public. In addition, the President of the Republic Armen Sargsyan met with him publicly in due time, after which a meeting with Serzh Sargsyan was also held in the format specified by him. So I expect that the meeting will take place, though. At least we haven't received a refusal yet," Ghazaryan said.

He added that if the meeting is held it will be related to Nikol Pashinyan's resignation. The meeting itself will be attended by journalists.

The former head of the Constitutional Court staff also said he is ready to give Pashinyan the opportunity to speak at the rally in the Republic Square. However, Pashinyan, at this rally, will have to repeat his own speech given in 2018 on the occasion of his 100 days in power.

Journalists asked if Ghazaryan had consulted with former president Serzh Sargsyan about the agenda he was promoting and the organization of today's rally. In response, Ghazaryan noted that he had discussed the issue with many political forces, NGOs, former Supreme Soviet deputies, as well as Armenia's third and second presidents, Serzh Sargsyan and Robert Kocharyan, respectively.

"I also tried to arrange a meeting with Armenia's first president Levon Ter-Petrosyan, but I failed," the former ambassador assured.

The oppositionist hastened to note that these meetings do not mean that he is under anyone's influence.

There are three scenarios for leaving power, but today we are going to realize only one of them, namely a conscious resignation, former Armenian Ambassador to Poland and former head of the Constitutional Court Office Edgar Ghazaryan said during today's rally demanding the resignation of Armenian Prime Minister Nikol Pashinyan at the Republic Square in Yerevan.

He recalled that more than 40 officers of the Armenian Armed Forces, the Armenian Apostolic Church, Academy of Science, YSU Scientific Council, more than 100 lawyers, numerous political parties and NGOs made such an appeal in 2021.

"But Pashinyan did not resign. Instead, he organized a mock election by creating a criminal group together with Armenian President Armen Sargsyan, Prosperous Armenia party faction head Gagik Tsarukyan, and Bright Armenia party head Edmon Marukyan, knowingly failed the government formed in 2018, organized the mock election, and illegally seized power in Armenia. Let no one think that there were elections in 2021, it was a power grab. Pashinyan will also be tried for this. He is the only Prime Minister in Armenia's history who remained in office after resigning. Pashinyan has done this several times," Ghazaryan noted.

He expressed his belief that Pashinyan is using power in Armenia to serve the interests of his enemies.

"Our actions will be exclusively legitimate," the oppositionist concluded.

The organizer of the rally in Yerevan's Republic Square, former Armenian Ambassador to Poland and former head of the Constitutional Court Office Edgar Ghazaryan, accompanied by media representatives, went to the Armenian Government building and wants to meet with Prime Minister Pashinyan.

He said he has no plans to surround the Cabinet building.

"I will present him with three scenarios for leaving power. If he leaves his signature on his resignation statement, I will ask for photocopies. One photocopy I will send to the presidential administration, another I will bring and show to the citizens gathered in the square. If not, I will present two other scenarios of developments," Ghazaryan added.

Edgar Ghazaryan: Meeting with Pashinyan won’t take place, he got scared

The organizer of the rally in Yerevan's Republic Square, former Armenian Ambassador to Poland and former head of the Constitutional Court Office Edgar Ghazaryan, who went to the Armenian Government building, failed to meet with Prime Minister Pashinyan.

"It's not office hours and the security service said that there is no responsible person who could organize a reception or answer questions. I urge you to wait for an official response to the letter," the police officers explained.

Asked by Ghazaryan if Pashinyan is inside and wants a meeting, the police officers said they were not authorized to answer that question.

"Pashinyan is afraid of this meeting," he told reporters.

Ghazaryan added that he was not satisfied with the answer because the prime minister's working hours are not regulated.

Oppositionist: Resistance Movement will resume its activities on September 2

The Resistance Movement will resume its activities on September 2. The former vice-speaker of the parliament, Ishkhan Saghatelyan, said today before the opposition rally in the Republic Square.

So, a rally is scheduled for September 2, and the Resistance Movement, according to the assurance of the oppositionist, pursuing all the declared goals, will continue to fight in full force.

"Rallies will also be held in Karabakh and Diaspora," Saghatelyan said.

Avetik Chalabyan: Armenia’s sovereignty continues to shrink

Political activist Avetik Chalabyan sent a letter from the penitentiary institution, which was read out by his wife Anahit Adamyan during todsay's rally demanding the resignation of Armenian Prime Minister Nikol Pashinyan at Republic Square in Yerevan.

In particular, it noted:

"After 32 years since the adoption of the Declaration of Independence, we have an independent state, but on the other hand, its real sovereignty is organic and continues to shrink.

On the one hand, we were able to liberate Artsakh, but on the other hand, we could not hold it and day by day we lose it.

Outwardly, our country is developing, but on the other hand, its population is shrinking.

We face a crucial dilemma: either we must give new breath and meaning to the concept of independence, or we must resign ourselves to the grim thought that our sovereignty will be further diminished each year. We must either be willing to sacrifice ourselves for statehood, or we must accept that our national mission is complete and head off into foreign lands with the hope of material prosperity. The choice we must make together.

To recall, public and political activist Avetik Chalabyan was arrested for three months on August 3, despite being diagnosed with 3rd-degree hypertension, on charges of trying to materially interest students in participating in opposition rallies. Chalabyan had previously been arrested on May 14 and then for another 15 days. On the evening of July 27, the politician was released from Armavir penitentiary.
